Knowledge-based industries tend to develop within regional or local clusters that allow for knowledge spillovers, the generation of a critical mass of complementary competencies and skills as for spatial proximity to academic organizations out of which many highly innovative firms have been founded. The prototype of that development certainly is the biotechnology industry which has emerged since the 1970s first in the US where especially small and medium-sized research companies have been established around leading science bases. Following the example of the US biotechnology industry, public policies in many industrialized countries aimed at stimulating cluster formation in biotechnology. This holds true especially for member states of the European Union (EU) where public policy initiatives have been initiated at different territorial levels. This article refers to the Munich pharmaceutical biotechnology cluster and applies institutional and organizational indicators that have been developed in various systemic analyses of technological development and innovation. It will be shown that reforms of the institutional environment in which the innovative organizations are embedded were crucial for the commercialization of biotechnological research in Germany. These reforms have occurred mostly at the regional and national level, whereas the EU played a role especially in establishing the regulatory framework for the biotechnology industry. Organizational indicators will be applied in order to assess the modes of knowledge production within the cluster.  相似文献

The concept of “clusters” has become central to regional economic development strategies, especially in the high-technology and biotechnology industries. Numerous studies have examined the significance of industrial clusters and their components, but comparatively less attention has been directed towards understanding the roots and processes of industrial localization. In particular, emerging biotechnology clusters such as that in San Diego have not drawn adequate scholarly attention given their policy implications with regard to clustering and regional development. Based on in-depth interviews, historical archives and participatory observations, this paper examines how the San Diego biotechnology cluster emerged and grew into an entrepreneurial habitat that has nurtured hundreds of biotechnology companies that have produced a series of innovative products. The author suggests that the regional context of the existence of a number of small biotechnology companies rather than a group of large firms, a continuous flow of talent, and leadership that fosters collaborations have been critical in promoting knowledge creation, circulation and accumulation, which are essential to spawning startups. The regional advantage of San Diego in stimulating entrepreneurship and innovation lies in its edge in creating and exploiting knowledge and practices through its entrepreneurs' robust interactions and participation in local communities of practice.  相似文献

On 6 January 2021, an overwhelmingly white, Christian mob stormed the US Capitol building in Washington DC as part of a rally to ‘Save America’. Moving beyond media reports and the analyses of popular pundits, the authors provide an ethnographic outline of some of the complexities and contradictions on display that day. Thinking with Hannah Arendt, Emmanuel Ladurie, Ursula LeGuin and others, these notes frame the rally preceding the attack on the Capitol in terms of historical narrative, carnival aesthetics and Christian symbolisms of salvation. The rally and attempted insurrection displayed multiple social and symbolic inversions, combining yearnings for order and stability with parody, playful optimism and violent threat. Unlike many other pre-Lenten carnivals, here it was never entirely clear which social order was being overturned and which was being reinstated, one result of the deeply divided world views that currently characterize much of the US population.  相似文献

This paper examines the importance of alliances as an innovation strategy utilized by US biotechnology firms. In doing so, the role of alliances with universities vis-à-vis alliances with industrial companies is emphasized. The biotechnology sector is dominated by few large and many small firms. The small firms are research focused or technology developers. Several large firms are now integrated biopharmaceutical companies. Very few small firms can survive without strengthening their relationships with universities, biotechnology or pharmaceutical or other large companies. These relationships range from licensing agreements, export–import connections to various forms of alliances for R&D, product development and marketing. Large firms supplement in-house R&D by acquiring research products and/or new technologies from small firms as well as universities. A survey of US biotechnology companies is used to show the emergence of alliance relationships, which continue to highlight university linkages, emphasize connections of biotechnology firms with other biotechnology entrepreneurs, and an ongoing effort to build a synergistic relationship with pharmaceutical or other large companies. Most linkages are not confined to the local area; the main locational attribute is the science base or the labour market.  相似文献

A wide range of industrial studies recognize the tendency of similar and related economic activities to co-locate in so-called industrial systems or clusters. While a cluster is defined by its cross-industrial relations the supporting and complementary role of cluster actors is seldom fully explored. This study will focus on the dynamics of cluster relations and give an account for the complementary nature of clusters by analysing anchor firms and complementary agents (such as specialized service providers and institutions for collaboration) in the Uppsala biotechnology cluster in Sweden. The empirical data used involves a triangulation of interview, survey and individual-based register data based upon a mapping of cluster actors active in 2002 and 2003. It is shown that both the formerly dominant pharmaceutical company and the local university have actively taken the role as anchor firms/organizations creating a local and dynamic milieu for biotechnology activities. Furthermore, it is shown that the local cluster consists of a variety of complementary agents contributing to knowledge spillovers and cluster competitiveness.  相似文献

This Editorial introduces the Special Issue on ‘Biotechnology Clusters and Beyond’. Drawing on the interventions of five commissioned articles from Canada, Germany, Israel, the UK and the US it suggests that biotechnology clusters are interesting and important intellectually and for policy deliberation. They pose questions about basic cluster theory because localized networks, though intense, may not be as extensive as global ones in firm practices, especially as these evolve over time. Moreover, innovation is more deeply embedded in the publicly funded science base than for ‘Porterian’ clusters. Regarding innovation, biotechnology is also less obviously Schumpeterian, there being little market-driven ‘creative destruction’, and is arguably, with its strong emphasis on both large- and small-firm ‘capabilities’—Penrosian—an emphasis in clustering research and applications that warrants further investigation. Finally, at the specific technology-exploitation phase, market interactions assert themselves over milieu characteristics because scientists know the value of their discoveries and there is accordingly high appropriability associated with such knowledge capabilities.  相似文献

Both Australia and New Zealand, in addition to engaging with the US executive branch, also protect and advance their bilateral relationship by engaging with the US Congress. Since 1987, Australia has pursued congressional outreach, or diplomatic lobbying, to protect and advance its security and trade interests. As a result, Australia has won both security and trade benefits. New Zealand's congressional outreach, on the other hand, has had a more challenging task of improving bilateral relations due, in part, to US objections to New Zealand's anti-nuclear policy. This article extends existing research on Australian and New Zealand congressional outreach, develops a framework for examining embassy-based congressional outreach and, through comparative analysis of Australian and New Zealand congressional outreach, gives greater insight into the nature and character of their efforts on Capitol Hill.  相似文献

This article presents results of a study of the Israeli biotechnology sector. The findings of the study show that despite the small geographical size of the country, the Israeli biotechnology industry tends to a great extent to cluster around leading research institutes. Based on a survey of 109 high-tech projects, the study suggests that the relatively weak business background of the entrepreneurs, the fact that most of them have worked at research institutes and that most new biotechnology firms were originated from ideas that came out of universities or research institutes, can provide possible explanations for this geographical concentration. The research emphasizes the relative importance biotechnology entrepreneurs ascribe to networking, both in very early stages as well as in advanced stages of the firm development process. It is argued that although the focus of the network changes over time, both geographically and in content, its links to local research partners are maintained. It is suggested that earmarked regional support policies are crucial to the development of networks required by new biotechnology firms.  相似文献

US inequality has rapidly increased since the early 1970s. For advanced economies, inequality is linked to stronger incentives that enhance growth, education, innovation and entrepreneurship. However, the rise in US inequality is concentrated in the top 1%. Hence it is increasingly possible that economic rewards may be too uncertain to promote effort, suggesting the US has crossed a tipping point in which inequality reduces growth. Other costs include more social and political instability, making inequality the next potential “crisis” facing America. This study first examines trends in inequality and then reviews arguments that suggest that it is both good and bad for growth in America's cities. We then provide evidence that there has been a reversal in the effects of inequality after 2000 with it now being associated with less income and job growth in US metropolitan areas. We conclude by arguing that no general solution is possible without significant political reforms that equalize political influence.  相似文献

Norrköping, a small urban area formerly dependent upon old labour-intensive industries, has developed a knowledge-based renewal strategy inspired by ideas emanating from its superseded local economy. Using a longitudinal case study, this paper explicates the dynamics of change among a triple helix of university, industry and government actors that involved building consensus within the city and with its neighbouring city of Linköping. The keys to success have been cross-institutional entrepreneurship, aggregating regional and national resources to realize a unique, locally generated strategy rather than adopting the usual list of hot high-tech topics such as information technology, biotechnology or alternative energy, and striking a balance between intra-regional competition and collaboration in order to achieve common objectives and avoid any stasis arising from hyper-competitiveness. This paper utilizes a triple-helix “spaces” framework and makes comparisons with other relevant cases to develop a theoretical model of regional renewal through the hybridization of old and new industrial and knowledge elements.  相似文献

Abstract

Recombinant DNA technology was invented in 1973. Within a few years, molecular biologists began developing practical applications and establishing private companies to exploit them commercially. In 1978, Harvard biologist Walter Gilbert, one of the leading figures in the field, joined the founding scientific advisory board of a Swiss biotech startup called Biogen. He later became the company’s CEO. His participation helped Biogen recruit top scientific talent in the United States and Europe and encouraged many of his professional colleagues to follow his example and go into business. In this way, Gilbert became a linchpin in the formation of the contemporary biotechnology industry. Because his adventures in business were shaped by circumstances unique to the late twentieth century, Gilbert’s case adds a distinctive point of reference to studies of academic entrepreneurship. It also points to internal contradictions and conceptual ambiguities in neo-institutional accounts of research privatization.  相似文献

Regionalization or districting problems commonly require each individual spatial unit to participate exclusively in a single region or district. Although this assumption is appropriate for some regionalization problems, it is less realistic for delineating functional clusters, such as metropolitan areas and trade areas where a region does not necessarily have exclusive coverage with other regions. This paper develops a spatial optimization model for detecting functional spatial clusters, named the p‐functional clusters location problem (p‐FCLP), which has been developed based on the Covering Location Problem. By relaxing the complete and exhaustive assignment requirement, a functional cluster is delineated with the selective spatial units that have substantial spatial interaction. This model is demonstrated with applications for a functional regionalization problem using three journey‐to‐work flow datasets: (1) among the 46 counties in South Carolina, (2) the counties in the East North Central division of the US Census, and (3) all counties in the US. The computational efficiency of p‐FCLP is compared with other regionalization problems. The computational results show that detecting functional spatial clusters with contiguity constraints effectively solves problems with optimality in a mixed integer programming (MIP) approach, suggesting the ability to solve large instance applications of regionalization problems.  相似文献

ABSTRACT

The US Middle Atlantic region, known for its rich archaeological record and diverse topographic settings, is experiencing a range of climate change impacts, most notably: sea level rise and coastal erosion in its tidal zones. Documented palaeostratigraphic and palynological studies throughout the region provide a record of late Pleistocene/Holocene environmental response to changing climate, confirming observations from other disciplines that the magnitude of modern impacts exceeds past temporal and spatial patterns. The corresponding impact on archaeological resources is great, requiring a renewed effort to document threatened sites while also working with local and state governments to develop mitigation strategies. The Middle Atlantic Archaeological Conference (MAAC) created the Sea Level Rise and Storm Surge Committee to promote regional partnerships in site impact assessment and mitigation strategies. The network highlights the predicament of archaeology in this time of climate change: accelerated research and discovery in the face of catastrophic loss.  相似文献

Abstract

Fisheries are a major source of food for the burgeoning human population of Earth, and their management is an extremely complex process. Management of these limited resources invariably arouses emotional responses from those participating in their harvest, processing and consumption.

A review of pertinent marine fishery management literature reveals an increasing recognition of the necessity for molding the sociopolitical, economic, biological, chemical, and physical sciences into a cohesive system that will provide managers with a sound basis for making decisions. This review discusses fishery management planning in world, US, regional, and state markets. Emphasis is on the northern Gulf of Mexico fisheries, where the authors have performed most of their research. The Gulf of Mexico region accounted for 34% of US commercial landings in 1979. In the Gulf region, fishery management plans have been developed and implemented over the past several years. Regional plans for management of resources in territorial and internal waters were produced in a state–federal–university-user effort. The interdisciplinary task force included state and federal marine fishery managers and specialists, economists, cultural anthropologists, marine biologists, marine fishery industrial representatives and management specialists.

The conceptual model of the management system provided a basis for the decision-making process. The strategic plans developed in this planning process were adopted and implemented in the five Gulf States. Several fishery management models are depicted and discussed. All show either directly or by implication that both science and politics are integral parts of the management of the several fisheries. An expanded model illustrates the interdisciplinary nature of fishery management. Some recommended political structures for fishery management are also discussed.  相似文献

There is a general view among geographers, historians and economists that a high level of industrial specialization is likely to inhibit the growth of a city. The arguments in support of this position emphasize the importance of diversity in the generation of new work. This position is more reasonable for a large geographic region than for an individual city in a regional system. Empirical data on the growth of American cities in the late nineteenth and early twentieth centuries fail to support the proposition that specialization retards population growth. Specialized cities of a given region and age grew at about the same rate as their regional contemporaries. These data are consistent with the notion that flows of capital, entrepreneurship and labor among cities in a regional system render specialization of little importance to long run population growth.  相似文献

Research on regional economic development increasingly embraces more nuanced perspectives on the evolution of clusters, industries and agglomerations. The extent to which the emergence and decline of clusters can be directed with intentional regional development strategies is, however, a major point of discussion. The article links the cluster life cycle concept to regional development strategies in order to examine the trajectory of Europe’s largest chemical complex in and around the Port of Antwerp (Belgium). This chemical cluster has matured and currently is in a state of stability. Although the cluster did not experience growth over the last decades in terms of new entrants, it did transform internally and maintained its importance as a production centre. Thus, whereas lock-in mechanisms hampered growth, they also prevented the cluster from going into a state of decline. We argue that while regional development strategies stimulated new emerging clusters in the Flemish region, vested interests in the port and associated lock-in mechanisms have resisted such developments in Antwerp. New growth trajectories based on the chemical cluster were therefore difficult to recreate in the Antwerp region.  相似文献

In the aftermath of the Arab Spring the Middle East has plunged into a state of instability. The United States has responded to these rising insecurities in a region of strategic importance with hesitation or half‐hearted commitments. The Obama administration, plagued by the increasingly difficult decision of defining America's role in an apolar world while managing the political and economic legacy of the Bush administration, has relied on a policy of delegation. Obama neither refrained from military options nor showed any willingness to commit American ground troops to one of the strategically and operationally most complex environments of the world. Instead, Obama's preferred way of war is one relying on surrogates—both human and technological—that allow the United States to externalize, partially or wholly, the strategic, operational and tactical burden of warfare. Unlike any other previous US administration surrogate warfare has become the principal means of protecting US interests in the Middle East that are perceived to be all but vital. The need for deniability and legitimacy, cost–benefit considerations as well as the lack of capability have made warfare by surrogate a preferred option in the Middle East. The consequences for US policy in the region are profound, as the lack of control and oversight have empowered surrogates whose long‐term interests are not compatible with those of the United States. More severely, the US might have jeopardized its standing as the traditional guarantor of security in the Middle East— something that partners and adversaries alike have exploited.  相似文献

Abstract

This article analyzes the association between intraregional collaboration and levels of invention in nine developed countries. Patent data of the Organization for Economic Co-operation and Development (OECD) regions of nine inventive countries are used to determine if a significant positive correlation exists between reliance on own region partners and overall invention. Strong intraregional collaboration is also related to the knowledge bases of technologies and to the tendency for inventors to team up in the first place. Results show strong evidence that inventors in highly inventive regions co-patent more with own region partners and that they have a greater tendency to collaborate in the first place. Support for the hypothesis that information and computer technologies favour own region collaboration and that more biotechnology invention encourages external alliances is mixed. However, there is far less evidence that more biotechnology invention encourages more external alliances. Variation in the results between countries is interpreted as evidence that national innovation systems have distinctive internal locational attributes. The findings refute the assertion that strengthening aspatial network proximities has eclipsed the pivotal role of intraregional linkages in technological advance.  相似文献
