Benefiting from the ‘global’ and ‘trans-national’ turns in the larger historiography, labour historians in the past two decades have greatly expanded their geographical scope, developed new methodologies, refashioned categories of analysis and largely abandoned teleological assumptions. In this context, the history of labour in Eastern Europe still constitutes one of the least-globalized research topics in the field, even though the region attracted an array of excellent labour historians both before and after the collapse of state socialism in 1989/91. This introduction to the Dossier on labour history and Eastern Europe reflects on the reasons for the apparent mismatch between Eastern European labour history and the new global labour history. It does so by situating this large question within a discussion of some more or less successful examples of how scholarship on a particular theme in labour history has contributed or attempted to contribute to the conceptual and empirical enlargement of labour history in the past few decades. Focusing on particular aspects of the debates on class analysis, the peasant question, the history of gender, and the history of labour under state socialism, the authors address key questions in the international development of the history of labour. These questions, the authors argue, are at the core of the contributions on Eastern Europe assembled in the Dossier. Situating the four historiographical studies contained in the Dossier in this larger context, the introduction discusses the varied reception of scholarship on aspects of the history of labour emerging in and from different contexts and asks how this scholarship has contributed or might contribute to the development of a more inclusive global labour history.  相似文献

Summary

This article reconstructs a significant historical alternative to the theories of ‘cosmopolitan’ or ‘liberal’ patriotism often associated with the Scottish Enlightenment. Instead of focusing on the work of Andrew Fletcher, Francis Hutcheson, David Hume or Adam Smith, this study concentrates on the theories of sociability, patriotism and international rivalry elaborated by Adam Ferguson (1723–1816) and Henry Home, Lord Kames (1696–1782). Centrally, the article reconstructs both thinkers' shared perspective on what I have called ‘unsociable’ or ‘agonistic’ patriotism, an eighteenth-century idiom which saw international rivalship, antagonism, and even war as crucial in generating political cohesion and sustaining moral virtue. Placing their thinking in the context of wider eighteenth-century debates about sociability and state formation, the article's broader purpose is to highlight the centrality of controversies about human sociability to eighteenth-century debates about the nature of international relations.  相似文献

This paper concerns the local and global knowledge networks in which residents of colonial Central America participated. In the last few decades of Spanish rule (c. 1796–1821), members of the Sociedad Económica de Amigos del País dedicated themselves to bringing ‘Enlightenment’ and ‘improvement’ to the region through natural history and other ‘useful arts’. Articles published in the Economic Society’s newspaper, the Gazeta de Guatemala, show that a socially and geographically wider network of people than might be expected, and a more varied range of sources, were used to obtain scientific knowledge considered useful to the colony. The Economic Society supported the circulation of natural-historical writings within Central America, but also tapped into surprisingly international networks. The transmission and evaluation of information from these different sources reveal a sometimes uneasy coexistence of local, regional and international knowledge networks within the pursuit of ‘enlightened’ scholarship and reform.  相似文献

This roundtable assesses the arguments and importance of Guido Formigoni’s book Storia dell’Italia nella Guerra Fredda (19431978). This book is essentially composed of seven 70–80-page broadly chronological chapters, each of which might almost be expanded into a short book in its own right. The chapters perform the difficult feat of shifting constantly between the foreign policy of the Italian state (which was so often driven by domestic political considerations) and the political consequences of international events on the debates (or polemics) taking place in the Italian polity. There can be few works of international history in which the linkage between the domestic and foreign policy ‘levels’ is so clearly demonstrated. Indeed, one of the key objectives of the book plainly is to show that although there may be countries where foreign policy is carried on with blithe indifference to domestic politics, Italy is certainly not one of them, or was not during the Cold War years. This paper seeks to advance the so-called rising powers debate of the past 15 years by interrogating its selective use of the past. Key to the debate are the impact of rising powers like China on the international order, and how to accommodate them. Historiography plays a crucial but unappreciated role in the debate, as scholars look to the past to make sense of the future. Especially in the United States, many compare the US now to Great Britain before 1940, the idea being that both faced the same difficulties of decline relative to rising challengers. This is the core case of power transition theory in the field of International Relations. It is also, fundamentally, weak. As I show, it relies on a ‘long chronology’ of British decline that the past quarter-century of historical scholarship on twentieth-century Britain has undermined. I instead propose a ‘short chronology’ of the transition away from Britain that emphasizes agency and contingency over structure and the longue durée. Bringing the work of historians to the rising powers debate thus indicates that the key factors to study are not grand systemic forces, but short-term politics and diplomacy.  相似文献

This article is a contribution to the re-evaluation of the formative years of the emergent international relations discipline. Work on this topic, extensive over the past decade and a half, has overturned a number of the foundational myths of the global discipline, especially regarding the period between the two world wars. The literature on international relations in Australia, slow to reflect this re-evaluation, generally still locates the first important developments in the 1960s, and characterises the scholarship that emerged as predominantly ‘realist’. This study both pushes back the boundaries and challenges the theoretical perspectives used to categorise thinking in Australia at that time. A student of C. A. W. Manning and thus conversant with British ideas of ‘international society’, George Modelski's early exposure to theoretical work in the USA and his endeavours to give his department a strongly regional focus gave his work a richness and multifaceted character not easily captured by the ‘realist–rationalist’ dichotomy. Modelski went on from the Australian National University to become a major figure in international relations in the USA, contributing to the original debates on globalisation and best known for his work on ‘long cycles’ in world politics.  相似文献

This article seeks to highlight the significant contribution of Latin American scholarship to the further promotion and understanding of more ‘global’ approaches to International Relations. It focuses on the immediate post-independence period and explores the internationalist perspective of Andres Bello, an enormously influential continental scholar, publicist, and political figure, whose work is little known outside South America. It argues that his contribution to International Relations broadly conceived, part of a wider regional contribution, cannot be neatly accommodated within either accounts of the expansion of international society or revisionist post-colonial thought. As such it is neither fully ‘Western’ nor ‘non-Western’. Analysing his contribution under three interrelated headings - international law, the problem of order and international co-operation - it argues that Bello's work needs to be examined on its own terms. Above all it provides an illustration of why we need to take more seriously Latin American thought as part of a wider movement to internationalise International Relations.  相似文献

This article situates the work of East India Company servant Alexander Dow (1735–1779), principally his writings on the history and future state of India, in contemporary debates about empire, religion and enlightened government. To do so it offers a sustained analysis of his 1772 essay ‘A Dissertation Concerning the Origin and Nature of Despotism in Hindostan’, as well as his proposals for the restoration of Bengal, both of which played an influential part in shaping the preoccupations with Mughal history that dominated the contemporary crisis in the Company’s legitimacy. By linking these texts to his earlier work on ‘Hindoo’ religion, it will argue that Dow’s analysis of the relationship between certain religious cultures and their civic qualities was rooted in a deist perspective. It doing so it restores the enlightenment components of Dow’s thought, and their impact on the ideology of empire, in a crucial period of British expansion in India.  相似文献

Abstract

Over the past few years, there has been growing interdisciplinary interest in the history of European solidarity movements that mobilized on behalf of the ‘Third World’ in the wake of the post-war decolonization process. Focusing on European campaigns against the Vietnam War and Pinochet’s Chile, this article aims at positioning these international solidarity movements in the broader history of North–South and East–West exchanges and connections in Europe during the Cold War. It explores some key ideas, actors and alternative networks that have remained little studied in mainstream accounts and public memories, but which are key to understanding the development of transnational activism in Europe and its relevance to broader fields of research, such as the history of Communism, decolonization, human rights, the Cold War and European identity. It delves into the impact of East–West networks and the Communist ‘First World’ in the discovery of the Third World in Western Europe, analyses the role of Third World diplomacy in this process, and argues how East–West and North–South networks invested international solidarity campaigns on ‘global’ issues with ideas about Europe’s past and present. Together, these networks turned resistance against the Vietnam War, human-rights violations in Pinochet’s Chile, and other causes in the Third World into themes for détente and pan-European cooperation across the borders of the Iron Curtain, and made them a symbol to build a common identity between the decolonized world and Europe. What emerges from this analysis is both a critique of West-centred narratives, which are focused on anti-totalitarianism, as well as an invitation to take North–South and East–West contacts, as well as the role of European identities, more seriously in the international history of human rights and international solidarity.  相似文献

This article examines the attitudes of US, British, and Soviet policy-makers as they planned for the forthcoming peace during the Second World War. It charts how they moved from planning a ‘peace by dictation’ of the great powers, to planning one which would be based on a model of collective security involving all members of the United Nations alliance. The latter plan would reflect both the great powers’ special responsibilities for maintaining international peace and security and the stake which lesser powers had in such a venture. In addressing these historical developments the article employs two concepts familiar to International Relations scholarship, namely concert and hierarchy. It shows how the understandings which the principal post-war planners had of these concepts – and crucially of their inter-relationship - changed over time and the consequences of these changes. The article makes two core claims: firstly, that as post-war planning progressed, the attitudes of the Big Three towards the acceptable nature of the great power–lesser power hierarchy changed radically; and secondly, that the structure and nature of today's United Nations Organisation is in significant part a consequence of these changes.  相似文献

This article provides an introductory overview of themes raised in this special edition of the Journal of Imperial and Commonwealth History. We suggest that, while recent work such as Michael Barnett's Empire of Humanity has begun to explore the history of western humanitarianism, academic researchers can do more to address the intricate framework of relations between humanitarianism and empire, and that the history of humanitarianism can usefully be viewed as a fundamental component of imperial relations, a way of bridging trans-imperial, international and transnational approaches. We set the papers in this collection within the wider historiography of nineteenth and twentieth century humanitarianism, and outline how the humanitarian ‘impulse’ intersected with debates around anti-slavery, colonial administration and the protection of indigenous peoples. We also outline the ways in which twentieth-century international ‘networks of concern’ engaged with, and built upon, the discourses of imperial humanitarianism. Finally, we briefly consider the benefits of a ‘transnational’ approach in sketching the history of empire and humanitarianism.  相似文献

This article investigates legal performativities of grievability in contemporary child migration and argues for a scalar approach to analyse and understand the cultural politics underpinning current debates on the ‘moving’ child. I turn to two court cases in the Dutch context that involve alleged child trafficking in international adoption on the one hand and the threat of deportation in child asylum on the other. These two forms of child migration have rarely been investigated in tandem although both concern the transnational movement of children from the global South to the wealthy North. By focusing on the legal concept of ‘the right to family life’ and ‘the best interest of the child’ I point to the performativity of law and the ways in which cultural constructions of the child, childhood, kin and humanitarianism intervene in our work of justification. My contention is that placing these ‘different-but-same bodies’ within a scalar dimension – one that takes into account spatio-temporal conditions of grievability – enables us to understand modern investments in child-bodies and the complexities of justice in globalization.  相似文献

Abstract

In his review of Jean-Baptiste Duroselle's ‘Europe. A History of Its Peoples’, Paschalis Kitromilides lamented that in most general accounts, Europe has been reduced to a history of Visigothic Europe. In these two volumes reflecting his oeuvre until 1994 — one a valuable monograph on a crucial figure of the Balkan Enlightenment, the other an updated collection of essays written in the course of fifteen years and covering some of the central processes of the past two centuries — Kitromilides is rectifying this short-sighted view of Europe. What he shows is a Europe as a common playground of ideas where elements from the core regions are transmitted and transformed to other, adjacent and peripheral territories. His focus is on the Balkans (or Southeastern Europe in his preferred nomenclature). What he also shows admirably is the reverse relationship of core and periphery in scholarship. Even good scholars of the core are parochial in their exclusive confinement to the centre. Conversely, good scholars of the Balkan region are, as a rule, deeply knowledgeable and conversant with ideas and trends outside their immediate geographic sphere of expertise (immensely complex in itself). Paschalis Kitromilides happens to be not simply among the good scholars of and from Southeastern Europe; he is one of the best. At present director of the Centre for Asia Minor Studies in Athens and professor of political science at the University of Athens, Kitromilides is considered the leading Greek authority on the history of ideas, particularly the history of political thought. He himself describes his work as ‘fragments of cultural history’; I would add, cultural history at its best.  相似文献

This article examines Heaney's preoccupation in District and Circle (2006) with international political events during this ‘new age of anxiety’, and how he initially approaches these circuitously through a return to originary, boyhood experiences. Such momentous acts as the attacks of 9/ll, the ‘War on Terror’ and the London bombings are filtered through, juxtaposed with and illuminated by episodes both from the ancient past and Heaney's family history. In attendance, as always, throughout the latest volume is the poet's diverse literary ancestry, a reminder of how his work exemplifies core claims made in ‘Tradition and the Individual Talent’ (1919), where Eliot argues that ‘what makes the writer most acutely conscious of his own place in time’ is ‘the historical sense’, ‘a feeling for the whole of literature’ from Homer onwards. Thus, alongside its detailed address to politics and such crucial literary matters as structure, form and metaphor, the essay repeatedly returns to the intertextual ‘presences’ which haunt and animate Heaney's continuing creative project.  相似文献

Prompted by recent scholarly debates on the distinction between populism and nationalism, we elaborate on the Laclaudian understanding of populism as an antagonistic form of us-building/community-making that relies on the extension of equivalential chains between demands. From this heuristic perspective, populism can be understood as an empty form to be filled with different contents, such as nationalism. Our radically anti-essentialist stance combines Laclau's formalist conceptualisation of populism and Brubaker's work on nationalism. We highlight the ontological dimension of populism, as a form of us-building, and the ontic dimension, as an array of discursive repertoires that fill the form, such as ‘the people’ for peopleism. We explore the ontological–ontic distinction through the case of Narodism in Serbia. Conceptualising populism two-dimensionally contributes both to debates on the ‘core’ of populism and to cases where articulations of ‘the people’ coincide with expressions of nationhood, civilisationalism and culturalism, rather than being entirely the same.  相似文献

This article deals with the trope of the victimised, female body in feminist debates on the selling of sexual services. The notion of ‘violence’ is central to the construction of a key axis of the debates. The article explores these issues by discussing five recent and historical feminist works on prostitution/sex work, and touches on works which address methodological issues of gathering information on an activity which is, by definition, illicit, stigmatised and socio‐politically marginalised. The essay brings out several tensions in the framing of the present debates, especially regarding the varied contexts of ‘the West’ and the ‘non‐West’, as well as issues of macropolitical change, including economic globalisation. It concludes with the ways in which the texts serve to disaggregate the concepts of ‘sex work’ and ‘violence’.  相似文献

This essay is an introduction to a special issue on ‘Liberalism in the Early Nineteenth-century Iberian World’. The essay reviews why Iberian intellectual history, particularly liberal political thought, has been neglected in English-language scholarship. It offers suggestions for the incorporation of Portuguese and Spanish language texts into the broader canon. The essay then outlines persistent debates common to the study of liberalism in both Iberian and other national contexts, in an effort to instigate a dialogue between intellectual historians of Spain and Portugal and their counterparts elsewhere. It concludes with a consideration of the geopolitical forces, cultural trends, and social conditions that encouraged the forging of transnational liberalism in the early nineteenth century.  相似文献

After two decades of scholarship on ‘critical geopolitics’, the question of whether it is largely a discursive critique of prevailing knowledge production and geopolitical texts or critique with an implicit, normative politics of its own remains open. These positions are not incommensurate, and much scholarship on critical geopolitics does both. This paper analyzes critical geopoliticians' concern with this question in the present historical moment and probes the possibility of a post-foundational ethic as the basis for ‘the political’ in critical geopolitics and beyond. Empirically, this paper explores these theoretical tensions within ‘critical geopolitics’ by tracing the disparate fates of two young men, both child soldiers at the time of their capture. ‘Child soldier’ is an unstable category subject to geopolitical valence and stigma during the ‘war on terror’. The deployment of extra-legal tactics and spaces of violence, such as those faced by detainees at Guantanamo Bay, point to the rise of biopolitics combined with geopolitics, illustrating the intersection of sovereignty and governmentality as important political fodder for critical geopolitics two decades after its inception. The stories of Canadian Omar Khadr, one of the youngest prisoners at Guantanamo and the only citizen of a Western state still held there, and Ismael Beah, a rehabilitated soldier who fought as a boy from Sierra Leone, illustrate too how geographical imagination strongly shapes access to provisions of international law and the victimized status of ‘child soldier’ in particular.  相似文献

Summary

This essay closely examines the highly contested but widely employed historiographical category ‘absolutism’. Why are scholars so divided on whether it is even legitimate to use the term and, if they agree to do so, why are they still much at odds in explaining what it is? What are the main historiographical currents in the study of absolutism? Is it the same thing to speak of absolutism in regard to the practices of early modern European monarchies and with reference to the political ideas of so-called absolutist theorists? By addressing these questions through the methodology of intellectual history, this essay provides a comprehensive account of debates on absolutism and, at the same time, suggests that further work needs to be carried out on its theoretical aspects. In this respect, the author will propose a series of key ideas and principles which are meant to encapsulate the core of an early modern doctrine of absolutist monarchical sovereignty. It will also be argued that, when studying political thought, the term ‘absolutism’ might be abandoned in favour of the plural ‘absolutisms’ as a better way of understanding the past, its languages, opinions, people. In so doing, a thorough analysis of what political absolutism(s) is will be set forth, and a series of more general considerations on history-writing will also be advanced.  相似文献

This essay analyses the competing dynamics that shaped the formation of market relations in mid-nineteenth-century Britain: abstraction and rationalization, on the one hand, and embeddedness and personalism, on the other. It takes as its central case the mid-century debates over bankruptcy reform, focusing in particular on two textual representations of ‘ruin’: the system of certificates classifying bankrupts according to their culpability of character, established in 1849 and abolished in 1861; and Eliot's 1860 novel The Mill on the Floss, with its account of financial and sexual ruin. I argue that the debates surrounding the character certificates' intervention in market relations, and Eliot's explorations of abstract and embedded or sympathetic modes of knowledge were part of a larger concern to negotiate the tensions produced by the contemporary impulse toward market rationalization. Eliot's mode of omniscient narration – her construction of a simultaneously interested and disinterested, authoritative and sympathetic narrative voice – represented, I suggest, a novelistic instance of a broader cultural fantasy that an approach to character representation could be found that would mediate the changing marketplace. At the same time, her narration of the story of debt through familial and sexualized representations highlights the way that the personal continued to pose a challenge to the establishment of market rationality. However, despite the generic distinctions that can be traced, I argue that their shared interest in character provides grounds for the project of reading across genres, and suggest that the cultural history of the Victorian credit economy requires attention to what different genres have in common, as much as how they have diverged.  相似文献
