This article is an evaluation of Ireland's participation in the Telematics Applications Programme (TAP), which was part of the European Commission's Fourth Framework Programme for the period 1994-1998. TAP was primarily concerned with public sector bodies and their ability to adapt to the Information Society. The article explores Irish participation in the programme and examines the contribution of this participation to the clustering of telematics experimentation within Ireland and to the increasing integration with other European regions arising from project networks. The role of the TAP programme in furthering Europe's information society in Ireland is assessed.  相似文献

This paper is an attempt to probe deeper behind the well-documented success story of the Irish economy over the 1990s. Over the decade, the country experienced unparalleled levels of economic growth that saw unemployment levels plummet, inflation levels stabilize and inward investment rise at a substantial rate. Growth rates of gross national product (GNP) best surmise the Irish case, the tigerish performance brought the country from one with a per capita GNP two-thirds of the European Union (EU) average in 1987, to one which exceeded the average 10 years later. An exposition of Ireland's pursuit of a foreign direct investment (FDI) development model forms a major part of this work. Recognizing the importance of FDI in Ireland, and FDI in the software sector in particular, this paper shows how and why investors flocked into the country over the golden era of the 1990s. Exogenously, Ireland's place on the outskirts of one of the world's biggest markets made it an alluring option for outside investors. Endogenously, the rationale behind the pursuit of high-tech FDI policy, beyond employment creation was the expected spill-over effects of multinational companies (MNCs) on the local economy. Questions are asked about the nature of positive externalities both in terms of the growth of an indigenous sector alongside a foreign-owned one as well as the sustainability of this type of investment. Changes in the organizational structures of MNCs over the 1990s, through decentralization of activities and outsourcing are integral to the Irish success story. Organizational transformation resulting in networks of global production have helped Ireland, as a peripheral region, to reposition itself as an access point to the lucrative European market. The geographic alteration on the national level however, has not been recreated on the sub-national scale. Contrary to the writings of many technology determinists, Ireland's pursuit of an information economy has had a very real impact in terms of regional economic divergence within the country. The lack of coherent regional or spatial planning is to blame along with a telecommunications infrastructure that has exacerbated the regional woes of an economy with an explicit focus on high-technology industries.  相似文献

THE ALTERNATIVE     
Information agencies set up for business-friendly opinion moulding in Sweden worked actively with similar organizations in the Nordic countries to formulate a pro-business ideological programme after the Second World War. The intent of this so called ‘Alternative’ was to counteract social democratic ideas of a more state-planned economy. This article contributes to earlier research on how business interest associations in corporatist countries responded to the development of the welfare state in the Keynesian era. Over time, the programme became less about taking an ideological stance in defence of free enterprise and more about dealing with the economic consequences of record growth. Business involvement in cartelization proved difficult to combine with arguments for free competition, free markets, and non-regulated prices. Collaboration as well as new institutions for both formal and informal discussions between labour and capital during the 1950s and 1960s, at least in Sweden, seems to have reduced the sense of urgency for an ideological programme for business. In the end, no Nordic business programme was ever realized.  相似文献

Abstract

Higher education and organizations within academic disciplines are important spaces for mentoring and other forms of networking. These spaces, however, are often situated in environments that limit equitable and inclusive opportunities for early career and underrepresented scholars to effectively engage in mentoring. This paper contributes to critical feminist scholarship that examines how organizations in higher education can offer supportive mentoring spaces for women, early career faculty, and scholars from diverse backgrounds. The analysis focuses on the Geographic Perspectives on Women (GPOW) Specialty Group of the American Association of Geographers (AAG) as a space for faculty, students and other geographers to enhance their professional and personal success. Our analysis draws from the results of an international survey, a focus group discussion, and reflexive participation of feminist geographers aligned with this specialty group. We examine the ways in which this academic organization, and the informal and formal networks it cultivates, attempts to foster an anti-oppressive mentoring community of feminist geographers. We also analyze how these networks are shaped by and embedded in neoliberal institutions in the discipline of geography and higher education as a whole. This discussion offers important insights to growing research and initiatives that support mentoring for women, feminists, and others concerned with building more inclusive and socially just spaces in academia.  相似文献

Methods for evaluating regional and urban policies have become increasingly sophisticated in recent years. However, this paper argues that the evaluation of Structural Funds programmes has systematically underplayed the effect of governance on both programme design and implementation. This paper uses the role of voluntary and community sector organizations in promoting community economic development initiatives within the European Union's Structural Funds programmes in South Yorkshire as a case study. An argument is made for extending evaluation methods, especially theory-based evaluation, through using multi-level governance as a “theory of change”. A key finding is that to explain how programmes work, evaluators need to consider formal partnership and management arrangements, their traditional focus, but also wider governance structures and the importance of informal policy networks. Such a focus allows for a consideration of issues such as resource mobilization and power.  相似文献

Since the mid-1980s, the software industry has been one of the fastest growing sectors of the Irish economy. This article examines the causes of the degree of success which the Irish indigenous software industry has attained in terms of growth and international competitiveness. In exploring the development of its competitive advantage we examine, in turn, the role of Irish factor conditions, domestic demand conditions, related and supporting industries, and firm strategy, structure and rivalry, in accordance with Porter's (1990) 'diamond' model. In doing this, we pay close attention to the role of foreign-owned transnational corporations (TNCs) in Ireland in influencing the development and competitive advantage of the indigenous software industry. This is a relevant issue in view of the simultaneous rapid development of the indigenous and foreign-owned branches of the industry, and also the strong growth among other, possibly related, TNC-dominated sectors such as computers and telecommunications equipment. This paper shows that the Irish indigenous software industry has had a strong competitive performance. There is no single outstanding reason for this; rather, causes can be found in all four of Porter's suggested determinants of competitive advantage, so that it is the combination of a range of favourable influences that has proved effective. However, the case of the Irish indigenous software industry shows how foreign TNCs can indeed have a significant positive influence on indigenous competitive advantage.  相似文献

This paper explores attempts to establish a network of firms and organizations to develop the multimedia industry at a regional level. The paper sets out its review in the context of the regional economy, and then details the nature of the networking process under investigation. An evaluation of networking in this context is provided, based on detailed empirical research. The goal of this article is to draw attention to one of the currently observed trends in the geography of cities in the context of the networking of cities of similar development profiles. In that context, the most important examples of the urban networks were analysed, including the following networks: the UNESCO Creative Cities Network and Eurocities as well known side-network initiatives of the European Capital of Culture. Each network was analysed in the context of business objectives and the conditions for participation. In addition to that, the article describes the idea of cluster forming with particular emphasis on creative industries clusters. Moreover, this article is devoted to Polish experiences connected with the participation of the Polish cities in international networks of creative cities, establishing creative clusters in Poland and with cluster initiatives.  相似文献

Indicators offered by available international statistical data and observations of many researchers point out that women's formal political involvement at the local level is stronger than that at the national level for the majority of states. However, gendered political patterns in Turkey have been following a rather different path. One and the most significant contradictory aspect is that women's representation at local elected organs is weaker than the national parliament. This article, first, investigates the reasons for this relatively weak existence in formal local politics. The references of this relativity are both national formal politics of Turkey, and the dominant worldwide model. Secondly, the article tries to establish country‐specific links between formal and informal local politics concerning women's participation. The experience in Turkey has proven that women's local engagement does not necessarily propel decision‐making power and women's empowerment. Women's local mobilization in Turkey has been mostly limited to socio‐cultural and charity activities instead of central decisions on the settlement, and of efforts for establishing women's local political agendas. Moreover, as a very prominent factor concerning the maintenance of asymmetric gendered structures of local politics, women's movement at the national level has been lacking in systematic political interest in the issue until very recently. In this article, these pretensions and future prospects are discussed in terms of the actual global‐national circumstances affecting local politics as well as women's local conditions. To these ends, existing quantitative‐qualitative research, data and analysis, and relevant findings of the author's recent (2000–2003) original research, as well as her observations through participation in recent feminist activism targeting local politics are being evaluated.  相似文献

Land hunger was a pervasive feature of Irish rural society which had not disappeared with the attainment of national independence. Rural agitation for land redistribution was conducted by many small indigenous farmers and it acquired an extraordinary anti-German tone after 1960. This was partially fuelled by a wave of international media speculation about Ireland as a base for Nazis eluding justice, but it was also driven by the notable success of Irish agencies in attracting German investment to Ireland. Consequently, the land question spilled into Irish efforts to attract Foreign Direct Investment (FDI) and Ireland's application to join the European Economic Community (EEC). Governments were slow to respond to the demands of the rural radicals: heavy-handedness against foreign landholdings might endanger Ireland's international reputation at the very time that the country was seeking to shake off an anti-progress and insular image. Militant republican involvement in land agitation stirred additional concern. When the Irish Land Commission compulsorily purchased the properties of a handful of West Germans in 1969, the Bundestag of the Federal Republic of Germany (FRG) debated the matter. This ostensibly served as the rationale for vandalism, arson, and bomb attacks against foreign-owned farms and properties at a critical point: Northern Ireland was careering out of control and Dublin's priority was to join the EEC. The government defended the right to private property and it could not halt the EEC's liberalisation of agricultural land purchases after 1970: membership of the EEC was the overriding strategic objective. In sum, land ownership had formed part of the bedrock of Irish nationalism since at least the nineteenth century and Irish adaptation to the liberal international economy generated predictable resistance. The linkage between land ownership and national citizenship was not unique to the Irish, as the Danes, the Dutch, and several countries bordering West Germany experienced comparable difficulties in the 1960s and the 1970s.  相似文献

‘Participation’ has become an essential part of good developmental practice for Southern governments, NGOs and international agencies alike. In this article we reflect critically on this shift by investigating how a ‘participatory’ development programme — India's Employment Assurance Scheme (EAS) — intersects with poor people's existing social networks. By placing the formalized process of participation in the EAS within the context of these varied and uneven village–level relationships, we raise a number of important issues for participatory development practice. We note the importance of local power brokers and the heterogeneity of ‘grassroots’ (dis)empowerment, and question ideas of power reversals used within the participatory development literature.  相似文献

This article re‐assesses the effect of microcredit programme participation on women's empowerment by applying an analytical framework that recognizes the conceptual shift in emphasis in the definition of empowerment, from notions of greater well‐being of women to notions of women's choice and active agency in the attainment of greater well‐being. The author finds that microcredit programme participation has only a limited direct effect in increasing women's access to choice‐enhancing resources, but has a much stronger effect in increasing women's ability to exercise agency in intra‐household processes. Consequently, programme participation is able to increase women's welfare and possibly to reduce male bias in welfare outcomes, particularly in poor households.  相似文献

A new round of Commonwealth reform proposals commenced at the Commonwealth Heads of Government Meeting of 2009. An ensuing report, titled A Commonwealth of the people: time for urgent reform, contained a long list of proposals that eventually resulted in 2013 in the adoption of the Commonwealth Charter. Many classic international organizations are in need of reform, but this is, of course, challenging. This new Commonwealth reform process will not lead to satisfying changes and will not make it a more relevant actor in global governance. The year 2015 marks the Commonwealth Secretariat's first half‐century. We take this symbolic marker to push for a forward‐looking exercise, arguing that because the true nature of the Commonwealth is often misunderstood, a better understanding of the organization is essential before embarking on any successful change‐management project. In the article we identify four different kinds of Commonwealth: three of a ‘formal’ nature (the official, bureaucratic and the people's Commonwealth) and a fourth ‘informal’ one (Commonwealth Plus). By describing the potential of these four different kinds of Commonwealth, we can anticipate better the challenges with which the Commonwealth network is faced, both internal (including its mandate, its British imperial past and dominance, the organization's leadership and its membership) and external (other international organizations, other Commonwealths, rivalry with regional organizations and the rise of global policy networks). Consequently, this should lead to a better and more sustainable debate about the Commonwealth's future role in global governance.  相似文献

ABSTRACT

This article analyses the participation of individuals, networks and international organizations in transnational fundraising aimed at providing humanitarian relief aid. Focusing on fundraising campaigns organized in the Italian states in favour of Ireland in 1847, when the Great Famine scourged its population the most, the article highlights the agency of the fundraisers in setting in motion an economy of altruism that transcended groups’ boundaries and state borders. The activism and networking of a few well-established individuals in Rome were pivotal in mobilizing the lay and religious elites at a local level. In January and February 1847, the elites of the Italian capitals collected copious sums within private events and initiatives directed at their peers, while the Christian faiths present in Rome organized the first alms collections. This wave of altruism succeeded in setting humanitarian relief for Ireland as one of the goals of the global Catholic Church. In March, Pope Pius IX issued the Encyclical Praedecessores Nostros, appealing for Catholics to donate in favour of Ireland, and thereby generating much local fundraising, mainly in the Italian states and Southern Europe, until the early months of 1848. The Catholic clergy served the cause, raising money locally and taking charge of its delivery to Ireland, with partial coordination from Rome. Although implementing a transnational fundraising campaign involved obstacles of a political, logistical and financial nature, the alms collection raised in the Catholic churches aggregated many small donations over a considerable time span, providing more than double the amount raised in the lay initiatives organized by the elites of the Italian states. The article, based on unedited archival sources from the Italian, Vatican and Irish archives, shows how the charitable fundraisers overcame the obstacles imposed by state politics, international conflicts and transaction costs over the transnational circulation of ideas, initiatives and capitals.  相似文献

In the 1980s, key Irish Studies scholars proposed that Irish culture, politics and economics – both past and present – are most usefully viewed in the context of imperialism, colonialism and anti-colonial nationalism. The result of this intervention is an Irish postcolonial studies which, over the past 35 years, has produced an influential body of scholarship premised on the idea that Ireland is a colony/former colony of the British Empire. Notwithstanding its considerable impact, Irish postcolonial studies has not been without its detractors, with the country's location within Europe forming the basis for one of most persistent objections to the application of a postcolonial framework to Ireland. Given the key role assigned to geography in the postcolonial debate in Ireland, this article explores the implications for Ireland of an emerging postcolonial critique centred on Europe. In addition to discussing the concept of internal colonisation as applied to such Western European countries as Italy and Britain, the article makes reference to postcolonial analyses of the region of Eastern and Central Europe and its relationship with both Russia and Western Europe. The article acknowledges that the branch of European postcolonial studies that focuses on uneven power relationships within and between European countries offers a useful challenge to the argument that Ireland should either be examined within a European framework or a postcolonial one, but argues that the categorisation of a greater number of European societies as colonies or former colonies raises important questions that require further debate.  相似文献

This paper examines the importance of industrial clusters, and the relevance of Porter's diamond model, in the context of the small open economy of Ireland. It analyses the experience of three relatively successful Irish indigenous sectors and it considers to what extent have clusters of related or connected industries been important in accounting for the degree of success attained in Ireland. We do not find evidence of well-developed clusters of the type described by Porter, and our study provides support for some previous critiques of Porter's model. It is concluded that Irish industrial policy does not need to be focused strongly on developing the type of industry clusters described in Porter's model. At the same time, different elements of Porter's model do prove to be relevant and we find that companies in Ireland benefit from being part of some form of wider grouping of connected or related companies and industries, although these groupings can differ from Porter's clusters in significant respects.  相似文献

Over the course of the eighteenth and early-to-mid-nineteenth centuries the Irish, who moved throughout the British Empire, helped to build the social, political and economic structures that would enable the success of countless colonial settlements. They were merchants, traders, fishers and labourers, and a significant proportion of them were Catholic. While many would go on to play pivotal roles in the development of Catholicism in the colonies, the Irish were not alone and often joined or were joined by other Catholic groups such as the French, Spanish and Scottish Highlanders. That the Irish achieved greater political and economic success, though, had a knock-on effect for the other Catholic groups could then use the foundation that the Irish established for their own progress and development. This article considers the place of Catholics on Britain’s expanding colonial landscapes by examining the political awakening of Irish Catholics in Nova Scotia and Cape Breton Island, two of Britain’s north Atlantic colonies, between 1780 and 1830. These two colonies, like many others, witnessed the growth of an Irish Catholic laity that was ambitious, pragmatic and adept at using the political structures available to reframe their legal status. The election of Laurence Kavanagh, a second-generation Irish Catholic merchant from a tiny fishing outpost on Cape Breton Island, to Nova Scotia’s legislative assembly in 1820, is offered as an example of how this process actually worked on the ground and opens up a broader discussion about the importance of minority populations like Catholics to Britain’s imperial programme.  相似文献

The debate on regional innovation potentials has concentrated in recent times upon the topic of regional knowledge networking. This article presents the findings of the first phase of a detailed network analysis of the cooperation relations between scientific institutions and firms in the “metropolitan region Hanover-Brunswick-Göttingen”. The research concentrated on the regional and supra-regional cooperation relations of approximately 500 science establishments of the region, including their interlinks with private sector firms. This analysis of a polycentric metropolitan region's knowledge networks in different fields of competence produced detailed information on the density of knowledge interlinking within the region, on the degree of connectivity between the region's scientific institutions and private sector firms, and on central network nodes within the regional innovation networks. The case study exemplifies the methodical approach of a regional network analysis and emphasizes the role of knowledge networks as a development resource which is of particular relevance to the region's innovation capacities.  相似文献

This article explores networking and travel in two international knowledge organizations located in Denmark. It shows that these knowledge organizations are organized in various ways through different types of network on different scales. Therefore the individual employees in both organizations are dependent on their ability to create and maintain relations within networks. The article argues that such networking activities cannot be understood separately from air travel. However, work and travel decisions are also highly individualized, meaning that a number of more individual and non-work rationalities are also significant in employees deciding whether to travel or not. Therefore the article concludes that, in a number of social situations, individual rationalities function as a barrier to the increased use of video technology. It is therefore necessary to create new mechanisms to support the increased use of virtual communications in order to reduce the environmental impact of air travel in knowledge organizations.  相似文献

ABSTRACT. The telling and re‐telling of national history has long been recognised in studies of nationalism as one of its key legitimising and mobilising strategies. In this article I illustrate how a rhetorical approach can effectively explore this dynamic and emotive dimension of nationalist ideology by examining the rhetorical strategies in the Irish liberal intellectual, Seán O'Faoláin's, attempts to reconstitute the popular canon of Irish history in the 1930s and 1940s. More specifically, I show that contrary to depictions of O'Faoláin as a European liberal who employed rational argument to undermine and encourage the rejection of Irish nationalism and its emphasis on rhetorical narratives of the past, O'Faoláin's challenge to the Irish national canon reveals that he himself mobilised historical narrative to promote his own modernist version of Irish liberal nationalism and demonstrated in the process that he was one of the most skilful rhetors of his day.  相似文献
