ABSTRACT

This article aims at focusing on four main features of the European elections that were held on 26 May 2019. Firstly, it analyses electoral turnout, both from a diachronic and a geographical point of view. Secondly, it presents electoral data and identifies winners and losers of the vote, not only by comparing 2019 E.U. results to 2014 E.U. results and 2018 political results, but especially focusing on the territorial dimension of electoral dynamics. Thirdly, it discusses flows of vote in five Italian cities (Brescia, Turin, Florence, Naples, Palermo), in order to give a clearer picture of how citizens (potentially) changed their electoral preferences from 2018 to 2019. Fourthly, it focuses on preferential vote, with the aim of distinguishing between parties characterized by ‘micro-personalization’ and ‘macro-personalization’. On many of these aspects, the 2019 European elections in Italy can be understood on the basis of the well-known ‘second-order election theory’. Yet, there are also interesting empirical findings that deviate from this pattern, among which the electoral success of the League – one of the two parties in government at the moment of the elections – merits further attention and can be mostly explained on the basis of government political action. That same electoral success, in addition, represented one of the causes that led to the end of the so-called yellow-green government in August 2019.  相似文献

Not all general elections can be considered as being equal: some are placed in continuity with the previous political phase and therefore do not change the most relevant features of the party and political system; others, however, tend to represent a watershed between distinct political phases. Without a doubt, the 4 March 2018 Italian general elections belong to the latter category. This article analyses those same elections from three points of view: firstly, it reconstructs and explains electoral turnout, both following a long-term diachronic perspective, as well as comparing the various areas of the country from a territorial point of view. Secondly, similar diachronic and territorial comparisons are conducted with respect to electoral results, so as to clearly identify winners and losers of the 4 of March. Finally, it presents flows of votes in thirty-eight different territorial contexts (cities or electoral constituencies): in this way, it is possible to precisely reconstruct the reasons behind the ‘electoral earthquake’ of 4 March 2018.  相似文献

While the prediction of an exceptional victory of populist forces was shared by analysts at the closing of the parliamentary term, and accordingly a harsh electoral competition was expected, albeit with the aura of uncertainty raised by the new electoral law (‘Rosatellum’), the actual campaign has not proved at all ‘exceptional’. The leaders, the issues and the media coverage were rather a follow-up of the 2013 campaign. That campaign was truly a departure from the campaigning patterns of previous Italian electoral contests, both those of the ‘majoritarian’ (‘Mattarellum’) years and of the ‘proportional’ (‘Porcellum’) ones. While the issue of refugees and asylum-seekers has preoccupied many European countries, until the November 2001 federal election Australia had largely been immune from the problem. In the election, border protection—combining the Tampa crisis with the ‘war against terrorism’—were central electoral issues. Analysis of the 2001 Australian Election Study shows that border protection cost Labor the election. Labor suffered defections to the Democrats and Greens over its position on refugees and asylum-seekers, and defections to the Coalition on terrorism. Negative public attitudes towards asylum-seekers rested on oppo sition to immigration, but also on a particular dislike of arrivals from the Middle East. By contrast, support for the ‘war on terrorism’ was based mainly on notions of fairness and democracy. Of the two border protection issues— asylum-seekers and terrorism—terrorism was the more important of the two in shaping the election outcome. If 11 September had occurred but the Tampa crisis had not, the Coalition would in all probability still have won the election.  相似文献

In recent years, a number of countries have adopted versions of the ‘Australian’ electoral system of preferential voting for both national and sub‐national elections. This article examines the diffusion of preferential voting systems around the world. It distinguishes between various types of preferential voting manifested in both majoritarian (eg alternative vote) and proportional (eg single transferable vote) contexts. It then examines the empirical record of the adoption of preferential voting in Europe, North America and the Pacific, identifying three ways in which the ‘Australian’ system has been transferred to other countries, via colonial transplanting, international imitation, and normative appeal. While the first two approaches have been traditionally influential, in recent years the normative appeal of preferential voting systems has become paramount. This is in part because of the globalisation of electoral assistance, which has provided an important opportunity for the diffusion of what have been, until recently, distinctively ‘Australian’ electoral procedures.  相似文献

Abstract

The third parliamentary Bicameral Committee established to reform the Italian constitution conducted its business from January to June 1997. The results have been controversial and have attracted a great deal of criticism. The Committee's recommendations are subject to amendment by parliament and must then be approved (or rejected) in a general referendum. The Committee ended up recommending what is essentially a French‐style semi‐presidential system. It is accompanied by an electoral law that offers a premium of an additional 20 per cent of the seats to the majority, 55 per cent to be elected in simple majority electoral districts, and 25 per cent to be distributed nationally on a proportional basis. PDS leader Massimo D'Alema, chair of the Committee, has claimed victory since the Commitee produced a positive outcome, yet in fact he has certainly lost since he preferred a strong ‘premier’ model and a majority runoff electoral system. The Committee demonstrated that small parties, especially the former Christian Democrats, can exert influence over larger ones, that the parries retain firm control over the process of institutional reform, that the three major party leaders — D'Alema, Berlusconi and Fini — preferred their own reciprocal legitimization over the attainment of any major reform, and that Italy's political‐institutional transition is not yet over. Indeed, the proposed reforms are likely to prove neither sufficient nor adequate.  相似文献

A number of recent events—especially attempts to negotiate a bilateral trade agreement and Australia's participation in the conflicts in Afghanistan and Iraq—have thrown Australia's relationship with the United States into sharp relief. While this relationship has historically enjoyed strong bilateral endorsement, such uncritical support is beginning to unravel. At the very least, the relationship is being subjected to a renewed, more critical scrutiny. This paper argues that a dispassionate analysis of the relationship is appropriate and overdue. Not only are the benefits that accrue to ‘Australia’ from the relationship debateable, even when judged within the limited calculus of the ‘national interest’, but Australia's uncritical support for US foreign policy is also helping to entrench potentially damaging aspects of American foreign policy and— somewhat ironically—undermining the legitimacy of its pre-eminent ‘hege monic’ position.  相似文献

This article asks us to reconsider the impact of the issue of imperialism in electoral politics in late Victorian and Edwardian Britain. Using a corpus of around five million words of digitised campaign speeches from the years 1880–1910, it examines the language of the nine General Elections held in this period through computerised text-mining. This ‘big data’ analysis produces three conclusions, which in some cases nuance existing interpretations and in others directly challenge them. The first questions the prevailing consensus that elections in the high age of empire featured imperialism as a consistently central issue. The article argues that this interpretation relies too heavily on evidence from a minority of elections—especially the famous ‘khaki’ struggle of 1900—and that in the majority of campaigns in this period, imperialism was relatively unimportant as an election issue, including in the Unionist landslide of 1895. The second argument questions historians’ preoccupation with the ‘contested’ nature of discourses of imperialism and patriotism at elections, and contends that—insofar as the empire was an important campaign issue at all—the Conservatives were considerably more likely to champion it and connect it to politically charged and emotive appeals than were their Liberal opponents. Finally, the article maintains that the languages of imperialism and patriotism have often been unhelpfully conflated by historians, and argues that they could become politically synonymous only in the very specific circumstance of a ‘khaki’ election. In other contests, they could diverge, as is demonstrated by a case study of the campaign of 1906 when patriotism was reclaimed by the Liberals from a domestic, rather than imperial platform.  相似文献

Calls for increased regulation are sometimes made in response to what is dubbed an ‘arms race’ in elections – a cost explosion in electoral expenditure driven by the competitive dynamics of elections. In 2010, New South Wales (NSW) adopted the first comprehensive caps on electoral expenditure in Australia on this basis. This paper examines the evidence for a cost explosion over the course of three NSW elections (1999–2007). It finds a significant but unevenly distributed increase in electoral expenditure – over 3 per cent per annum over and above inflation and the growth in voter population. In terms of explaining this spending increase, it finds a close relationship between electoral expenditure and the availability of campaign funds but a less clear one between such expenditure and the ‘winnability’ of the elections.

This essay explores the theme of the rise of the ‘modern campaign'—the electoral focus on polling, targeted appeals, and the professional, managed use of the media—as the strategic response by parties to the exigencies of electioneering in an era of increasingly fluid, weakly partisan electorates. Given New Zealand Labour's unparalleled policy‐reversals since 1984, which rocked a political system noted for its stable, loyal partisan politics, it is argued the 1987 campaign constitutes a threshold election in which Labour's executive consciously embraced the modern campaign to deflect reactions to its unorthodox policies, and to allow appeals to newly heterogeneous bases of electoral support. Interviews with key figures in New Zealand's Labour and National parlies afford the chance to examine this strategic tactic as a considered response to electoral uncertainty.  相似文献

‘Friends and neighbours voting’, that is, the propensity of voters to support local candidates, is a characteristic of a number of contemporary democracies. The Republic of Ireland is one of the settings where this phenomenon has been explained and documented very comprehensively. In this paper, we study local candidate effects in the most recent Irish general election, held in 2011. We show that during this unusually volatile election, fought in the shadow of an EU/IMF ‘bailout’, ‘friends and neighbours voting’ persisted but was attenuated in comparison to what has been observed in the past. This was most pronounced in the case of the historically dominant party – Fianna Fáil – and (in a weaker form) for its all-time rival – Fine Gael. We describe the changing electoral strength of these two and other Irish parties in terms of fluctuating local candidate effects.  相似文献

Recent population forecasts issued by the U.S. Census Bureau suggest that by 2030 Sunbelt migration could result in two-thirds of all Americans living in the South and West. What's more, 30% of all Americans could live in California, Texas, and Florida (U.S. Census Bureau, 2005). Regardless of whether such high levels of continued Sunbelt migration occur or other patterns emerge, population movement will have electoral implications as the composition of migration streams change the balance of party identifiers at both origins and destinations. To illustrate how migration streams can exhibit very different levels of ‘political effectiveness,’ this research substantively addresses three key issues under-examined in the current literature: 1) the ability of migration to both reinforce and dilute party strength, 2) the changes in partisanship at the origin and destination of migration streams effected through processes analogous to ‘packing’ and ‘cracking’ in electoral redistricting literature, and 3) the importance of migration selectivity. This research uses an innovative, albeit far-from-precision method to suggest how recent U.S. migration trends may portend changes in Republican and Democratic partisanship. Using 2000 Presidential election exit polls by state, along with 1995–2000 PUMS migration data, individual party identification is inferred from individual migrant characteristics. This research calls attention to and argues for research to address the highly complex relationships of migration with electoral geographies.  相似文献

Electoral outcomes are determined in part by voters who switch their political allegiance between elections. Though the subject of extensive study in other countries, this floating vote has received comparatively little attention in Australia. This paper uses 1967 and 1979 survey data to analyse vote switching in Australian elections. We argue, firstly, that turnover tables based on recalled voting are, as research in other countries has shown, inaccurate reflections of the election result. As an alternative, we propose a measure of ‘potential’ vote switching based on the concept of lifetime voting. Secondly, using this concept of lifetime voting to derive a measure of party commitment allows the construction of a three‐fold typology of Australian voters — partisans, marginals and switchers. Finally, a longitudinal analysis of the voting patterns of these three groups indicates a gradual erosion of electoral commitment to the Liberal party, whereas Labor has largely retained its partisan base.  相似文献

Abstract

When we grieve during fieldwork, our grief forms new geographies of knowledge production and emotion. In this article, I use autoethnography to theorize my grief during fieldwork following the death of my sister. I examine grief’s methodological implications using the concept of ‘grief as method,’ an emotionally-inflected practice that accounts for the vulnerability produced by grief. By centering vulnerability, ‘grief as method’ also urges researchers to consider the practices and politics of ‘caring with’ our research subjects and caring for ourselves, raising larger questions about the role of care in research. Furthermore, this article demonstrates how grief’s geographical features—its mobility, its emergence in new sites and landscapes, and its manifestation as both proximity and distance—shape ‘grief as method’ profoundly. I examine grief’s spatial implications by building on Katz’s ‘topography’ to theorize a ‘topography of grief’ that stitches together the emotional geographies of researchers, blurring both spatial divisions (‘the field’ vs. ‘the not-field’) and methodological ones (the ‘researcher-self’ vs. the ‘personal-self’). If we see grief as having a topography, then the relationships between places darkened by grief come into focus. Moreover, by approaching grief methodologically, we can better understand how field encounters—relationships between people—are forged through grief. ‘Grief as method,’ in offering a spatial analysis of grief’s impact on fieldwork, envisions a broader definition of what engaged research looks like and where it takes place.  相似文献

The question whether there exists an interaction between ‘science’ (foreign text ignored) and ‘technology’ (foreign text ignored, esp. foreign text ignored) in Greek and Roman antiquity is discussed controversially until today. Especially representatives of the philologies strictly deny any form of relation, whereas modern scientists tend to take for granted that the current interaction between (exact) natural sciences and technology has always existed, at least since the beginning of real natural science founded by the ancient Greeks. This paper shows that both parties are right — at least in a certain way. Following current terminology and contents of ‘science’ and ‘technology’ there had been such an interaction — particularly with mathematics as linking element in so far as in antiquity especially foreign text ignored (mechanics) was regarded as applied mathematics and not as science. The strong interaction between pure mathematics and such fields of applied mathematics (namely mechanical technology) based on the fact that technological (mechanical) artefacts were properly constructed mathematically. Some of them are mentioned in this paper (astrolabes and sundials, waterclocks, tools and machines — especially lifting gears, bucket elevators, guns, pneumatic tools —, architecture of temples); in so far the supporters of an interaction between science and technology are right. However, the post-Aristotelian Greeks and Romans did not consider mathematics to be part of ‘science (of nature)’ as the post-kantian exact scientists do. Mathematics to them was a mere ‘art’ — consequently, in the mentioned cases there had been an interaction between ‘arts’ and of course not between ‘science’ and ‘art’ (technology); and in so far those are right who deny an interaction between natural science and technology. This shows that the contrariety of the answers to the question depends on the different terminology chosen. Following the current understanding of ‘exact natural science’ the answer is: yes; following the conception of ‘science’ in the self-understanding of Greek and Roman antiquity the answer is: no — and this is right as well! The reason for this apparent contrariety are just the different meanings and contents of ‘science (of nature)’ in antiquity and modern times.  相似文献

Herein, I discuss the limits and circumstances of DNA preservation in old fossils. The stability of DNA in physiological solution suggests that DNA should be degraded at the latest within 50 000–100 000 years and has convincingly been found in fossil bones of this age. I argue here that particular fossilization conditions can cause exceptional DNA preservation over much longer periods, in an unexpected state. A working hypothesis is proposed stating that DNA can ‘hibernate’—that is, be preserved over long periods—only if it is hidden within molecular ‘niches’ where it is not governed by the rules of aqueous solution chemistry, and that such ‘geological’ DNA cannot be purified using procedures that assume that it behaves like ‘biological’ DNA.  相似文献

The DFG, short for ‘Deutsche Forschungsgemeinschaft’ (German Research Foundation), was founded in 1920 and re‐founded after the 2. World War in 1949. This article concentrates on the activities of the DFG in the period between 1949 and the end of the sixties and on the two major programmes (the so‐called ‘Individual Grants Programme’ and the so‐called ‘Priority Programme’) because until now it has not been known, how many — and more importantly — which studies in which disciplines had been financed by the DFG. All together almost 54.000 studies (36.500 in the ‘Individual Grants Programme’ and 17.400 in the ‘Priority Programmes’) were accomplished with the support of the DFG, whereas — in the ‘Individual Grants Programme’ — less than 3.000 proposals were declined (there are no figures for the ‘Priority Programmes’). Till the end of the seventies the whole amount of money allocated for the ‘Individual Grants Programme’ was not fixed for the different disciplines in advance. Consequently every proposal submitted in the ‘Individual Grants Programme’ had to compete against all others for the overall allocated funds. Who — in other words: which of the disciplines — won this competition? The analysis shows a clear result. With regard to both, the number of successful proposals and the money received, the winner was medical science (with 23 percent of all successful proposals in the ‘Individual Grants Programme’). Chemistry finished second with 15 percent and then biology a distant third (9 percent), followed by physics (8 percent) and agronomy (8 percent). Coming to the ‘Priority Programmes’, which were instituted in the middle of the 1950s, it must first be stated that here the topic is fixed in advance. The broad issue of investigation is devised by the DFG itself or — to be more precise — by the Senate of the DFG. In contrast to the ‘Individual Grants Programme’ the ‘Priority Programme’ can therefore be seen as an important instrument of the politics of research support. This leads to the following question: Which programmes did the DFG establish between 1954 and 1969? In other words: Which research topics or fields were, in the view of the DFG, the most important ones? The database again shows a clear result. Almost 50 percent of the money distributed overall and more than 50 percent of all programmes were benefitted to natural science, another fifth part to engineering technology (which didn't play an important role in the ‘Individual Grants Programme’). Medical science which was the most successful discipline in the ‘Individual Grants Programme’ received 16 percent of the funds. With regard to — first — the number of successful proposals within a Programme, — second — to the money received and — third — to the duration there were three frontrunner programmes: nourishment research, research on water and hydraulic engineering, and aeronautical research. And the humanities? The DFG didn't grant much relief giving only 7 percent to these disciplines.  相似文献

In 2003, a presidential decree enacted legislation guaranteeing Italian voters overseas the right to postal voting as well as parliamentary representation within their respective electoral constituency. The electoral weight of the overseas-based constituent had a remarkable effect on the 2006 election results. In the tightest vote in the Republic's history, the vote of overseas Italians, which was one of the decisive features of the election, helped provide the winning centre-left coalition with a slender majority in the Senate. Election results notwithstanding, the question of whether to grant the vote to Italians overseas has faced challenges of a procedural, normative and political nature. What may have been initially seen as a democratic right may well be cast aside as it poses challenges to overseas electoral relationships with the Italian national polity, Italian citizenship and multinational allegiances, diasporic identity, electoral participation and political representation in homeland political institutions. The overseas vote for Italians may be contested further in the near future, which could translate into a radical rethink of its validity and democratic global extension.  相似文献

This article considers the systemic effects of the electoral reform approved by the centre-right in December 2005, and the factors that led to the crisis of the Prodi government, highlighting the way in which the issue of electoral reform and the likelihood of an electoral referendum contributed decisively to the breakdown of the fragile coalition maintaining the Prodi government in office. The article then analyses the ‘game’ surrounding possible electoral reforms, examining the interweaving of the preferences and vetoes of the various political actors, showing how these were influenced by the strategic aims of each actor and by the process of re-structuring of the party system. Finally, the new configuration of the political supply as it took shape in the run up to the 2008 general election is analysed, showing how this new format derives from the actors’ strategic adaptation to the electoral rules in force, and how the election may signal the end of a period of Italian politics marked by ‘fragmented bipolarity’.  相似文献

How and why do political parties, seemingly focused on electoral politics, also mobilise within contentious arenas? Drawing on qualitative research with a centre-left Argentine party called Nuevo Encuentro (NE) in the city of Buenos Aires this paper demonstrates the importance of a geographical reading of “movement parties” for responding to this question. Specifically, the paper analyses NE’s territorialisation, understood as a strategy for organisation building via the political appropriation of space, typically by opening branches and mobilising activists in neighbourhoods. Between 2007 and 2019 NE’s strategy of territorialisation mobilised across multiple scales—the neighbourhood, city and national—yet in so doing its organisation became overstretched and struggled to engage across both contentious and electoral arenas. Through an analysis of NE’s territorialisation, grounded in the historical and geographical context of contemporary Argentina, the paper provides an original attempt to spatialise the concept of movement party.  相似文献
