Despite the wealth of empirical and theoretical literature on transnational corporations, little has been written about the spatial consequences of changes in the ownership of forest-based industries. These types of tnc embrace a broad range of activities, formerly based solely upon forest raw material, comprising sawmilling and pulp and paper manufacturing. In Sweden, these industries were mostly located near raw material supplies and concentrated on export production for the European market. During recent decades forest companies such as sca (Svenska Cellulosa Aktiebolaget) have invested in or acquired production and sales units in most of the traditional market countries. This has involved a substantial increase in the numbers of foreign employees, new commodities and raw materials, and a shift in the centre of gravity of production and employment. The aim of this article is to investigate and model the locational changes in sca 's ownership (of production, sales, and administrative units) and in its organizational structure within and outside Sweden, from the 1950s to the present.  相似文献

This article examines the emergence, the present configuration and the perspectives of a spatial planning policy at a European level in the light of the institutional and economic properties embodied in the nature of the European integration process. First, it recapitulates the main historical steps through which the idea of a European view about spatial questions has been developed as a combined result of cohesion and solidarity objectives and liberal market constraints. On the basis of these complementary and competitive principles, the article explores the conceptual identity of the emerging policy and discusses especially the reorientations of the spatial justice concept under a market integration paradigm. Finally, it presents the fundamental traits for the institutional design of the new policy, which lead to the reshaping of the traditional hierarchical, substantialist and normative profile of welfare spatial intervention towards an horizontal, procedural and pluralist model of collective spatial coordination. The article comes to the conclusion that the conceptual and institutional innovations to which the emergence of a European spatial planning policy is submitted constitute a part of a more general rearrangement in the legitimation basis of public policies in a post‐national and post‐welfare Europe. Recognition of these transformations could be seen both as a search for new forms of governance beyond the state and as a chance for rethinking traditional concepts of social theory in a time of change.  相似文献

This article explores a series of tensions inherent in the series of European policies that are designed to improve the competitiveness of regions in the face of globalization. Its focus is the co-existence of interventionist policies intended to overcome problems of lagging regions such as cohesion policies and those, for example competition policy which are designed to remove barriers to market integration and that are anti-interventionist. Moreover, the changing relationship between the European Union (EU), member states and the regions and problems of how regions are defined complicate policy implementation. To review these issues, the article adopts an agent-centred approach to understanding economic behaviour in the face of globalization in particular geographical and sectoral contexts. This methodology is used to highlight five sources of tension relating to the reality of the experience of globalization. These are illustrated by evidence from a recently completed EU Fifth Framework Programme study of regional adjustment strategies and technological change in five European countries.  相似文献

This article presents a method to identify “Absolute and Relative Employment Concentration (AREC) areas” for a particular industry. Two novel characteristics of the method are that it simultaneously analyses AREC, and that it combines spatial concentration per area with the spatial concentration in neighbouring areas. The method is easy to understand and apply. It is developed to assist regional policy makers and corporate decision-makers with their investment decisions related to new infrastructure or plants. The identification of concentration areas also allows for analysing the performance of these areas in relation to characteristics such as infrastructure availability and the housing and labour market. This can yield new academic insights that are relevant for regional planners. An application of the newly developed method to five industries in a Dutch province subdivided into 502 areas illustrates the value of the method in comparison to other methods.  相似文献

While European integration has predominantly been addressed in terms of its common market and through questions of European identity, this article explores alternate perspectives of environment in peripheral landscapes as a practice through which European center-periphery relations are negotiated. Drawing on two case studies, namely the Bulgarian Black Sea coast and the arid regions of Almeria in southeast Spain, we highlight how these landscapes have been variously framed as explicitly European spaces through either developmental narratives or environmental activism and advocacy. We argue that European integration is realized and contested through the discursive and material transformation of landscapes. With this, we contribute to an understanding of environmentalism and the politics of the environment as instrumental in addressing broader and parallel political concerns. Combining southern and eastern European perspectives on the political geography of the environment, we show that the landscape functions as an intrinsically political arena that materializes and discursively frames the different meanings and interests of European integration at stake.  相似文献

Abstract

This article reconstructs concepts of ‘European solidarity’ in Helmut Schmidt’s political thought. Tracing Schmidt’s beliefs from the late 1940s to the period of his chancellorship and beyond, it shows how his concepts of European solidarity were shaped by the lessons he drew from the political and economic catastrophes of the 1920s and 1930s. The article reveals how Schmidt developed a largely functionalist understanding of ‘European solidarity’ that was grounded in both his generational experience and the piecemeal logic of European integration he derived from Robert Schuman and Jean Monnet. Schmidt believed that ‘European solidarity’ was not a given, but that it had to be consciously constructed through mutually beneficial intra-European cooperation. He was guided by two central convictions: that the interdependence of European economies made their cooperation both necessary and desirable; and that Germany’s unique historical burden and geostrategic location meant that its foreign policy always had to be embedded in a wider European framework. As West German Chancellor from 1974 to 1982, Schmidt then sought to translate these convictions into practice, trying to avoid a relapse into 1930s protectionism whilst at the same time hoping to avoid perceptions of German dominance in economic matters. Yet, he remained highly sceptical of any attempts to transfigure West European integration into a greater ‘European identity’, believing that the Cold War context made any such attempts futile since true European solidarity could only be practised on a pan-European scale. Putting these views in a broader context, the article concludes that Schmidt’s thoughts offer valuable insights into the relationship between constructions of ‘European solidarity’ and notions of ‘crises’, and suggests that the analysis of his pragmatic approach adds to new, less teleological narratives of European integration that are now emerging in the historiography.  相似文献

The article focuses on the topic of clustering, which has become a popular concept, both from the academic and political perspective, and as an efficient business model. The distinction between clusters, understood as geographical concentrations of specific industries, and cluster initiatives, understood as more formalized actions undertaken by regional actors, is proposed. The primary objective of this study is to verify if these two types of structures are overlapping each other. This problem arises because the motivation for forming some cluster initiatives may be different economic policy instruments rather than existing market potential of a specific regional economy. The study finds that not all of Information and Communication Technologies (ICT) cluster initiatives in Poland represent real concentration of ICT-related divisions included in statistical classification of economic activities in the European community Rev. 2 classification, as measured by location quotients (LQs) for indicators on employment, firms' incomes and number of enterprises. However, there is a visible pattern that the LQs are higher in smaller geographic areas (NUTS 4 (Nomenclature of units for territorial statistics)), which usually represent big cities, being the cores of cluster initiatives. The study also discusses the phenomenon of the internationalization of clusters and the value added to that process from forming formalized cluster initiatives, which create favourable institutional framework for transborder cooperation.  相似文献

The International Labour Organization (ILO) played a concrete role in shaping the mechanisms of international economic co-operation created in Western Europe in the early post-war years. Its tripartite composition and orientation towards social dialogue were perfectly in tune with the productivist principles sponsored by the United States after the Second World War, which largely permeated European economic integration. Thanks to its solid know-how in the field, the ILO made a key contribution in promoting labour mobility, by helping the organisation and co-ordination of national employment services and vocational training systems and, most of all, by assisting institutions such as the Organisation for European Economic Co-operation (OEEC) and the European Communities in implementing freedom of circulation between their member countries. At the same time, in the mid-1950s it offered theoretical support to the economic liberalism on which the European common market was being modelled, arguing against claims for social harmonisation as a precondition to economic integration, and thus contributing to giving European co-operation the shape which still characterises it today.  相似文献

This article presents a constructivist-inspired analysis of the Jospin government's European policy, understanding most policy developments during this period as variations on well-established French preferences—rooted in a modified Gaullist paradigm—embedded in French state identity. The variations reflect external political and economic pressures. By June 1997, the potential contradiction between perceptions of European integration as an extension of French state identity and the actual constraints imposed by integration was never greater, due to the reinforced constraints imposed by the operation of the Single European Market (SEM) and Economic and Monetary Union (EMU), in additional to the rise of German unilateralism and the need for European Union (EU) institutional and policy reforms made necessary by the approaching enlargement of the EU eastwards and the increased pressure on the Jospin government to reconceptualise an end-goal to European integration.  相似文献

European legislation exercises an important influence on national policy even in areas where there is no pressure or need to incorporate in national legislation directives or regulations agreed upon in Brussels. In this article, I apply insights from the literature on sociological institutionalism and policy framing to explore statistically the impact of the 1989 European Merger Control Regulation on British merger policy during the period from 1984 to 2000. The findings address two issues in the broader literature of European integration. First, the study undermines the point, which is widely accepted in the Europeanization literature, that pressure emanating from the incompatibility between European and national institutions, norms, or policies is a necessary condition for national adaptation. Second, Euroskeptics and other proponents of British "exceptionalism" have much to fear from European integration. Even in the absence of regulations emanating from Brussels, European ideas and norms seep into national practice by way of policy framing and institutional isomorphism.  相似文献

This article examines recent attempts to create a common European Union (EU) immigration policy. This "harmonized" policy has faced political blockages, despite being seen by most observers as necessary if the EU is to meet its goal of free movement of labor. Because of this resistance, immigration harmonization has lagged behind other EU policy areas. To explain national resistance to harmonizing immigration policy, our article develops a theoretical and conceptual model of how immigration policy is potentially harmonized at the EU level, but how this harmonization can be blocked or restricted. We explain these political blockages with a model of intergovernmental bargaining that focuses on political salience, political partisanship, and institutions that protect immigrant rights. We argue that these national-level factors have determined the success and the nature of various harmonization proposals, by determining the positions of member states when negotiating in the European Council. Our primary hypothesis is that when the political salience of a given immigration issue is high, any harmonization that results is more likely to be restrictive toward immigrant rights. We also hypothesize that the impact of institutions that protect immigrant rights, and of political partisanship, is variable depending on the issue area and the national context. We use literature on European integration, immigration politics, agenda-setting, venue-shopping, and two-level games to theorize, operationalize, and test these hypotheses. The article helps to advance scholarly work on immigration politics, but our model could also conceivably be applied to other high-salience policy areas in the EU.  相似文献

Today, there should be little doubt that new reproductive technologies have ‘diversified, globalized, and denaturalized’ human reproduction (Inhorn and Birenbaum-Carmeli 2008). Not only have assisted reproductive technologies developed and spread throughout the world at a rapid pace, but this significant development has also given rise to a global market of cross-border reproductive care (CBRC). This article seeks to investigate CBRC between Sweden and the Baltic states, in which Swedish infertility patients travel to private fertility clinics as recipients of egg donation. This article argues that the restructuring of the European space (occurring in and through both the so-called ‘transition’ of the former Eastern Bloc and the expansion of the European Union) constitutes crucial conditions of emergence for the trans-European market of infertility care, which not only results in new modalities of reproductive mobility but also articulates a new set of interrelated European gendered reproductive subjectivities. Particular attention will be paid to the ways in which such ‘new reproductive subjectivities’ – here exemplified by a sample of cross-border donor egg recipients – are articulated in relation to notions of ‘choice’ and what I call ‘biodesirability’, and how such notions cannot be exempt from its specific post-socialist European context.  相似文献

The United States and European Union differ significantly interms of their innovative capacity: the former have been ableto gain and maintain world leadership in innovation and technologywhile the latter continues to lag. Notwithstanding the magnitudeof this innovation gap and the political emphasis placed uponit on both sides of the Atlantic, very little systematic comparativeanalysis has been carried out on its causes. The empirical literaturehas emphasized the structural differences between the two continentsin the quantity and quality of the major ‘inputs’to innovation: R&D investments and human capital. The verydifferent spatial organization of innovative activities in theEU and the US—as suggested by a variety of contributionsin the field of economic geography—could also influenceinnovative output. This article analyses and compares a wideset of territorial processes that influence innovation in Europeand the United States. The higher mobility of capital, populationand knowledge in the US not only promotes the agglomerationof research activity in specific areas of the country but alsoenables a variety of territorial mechanisms to fully exploitlocal innovative activities and (informational) synergies. Inthe European Union, in contrast, imperfect market integrationand institutional and cultural barriers across the continentprevent innovative agents from maximizing the benefits fromexternal economies and localized interactions, but compensatoryforms of geographical process may be emerging in concert withfurther European integration.  相似文献

ABSTRACT

For many European rural areas, the rural development programmes based on the LEADER approach constitute the main policy for promoting tourism. Going a step further than a rural development programme, LEADER represents an ideal method for overcoming some of the challenges involved in rural tourism development, such as the integration of tourism supply through public-private organizations or the coordination of multi-level policies. Despite its potential, there are difficulties involved in putting this approach into practice. This article aims to provide in-depth understanding of the challenges faced by some managers responsible for developing tourism strategies through the LEADER approach. To do this, semi-structured in-depth interviews have been held with Local Action Groups managers from Castilla-La Mancha (Spain). The main findings reveal that the actions of regional governments lead to the limitation and strangulation of the principle of subsidiarity according with the LAG manager? opinion.  相似文献

Germany has traditionally played a key role in promoting European Union solutions to domestic policy problems. In doing so it gained a reputation as a ‘tamed power’ (Katzenstein). This article reviews Germany's diplomacy two decades after unification. It explores the ‘tamed power’ hypothesis with reference to three policy areas: constitutional reform in the EU; Justice and Home Affairs policy; and an issue that has made German European policy very salient of late, the management of the Eurozone. The article argues that Germany has become a much less inclusive actor in European policy, pursuing policy solutions through ‘pioneer groups’ where these offer greater promise than the EU itself and becoming increasingly attentive to domestic political constraints. The article argues that Germany has become a normalized power, with significant implications for the EU.  相似文献

The paper examines how the Korean government promoted Korea’s cultural industries over the last 20?years. In the early 1990s, there was a radical departure in the government’s cultural industry policy, from that of political control over the cultural industries to viewing them as central to the government’s export-focused economic development strategies. The policy of developing the cultural industries was implemented in conjunction with government investment in other strategic industries, such as the information and communication technology industries. In the 2000s, the domestic market for cultural products expanded and diversified rapidly as the Korean society enjoyed improved living standards and a growing middle class demanded improved quality from Korea’s cultural products. The rapid development of other industries also facilitated the enhanced competitiveness of Korean cultural products in global markets. As a result, Korea’s cultural industries made substantial inroads into East-Asian markets in the late 1990s and into global markets in the 2000s.  相似文献

Events in Ukraine in 2014 are likely to transform the presence and role of western institutions such as NATO in the post‐Soviet area. The crisis has starkly revealed the limits of their influence within Russia's ‘zone of privileged interest’, as well as the lack of internal unity within these organizations vis‐à‐vis relations with Moscow and future engagement with the area. This will have long‐term implications for the South Caucasus state of Georgia, whose desire for integration into the Euro‐Atlantic community remains a key priority for its foreign and security policy‐makers. This article examines the main motivators behind Georgia's Euro‐Atlantic path and its foreign policy stance, which has remained unchanged for over a decade despite intense pressure from Russia. It focuses on two aspects of Georgia's desire for integration with European and Euro‐Atlantic structures: its desire for security and the belief that only a western alignment can guarantee its future development, and the notion of Georgia's ‘European’ identity. The notion of ‘returning’ to Europe and the West has become a common theme in Georgian political and popular discourse, reflecting the belief of many in the country that they are ‘European’. This article explores this national strategic narrative and argues that the prevailing belief in a European identity facilitates, rather than supersedes, the central role of national interests in Georgian foreign policy.  相似文献

The origins of the European Union are especially connected to its so-called founding fathers. One of them was Polish politician Joseph Retinger, who represented a functionalist point of view. This article aims to throw light on Retinger's contribution to uniting the Old Continent. The method applied in this article is a comparative analysis of Retinger's ideas with the early phases of integration. Many significant initiatives taken with a view to the future integration of Europe, such as the founding of the European League for Economic Co-operation (1946), the Congress of Europe held in The Hague (1948), the founding of the European Movement (1948), or the establishment of the Council of Europe (1949) to give just a few examples can all be associated with Retinger's activity. The author concludes that the importance of Retinger's European activities (concerning the early period after the Second World War) were so huge that he should be ranked among the pioneers of the modern European Union.  相似文献
