ABSTRACT

This paper proposes an intellectual history of the idea that the later Roman empire and, subsequently, the whole of Byzantium were less ‘free’ in comparison to the Roman Republic. Anxiety over diminished freedom recurred throughout Roman history, but only a few specific expressions of it were enshrined in modern thought as the basis on which to divide history into periods. The theorists of the Enlightenment, moreover, invented an unfree Byzantium for their own political purposes and not by examining the facts about its political culture. The second part of the paper proposes that the Byzantines valorized a model of positive freedom as legal-institutional protection against arbitrary oppressive power, including against both barbarian domination and domestic abuses. In contrast to modern thought, which tends to see the imperial position as the chief threat to liberty, the Byzantines viewed it as its bulwark. Yet they too had remedies for oppressive emperors, suggesting that the otherwise well-attested invocations of freedom were not a mere rhetorical trope for them but an actionable cultural norm.  相似文献

Abstract

In his inaugural speech, President George W. Bush suggested that the mission of America to spread freedom and democracy in the world is a divinely authored mission. The intention first announced in Bush's inaugural to globalize an American Christian vision of freedom and democracy, and of free market capitalism, reflects the theological underpinnings of the neo-conservativism of the Bush administration. In this article I trace the remarkable continuities between the neo-conservative political theology of Bush and his acolytes and more mainstream Niebuhrian approaches to democracy and the ‘manifest destiny’ of America. I then subject the emergence of an American imperium, and the political theology associated with it, to a critique in dialogue with early Christian critics of Roman Empire, and with the Christian pacifist tradition as recently retrieved by North American theological ethicists John Howard Yoder and Stanley Hauerwas.  相似文献

Abstract

This article offers a decisive alternative to a growing consensus within public theology that political liberalism represents the pro-Pelagian, atomistic and un-ecclesial face of modernity. Through a careful reappraisal of the sceptical theology of Michel de Montaigne I claim that contemporary Christian advocates of liberalism can develop a deeply Augustinian counter-account which has the ability to reconcile notions of individual autonomy and conscience with a strong sense of ecclesial authority. At the centre of this innovative settlement, I point to the value of Montaigne’s theological anthropology, which, in its sensitivity to human fragility and sin, offers a rich validation of pluralistic and tolerant societies by contesting absolutist claims to both knowledge and power. In framing political liberalism in these explicitly theological terms, such an account comes into sharp confrontation with the movement known as Radical Orthodoxy, which has defined the liberal tradition as intrinsically anathema to an authentically Christian understanding of politics. In contrast, this article claims that political liberalism, far from being automatically antagonistic to Christian theological commitments, can be justified by them.  相似文献

Abstract

In this article I contend that conventional social contract theory is self-referentially incoherent. Conventional contractarianism therefore fails to provide an adequate foundation for the authority of the state and for the obligation of citizens to obey. The insistence on consent for legitimate political authority has usually been rendered in contractarian terms. Thus, the fall of conventional social contract theory seemingly entails that we should reject the principle of consent as well. Yet, the necessity of consent for the authority of the state and, concomitantly, for the obligation of citizens to obey seems to be an entailment of human equality. Thus, insofar as human persons are equal, the legitimacy of the state seems to require a foundation logically precluded to it. We are therefore confronted with a theoretical crisis. Even so, I will argue that we need not reject the principle of consent. The self-referential incoherency of conventional contractarianism results from its conventionalism. We can begin the work of salvaging the principle of consent from the demise of conventional social contract theory by erecting it upon the foundation of moral and ontological realism.  相似文献

Abstract

Quantitative methods of content analysis have become established in most subfields of political science, but remain relatively unutilized in studies of political theory, despite the exclusive focus of that subfield on textual sources. This article develops a variation of content analysis—termed usage analysis—and employs it to resolve a standing debate in scholarship on Cicero's political theory regarding the synonymy of the major Latin terms for the state (civitas and res publica). The resulting distinction between these concepts then informs an exposition of Cicero's ideal state not as the Roman Republic itself or the mixed constitution alone, but as a universal, everlasting political society supported by justice, a mixed constitution, and active citizenship.  相似文献

Abstract

Throughout its history, the institution of the Catholic Church has been at odds with the social and political changes of modernity. However, many scholars claim that after Vatican II, the Church began to accept modernity's political regnancy, and subsequently embraced doctrines such as separation of Church and State and religious freedom. In fact, some scholars go so far as to claim that in recent decades, the Catholic Church has led political crusades that resulted in the political, economic, and social liberation of many, such as its spearhead movement against Communist countries and the liberation theology movements in Latin America. The purpose of this article is not only to examine such claims but to look more closely at the political implications of the thought of Pope Benedict XVI. I propose that Benedict XVI does not simply embrace modernity, but he challenges it from within and presents political society with an alternative foundation for political liberalism. To this effect, I examine the main tenets of his social thought, including his political anthropology and concept of personhood, his idea of secularity, and his understanding of the role of political institutions. I assess whether his ideas can be universally accepted by liberal, secular societies or whether the character of these ideas will appeal only to those who embrace Christianity.  相似文献

Abstract

With the future of the Middle East uncertain and unstable, claims to holding the authentic Islamic understanding of the role of religion in politics remain competed over in a political struggle for support, with sides believing that whoever can articulate the authenticity of their vision of government would become more able to influence public opinion. While one train of thought posits Islamic governance as an authentic and correct form of polity for the region which would bring about accountable, elected government, the other claims that Islam is fundamentally silent on the issue of the "state," and that notions of an "Islamic state" or caliphate are in fact dictatorial and antithetical to orthodox Islam, though Islamic values can inform the individual in their role as a citizen within a democratic state. This article will briefly examine the genealogy of these two competing claims from a Sunni Muslim perspective after examining the dominant approaches to analysing political Islamic groups, while also questioning whether it is fundamentally necessary to insert democratic ideals into such a discussion.  相似文献

ABSTRACT

This article aims to shed light on the Italian liberals’ contribution to the post-1848 European debate on nationality, representative government and the theory of the state, through focus on the political thought of Pasquale Stanislao Mancini. Building on Vico and Hegel’s philosophies of law and history, Mancini developed a sui generis tradition of national liberalism that founded representative government on a theory of the state that identified freedom and nationality. Far from being the passive and provincial adaptation of Anglo-French currents of liberalism, Mancini’s political thought, while engaging with the contemporary European debates on freedom and constitutional government, nurtured an original constitutional theory that connected conflicting ideas of cosmopolitan freedom and national patriotism.  相似文献

Summary

The aim of this article is to explore in what respects Thomas Hobbes may be regarded as foundational in international thought. It is evident that in contemporary international relations theory he has become emblematic of a realist tradition, but as David Armitage suggests this was not always the case. I want to suggest that it is only in a very limited sense that he may be regarded as a foundational thinker in international relations, and for reasons very different from those for which he has become infamous. In the early histories of international thought Hobbes is a cameo figure completely eclipsed by Grotius. In early histories of political literature, the classic jurists were often acknowledged for their remarkable contributions to international relations, but Hobbes is referred to exclusively as a philosopher of a positvist ethics and absolute sovereignty. It is among the jurists themselves that Hobbes is believed to have made important conceptual moves which set the problems for international thought for the next three centuries. He conflates natural law and the law of nations, arguing that they differ only in their subjects—the former individuals, the latter nations or states. This entailed transforming the sovereign into an artificial man, not in the Roman Law sense of an entity capable of suing and being sued; rather, as a subject not party to a contract, but created by a contract among individuals who confer upon it authority. This subject is not constrained by the contractors, but is, as individuals were in the state of nature, constrained by the equivalent of natural law, the law of nations in the international context. Throughout, the methodological implications are drawn for modern historians of political thought and political philosophers who venture to theorise about international relations.  相似文献

ABSTRACT

Significant numbers of practising Roman Catholics dissent from the Church’s orthodox teachings, especially those relating to sex, gender and contraception. Many such dissenters even occupy positions of ecclesiastical authority themselves. This raises interesting questions about how dissent manifests differently in various Christian traditions; how disagreement about fundamental principles only become legible if expressed in particular ways. This paper draws on research on Roman Catholic Woman priests whose claim to sacerdotal legitimacy rests on their having been ordained in apostolic succession by bishops within the Roman Catholic Church. It asks how do women priests negotiate both difference and repetition at the very same time. The ethnography prompts deeper reflection on Christianity’s long history of dissent which I argue has been written from a predominantly male and Protestant perspective. One in which dissent that leads to institutional differentiation is prioritized over dissent borne quietly that seeks to contain itself.  相似文献

Abstract

Politics and religion in Polynesia are one and same, both concerned with appropriating and controlling sources of mana. William Wyatt Gill collected priestly lists from various Mangaians, but only published those from the reigning ariki, Nūmangātini. The lists show significant variations, suggesting that some priests disappeared partly because of their gender, but more especially due to political considerations, notably rival claims to legitimacy and authority among the various lineages and kin groups who competed for these titles. These variations highlight how particular accounts make different claims on the past, and how the Christian missions minimised the significance of sacred women who possessed great mana. By publishing Nūmangātini's version, Gill fits the missionary preference for supporting the political establishment, and echoes New Zealand's Stephenson Percy Smith, who embraced Hoani Te Whatahoro Jury's interpretation of the Māori migration, thereby marginalising knowledge claims of others.  相似文献

The influence of the ancient Greek world on Hannah Arendt’s thought is well documented, yet her interest in the politics of the Roman Republic is often considered less central to her work. This paper explores Arendt’s analysis of both these political worlds, with a particular emphasis on what this comparison can tells us about her understanding of the role of violence in politics. Arendt has generally been understood to structurally exclude violence from the political, in part due to the claims she makes in her later essay ‘On Violence.’ Yet in her portrayal of Roman politics, and her preference for this political system above the Greeks’ (in certain respects), a genuinely political engagement with violence can be discerned. The paper claims that this particular case study indicates the framework of the vita activa, set out by Arendt in The Human Condition, should be reinterpreted, particularly insofar as ‘fabrication’ or ‘work’ here appears as something that is legitimately part of the political, and incorporates within it some forms of violence. The claims that violence is structurally anti-political, this paper concludes, are temporally specific to a twentieth-century context, rather than constituting a foundational ‘rule’ of political practice for Arendt.  相似文献

ABSTRACT

For most interpreters of the philosopher from Rotterdam, his political doctrine is solely a consequence of his religious and moral doctrines, and so an image of Bayle as a political philosopher is not usually presented. To my mind, however, only by analyzing his political doctrine can the extent of his religious proposal be understood. In this article, I intend to show that both the Baylean criticism of popular sovereignty and his rejection of the right of resistance are analyses that are indissociable from the Baylean doctrine of tolerance. The protection of individual freedom of conscience and the defense of a multi-confessional state model, tolerant regarding religious minorities, can only be articulated as historical reality if they rest on the political doctrine of indivisible sovereignty and on the strictest separation between political obedience and religious membership.  相似文献

Abstract

This article explores the meaning of free speech through an analysis of Michael Foucault's lectures on parrhesia in order to show how questions of freedom are bound up with questions of truth. The activity of speaking freely is a function of truth-telling rather than merely subject to regulative principles that underwrite claims of sovereignty. The Christian proclamation of the gospel extends Foucault's insights into a theological register and supplies a foil for considering some of the shortcomings of his constructive proposal. By surveying parrhesia in the New Testament, together with some attendant political implications, this article attempts to explain the political transformation enacted by those who bear witness to the gospel without sovereign benefits. The freedom of such speech, it is asserted, is irrespective of these benefits.  相似文献

ABSTRACT

This paper attempts to understand the cultural censorship practiced in contemporary South Korea, a liberal democracy, where cultural quangos were established after political democratization, following the arm’s length model. I will focus on the analysis of cases from the film industry which has been central to the censorship debate historically in Korea because of its popular appeal. The establishment of arm’s length cultural organizations laid the foundation for freedom of cultural expression which had been seriously curtailed under military rule. However, recent revelations of cultural blacklist cases under the two previous administrations are baffling to understand since rampant political censorship was practiced through ostensibly autonomous cultural organizations. The paper examines the ways in which the state constructed a ‘system of ideological censorship’ by using not only cultural quangos but non-cultural state apparatuses. In so doing, the paper emphasizes the role of non-cultural policy state institutions in the operation of cultural policy and the effect of state systems on cultural organizations. I draw upon the concept of defective democracy to understand the socio-political condition where these cultural organizations exist.  相似文献

In this article, I explore the recent revalorization of non‐state forms of order and authority in the context of hybrid approaches to governance and state building in Africa. I argue for a more empirical and comparative approach to hybrid governance that is capable of distinguishing between constructive and corrosive forms of non‐state order, and sharpens rather than blurs the relationship between formal and informal regulation. A critique of the theoretical and methodological issues surrounding hybrid governance perspectives sets the scene for a comparative analysis of two contrasting situations of hybrid security systems: the RCD‐ML of eastern DR Congo, and the Bakassi Boys vigilante group of eastern Nigeria. In each case, four issues are examined: the basis of claims that regulatory authority has shifted to informal security systems; the local legitimacy of the security forces involved; the wider political context; and finally, whether a genuine transformation of regulatory authority has resulted, offering local populations a preferable alternative to the prior situation of neglectful or predatory rule. I argue that hybrid governance perspectives often essentialize informal regulatory systems, disguising coercion and political capture as popular legitimacy, and I echo calls for a more historically and empirically informed analysis of hybrid governance contexts.  相似文献

During and immediately after the Second World War, in common with all French colonies, New Caledonia experienced intense political upheaval. It is little known that both the political awakening of the native people and the successful questioning of colonial authority by immigrant Asian workers had their origins in a political movement with communist sympathies. Led by strong and colour personalities - Jeanne Tunica y Casas, Florindo Paladini, Vincent Bouquet, Henri Naisseline, Henri Lemonnier - the Caledonian Communist Party, which had regular contacts with its Australian and French counterparts, knew how to present the first Kanak political claims and to set up an embryonic political organisation by and for Kanaks. The present article recounts this forgotten page of New Caledonian history: forgotton because the Christian missions, allied with the colonial administration, were quick to nip in the bud what appeared to be too radical a questioning of the established order.  相似文献

Based on ethnographic research on exiled Tibetan political institutions and practices in India, this paper investigates sovereignty in exile. The Tibetan Government-in-Exile (TGiE) remains internationally unrecognised and lacks de jure sovereignty over territory in both Tibet and in exile. However, this exiled administration claims legitimacy as the official representative of the Tibetan population, performs a number of state-like functions in relation to its diasporic ‘citizenry’ and attempts to make its voice heard within the international community. Rejecting arguments that such entities should be viewed merely as discrepant forms of political practice, this paper asserts that the state, sovereignty, and territory can be conceptually disentangled, opening up the theoretical possibility of entities other than territorial states claiming sovereignty. In teasing apart and problematising constituent elements of sovereignty, this paper focuses on three aspects of the TGiE's articulations of sovereignty: its claims to and production of legitimacy, authority and de facto sovereignty; its displaced sovereignty and strategies of territorial governance over non-contiguous spaces in exile; and the mediation of its ambiguous relationship with the host state India through practices of tacit sovereignty.  相似文献

ABSTRACT

Can there be a legal or a moral right to resist the government? Scholarly interest in the right of resistance has rarely focused on German philosophy, which has often been considered unusually committed to authority. Yet, during the Enlightenment German philosophers regularly attempted to justify not just conscientious refusal but also revolution. This essay explores the two dominant justifications, which were based in Wolffian perfectionism and Kantian relational theory. It argues that we can best understand the complexity of these theories of resistance by exploring their contrasting views on the state’s purpose: providing material and spiritual welfare, or establishing freedom as independence.  相似文献

Nearly two centuries after its publication, Alexis de Tocqueville's Democracy in America (1990a) remains among the most influential accounts of American political culture. This essay argues that the rhetorical foundation of the Democracy's enduring cultural power is its “imaginative geography” (Said 2000), about which I make two, interrelated claims. The first has to do with the Democracy's identification of the American land with divine Providence. I claim that the providential landscape is the chief means by which Tocqueville contains and organizes the account of the tension between achieved liberty and natural freedom that drives the Democracy. My second focus is on the romantic character of the providential landscape. Cosgrove (2005, p. 302) reflects upon the “tenacity of the island condition on the Western imagination” as frame and vessel of “imagination, desire, hopes and fears.” I argue that the Democracy's “Inland Isle,” as I call it, is a metaphorical island in this sense, and that its theoretical capacity and exhortative power derive from Tocqueville's use of an idiom expressive of a distinctively French tradition of landscape theorizing in which garden metaphor was used to construct meanings of equality and freedom, and voice and identity, in an emerging national, bourgeois order.  相似文献
