Carbon sequestration in community forests presents a major challenge for the Reducing Emissions from Deforestation and Forest Degradation (REDD+) programme. This article uses a comparative analysis of the agricultural and forestry practices of indigenous peoples and settlers in the Bolivian Amazon to show how community‐level institutions regulate the trade‐offs between community livelihoods, forest species diversity, and carbon sequestration. The authors argue that REDD+ implementation in such areas runs the risk of: 1) reinforcing economic inequalities based on previous and potential land use impacts on ecosystems (baseline), depending on the socio‐cultural groups targeted; 2) increasing pressure on land used for food production, possibly reducing food security and redirecting labour towards scarce off‐farm income opportunities; 3) increasing dependence on external funding and carbon market fluctuations instead of local production strategies; and 4) further incentivising the privatization and commodification of land to avoid transaction costs associated with collective property rights. The article also advises against taking a strictly economic, market‐based approach to carbon sequestration, arguing that such an approach could endanger fragile socio‐ecological systems. REDD+ schemes should directly support existing efforts towards forest sustainability rather than simply compensating local land users for avoiding deforestation and forest degradation.  相似文献

ABSTRACT This paper develops a method for studying noninfinitesimal operational units, with the Thünen location and land use model. With constant returns to scale and perfect divisibility of nonland inputs, all operational units would occupy only a point on the landscape. The present model uses increasing returns to scale to generate large operational units, called “plantations” and studies the comparative statics. The setting of the model is an agricultural operation in which some processing of raw crop must be conducted prior to shipment to market. 基于农用地集约利用和市场可达性评价方法,计算了兴化市各乡镇农用地集约利用程度和农产品消费市场可达性并通过统计方法初步分析了两者的关系。结果表明:(1)农用地集约利用程度与农产品消费市场可达性具有明显的空间差异;(2)农用地集约利用程度与农产品消费市场可达性之间的秩相关系数为0.23,在α=0.05的置信水平上相关关系不显著,这说明县域尺度下农业用地集约利用与农产品消费市场可达性之间的空间模式已经突破了传统的"农产品消费市场可达性-农业生产方式-农用地集约利用程度"农业区位论模式。  相似文献

This article explores the processes whereby control over land and water is exercised in the context of commercial shrimp cultivation in coastal Bangladesh. The authors draw on the insight that the exercise of control over resources implies both inclusion for some and exclusion for others, and that shifting the boundary between the two involves the deployment of four interacting ‘powers of exclusion’ — regulation, the market, force and legitimation — the effectiveness of which depends on specific historical conjunctures. The article uses a case study of a village in Khulna District to explore: (a) the processes by which poor farmers were excluded from their land by large shrimp farmers; (b) the ways in which villagers experienced the changes in land use and social relations associated with the shrimp boom; and (c) the conjunction of internal and external factors that enabled smallholders to collectively mobilize to reverse their exclusion from the land. Understanding these messy and contingent processes of exclusion and counter‐exclusion helps to inform strategies aimed at securing the property rights and livelihoods of the rural poor.  相似文献

Advocates of “privatization” argue that the sale of public lands to private owners would significantly improve the management of natural resources. Experience from the first round of land sales suggests that the government, responding to the politics of the Sagebrush Rebellion, will continue to subsidize preferred uses of “privatized” lands through give–aways, below–par purchases, preference sales, and imperfect sales. Even though the federal government may go ahead with the land sales program, political compromises will not allow the free market goals of privatization to be realized.  相似文献

根据2007—2020年广州土地供应结果,利用数理统计和空间分析等方法探讨了城市产业供地规模和结构时空特征及机制。研究发现:(1)供地规模和存量用地占比上升,供地向重点开发区集聚。(2)第二产业供地比重下降,制造业下降明显。(3)第三产业供地比重上升,流通和社会公共需求服务部门上升明显。(4)46种行业供地比重变化可分持续下降、持续上升、先降后升、先升后降、波动类型。(5)各圈层供地结构存在差异,但均以房地产为主。(6)供地组合可分5大类,10个亚类,以生产和生活服务部门为主。(7)供地受政策工具、土地市场、集聚扩散、产业互动、产业生命周期和特殊城市本底等方面影响。  相似文献

The type and degree of conservation areas in Turkey legally dictate the kind of land uses that can and cannot take place in a conservation area. Thus, the conservation scheme is one of the most important criteria in designing an urban land-use plan. The aim of this study is to analyse the effects of various conservation decisions on land-use allocation holding everything else constant. This study uses a land-allocation mathematical programme formulated by Hanink and Cromley [(1998) Land-use allocation in the absence of complete market values, Journal of Regional Science, 38, pp. 465–480] that integrates the geographical information systems with a generalized assignment problem to determine an optimum level of conservation scheme in Cesme/Izmir, a coastal resort in Turkey. The findings state that the proposed technique is indeed very useful and promising to answer diversified practical issues on a more rational basis.  相似文献

In recent decades, the region of Madrid has experienced extensive changes in land use-land cover (LULC). Most of these changes are related to an increase in developed areas (urban, industrial, commercial and transport) and abandonment of agricultural uses. The general guideline for regional management has been disregarded and the legal framework overstepped, allowing such changes to go ahead unchecked. Using four maps for different points in time, 1982, 1990, 2000 and 2006, LULC dynamics are analysed and the changes are related to Madrid regional policies. The IDRISI Land Change Modeller is used in order to quantify the changes and find out where they took place. The results show that developed areas doubled in size between 1982 and 2006. Changes were concentrated around the Madrid metropolis and around the main road network, with an increase in urban sprawl and with new, small urban patches in mountain areas of high scenic beauty. These fast and extensive changes were largely made possible by public disinterest and limitations in land and natural resource conservation mechanisms and in housing market regulation.  相似文献

土地流转过程中,农民租地或卖地的行为选择带来不同的收益,将直接影响到现在及未来农民的生活水平。由于受到自身条件和环境约束,农民只能追求安全保障基础上的利益最大化。本文通过对中山市崖口村村民在旅游开发用地中的决策行为进行深度调研,发现当地农民在土地流转中表现出因可得性偏向导致的差异化认知与态度、伦理行动下的集体选择、规避风险下的非最优选择的有限理性行为特征,最终的"卖地"决策对崖口村的未来发展带来了一定的风险。  相似文献

面对复杂的城市问题,单一学科的理论和方法往往束手无策,交叉学科的研究是近年来城市问题研究的主要趋势之一,特别是随着GIS的发展,借助GIS及相关学科的研究方法和手段进行城市现状分析和预测将是城市学领域发展的重要方向之一。本文以湖北省崇阳县白霓镇为例,借用经济学供需基本概蓬和分析方法,结合社会学的调查研究方法,利用系统工程方法和GIS技术,在深入调查的基础上,开创性地提出城市用地供需度的概念,并从它们与区位之间关系的角度出发分析用地结构,探讨了GIS在城市用地结构分析与辅助用地调整方面的应用,旨在抛砖引玉,引起同行们对新技术条件下传统研究方法革新的重视。  相似文献

The state seizure of land from farmers for development projects has triggered numerous protests in India. How far can these protests be characterized as a Polanyian countermovement to reclaim rights on land, resisting the encroachment of neoliberal market forces on society? Based on field research conducted in 2013–17 in two villages in prosperous western Uttar Pradesh that were host to a series of dramatic and violent protests in 2011, this article argues that rather than reclaiming land from commodification, the farmers were using the land as a market instrument, a transactional asset, in negotiating for a better deal within a dominant market-driven template. The author suggests that valuing land as a transactional asset to be deployed in the market symbolizes a new moral economy in this region, prompted by increasing risk in farming, improved economic standing and aspirations, and a lack of faith in the neoliberalizing state and political institutions.  相似文献

ABSTRACT Contemporary European urban planning policies aim to mix land uses in compact neighborhoods. It is presumed that mixing land uses yields socioeconomic benefits and therefore has a positive effect on housing values. In this paper, we investigate the impact of mixed land use on housing values using semiparametric estimation techniques. We demonstrate that a diverse neighborhood is positively valued by households. There are various land use types that have a positive impact on house prices, e.g., business services and leisure. Land uses that are incompatible with residential land use are, among others, manufacturing and wholesale. It appears that households are willing to pay about 2.5 percent more for a house in a mixed neighborhood. We also show that there is substantial heterogeneity in willingness to pay for mixed land use. For example, only apartment occupiers are willing to pay for an increase in diversity, whereas households living in other house types are not willing to pay for diversity.  相似文献

The idea of communal tenure has formed a key plank in the rural governance of Zimbabwe since independence, but its retention following the Fast Track land reforms of 2000–2002 perpetuates a distinction between ‘commercial’ land governed by a land market and ‘communal’ land on which market transactions are illegal. This article draws on recent research in Svosve Communal Area to examine the dynamics of land access and their implications for rural poverty in Zimbabwe. The authors argue that, as in many other parts of Africa, access to land governed by customary authority in Svosve is increasingly commoditized via informal, or ‘vernacular’, sales or rental markets. In failing to acknowledge and address this commoditization of land, the ‘communitarian’ discourse of customary land rights that dominates the politics of land in Zimbabwe — as elsewhere in much of Africa — undermines, rather than protects, the livelihoods of the rural poor.  相似文献

It shows a systematic approach to dealing with the land market mechanism in first a one-facility and then a two-facility case. 多因素综合评价法能全面考虑各种与土地质量直接相关的因素,不仅包含了影响土地价值的经济因素,而且包含了其他因素。本文在分析已有文献的基础上,构建了针对城市土地综合定级评价的指标体系,运用特尔斐法结合方差和均值修正确定指标体系权重,选取银川市建成区的六个样本点,结合多因素综合评价法进行了实例分析,通过对评价结果进行分析,可知分等定级结果符合银川市城市发展建设的实际情况。  相似文献

This article uses a governmentality analytic to understand the efforts of indigenous leaders from the Ecuadorian Amazon to shape their organizations’ members over the past four decades, particularly efforts to promote collective engagement in market‐oriented activities. A close examination of one organization's history reveals that leaders’ subjectivity‐shaping efforts have been strongly influenced by collaborations with the state, NGOs and others. They have also been shaped by historical understandings of status and leadership. However, collaborative economic projects are also used by leaders as a tool for producing new kinds of indigenous citizens, ones that are actively engaged with larger communities of indigenous people beyond their kinship groups. Leaders see these new senses of citizenship as empowering, and as a critical precursor to planning land use and livelihoods. Thus, indigenous leaders are not simply conduits for the subjectivity‐shaping projects of the state and international development groups; nor are they simply acting in their own interest. Rather, they constitute and regulate new types of citizens to ensure the future viability of their organizations and political projects.  相似文献

Multi‐criteria evaluation (MCE) methods are useful tools to evaluate the land suitability for various uses and assist in the effective management of available land. Many common GIS‐based MCE methods, such as analytical hierarchy process (AHP), ordered weighted averaging (OWA), and a combination of AHP and OWA methods (AHP–OWA) are not able to fully represent all the logic that constitute a wide range of human decision‐making reasoning. Consequently, improved GIS‐based MCE methods such as Logic Scoring of Preference (LSP) method are needed. The main objectives of this study are to: (1) implement the GIS‐based LSP method for land suitability evaluation and (2) compare qualitatively and quantitatively the suitability maps generated by LSP and three GIS‐based MCE methods. This study was implemented with data sets from Boulder County, Colorado, USA for the case study of the urban land suitability evaluation. The qualitative properties of MCE methods and the Receiver Operating Characteristic (ROC) statistics were used as comparison metrics. The results indicate that soft computing methods and particularly LSP performed the best among GIS‐based MCE methods for the urban land use application.  相似文献

Why do societies implement land policies? A number of arguments have been put forward in the literature, ranging from economic conceptions based on market failure and the problem of negative externalities to a more social conception based on welfare distribution and collaborative planning. However, neither all societies with similar market failures or negative externalities develop and implement land planning nor implemented land planning always results from collaborative planning. The arguments found in the literature seem not to fit the reality and, in most cases, cannot explain why societies create or undertake innovations in land planning. Within the framework of institutional change theory and based on the analysis of the emergence of two land planning devices—a land use law and a land banking law—in Galicia, Northwest Spain, this paper argues that land planning is developed to tackle negative outcomes of former institutional setups. However, the negativity of such outcomes is measured not in terms of economic performance, but in terms of social acceptance. The search for a workable definition of property within the Galician society seems to be the main driver of institutional change in land use planning analysed in this paper.  相似文献
