Contemporary theorists of international relations and historians of empire have found utility in the spatial theory of “Grossraum,” or “great space,” that Carl Schmitt developed in the 1930s and 40s. This article asks whether Schmitt's concept of Grossraum can be fully disentangled from its German history—from the Nazi pursuit of Lebensraum in which it eventually culminated, but with which it is not identical either. I argue that Schmitt's Grossraum theory is neither merely a symptomatic reflection of the Third Reich's objectives, nor a free‐floating theory with strong potential for critiquing imperialism, but is best approached as an important moment in the transatlantic conversation among empires that unfolded between 1890 and 1945 about the sources, methods, and prerogatives of global power. It compares Schmitt with other figures in German geopolitics such as Friedrich Ratzel and Karl Haushofer in order to establish a genealogy of the distinction between land and sea powers, arguing that Schmitt's writings on Grossraum modernize and transmit to the twentieth century the most influential theories of political geography and geopolitics developed in the Atlantic world between 1890 and 1930.  相似文献

In recent years, Ernst H. Kantorowicz's work The King's Two Bodies (1957) has been the object of both historical and philosophical research. Kantorowicz decided to subtitle his book ‘A Study in Medieval Political Theology’, but few scholars have actually recognised his work as research in ‘political theology’. The aim of this article, then, is to uncover the sense(s) in which his book might be considered a work of ‘political theology’, especially in the sense coined by Carl Schmitt in 1922. Such a discussion ultimately aims to contribute to the foundation of political-theology research, a subject that has been widespread among European intellectuals in the twentieth century and which continues to be a focus of interest. This article argues that Kantorowicz's book can be interpreted as a practice of—and also an enriching addition to—Schmitt's thesis on political theology, even if it does not mention Schmitt's name. Such a conclusion is only possible by accepting that there was a heated dialogue between Kantorowicz and Schmitt through Erik Peterson's work. The article further discusses its approach with other scholars that, even though they are based on similar hypotheses, make different conclusions.  相似文献

Carl Schmitt's Concept of the Political advances an understanding of the political in which the political is assessed in terms of the autonomy of the friend-and-enemy distinction. This article questions the autonomous foundations of Schmitt's concept of the political. Ultimately, Schmitt's desire to establish the autonomous nature of the political, allowing the specifically political antithesis to achieve mastery over all other forms of discourse, is replete with paradox. Whilst Schmitt endeavours to establish the autonomy of the political—where the political is free from interference from other domains—it is argued that his account of the political is highly dependent on the state. More critically, Schmitt's depiction of the political as autonomous is a strategic manoeuvre to establish the autonomy of the domain of the political vis-à-vis other conceptual domains.  相似文献

Abstract

This essay is a reconstruction of Rene Girard's Christian apology in “I saw the Devil fall like Lightening.” It develops Nietzsche's antithesis between Christ and Dionysius which Girard identifies as the antithesis of modernity as such. Against Girard's own alliance with Carl Schmitt the essay adopts the Trinitarian point of view suggested by the author, in order to show that it is Erik Peterson's “Trinitarian” critique of Carl Schmitt's political theology of sovereignty which could fulfill the “true” aim of the author in fact much better.  相似文献

This article analyzes the compound of the categories of secularization and reoccupation in its variations from Hans Blumenberg's philosophy to Carl Schmitt's political theory and, ultimately, to Reinhart Koselleck's conceptual history. By revisiting the debate between Blumenberg and Schmitt on secularization and political theology with regard to the political‐theoretical aspects of secularization and the methodological aspects of reoccupation, I will provide conceptual tools that illuminate the partly tension‐ridden elements at play in Koselleck's theorizing of modernity, history, and concepts. For Schmitt, secularization is inherently related to the question of political conflict, and, correspondingly, he attempts to discredit Blumenberg's criticism of secularization as an indirectly aggressive, and thereby hypocritical, attempt to escape the political. To this end, I argue, Schmitt appropriates Blumenberg's concept of “reoccupation” and uses it alternately in the three distinct senses of “absorption,”“reappropriation,” and “revaluation.” Schmitt's famous thesis of political concepts as secularized theological concepts contains an unmistakable methodological element and a research program. The analysis therefore shows the relevance of the Blumenberg/Schmitt debate for the mostly tacit dialogue between Blumenberg and Koselleck. I scrutinize Koselleck's understanding of secularization from his early Schmittian and Löwithian theory of modernity to his later essays on temporalization of history and concepts. Despite Blumenberg's criticism, Koselleck holds onto the category of secularization throughout, but gradually relativizes it into a research hypothesis among others. Simultaneously, Koselleck formalizes, alongside other elements, the Schmittian account of reoccupation into his method of conceptual analysis and uses the term in the same three senses—thus making “reoccupation” conceptually compatible with “secularization,” despite the former notion's initial critical function in Blumenberg's theory. The examination highlights a Schmittian residue that accounts for Koselleck's reserved attitude toward Blumenberg's metaphorology, regardless of a significant methodological overlap.  相似文献

The theological turn in studies of Carl Schmitt is pronounced. This paper does not challenge this turn, but questions what theology means for Schmitt. Specifically, it challenges the assumption that Schmitt's political theology is grounded in divine revelation. By distinguishing between “theology in the sense of divine revelation” and “theology in the sense of epistemic faith,” it argues that Schmitt's political theology is epistemic in origin. Schmitt's political theology is not rooted in faith in divine revelation, but in the narrower notion that human cognition is, ultimately, rooted in faith not reason, revelation, or common sense.  相似文献

Carl Schmitt emphatically rejected intermediate formations between peace and war. Analysing Schmitt's oscillation between the domestic and the international, the article suggests that the notion of ‘intermediate state’ provides a vital route to the core of Schmitt's political theory. The concept emerges in Schmitt's analysis of the Rhineland crisis, recurs in his vehement critique of Weimar pluralism, and, finally, reappears in his theory of modern war from the Third Reich to the Cold War. ‘Intermediate state’ has both qualitative and temporal aspects; it connotes not only categorical confusion and impurity but also instability and limited duration. Despite his criticism, Schmitt himself utilised the ambiguity, polysemy, and normative ambivalence of the intermediate state in his argumentation, finally giving it an open theological reinterpretation in his later work. Schmitt's theory of political conflict, consequently, is problematically bound to the vague intermediate state of perpetual conflict that he sought to avoid, and to the metaphorical aspects of the notion of battle that he explicitly rejected.  相似文献

Geopolitics and geoeconomics are often addressed together, with the latter seen as a sub‐variant of the former. This article shows the usefulness of differentiating them at a conceptual level. By juxtaposing traditional geopolitics and geoeconomics, we suggest that they have remarkably different qualities and implications for their targets, on both national and international levels. Importantly, these include the formation of alliances, and whether they are driven by balancing, bandwagoning or underbalancing dynamics. An analysis of Russia's shifting geostrategy towards Europe shows these differences in practice. Russian geoeconomics has long been successful as a ‘wedge strategy’, dividing the EU. As a result, the EU has underbalanced and its Russia policies have been incoherent. The observable tendencies in 2014–15 towards a more coherent European approach can be explained by the changing emphasis in Russia's geostrategy. Russia's turn to geopolitics works as a centripetal force, causing a relative increase in EU unity. Centripetal tendencies due to heightened threat perception can be observed in the economic sanctions, emerging German leadership in EU foreign policy, and discussion on energy union. The analysis calls for more attention to the way strategic choices—geopolitics versus geoeconomics—affect the coherence of threatened states and alliance patterns.  相似文献

Many commentators are unconvinced by Carl Schmitt's interpretation of Hobbes's political theory which, to their minds, remakes Hobbes in Schmitt's own authoritarian image. The argument advanced in this essay comprises three claims about Hobbes and Schmitt and the ways in which they are construed. The first claim is that certain commentators are bewitched by a picture of authority which biases their own claims about Hobbes, perhaps in ways that they may not fully appreciate. The second claim relates to Hobbes's individualism. On Schmitt's account, it was this individualism that opened the barely visible crack in the theoretical justification of the state through which it was worm-eaten by liberalism. This essay argues that Hobbes's individualism is not what Schmitt or his critics take it to be. The individualism that figures in Hobbes's discussions of covenant and conscience, pace Schmitt, is an illusion, albeit one that lies at the very heart of his conception of the state and animates his understanding of the relationship between protection and obedience that sustains it. The essay concludes with some remarks about the wider implications of the argument it advances.  相似文献

The article focuses on the interplay of the narratives of ‘exclusion’ and ‘self-exclusion’ in the Russian discourse on EU–Russian relations. Since the late 1990s, this discourse has acquired an increasingly conflictual orientation, whereby the official foreign policy objectives of ‘strategic partnership’ with the EU and Russia's ‘integration with Europe’ are increasingly problematised across the entire Russian political spectrum. In the analysis of the Russian conflict discourse we shall identify two at first glance opposed narratives. Firstly, the EU enlargement has raised the issue of the expansion of the Schengen visa regime for Russian citizens, travelling to Europe. Particularly acute with regard to Kaliningrad Oblast', this issue has also generated a wider identity-related discourse on the EU's exclusionary policies towards Russia. Secondly, the perception of Russia's passive or subordinate status in EU–Russian cooperative arrangements at national, regional and local levels resulted in the problematisation of the insufficiently reciprocal or intersubjective nature of the EU–Russian ‘partnership’ and the increasing tendency towards Russia's ‘self-exclusion’ from integrative processes, grounded in the reaffirmation of state sovereignty that generally characterises the Putin presidency. This article concludes with the interpretation of the two conflict narratives in the wider context of debates around the project of European integration.  相似文献

The entry into force of the Lisbon Treaty invites and enables Europe to develop elements of a common foreign policy. Europe should resist the tendency of listing all issues calling for attention, and be aware that it will have to address three agendas, not just one. The first agenda is the Kantian one of universal causes. While it remains essential to European identity, it presents Europe with limited opportunities for success in the 2010s as could be seen at the 2009 Climate Summit in Copenhagen. The ‘Alliance’ agenda remains essential on the security front and would benefit from a transatlantic effort at rejuvenation on the economic one. Last but not least, the ‘Machiavellian’ agenda reflects what most countries would define as their ‘normal’ foreign policy. It calls for Europe to influence key aspects of the world order in the absence of universal causes or common values. While Europe's ‘Machiavellian’ experience is limited to trade policy, developing a capacity to address this third agenda in a manner that places its common interests first and reinforces its identity will be Europe's central foreign policy challenge in the 2010s. A key part of the Machiavellian agenda presently revolves around relations with Ukraine, Turkey and the Russian Federation, three countries essential to Europe's energy security that are unlikely to change their foreign policy stance faced with EU soft power. Stressing that foreign policy is about ‘us’ and ‘them’, the article looks at what could be a genuine European foreign policy vis‐à‐vis each of these interdependent countries, beginning with energy and a more self‐interested approach to enlargement. The European public space is political in nature, as majority voting and mutual recognition imply that citizens accept ‘foreigners’ as legitimate legislators. At a time when the European integration process has become more hesitant and the political dimension of European integration tends to be derided or assumed away, admitting Turkey or Ukraine as members would change Europe more than it would change these countries. Foreign policy cannot be reduced to making Europe itself the prize of the relationship. What objectives Europe sets for itself in its dealing with Ukraine, Turkey and Russia will test whether it is ready for a fully‐fledged foreign policy or whether the invocation of ‘Europe’ is merely a convenient instrument for entities other than ‘Europe’.  相似文献

This article pays special attention to the large number of references to political theology by Hans Kelsen and Carl Schmitt, particularly in the interwar period, and seeks to interpret these references in a new way. While Schmitt's analogies between God and state are to be expected considering his strong Catholic roots, such comparisons are much more surprising for a positivist like Hans Kelsen, who always tried to relieve state and law from transcendental elements. The article concludes that, far from being marginal in the doctrinal dispute between Schmitt and Kelsen, references to political theology express and summarize their major controversy about the relation between state and law, as well as about the sources of the state's unity. The heart of the disputatio between the two jurists concerned the ability of the political power to emancipate itself from the juridical order. The ‘legal miracle’—in this context meaning the occasional autonomization of the state from law—was for Schmitt the manifestation of sovereign power. However, for Kelsen it represented the negation of the state's essence, whose actions must be determined only by the legal order.  相似文献

Through a discussion of Hugo Grotius’ conception of just war, this essay shows that within his critique of liberalism, Schmitt clashed with the very intellectual tradition he claimed to represent. Both historically and philosophically Schmitt's concept of the Ius Publicum Europaeum was a mirage. Indeed, his concept of the political was a rejection of the moral and civil philosophy that sees politics as the world of active citizens and commonwealths arguing with each other about fundamental questions of justice and equity.  相似文献

This investigation of the construction and operationalisation of state sovereignty in Estonia specifies how international integration is constituted in the Estonian sovereignty discourse, particularly how the inside and the outside of the state are demarcated in that discourse. The focus on this post-Soviet European Union applicant state is significant because if we understand sovereignty as a discourse, its political functions are inseparable from the specific context in which the inside and the outside of the state are constructed. Broadening the empirical scope of the constructivist international relations and critical geopolitics research on sovereignty therefore also enables me to substantiate and elaborate arguments made in that research.The Estonian sovereignty discourse hinges on the question as to whether or not international integration strengthens Estonia’s national security against the Russian threat. Different assumptions and positions on that issue make possible a highly selective deployment of pro- and contra-EU arguments that promulgate Estonia as European while minimising the influence of foreign institutions on Estonia’s citizenship and minority rights policies. While eagerly pursuing EU and NATO memberships, Estonia is not passively adopting but selectively appropriating political rhetoric and practices from these organisations. Concerns about the loss of sovereignty in Estonia are not examples of mere ignorance or irrational fear of changes, as is conventionally assumed, but are integral to, and reinforced by, the ways in which international integration is framed in political debates.  相似文献

The roots of Russia's invasion of Ukraine are to be found in two areas. The first is the revival of Tsarist imperial nationalist and White Russian émigré nationalist denials of the existence of Ukraine and Ukrainians. Russian imperial nationalists believe the eastern Slavs constitute a pan Russian nation of Great Russians, Little Russians and White Russian branches of one Russian nation. The second is the cult of the Great Patriotic War and Joseph Stalin and the revival of Soviet era discourse on Ukrainian Nazis (i.e., nationalists). A Ukrainian nationalist in the Soviet Union and Vladimir Putin's Russia is any Ukrainian who seeks a future for his/her country outside the Union of Soviet Socialist Republics and Russian World and who upholds an ethnic Ukrainian (rather than a Little Russian) identity. The Russian World is the new core of the Eurasian Economic Union, Russian President Vladimir Putin's alternative to the EU's Eastern Partnership. In the contemporary domain, Ukrainian nationalists are Nazi's irrespective of their language preference or political beliefs and if they do not accept they are Little Russians. Putin's invasion goal of denazification is a genocidal goal to eradicate the ‘anti-Russia’ that has allegedly been nurtured by Ukrainian nationalists and the West.  相似文献

Russian President Vladimir Putin claims that his country's annexation of Crimea in March 2014 was partly in response to NATO enlargement. NATO leaders counter that eastern enlargement is not a cause of the Ukraine crisis, and they argue that enlargement does not threaten Russia, but rather it creates stability for all of Europe. This article examines the history of NATO–Russian tensions over enlargement, considers how NATO's enlargement policy factored into the Ukraine crisis, and reviews options for the future of enlargement. Drawing on diplomatic history and geopolitical theory, the article explains Russia's persistent hostility towards NATO's policy of eastward expansion and highlights NATO's failure to convert Russia to its liberal world‐view. The alliance's norm‐driven enlargement policy has hindered the creation of an enduring NATO–Russia cooperative relationship and helped fuel the outbreak of conflict in Georgia and Ukraine. In light of this, NATO should alter its current enlargement policy by infusing it with geopolitical rationales. This means downgrading the transformative and democratization elements of enlargement and, instead, focusing on how candidate countries add to NATO capabilities and impact overall alliance security. A geopolitically‐driven enlargement policy would prioritize countries in the Balkan and Scandinavian regions for membership and openly exclude Georgia and Ukraine from membership. Ultimately, this policy would have the effect of strengthening NATO while giving it more flexibility in dealing with Russia.  相似文献

This article traces the semantics of “life” and “vitality” in Carl Schmitt up to the 1930s. It shows that Schmitt deploys these vitalist elements against the modern “spirit of technicity” in his attempt to combat the lack of substantial ideas in modern politics. However, Schmitt himself cannot escape a fundamental political relativism. There remains an unstable tension at the heart of his thought between the quest for substance and the quest for order. The latter is relativist because it is a quest for order as such, any order. Although Schmitt's semantics of life and vitality is not drawn from a biological register, it adopted a völkisch meaning in 1933. Anti-Semitism becomes a form of life and racial homogeneity fills in for substance. The article concludes that, while there are good reasons for criticizing the modern “spirit of technicity,” Schmitt's critical model is fundamentally flawed.  相似文献

Russia's military incursion into Georgia in August 2008 and formal recognition of South Ossetia and Abkhazia raise fundamental questions about Russian regional policy, strategic objectives and attitudes to the use of armed force. The spectacle of maneouvre warfare on the periphery of Europe could form a watershed in post‐Cold War Russian relations with its neighbourhood and the wider international community. The speed and scale with which Russia's initial ‘defensive’ intervention to ‘coerce Georgia to peace’ led to a broad occupation of many Georgian regions focuses attention on the motivations behind Russian military preparations for war and the political gains Moscow expected from such a broad offensive. Russia has failed to advance a convincing legal case for its operations and its ‘peace operations’ discourse has been essentially rhetorical. Some Russian goals may be inferred: the creation of military protectorates in South Ossetia and Abkhazia; inducing Georgian compliance, especially to block its path towards NATO; and creating a climate of uncertainty over energy routes in the South Caucasus. Moscow's warning that it will defend its ‘citizens’ (nationals) at all costs broadens the scope of concerns to Russia's other neighbour states, especially Ukraine. Yet an overreaction to alarmist scenarios of a new era of coercive diplomacy may only encourage Russian insistence that its status, that of an aspirant global power, be respected. This will continue to be fuelled by internal political and psychological considerations in Russia. Careful attention will need to be given to the role Russia attributes to military power in pursuing its revisionist stance in the international system.  相似文献

‘If Russia stops fighting, there will be no war. If Ukraine stops fighting, there will be no Ukraine’ is the sentiment used by Ukrainian protesters mobilising against Russia's invasion of Ukraine. Such a sentiment signifies the stakes of a war where Ukraine is a democratic nation-state fighting for its right to exist against a Russian invasion. Meanwhile, Russia is fighting for a version of Ukraine that is subservient to Russia's idea of what Ukraine should be as a nation-state: under a Russian hegemon geopolitically, where Ukraine's national idea and interpretation of history can be vetted and vetoed by the Russian state. While nationalism scholarship equips us to study Russia's war against Ukraine through the lens of Russian ethnic nationalism and Ukrainian civic nationalism, the ethnic/civic dichotomy falls short of unpacking the more pernicious logics that pervade Russia's intentions and actions towards Ukraine (demilitarisation and de-Nazification). Instead, this article explores the logics of Russia's war and Ukraine's resistance through the concept of existential nationalism where existential nationalism is Russia's motivation to pursue war, whatever the costs, and Ukraine's motivation to fight with everything it has.  相似文献

The Russian military interventions in Ukraine, which have led to the annexation of the Crimean peninsula and to the entrenchment of separatist enclaves in Donetsk and Luhansk provinces, directly challenge the post‐Cold War European state system. Russia has consistently denied any wrongdoing or illegal military involvement and has presented its policies as a reaction to the repression of ethnic Russians and Russian speakers. This article argues that it is important to examine and contest unfounded Russian legal and political claims used by Moscow to justify its interventions. The article proceeds to assess in detail three different explanations of the Russian operations in Ukraine: geopolitical competition and structural power (including the strategic benefits of seizing Crimea); identity and ideational factors; and the search for domestic political consolidation in Russia. These have all played a role, although the role of identity appears the least convincing in explaining the timing and scope of Russian encroachments on Ukrainian territorial integrity and the disruption of Ukrainian statehood.  相似文献
