The study of the Israel–Palestine conflict is a live laboratory for political geographers and this is reflected in a number of studies undertaken by Saul Cohen during his career. Despite the recent collapse of the Israel–Palestine peace process, the ongoing attempts at conflict resolution continue to focus on the territorial dimensions of the conflict. All attempts to configure State territories which are acceptable to both sides must take account not only of the tangible dimensions of boundary demarcation and strategic sites, but also the symbolic aspects of territory and the way in which such territories are part of the process through which national identities are constructed and maintained. Notions of territorial partition remain much the same as they were prior to the establishment of the State of Israel in 1948. However, the changing demographic and settlement realities that have emerged during this period have resulted in the creation of new facts on the ground which must constantly be re-fed into the negotiation process at any given time.  相似文献

ABSTRACT. This article critically investigates the social construction of ‘identity talk’ in relation to the Irish Question in the 1980s. Our contention is that the utilisation of ‘identity’ imagined people as bounded groups in a particular way – as the two traditions or communities in Northern Ireland – and that this way of imagining people was deployed against ‘will’‐based conceptions of politics. The first part of the article places the emergence of ‘identity’ as a concept in its historical context and suggests four phases in the use of ‘identity’. The second part focuses on ‘identity’ as a concept and locates its emergence within the meta‐conflict regarding Northern Ireland. The article concludes by reflecting on Brubaker and Cooper's (2000) analysis of ‘identity’ as a category of analysis in light of our case study of ‘identity’ as a category of practice regarding the Irish Question.  相似文献

The history of Israel’s land allocation regime is traced from its inception in the formative years (1948–60), focusing on distribution of urban land to private and business entities. Rich archival materials provide documentation regarding the Development Authority (DA), established in 1950, and its practices. The prohibition on selling “national lands,” zealously observed in Israel’s rural regions, was never closely adhered to in urban areas. The DA’s double role, as a major actor in land allocation as well as the institution representing the “rules of the game,” serves as a platform for a preliminary examination into institutional path dependency theories.  相似文献

In 1953 Israel abandoned the ‘defensive–offensive’ military strategy that it had adopted four years earlier, in the wake of the First Arab–Israeli War, in favor of an ‘offensive–defensive’ military strategy that, to a large extent, persists until this day. This paper, which employs previously untapped Israeli official documents, personal interviews, memoirs, biographies, and secondary sources, casts new light on this critical juncture in the history of Israel and the Arab–Israeli conflict. The paper challenges existing works by showing when and how Israel's ‘offensive–defensive’ military strategy was adopted. More specifically, the authors argue that it was the Israel Defense Forces (IDF), especially its planning bodies - and not the Prime Minister and Defense Minister, David Ben Gurion, or the IDF's Chief of Staff, Lieutenant General Moshe Dayan - that initiated this change, and that the new strategy met no objection when it was discussed and approved by the Israeli government. The authors also inquire about the possible implications of this change for Israel and the Arab–Israeli conflict, and ask how this case informs general debates regarding the origins of military strategies.  相似文献

Taking into account that ethnic cleansing not only undoes the legal and spatial formations within a given territory but also is a productive force aimed at securing and normalizing a new political order within a contested territory, we examine its impact on settler colonial geographies. We show that the relative completeness or incompleteness of ethnic cleansing helps shape the specific configuration of two intricately tied sites of social management – spatial reproduction and legal governance – within settler colonial regimes. We claim that complete ethnic cleansing produces a ‘refined’ form of settler colonialism resembling the colonial geographies of North America and Australia and is more readily normalized, while incomplete ethnic cleansing produces an ‘intermediate’ form of settler colonialism similar to the colonial regime in Rhodesia before the settlers lost power and is impossible to normalize due to a series of contradictions stemming from the presence of the ‘indigenous other’. To uncover this less acknowledged feature of ethnic cleansing we compare two territories that were colonized by Israel during the 1967 War: the Syrian Golan Heights and the Palestinian West Bank.  相似文献

This paper seeks to sketch a number of geographical patterns pertaining to the ongoing process of confiscation of Palestinian-Arab land in Israel and the 1967 occupied territories. It points out a geographical pattern and process of “enclaving” and “exclaving”, a form of spatial apartheid and exclusionary zoning which was adopted during the pre-state period of Jewish settlement and has continued down to the present day. The centrality of land possession and its transfer to Jewish national and state ownership is shared by almost all political classes in Israel. Even during key points in peace negotiations over the past several years, land confiscation never ceased nor was interrupted. The present paper employs the term “shrinking” to underscore that land confiscation is a continuous process in Palestine/Israel. This of course has both political and social ramifications for the type of state Israel seeks to be, declaring its desire to live in peace and harmony with its own Palestinian citizens and Palestinians elsewhere once a peace deal has been reached. Seen from the perspective of land, its control and use, this paper argues that there is no other alternative in achieving peaceful resolution between Jews in Israel and Palestinians except a return to square one: redefining a new geography for Palestinian villages and towns in Israel and for those many hundreds of villages which were demolished and have since been obliterated.  相似文献

Home and the transition to adulthood are related temporal and spatial constructs. Building upon Kenyon’s [1999. “A home from home: Students’ transitional experience of home.” In Ideal homes? Social change and domestic life, edited by T. Chapman, 84–95. New York: Routledge] categorization of physical, social, personal, and temporal elements of home for college students, we analyze survey responses from 256 students at a 4-year U.S. residential college in order to uncover how perceptions of home-like spaces change as students move from pre-college homes, through on- and off-campus home spaces, and toward imagined future homes. Our quantitative findings show that the four home elements matter differently across time and type of home, supported by qualitative findings wherein students articulate how they conceptualize similarities and differences between the different home spaces. This study adds to ongoing conceptualizations of the transition to adulthood as placed (for four-year residential college students especially), and as fluid and multilayered in terms of social actors’ views of their past, present, and imagined future homes and accompanying identity transitions.  相似文献

United Nations Security Council Resolution 242 of 22 November 1967 continues to rank as a key point of reference for the Arab-Israeli peace process. The resolution laid down a ‘land for peace’ formula for the resolution of the Arab-Israeli conflict, under which Israel would withdraw from territories occupied during the June 1967 Arab-Israeli War in exchange for full peace agreements with its Arab neighbours. This article analyses the Anglo-American diplomacy at the United Nations which led to the passing of the resolution. It argues that the policy-making of the Johnson administration was rendered incoherent by internal rivalries and disorganisation. US Ambassador to the UN, Arthur Goldberg, was perceived as excessively sympathetic to Israel by the Arab delegations. The British approach, by contrast, was perceived by all parties as more even-handed. The clear position adopted by Foreign Secretary George Brown on Israeli withdrawal from the occupied territories, together with the skilful diplomacy of the Ambassador to the UN, Lord Caradon, explains the British success in sponsoring Resolution 242. The episode holds broader lessons for the conduct of Anglo-American relations showing that Britain was better placed to achieve diplomatic success when it retained its freedom of manoeuvre in relations with the United States.  相似文献

In this paper, we question an often-unchallenged assumption that we all talk about the same ‘thing’ when talking about water. Taking the Salween River in Myanmar as a case study, we draw on a growing body of hydrosocial literature to analyze the multiple ontologies of water. Conceptually, we take each ontology to be constituted of – and enacted within – a human-more-than-human assemblage, the spatiotemporal dimensions of which demarcate a ‘hydrosocial territory.’ We present three illustrations, namely: the role of the Union Government's National Water Resources Committee and how it manifests and is situated within an ontology of ‘modern Water’; a Karen indigenous initiative to establish a Salween Peace Park and an associated revealing of an ‘indigenous’ ontology; and plans for the construction of mainstream hydropower dams and electricity export to neighboring Thailand, where different water ontologies and their hydrosocial territories collide. We examine how multiple ontologies of water are contested through ‘ontological politics’, whereby human actors compete to further their own interests by naturalizing their ontology while marginalizing others. While not downplaying the role violent conflict plays, we argue that in the Salween basin ontological politics are an underappreciated terrain of contestation through which political authority and the power relations that underpin it are (re)produced, with implications for processes of state formation, territorialization and the ongoing peace negotiations.  相似文献

Archaeology plays a fundamental role in the Israeli–Palestinian conflict. The practice of archaeology in Israel is embedded in the national identity construction discourse and has severe repercussions on domestic politics. From archaeological remains it is demanded to give proof of precedence and legitimate claims over land. The relation between nationalism and archaeology is a topic that became increasingly popular in scholarly works of the past 20 years. The full UNESCO membership of Palestine is projecting the Israeli–Palestinian conflict in a globalized dimension, but at the same time the heritage of humanity’s politics reinforces the nation-states concept and could pave the way to new political scenarios.  相似文献

Grievance-based narratives are a primary component of civil wars. While present among the general population affected by conflict, the variants held by the segment of the population most proximate to the armed factions – constituencies – play a primary role in the development and conduct of a conflict. Such narratives can coalesce around specific volatile issues and enable non-combatant constituencies to participate in the conflict through the use of specific 'legalities' or legal precepts. These legalities facilitate the engagement of sets of collective action that are opposed to those derived by constituencies of the opposing side. However such constituencies and their narratives are also where potential opportunity resides for peace-building, both during and subsequent to hostilities. This article looks at the case of Darfur to examine these ingredients, with a focus on land rights as the volatile set of issues around which narratives have developed. In Darfur, opposed narratives which maintain how and why groups claim and deserve access to land and territory, and how groups were unjustly displaced or excluded from lands (and hence power), became solidified and acted upon prior to the conflict to become a primary driver in the current war. In certain cases however narrative change has led to interaction between members of opposed constituencies for the purpose of exploring cooperative arrangements.  相似文献

ABSTRACT. All the historical moments in which the Basque debate reached political protagonism in contemporary Spain coincided with political contexts of institutional democratisation. The debate on patriotism in the Basque Country is connected with a uniform narrative regarding the Basques and their moral distance from the Spanish nation: the ‘Basque problem’. This narrative has fostered a confrontational discourse between Spanish and Basque nationalism. It has also promoted recourse to specific stereotypical images of the Basques, which bind ethnicity to collective identity. Such representations reveal that the invention of the Basque country as a uniform ethnic collective had much more to do with the internal contradictions of Spanish national identity – and later of Basque identity – than with the existence of a secular conflict between Basques and Spaniards. The Basque case shows that every ‘ethnic conflict’ requires adequate contextualisation in order to avoid simplifying its origins and past pathways to make it conform to present uses.  相似文献

In difference to Genesis, in Exodus interactions between Egypt and Israel broke down. The paper argues that Moses and pharaoh acted like “rational fools” when they escalated problems regarding industrial relations and common pool resources. Pluralism was not mastered as an interaction condition in cross-cultural, “inter-national” relations. The paper explores these issues through the concept of the prisoners' dilemma, in which mutual loss is the outcome. The unsuccessful ordering of economic institutions (governance structures, property rights arrangements, reward systems) is suggested as the key source of conflict. In this way, the paper develops the thesis that the Bible can be read as an economic text which instructs the organisation of human interactions in rational, economic terms. The exodus is not analysed in a more conventional, theological tradition as the resolution of conflict over religious values and the escape of Israel from a claimed system of slavery  相似文献

Urban conflict in Jerusalem has mainly been studied through the lens of spatial and functional segregation and discriminative fragmentation between Israeli and Palestinian localities. This article adopts a governmentality approach to the study of the politics of urban infrastructure and services in urban conflict, and argues that a governmentalization process of East Jerusalem by Israel has evolved in the last two decades that has been enacted mainly through the control and management of Palestinian urban infrastructure and services. Since, as manifestations of resistance to Israeli occupation, many of the Palestinian urban functionalities historically operated separately from Israeli state apparatuses, this new development and its consequences indicate an increasing dependency and forced adaptation of Palestinians in Jerusalem to Israeli rule. Based on analysis of Palestinian public transport and education systems, the article demonstrates how the “soft” power of governmentality – mediated through the control and management of urban infrastructure and services – diffuses among the Palestinian population and in space, restructuring them as objects and subjects of Israeli administration and governmental order. In this light, urban infrastructure and services appear in the course of urban conflict as an arena of governmentality and counter-governmentality. On the one hand they serve as a site where identities are practiced and defended; on the other, they may mediate and facilitate the restructuring of political subjectivities and normalization of political structures and hierarchies.  相似文献

ABSTRACT

Recently, Colombia’s post-conflict transition has experienced strong international attention. In Bogota, commemorative politics of the conflict insert themselves in complex processes of place branding: employing culture to rescale the city image from unsafe and violent to culturally vibrant. However, how to reckon with the country’s violent past in the culture-led renaissance of Bogota? Based on the author’s four-month of in-depth qualitative fieldwork on the main street Avenida 26 – at the center of both branding strategies and politics of memory – this paper shows the failure of institutional efforts to promote a brand of Bogota as a ‘City of Memory’. Socio-political divisions over the interpretations of the country’s past result in multi-scalar conflictive negotiations between politics and practices on the street: they reveal the tight link between memory, social justice, and urban segregation while denouncing the exclusionary visions of citizenship bared in political efforts to display memory as a territorial mark.  相似文献

ABSTRACT

Transylvania has not only a geographical location as a province of Romania but also a mental meaning as Dracula's land. Dracula has become an important brand name for Romania, attracting many tourists in recent years – especially after the fall of communism. The main dimensions of Dracula's castle (i.e. Bran Castle) experiences shared online by tourists were identified to ascertain the primary reasons for satisfaction and dissatisfaction with visits and to test whether narratives and satisfaction vary according to the occasion (i.e. Halloween). Quantitative (i.e. computer-based) and qualitative (i.e. narrative) content analyses were conducted on the Web reviews written by visitors. The results reveal that the experiences are multidimensional, and they include the following themes: ‘castle’, ‘visit’, ‘Dracula’, ‘inside’, ‘tourist’, ‘outside’, ‘trip’, ‘souvenirs’, ‘stairs’ and ‘Dracula's castle’. The main reasons for dissatisfaction are overcrowding, which is connected with the outside theme, and the disappointment of tourists regarding the old furniture, which is associated with the inside theme. The results also reveal that visitors are the most satisfied with their experience around the time of Halloween. The narratives shared online emphasise tourists’ need to associate their imaginings with this region and castle, giving their experiences greater meaning through this destination's image as Transylvania.  相似文献

This paper seeks to make a contribution to on-going debates about how to conceptualise the spatial processes of renewable energy transition. It makes a case for understanding renewable energy transitions as simultaneously spatial and political processes, constitutive of new territories and configuring development pathways. Drawing on a case study of South Africa's Renewable Energy Independent Power Procurement Programme (REI4P), the paper explores the ways in which energy transitions are intrinsically bound up with both the materiality and the historical and contemporary politics of land. It then examines the relationship between energy transitions and territory to conceptualise the ways in which transitions take on an experimental shape in the form of 'zones'. The paper argues that these zones are new territories deploying forms of spatial and political-administrative exceptionality, which allow political and economic actors to exercise authority and commercial power. Two types of zone emerging from South Africa's energy transition exemplify these processes: legally-defined zones for the development of solar and wind energy and zones of socioeconomic development required by REI4P. The paper explores the spatial and political consequences of these strategies and suggests that these may not necessarily translate into conflict and confrontation, but instead produce uneasy co-existences of different political, social and spatial projects and interests, with potential to create new polities.  相似文献

China's internationalization has been heralded by some as a new era of South–South cooperation. Yet such framings of development are pitched at an abstract space of the ‘global South’ which conceals more than it reveals. With some theory moving towards ontologies of ‘global development’, we need to capture both the connectedness and the local specificity of increasingly diffuse processes. This article sets out a more fine‐grained understanding of how political territories and processes are imagined and produced by and through China's internationalization, focusing on infrastructure as a ‘technology’ of territorialization. Much of the focus on China's internationalization has been on state‐to‐state relations, but this obscures the ‘omni‐channel politics’ that China practises. Using a critical literature review and illustrative case study, this article develops the idea of omni‐channel politics to posit a view of ‘twisted’ territories in which political processes and development outcomes are more complex and contingent.  相似文献

Immigration and settler literatures provide contrasting approaches to the evaluation of conflict between ‘newcomers’ and ‘indigenous’ groups. On the one hand, immigration studies emphasize that newcomers, particularly migrants, almost never fight civil wars; on the other hand, studies on settlers in contested territories expect inherently unstable relations between settlers and native populations affected by colonization projects. While each provides strong evidence to support its argument, neither literature has adequately accounted for hybrid cases where the settler and migrant categories have become almost indistinguishable. The article focuses on Cyprus as a paradigmatic such case. Specifically, it looks at populations transferred from Turkey to the northern part of the island after 1974 described either as settlers or immigrants by rival accounts in the Cypriot conflict. While colonization constitutes a violation of international conventions and a major obstacle to peace, settlers in such places as Cyprus, Tibet or Western Sahara often meet the profile of migrant populations more interested in daily survival issues than in territorial politics. In contrast to other historical or contemporary cases of settler colonialism such as Algeria (France) or West Bank and Gaza (Israel), what is particularly puzzling in Cyprus and elsewhere is the absence of mobilization and politicization among settlers despite perceived discrimination and fear of relocation following a negotiated peace agreement. Addressing this puzzle is essential to bridging the gaps between immigration and settler literatures and in mediating the tensions between conflicting claims over space, land and the political geography of peace settlements in deeply divided societies.  相似文献

This article argues that property law is the main means through which Britain built its imperial sovereignty on Cyprus and in the post-Ottoman Levant. It charts the development of an official British expertise in Ottoman land legislation following the so-called affair of the Sultan's claims to properties in Cyprus. To settle this matter in the island which they had obtained to ‘occupy’ and ‘administer’ through a treaty with the Sublime Porte, colonial authorities were compelled to become conversant with the 1858 Ottoman Land Code. Hence, the article argues that because of its ambiguous status – a province occupied and administered by Britain but under the nominal suzerainty of the Sultan from 1878 to 1914 – Cyprus, as the first Ottoman territory to pass under direct Western rule, played a decisive role in the elaboration of a colonial knowledge in Ottoman land laws. And this, despite long-standing economic and political ties between Britain and the Ottoman Empire and exposure to other settings where layered land tenure systems prevailed. Published in treatises authored by British administrators of Cyprus, the legal expertise in Ottoman land law thus acquired was then transposed to other territories which passed under British rule, such as Palestine.  相似文献
