The transformation of planning across Europe in recent years has been characterized by new processes at different spatial scales that reach across traditional boundaries. This Europeanization of planning processes is reflected in the emergence of cross-border initiatives, new spatial relationships and the enhancement of regional policy-making. In using the case of the UK this article analyses the possible ramifications of adopting the European Water Framework Directive (WFD). It is demonstrated that the WFD, despite its apparent focus on water regulation, is symptomatic of wider European Spatial Planning processes that are seeing a reshaping of attitudes, witnessing the emergence of new networks and challenging traditional sovereignties of planning.  相似文献

The European Water Framework Directive (WFD) is a unique and historic piece of environmental legislation, combining ecological and economic dimensions. The aim of the WFD is to ensure sustainable socio-economic management of the resource, protecting the quantity and quality of water. The complexity of this political, ecological and economic framework has led to misinterpretation and implementation problems among Member States, and thus to unsatisfactory outcomes. This paper analyses the economic science challenges for the upcoming WFD reform and its subsequent implementation, and gives some recommendations about how to handle these challenges. Consensus is required on the definitions of the existing economic concepts and tools currently included in European Union (EU) water policy (through the original WFD) and the methods for operationalizing them. Additionally, this will help fill key gaps, such as the lack of suitably skilled practitioners and the need for homogeneous economic knowledge among Member States. Furthermore, it seems necessary to integrate additional emerging concepts into the water policy debate and its praxis in the EU context.  相似文献

The current European policy on water resources use in cities is undergoing radical reform in an attempt to confront the water quality problems and the dramatically intensified water scarcity. Among the most elaborate documents concerning current water policy is the Water Framework Directive (WFD), which spells out the targets of water policy at the European level. The confrontation of water scarcity, deterioration in quality, and the reduction in costs of the water supply industry emerge as decisive principles of the new European policy on water use in cities. These targets are currently assimilated in the agendas of national water policies in almost all European countries. To achieve these objectives several policy instruments have been applied in Europe. The more prevailing instruments are: demand management, privatization of water companies and efficient/full cost pricing of water use. The present article aims at systematically evaluating the effectiveness and efficiency of the current water policy for urban systems, by examining the coherence of its instruments as well as their appropriateness for achieving the policy's targets. To start with, the paper presents an elementary economic analysis of the current water policy. The effects of the most common policy instruments are systematically traced in the framework of economic analysis. Next, three indicative case cities are presented and examined. As it turns out, however, the results of the implementation of the main instruments are contradictory. This drastically reduces the effectiveness of the water policy. We indicate that these contradictory effects are inherent in the water policy and originate in the lack of appropriate social processes and institutions for the management of natural resources.  相似文献

The EU Water Framework Directive (WFD) can be seen as a reform effort that intervenes in the member states' domestic administrative system by obliging “whole of government” measures across sectoral lines of authority and levels of government. This puts pressure on the sectoral authorities to coordinate their activities. In this article we ask the following questions: How do the state executives respond to the WFD? How can we understand their behaviour and action choices in the implementation of EU law? And third: What can our findings tell us about changes to the European administrative system? This article reveals that despite resistance and strong cognitive priors among the state executives, the WFD logic of ecosystem-based management is gaining a foothold as an administrative principle. Thus, in order to explain changes in the administrative system, we need to take the regional level into account. Our findings suggest that attention needs to be paid to the role of complex, multi-level structures, which includes the regional, river basin district level in the development of a European administrative order.  相似文献

The article proposes a synthesis of the major historical works on nineteenth-century European borders. Founded on an original methodological approach, the article advances a rethinking of the concept of ‘territoriality’ traditionally attributed to the rise of modern nation-states. The innovative method adopted is based on combining the focus on spatiality in recent historiography – especially in global history – with the categories and the ethnographic method developed within the border-studies field. The analysis is conducted in two directions. The first focuses on ‘borders’, specifically on some border-creation processes developing throughout the European continent. The second is more centred on European ‘borderlands’, conceived as trans-state and trans-national regions, mainly linked to the space's well-established social practices, familial and economic networks and religious experience. On the one hand, the article highlights how nineteenth-century borders were not simply the product of an institutional decision performed by emerging nation-states, but also the result of an interactive dialectic between state institutions and social actors inhabiting the borderlands. On the other, it shows how the borderlands as cross-border territorial entities continued to exist alongside the new territorial state limits, helping shape a more complex European spatiality than traditionally stated.  相似文献

The Water Framework Directive (WFD) represents one of the most advanced pieces of water policy developed during the last decades. Since its introduction in 2000, several technical and political issues arose regarding this Directive and its implementation, and have to be managed by European Member States at the national level, but in strict collaboration with local authorities and stakeholders. Whilst several studies have analysed the WFD from a technical point of view, a few are available that assess and compare the quality of public participation processes in river basin management at the European level. The present paper shows the outcomes of an own-developed questionnaire sent to European water and environmental authorities during 2015, which highlights the variable situation in terms of stakeholders’ involvement and methods adopted to interact with them, and also points out the scarce results that the consultation has obtained in terms of innovative measures to fulfil the requirements of the WFD. In light of the present situation, a better consideration of public consultation and associated methodologies is necessary for future management cycles, as well as a better coordination between Member States sharing river basins.  相似文献

This article describes how region-building is performed by four strategic planning initiatives in north-eastern Slovakia, highlighting a tension between balanced and concentrated development perspectives in Slovak regional policy. The plans are read as records of an institutionalizing process, the product of which is the creation of a lasting collaborative relationship between actors. If strategic planning could fulfil a mobilizing and integrating function in eastern Slovakia, it would constitute a significant contribution to the successful negotiation of social and economic transformations associated with post-communist structural change and European Union (EU) accession. Region-building is complicated by an over-emphasis on endogenous perspectives among local actors, hindering vertical integration, and an indeterminacy about the scale at which such an integration is best performed.  相似文献

This article reviews the literature on the relationship between consumption and technological development to understand the character of Europe’s 20th‐century trajectory, i.e. the hidden integration of Europe long before the formal process of unification started. Within the rich historiography, the paper focuses on the intersection between production and consumption, where a range of social actors and institutions sought to represent consumers and mediate consumption. It is at this juncture of mediation that social actors and institutions negotiated the mediated design and the appropriation of new products and technologies. The paper further historicizes the juncture of mediation by introducing the European politics of the state, marketplace, and civil society within the context of economic crises, world wars, revolutionary changes, post‐war reconstruction, and cold war. By looking at the mediation junction, a conceptual frame is offered to understand the connection, the disconnection, or the reconfiguration of technologies and consumer identities in 20th‐century Europe. In a final section, the article suggests new avenues for research to examine the hidden integration of Europe.  相似文献

Over the last several years, network methods and models from the social and physical sciences have gained considerable popularity in archaeology. Many of the most common network methods begin with the creation of binary networks where links among some set of actors are defined as either present or absent. In most archaeological cases, however, the presence or absence of a specific kind of relationship between actors is not straightforward as we must rely on material proxies for assessing connections. A common approach in recent studies has been to define some threshold for the presence of a tie by partitioning continuous relational data among sites (e.g., artifact frequency or similarity data). In this article, using an example from the U.S. Southwest, we present a sensitivity analysis focused on the potential effects of defining binary networks from continuous relational data. We show that many key network properties that are often afforded social interpretations are fundamentally influenced by the assumptions used to define connections. We suggest that, although network graphs provide powerful visualizations of network data, methods for creating and analyzing weighted (non-binarized) networks often provide a better characterization of specific network properties.  相似文献

Increasingly, policy scholars are using the Narrative Policy Framework (NPF) to systematically study the narrative elements and strategies that policy actors and groups use to advance their agendas. The majority of these studies analyze reports, documents, and websites published by the actors and groups that are most active in the policy subsystem. Though useful, these “public consumption documents” can be difficult to find and relatively static. In this article, we suggest that the constant flow of messages and content that competing actors and groups publish on social media may provide a solution to this problem. To test this proposition, we use the NPF to analyze messages published on Twitter by competing advocacy groups in the U.S. nuclear energy policy subsystem from January 2014 to May 2014 (n = 703). We find that both groups use Twitter to disseminate messages that contain the basic elements of policy narratives. Moreover, the narratives they use include strategies that are consistent with their position in the subsystem. These findings demonstrate the utility of the NPF for research on social media and, more importantly, validate the use of Twitter data in future work on the NPF.  相似文献

In the North European border region between the Nordic countries and northwestern Russia, much of cross–border development continues to be steered by public authorities and channelled through programmes which are dominated by public actors–even though the participation of private partners such as businesses and various non–governmental organisations is strongly encouraged. This article examines one case of Northern European peripheral cross–border development by focusing attention on institutionalised co–operation programmes. This chosen approach brings to the fore some of the persistent obstacles and challenges of these development initiatives. Particular attention is paid to institutional conditions of and for collaboration, including administrative and legislative systems or economic and governance mechanisms, social structures, institutional systems and general living conditions across national boundaries. Symmetry between the participating countries' institutional environments is perceived as a necessity for the construction of balanced interdependence as well as the increasing involvement of a variety of actors (e.g. private partners) in the creation of a functional borderland.  相似文献

This article investigates the patterns of Europeanization of the Italian public sphere during the 2019 European Elections campaign. Europeanization is meant as a multifaceted process. The visibility and salience of the European Union (E.U.) within the public debate is realized by dynamics involving different actors, in terms of interactions, connections and contaminations between different public spheres. The aim of the article is to clarify whether and to what extent the Italian media covered the E.U. during the European Parliament (E.P.) elections campaign and more precisely to assess through which dynamics of Europeanization the E.U. entered the domestic public debate. We relied on data from a human content analysis carried out on 10 Italian media outlets during the seven weeks before election day. Our findings suggest that, compared to 2014, the visibility of E.U. and E.U. related issues is increasing within Italian media coverage. Italian media still maintain a neutral approach to the issue, resisting to Eurosceptic claims from political parties and public opinion. With regard to the Europeanization, we found that media tend to focus on the vertical dimension especially, providing visibility to domestic actors addressing the E.U. and its political actors. Elements of horizontal Europeanization, instead, are mainly referred to events from other E.U. member states, with few connections among political actors. All in all, our results confirm the idea of a growing centrality of the E.U. within national public debate combined with signals of more structured and substantial Europeanization.  相似文献

The period from 1870 to 1914 plays a unique role in the history of natural resource exploration and extraction. This article analyses, from a Swedish viewpoint, the connections between two actor categories of special importance in this context: scientific-geographical explorers and industrial actors. The article examines their activities in three broadly defined regions: the Arctic, Russia, and Africa. We show that the Swedes generally had far-reaching ambitions, on par with those of the large imperial powers. In some cases, notably in Africa, Sweden was not able to compete with the larger imperial powers; but in other cases, such as the exploration of the Arctic – from Spitsbergen to Siberia – and the industrial exploitation of coal at Spitsbergen and petroleum in Russia’s colonial periphery, Swedish actors played a leading role, in competition with players from the larger European nations. Our paper shows that scientific exploration and industry were closely linked, and that foreign policy also influenced the shaping of these links. We distinguish different types of knowledge produced by the Swedish actors, pointing to local, situated knowledge as the most important type for many resource-based businesses, although modern, scientific knowledge was on the increase during this period.  相似文献

At the European level, several strategic documents concerned with spatial and urban development have been published during the last decades. While these documents are essential to communicate European ideas and objectives, they are often regarded least influential in practice due to their abstract nature, legally non-binding status and lack of allocated resources. Though these limitations apply to the EU Urban Agenda, this recently published policy paper introduces partnerships as a new implementation tool. The partnerships can be regarded as innovative in two respects: On the one hand, they involve new actors, most importantly cities, in European policy debates. On the other hand, they ensure the anchorage of the Urban Agenda with a broad range of actors at various spatial scales without challenging its legally non-binding status. The Urban Agenda can thus be understood as another example of the move towards soft European spatial planning and urban development. This article investigates the notion of partnership as a soft planning and governance tool within the Urban Agenda. Moreover, based on expert interviews, it presents early opinions and expectations of actors involved in the development of the Urban Agenda and the partnerships on affordable housing.  相似文献

Denmark would appear to be a radical, but overlooked, example of the general Western European trend away from national top-down schemes towards a situation where regional policy is a multi-level activity in which European and regional actors are heavily involved. In order to analyse such transformations the article first proposes a conceptual framework capable of accounting for different forms of regional policy and their interaction, and then applies it to the Danish case. The analysis of inter-organizational relations, strategies and resource dependencies show that in Denmark the new paradigm in regional policy resembles a decentralized form of industrial policy in which regionally-based actors play a major role via their organizational and informational resources, but that central government still plays a major role as a regulator of the activities of other actors within a multi-level institutional setting.  相似文献

This article draws attention to the intersection between the politics of regionalism and the politics of security by investigating the recent reorganisation of the West African space. It shows how international actors’ reinvestment in West Africa is driven by their security priorities, and how these actions, in particular those of the European Union, are deconstructing West Africa into smaller security regions such as the Sahel. This transformation is legitimised through a regional imaginary depicting the Sahel as a fuzzy region constituted by fluctuating boundaries of networks of organised crime and terrorism. This imaginary strongly contrasts with an earlier one that conceived of West Africa as a regional political community. The tensions between these two imaginaries raises important questions about how these perceptions emerged, which agencies and interests have driven them, and what consequences this has for the re-allocation of political authority and sovereignty practices in West Africa. Hence, drawing on International Political Sociology, Critical Geopolitics and Political Geography, this article symmetrically engages with the simultaneous processes of spatialisation of security and securitisation of space to understand the production and transformation of security regionalism in West Africa.  相似文献

Based on recent Central European research concerning the history of storytelling, this article explores the transformation of apparition stories in Scandinavia and Germany from the late Middle Ages through the Reformation to about 1700. A number of motifs were kept alive throughout the entire period but the stories as a whole changed considerably. In recent years, the flexibilities industrial clusters may offer to firms within them have been questioned as inter‐firm linkages have, in some cases, locked‐in path‐dependent practices and increased economic rigidities. In this sense, the canonical path dependence model has tended to overlook such trajectories of cluster evolution and has not paid as much attention to the ways in which actors can affect path‐dependent processes. In this article, we build on this critique which has largely been developed in evolutionary economic geography to explore how a cluster becomes progressively locked‐in and how the knowledge base of an industry becomes homogenized, resulting in a loss of innovative dynamism and a slowdown in the growth, or even stasis, of the cluster. By focusing on a case study from China, the article investigates some of the ways in which different kinds of actors respond to external shocks, and the ways in which the resulting processes are fraught with tensions and divergences. In doing so, the article emphasizes that the association between trans‐local pipelines and innovation is not predetermined. The second theoretical contribution of this article lies in its attempt to reveal that all actors can be both path dependent and path breaking, and the process of co‐evolution can be driven by the heterogeneity and divergence of particular actors. Finally, we seek to contribute to existing literature by showing the potential advantages of working at the interface between evolutionary economic geography and other theoretical approaches.  相似文献

This article uses organization theory and political economy to develop a conceptual framework, for analyzing factors that shape relations between government agencies and their social environment. The framework conceptualizes these relations as social networks composed of actors engaged in the exchange of resources. Then, it develops an understanding of how cultural norms shape these exchanges. The article concludes by examining the framework's normative implications. In particular, it explores when agency autonomy promotes effective policy implementation and when it results in unaccountability. It also demonstrates that, in many cases, an agency's dependence on actors in its environment may enhance the effectiveness of policy implementation.  相似文献

Abstract

European spatial planning arguments advocate a blend of strategic thinking, coordination and related initiatives to promote and secure territorial cohesion. These ambitions embrace a set of normative agendas around economic, social and environmental convergence, competitiveness, policy coordination and efficient infrastructure provision across space. In practice, territorial management then involves devising interventions across inter-connecting scales of governance which comprise complex agency relations, differentiated places and defined communities. In transnational contexts, attempts to foster appropriate spatial governance arrangements and relations across sovereign borders necessitate re-crafting planning and development cultures and service delivery practices to advance territorial cohesion. Transnational working necessarily involves cooperation across an extended range of institutions, interests, influences and potential actors. This paper examines attempts to secure bi-lateral commitment to a joint planning framework for the two distinct territories on the island of Ireland. Specifically, it traces the formal and informal activities involved in the development of the 2013 Framework for Cooperation between the Republic of Ireland and Northern Ireland. Informed by ideas of cross-border regionalism, it discusses the necessary spatial public diplomacy involved in the social reconstruction of strategic spatial planning to improve policy coordination and cross-border working.  相似文献
