New Telecommunications for the Developing World

Abstract

After telephone, radio, television, telex and data networks, it will be communication satellites, comsats, which will bring the greatest benefits to the Developing World, particularly through direct broadcasting. A warning is given for the future, to choose wisely between competing facilities and the distinction between regulations and controls is emphasized. An end of censorship is foreseen, as freedom of information will inevitably come about and even poor countries will be able to rent the facilities of 'electronic tutors'. It is forecast that by the year 2000 these 'weapons of peace' will be available for all Mankind.     

Russia,nuclear leakage,and the non-proliferation regime

Abstract

Russia inherited from the Soviet Union vast holdings of nuclear weapons and of the fissile materials necessary to build them. These nuclear assets have been in the possession of a Russia in the midst of an extraordinarily difficult and turbulent political, social, and economic transformation. Never before have such enormous inventories of nuclear weapons and fissile materials existed in such circumstances of political instability and uncertainty and economic distress. The economic struggles and financial crisis experienced by Russia since it emerged as an independent state in 1991 have placed enormous stress on its society. The Russian military and the Russian nuclear complex have not been exempt from these pressures. This reality has led to concerns that the Russian state is not in a position to provide adequately for the safety and security of its nuclear assets. If true, this would raise the risk that these assets could leak out of Russia and into the hands of those who wish to acquire nuclear weapons –the so called nuclear leakage problem.     

Anti-Utopianism Among Arms Controllers

Abstract

[T]he President's embrace of the goal, both utopian and dangerous, of a world without nuclear weapons will inevitably weaken support for the strategy of nuclear deterrence upon which the defense of the West continues to rest.     

Some Aspects of Byzantine Military Technology from the Sixth to the Tenth Centuries

Abstract

Byzantine military technology remains to be examined thoroughly, despite its importance in demonstrating the Byzantines' ability to absorb ideas and practices from areas outside the Empire as well as developing their own traditions. This article examines arms and armour from the mid-sixth century to the end of the tenth century and puts the military panoply into a wider context, that of the development of offensive and defensive military equipment in Europe and the lands to the north and east of the Empire. Finally, it examines the relationship between military affairs and the economic and political situation of the Empire and attempts to account for the use of particular weapons and methods of equipping the soldiers at particular times.     

The Chinese developmental state during the Cold War: the making of the 1956 twelve-year science and technology plan

Abstract

In 1956, the government of the People’s Republic of China made a 12-year plan for scientific and technological developments (‘The Long-term Plan for the Development of Science and Technology for 1956–1967’), often credited as a visionary blueprint for its nuclear weapons programs and industrialization. Yet, this study suggests that the plan was not the logical manifestation of a unified national leadership, but rather the result of political contestations and compromises among the Communist party-state leaders, especially between Mao Zedong and Zhou Enlai, and between the state and the scientific–technological elite. It further indicates that the making of Chinese science and technology policy was shaped by the cold war geopolitics, national developmental aspirations and transnational influences, especially from the Soviet Union and the USA.     

Making of the Seventh NWS: Historiography of the Beginning of the Nuclear Disorder in South Asia

ABSTRACT

Efforts to explore Pakistan's nuclear weapons options had been underway since 1972 alongside Pakistan's quest for nuclear energy. However, the American concerns about Pakistan developing a nuclear weapons capability did not surface until after the Indian test in May 1974. The Indian nuclear test marked the beginning of the nuclear disorder in South Asia and paved way for Pakistan's nuclearization. This article assesses US non-proliferation policy towards Pakistan under the Gerald Ford administration from 1974 to 1977. The administration attempted to curb Pakistan's latent proliferation potential by pressuring France and Pakistan to cancel their plutonium reprocessing agreement. Though it remained unsuccessful in its attempts to restrain Pakistan's nuclear development, the administration tried to develop a quid pro quo with Pakistan by pushing the country to choose military aid over bomb. Pakistan chose the bomb for it felt that US non-proliferation policy in South Asia was skewed in favor of India.     

The Study of Time: Proceedings of the First and Second Conferences of the International Society for the Study of Time

Abstract

In the past, the nobility of science was taken for granted, and it was universally venerated. Today many scienti!, ts are depressed by the morally doubtful applications of science: the high ideals of science should prevent the application of science to weapons research. In comparing science and religion, the moral dimensions of science are stress, ed and their extension is urged. In this way the world can be saved from war and the dignity and nobility of science can be restored.     

Nuclear Superiority in the Age of Parity: US Planning,Intelligence Analysis,Weapons Innovation and the Search for a Qualitative Edge 1969–1976

ABSTRACT

This paper argues that between 1969 and 1976 US policy-makers actively sought to transcend nuclear parity. The Nixon and Ford administrations demonstrated increasing uneasiness toward nuclear parity and yet, proved unwilling to match the Soviet Union quantitatively. In the search for an answer to the question of what strategic superiority was in the age of parity, they came to understand it in distinctly qualitative terms, adopting a number of decisions related to nuclear planning, intelligence analysis of the nuclear balance, and nuclear weapons innovation and modernization, aimed at securing a qualitative edge over the USSR.     

‘Navigating sovereignty under a Cold War military industrial colonial complex: US military empire and Marshallese decolonization’

Abstract

As World War II unsettled the global balance of power ushering in a wave of decolonization, the postwar period also saw the expansion of US military imperialism into Micronesia. In this central Pacific region, a new colonial era began rooted in US strategic concerns and mandated under a 1947 United Nations Trusteeship Agreement. During the Cold War, the United States buttressed its nuclear arsenal by testing its deadliest weapons of mass destruction (nuclear and intercontinental ballistic missile) in the Marshall Islands, residing on the eastern edge of Micronesia. This weapons testing program would inform Marshallese struggles towards self-determination, ultimately shaping the contours of Marshallese sovereignty as the region achieved formal decolonization through a Compact of Free Association in 1986.     

Gustav Metzger: iconoclasm and interdisciplinarity

ABSTRACT

Gustav Metzger (1926–2017) has been described as ‘the conscience of the art world’ for the consistently political content of his art and his commitment to political activism on the subject of nuclear weapons, capitalism and environmentalism. Metzger’s artistic output from the late 1950s onwards reflects a theory of art as both aesthetic form and social action and identifies him as a key precursor of activist art. This article considers the inherent interdisciplinarity of Metzger’s practice as it evolved during this early period between the late 1950s and early 1970s in relation to his agenda of social engagement.     

By Other Means? The Development of Warfare in the British Isles 3000–500 B.C.

Abstract

Warfare in Britain in the period from the late Neolithic to the late Bronze Age is considered in terms of the physical evidence in the archaeological record; of the artefacts considered as weapons, and of the sites that are considered to have been 'defensive'. Alongside this technological analysis, a model is proposed for the emergence of the social organisation of military groups or warbands.     

‘Un engin de torture,une baïonnette à crochets; une arme blanche déshonorée’: an historical-archaeological evaluation of the Sawback bayonets of the Deutsches Heer

ABSTRACT

The Imperial German Army (Deutsches Herr) was unique among the combatants in World War One (WW1) in issuing to a proportion of its soldiers a bayonet whose blade back was fashioned as a saw. A common belief developed quickly among the Allies that these sawback bayonets were weapons specifically intended to inflict a particularly vicious type of wound. After setting out the origins of this class of weapon and explaining their real purpose, the two main types of sawback bayonet available to the Deutsches Heer during WW1 are then concisely described. Its reputation as a weapon of especial barbarity is outlined, along with an overview of bayonet use in combat between the mid-nineteenth century and 1918, as evidenced by official sources, highlighting the lack of any specific contemporary references to the use of or the wounds caused by sawback bayonets. The article concludes by detailing the contemporary German sources relevant to its withdrawal from service use in 1917.

The effects of Class I and II sized bovids on macrofracture formation and tool displacement: Results of a trampling experiment in a southern African Stone Age context

Abstract

In this paper we follow from previous experiments that assessed the formation of macrofractures on hunting weapons and trampled tools, and present the results of a new trampling experiment. This new experiment examined the relationship between small bovid trampling and the formation of macrofracture types on replicated stone and bone tools. We also recorded the resulting displacement of the tools in order to assess the relationship between tool morphology and displacement. Three tool types with dimensions similar to southern African archaeological tools were used. The results suggest that small frequencies of certain impact macrofractures occur on tools subject to trampling forces. These frequencies are, however, lower than those generally recorded during hunting experiments. Tool morphologies and fracture combinations are also shown to be important variables in macrofracture analyses. These results contribute to a growing body of experimental data dealing with the relationship between postdepositional processes and macrofracture formation on artifacts.

Pakistan,Uranium and the International Atomic Energy Agency, 1970–1980

ABSTRACT

This article explores how the International Atomic Energy Agency (IAEA) assisted Pakistan with exploring the front end of the fuel cycle. Drawing on new primary sources gathered from extensive fieldwork in Pakistan as well as the IAEA's archives, this article sheds new light on the changing direction and performance of the Pakistani nuclear program during the 1970s, focusing on the exploration of uranium. The analysis highlights the competing priorities faced by the IAEA at this time – specifically, how to handle the increasingly politicized balance between technology diffusion and non-proliferation – and how this affected the Agency's support for the nuclear program in Pakistan, as the program was secretly shifting away from nuclear energy toward a weapons project.

A Deposit of Early Medieval Iron Objects from Scraptoft,Leicestershire

Abstract

A DEPOSIT OF FIVE iron objects found at Scraptoft, near Leicester, is interesting for the range of activities represented: woodworking, cultivation, harvesting and warfare. The objects are described and their dating discussed together with possible reasons for their deposition. Hoards of early medieval tools and weapons are well known in Britain, but iron objects seem surprisingly common on what appear to be Anglo-Saxon rural sites. The possibilities of ritual deposition and of these hoards symbolically representing the Anglo-Saxon economy are also considered.
