Abstract. In this article I examine the coherence of ‘liberal nationalism’, namely, the attempt to combine liberal and nationalist ideas. Attempts have been made to marry these ideas because of the belief that nationalism has continuing influence and importance for the achievement of liberal objectives, such as respect for identity, democracy and justice. Two central ideas in liberalism are the idea of self‐respect as a primary good and the idea of critical reflectiveness. A central idea in nationalism is the idea of the importance of the nation as a community. If critically reflective individuals are to possess self‐respect then, I argue, the value of membership of particular national communities needs to be argued for against criticism. By rejecting an appeal to universal principles, however, nationalists are unable to provide a reasoned defence of the importance of particular national communities, and therefore unable to satisfy the liberal commitment to self‐respect resulting from critical reflection on membership of a national community. The particularism of nationalism, indeed, pulls against the universalism of liberalism so that ‘liberal nationalism’ constitutes an incoherent construct.  相似文献

Tyranny in the modern era turned toward totalitarianism through the idea that human nature needed to be “perfected”; communism's enemy was a matter of class, Nazism's a matter of race. Democracy would seem by definition to resist such ideologies, but even the modern democratic state now possesses mechanisms that can be turned in tyrannical directions: regulatory powers, social welfare systems, and the new tools of artificial intelligence and “big data.” American democracy has been trending toward the “direct” form of democracy that the Founders recognized in ancient Athens and were determined to avoid, a degree of popular sovereignty capable of producing demands upon government that, in turn, could transform a people's government into a government's people. British politics immediately following the Boer War featured a group of politicians and intellectuals known as the Liberal Imperialists and this account explores the political thought of their Australian counterparts. Australian liberal intellectuals of particular relevance for this study were located in Melbourne, which was at that time the federal capital, and they were loosely clustered around the key political figure of the period, Alfred Deakin. The extended circle of Alfred Deakin provides scholars with a useful group of active intellectuals from whom it is possible to derive an idea of the Australian inflection given to Liberal Imperialist thought, concentrating on the intersection of notions of imperial unity and progressive social reform agendas which flourished in both Australia and Britain during the Edwardian era. The group of politicians and public intellectuals, comprising an overlapping membership including the Imperial Federation League, friends and associates of Alfred Deakin and the Boobooks Club, would subsequently evolve into the main Australian branch of the Round Table organisation. This article is concerned with discovering the outlines of the Australian version of Liberal Imperialist thought and especially the nature of the Australian inflection superimposed on this British set of ideas, as found in a variety of contemporary pamphlets, printed books and Boobooks minutes. The Australians were less pessimistic than Richard Jebb about the possibilities of a supranational imperial organisation but also insisted that such an organisation must respect the sovereignty of dominions. They differed from most of their British counterparts in supporting the widespread use of tariffs to nurture industry and they also supported the restrictive immigration position enshrined in the infamous White Australia policy, yet they were much in favour of the notion of a strong British navy.  相似文献

This essay examines court cases involving insult to a public official, which came before the local courts in Rome in the second half of the nineteenth century. It underlines the gendered character of this particular offence, which was committed almost exclusively by men. The analysis correlates two aspects of these cases: the first is the context of the offenses, characterized by the application of a detailed set of local police regulations, and experienced as a limitation of masculine personal liberty. The second aspect relates to the institutional organization of the police forces and the masculine identity of the officers themselves. The combination of these two elements during interactions between population and the police forces meant that the subjects' gender became more significant than other variables (such as social class), to the extent that these interactions took on the inflections of a performative ‘face-off’. In this way the variable of gender brings into question the traditional reading of public order in the Liberal era as the product of a policy of containment of the popular classes.  相似文献

The rise of the Labour Party after World War I forced the Liberal Party in Britain back into the nonconformist and remote ‘Celtic Fringe’, where local identity and religion rather than class remained the dominant political cleavages. The party has struggled to break out of these Liberal ‘heartlands’ ever since. However, in the 1997 General Election the Liberal Democrats won a total of 46 constituencies, their best result since 1929, despite a fall in their national share of the vote. While historical voting patterns and the level of religious nonconformity can help explain the success in the traditional heartlands seats we must turn to contemporary reasons for why the party were able to make gains in areas of historical weakness. Bridging the credibility gap through success at the local level or in by-elections has been particularly vital for the party. Building on the understanding gained from qualitative interviews with the party elite and case studies in key constituencies, we analyze the basis of Liberal Democrat support in 1997. Models that include data on historical patterns, demographics and the local political context are found to be particularly successful in explaining the party’s support.  相似文献

In an era of unprecedented numbers of migrants from the global south to the global north, nationalism has become synonymous with liberal states' ethnocentric, xenophobic, and racist immigration policies. The Trump administration's treatment of Central American refugees has been taken as a prime example. By focusing on liberal cultural nationalism, this paper demonstrates that these prevailing perceptions about nationalism are unfounded. Although liberal cultural nationalism has been accused of endorsing restrictive immigration policies, the degree to which liberal cultural nationalism's immigration policies are restrictive is context dependent; under certain circumstances, liberal nationalism may call for relaxing immigration policies to admit certain types of immigrants by invoking the idea of national responsibility. Consequently, liberal cultural nationalism offers one of the strongest liberal arguments for admitting certain kinds of migrants from the global south. The Central American refugee crisis at the U.S. southern border is analysed as a case study to illustrate this.  相似文献

This article considers the role of Sir Frank Packer and his media outlets in the demise of Sir John Gorton in 1971 and the elevation of Sir William McMahon to the leadership of the Liberal Party and the Prime Ministership of Australia. It identifies Packer's long association with McMahon and traces the part played by Australian Consolidated Press in the intra-party struggle of the late 1960s and the early 1970s. The article argues that while Packer and some of his employees, particularly the Daily Telegraph 's political correspondent Alan Reid, helped to destabilise Gorton's leadership, it is much too simplistic to suggest, as many observers have, that a 'Packer plot' was executed in 1971. The article, which examines what is represented as a key instance of a media proprietor exercising undue influence in the political process, serves as a historical case study of the relationship between the news media and political parties in Australia.  相似文献

While divorce laws were introduced in most of western Europe in the second half of the nineteenth century, the majority of Italian statesmen exhibited strong reluctance to take such a measure on the occasions it was proposed by a number of progressive parliamentarians between unification and 1920. This essay examines the debates over whether or not to introduce a divorce law during Italy's Liberal period, arguing that many Italians saw indissoluble marriage as a way of protecting the ‘natural’ gender order against the corruptive tendencies of modernity seen elsewhere, particularly in France. Much rhetoric was expended on the notion that marriage protected Italian women in particular, but a divorce law would also have righted the radical asymmetries of power that lay at the heart of the Italian marriage contract. These were asymmetries that gave the husband distinct privileges and helped to construct masculine identity. For that reason, the maintenance of marriage as a contract only dissoluble by death can be read as a determination to protect traditional notions of masculinity.  相似文献

This article explores the geopolitics of liberal evangelicalism, Christian Realism, and the ecumenical movement as collective responses to the rise of “secularism” after World War I. Alternatively, it considers how liberal Protestants looked to Roman Catholicism for support in their defence of the Christian identity of the United States and the West more generally. The long history of Christian anti‐secularism in America complicates familiar portraits of liberal Protestants as agents of secularisation.  相似文献

ABSTRACT

This article examines three connected campaigns for Indian imperial citizenship which spanned the period 1890 to 1919, and their impact on the emergence of radical South Asian anticolonialism. It shifts our focus from individuals and ideologues who sought the status of British imperial citizens, to address the agitations which commenced to attain such a status within a reconstructed British Empire. Specific attention is paid to the conditions which encouraged South Asian patriots to imagine that the ideal of equal imperial citizenship within an imperial federation was a feasible political objective, to the illiberal official retreat from such an ideal, and to the political ramifications of this retreat. In conclusion, this article argues that the quest for Indian imperial citizenship, which spanned the Empire from South Africa to Canada, has been a much-neglected chapter in the evolution of anti-colonial nationalism in South Asia which deserves to be reinserted in the grand meta-narrative of the region’s twentieth century history.  相似文献

Shortly following Canada's controversial adoption of nuclear weapon roles in NORAD and NATO in 1963, the focus of nuclear debates shifted to the potential impact on Canadian and international security of the construction of US anti-ballistic missile (ABM) systems. This article expands the focus of scholarship on the ABM issue from the political and policy-making settings to include members of the attentive elite and the news media, and finds these groups deeply divided between liberal and conservative internationalists. On the one hand, supporters of liberal internationalism believed that AMB systems would destabilise the international security environment and ultimately increase the likelihood of nuclear war. Conservative internationalists took the opposite position, arguing that the systems represented a necessary addition to the Western nuclear deterrent and would make nuclear war less likely. In other words, the ABM debate exposed deep divisions in Canadian society between those who preferred diplomatic and multilateral versus military means of achieving middle power goals in the international system.  相似文献

Indian historiography has largely overlooked the contribution of Indian Liberals in the pre-independence era. It is worse in Indian diplomatic history where studies on pre-independence are few and far between. Responding to this double excision, this article traces the emergence of a new Indian narrative of foreign policy around the issues of equality and justice in the immediate aftermath of the First World War. Anchoring their argumentativeness in diplomatic finesse, Indian Liberals such as Satyendra Prasanno Sinha, V. S. Srinivasa Sastri and Tej Bahadur Sapru relentlessly campaigned for racial equality and predominance of the rights of people over the rights of states at the Imperial Conferences. In the articulation of these views, South Africa, a country where ideas about the status of Indians and Indian civilisation were most contested, emerged as the singular foreign policy ‘other’ around which India’s foreign policy narrative was constructed.  相似文献

This article examines the British involvement in the reorganisation of the Ottoman Empire's customs service. The study focuses particularly on the role of Sir Richard Crawford, who was appointed as a consultant to the Ottoman customs administration in 1909. In doing so, the article sheds fresh light on the position of European advisers as well as on British commercial diplomacy in the Ottoman Empire during the years preceding the First World War. This topic warrants further historical research as previous studies have not considered Crawford's position and the progress of the customs reform in detail. He introduced some important reforms, but proved unable to solve the complex question over the porterage service or to increase customs revenue as much as had been anticipated. War and revolution as well as the consequent disruption of trade; the vast geographical scope of the Ottoman Empire; and opposition from local and international stakeholders to his reforms explain to some extent why Crawford was unable to modernise the customs service as effectively as had been planned. In addition, Crawford's professional background and his personal characteristics were in some ways incompatible with the requirements of the demanding diplomatic world of Constantinople.  相似文献

The issue of bipartisanship in Australian foreign policy is not often substantially addressed. The country’s relations with the world appear to exhibit strong continuity regardless of the political party in government. And yet, when it comes to engagement with African states and issues, the last two decades have seen highly prominent partisan differences in Australian foreign policy. This article utilises the example of Australia’s foreign policy engagement with Africa to argue that there may be two levels of understanding bipartisanship in Australian foreign policy. On the one hand, aimed at relationships and issues perceived to be of primal and significant security and economic well-being for the country, Australian foreign policy does indeed appear to be bipartisan. However, aimed at relationships and issues that have traditionally been perceived as holding minimal security and economic interest and importance for the country, Australian foreign policy does exhibit partisanship.  相似文献
