Perhaps the most challenging heritage management issue since the beginning of the modern conservation movement relates to religious buildings and sites. This paper investigates approaches to the management of religious heritage buildings and sites in Osogbo, a multireligious Nigerian city, through the perspectives of various stakeholders. These stakeholders include the State, and its role in formal legislation and enforcement, the religious authorities as heritage owners and decision-makers, local communities’ understanding of heritage, and expert opinions about the properties. Drawing on physical observations, ethnographic assessment methods and secondary literature, the paper demonstrates how decisions taken by political leaders to construct a secularised national heritage have shaped the community’s cultural heritage perceptions, alienated from religious connotations. This selective use of the past gave heritage owners a free hand in decision-making about conservation, without taking into consideration historic and architectural/artistic values. It has also rendered expert judgment marginal.

Abstract

The idea of first places is inevitably linked with diasporas. At the heart of this idea and since the very start, there has always been the Jewish case. The diaspora of the Jews of Morocco, in the periphery, was presented by some authors, as a good case with which to relativize the theoretical pertinence and conceptual inspiration of the Jewish model. Focusing on Jewish history, heritage, and travelling in Morocco, I will continue to question the paradigm of social studies based on the bi-polar center-diaspora model. I will testify to the emergence and fabrication of new Jewish ‘first-places’, a process attending the aging and departure of the last Jews of Morocco and with the support of the Kingdom, while following current, and disruptive trends of contraction, commutation and dissipation of ‘first-places’ in different Jewish practices and narratives. The individualization of religious practice in post-secular societies allows and includes – and often merges – secular, ethnic and political approaches of what once was purely designated as religious identity. Heritage Moroccan landscape (and landscaping) allows different approaches and thus probably why one can think of it as an emerging ‘first-place’ for some.

Abstract

This paper explores the decision-making process for heritage management at the monastic community of Mount Athos, a World Heritage Site in Northern Greece, in relation to the concept of living religious heritage and the pursuit to balance the heritage values of both the experts (heritage professionals) and the non-experts. The function and impact of a specific heritage agency — KEDAK (Centre for the Preservation of Athonite Heritage) — designed to establish the decision-making power of the Athonite monasteries will be critically discussed. A range of interesting compromising solutions and some challenges and problems raised by the function of this agency will serve as the background for examining the extent to which different perceptions on heritage management can coexist, particularly when heritage professionals find themselves on the bottom of a top-down decision-making process.

Abstract

Many of today’s pilgrim routes are not only conceived of as religious thoroughfares. They are also seen as historical and cultural routes and are embraced by heritage polices and the tourism industry. It follows from this that contemporary pilgrim routes are endowed with many meanings and expectations, both in the public and private spheres. While much research has focused its attention on the diversity of motives, experiences and symbolic meaning processes among those who embark on journeys along pilgrim routes, less attention has been paid to the varieties of stakeholders involved. By exploring how different types of stakeholders engage with a recently reinvented pilgrim route in Norway, it is shown how this route represents a contested space. Among various stakeholders involved in the development and the management of the pilgrimage, as well as stakeholders who take an interest in the material and symbolic benefits one could possibly draw from it, there are disagreements on what kind of heritage pilgrimage should represent. The differing approaches are basically represented by those who want to promote religious motivations, traditionalist outdoor recreation interests and stakeholders who primarily want to develop and market the pilgrim route in a touristic context. While distinctions between categories such as pilgrims and tourists, or vacationers and religious travellers, are becoming more and more blurred, opposing and partly intersecting discourses among stakeholders tend in this case to result in the upholding of these kinds of distinctions. This implies that travellers along pilgrim route are not left to themselves with their experiences and practices. While some stakeholders take an interest in what pilgrims are doing, in the sense that they want to profit from it, others are concerned about questions of whom a pilgrim is and for whom a pilgrim route is for.

Abstract

Chogha Zanbil, an Elamite ziggurat and UNESCO World Heritage Site in Iran, has considerable potential as a cultural tourism destination but currently it receives a surprisingly small number of visitors. The site has seen a successful international conservation project over the past decade: now it needs a complete heritage strategy, which will give sufficient weight to developing sustainable tourism in a way that ensures the site's conservation, as well as its effective presentation to the public. This paper combines existing approaches to sustainable cultural development with primary research in Iran, including interviews with different stakeholders. It uses the Chogha Zanbil case study to suggest how visitor management strategies and cultural tourism can equip a site with the necessary tools to receive visitors and manage their impact while generating revenue for the site's maintenance and preservation. It also highlights the importance of local community participation in this process and provides examples of how local villagers can participate in, and benefit from, the development of sustainable cultural tourism at Chogha Zanbil.

Abstract

Cultural heritage preservation has formed a key component of Turkish Social Studies instruction since the curriculum first was introduced in the 1960s. In this article, we trace changes over time in the way cultural heritage has been presented to students in Turkey. For this study, Turkish Social Studies textbooks for fourth through seventh graders (ages 9–10 to 12–13) published from 1974 to 2011 were examined, including both their texts and illustrations concerning cultural heritage and the closely related topic of tourism. Over nearly four decades, the textbook presentation of cultural heritage has shifted from a national focus to a focus on world cultural heritage, both tangible and intangible. The textbooks illustrate the high value placed on monuments and artwork that demonstrate the accomplishments and progress of Anatolian civilizations, specifically, the Seljuk and Ottoman Turks. Notably, the textbooks emphasize the economic value of monuments and sites for tourism revenues.

A railway or any other form of heritage site may be perceived as a subject or an object-orientated experience. While the former invites an emotional reaction based on personal association, the later suggests a detached response grounded in a transfer of knowledge. This paper considers the role of heritage legislation in shaping such perceptions. Using archival research and site observations, the paper specifically examines the impact of different State-based heritage legislation on the adoption of contrasting redevelopment and site management strategies at two historic railway workshop complexes in Australia. The two sites are the Eveleigh Railway Workshops in New South Wales where an object-centred approach was adopted, and the Ipswich Workshops in Queensland where a subject-centred approach was employed. Although both sites are comparable in terms of their history, scale and cultural significance, the alternative approaches to redevelopment and management have resulted in different perceptual experiences for visitors. The paper reveals the subliminal impact of heritage legislation and suggests the need to consciously manage perceptual experiences, firstly, as a strategic objective in any redevelopment process and, secondly, as a means to integrating meaningful site-specific interpretation into the longer term management of cultural significance.
