Irish Labour Party politics underwent a significant transformation during the period 1969–77. During these years, the party moved from a position of opposition to coalition and apparent support for socialist politics to involvement in a coalition government with Fine Gael and an abandonment of its previously stated goal, the thirty-two-county socialist republic. This paper locates the main factor behind this shift in Labour’s attachment to the institutions of the Republic of Ireland state. As that state was threatened by the crisis in Northern Ireland from 1969 onwards, so the Labour Party was compelled to shift ground politically and move towards agencies that could offer stability. This led to permanent shifts in Labour policy and strategy.  相似文献

This article examines the strategic initiatives that Sir Philip Mitchell, governor of Kenya, brought to Great Britain’s Indian Ocean imperial and diplomatic policy in the years following the Second World War. Seeking to give strategic shape to his own coastal Islamic sympathies, Mitchell encroached on high-level policy debates with a proposal to reorganise Britain’s Western Indian Ocean around a political directorate to administer the coastal zones from Aden to Tanganyika. Such a cadre, Mitchell argued, would provide a valuable defensive bulwark against nationalist agitation and a ‘civilised’ foundation for local government initiatives. This paper brings together biography, strategic policy and area studies to demonstrate how Africa’s decolonisation shaped and limited the strategic options for Britain’s post-war Indian Ocean policy. Mitchell’s proposal broached a fascinating debate concerning the Indian Ocean as a realm of historical experience and future political construction.  相似文献

The Biafran secession of 1967 and ensuing civil war presented Israel with an acute dilemma. Israel sought to maintain correct relations with the Federal Government of Nigeria, which viewed as a hostile act any support rendered to the Biafran separatists. At the same time, the plight of the Igbos reminded many Israelis of the Holocaust. This article makes use of Israeli archival material to shed new light on how Israel shaped its policy towards the conflict. The Israeli public, press and parliament called for assistance to Biafra, evoking their country's deep moral obligation to help a people in distress. Israel aided Biafra, including, in a clandestine manner, the supply of weapons for which the secessionists pressed, in addition to humanitarian assistance. At the same time, Israel also sold arms to Nigeria, seeking to prevent a diplomatic rupture with the Lagos government that would have affected Israel's position in all of black Africa.  相似文献

This article evaluates the influence of the Azerbaijan crisis of 1945–46 on evolving perceptions of the Soviet Union within the British Foreign Office. Utilising records from the National Archives and personal papers, it synthesises the history of the Azerbaijan crisis with studies of Britain’s changing Soviet policy, previously focused solely on the Northern Department and Moscow representative Frank Roberts. In so doing, the paper provides an original diplomatic history which argues that, although Europe remained the strategic priority for Foreign Secretary Ernest Bevin, Iranian developments were of greater significance in prompting a perceptual transition from cooperation to Cold War confrontation.  相似文献

The presidentialisation debate centres on the question of whether contemporary political leaders in parliamentary systems are more powerful than their predecessors. This article applies the presidentialisation thesis of Poguntke and Webb (2005) to the period in which Kevin Rudd led the federal parliamentary Labor Party in Australia. Their model identifies three distinct faces of presidentialisation: the executive face, the party face and the electoral face. This article argues that the evidence of presidentialisation under Rudd's leadership is mixed. The most compelling evidence is reflected in how Rudd interacted with the Labor Party, rather than his interaction with the executive or impact on voting behaviour.

This article examines the influence of the Biafran humanitarian crisis on British and Irish conceptions of the Third World. Drawing on evidence from non-government organizations (NGOs) in both countries, it argues that the explosion of non-governmental activity in this period, combined with the unprecedented attention afforded to the relief effort, crystallized a popular vision of the Third World that was rooted in western internationalism and the legacies of the imperial world. The model of humanitarian action pursued by Oxfam, Save the Children, Africa Concern and others transformed non-governmental actors into key mediators between the west and the Third World. Yet, this article argues, the image they presented and the tactics they pursued can only be understood as part of a broader adjustment to a decolonized world. From very different beginnings (British postcolonial responsibilities versus a strong anticolonial narrative in Ireland) considerable similarities emerged between British and Irish NGOs. The response to Biafra was an extension of the missionary and colonial service ethos, and generated a model of relief that privileged humanitarian action over local political and human agency. That paternalistic approach further reinforced traditional attitudes to the Third World through renewed emphases on donation, dependency, expatriate volunteers and western concepts of ‘needs’ and ‘development’. This article concludes, therefore, by arguing that Biafra played a vital role in the shift from imperial humanitarianism to neo-humanitarianism and the rise of liberal humanitarian governance. The vision of an inclusive ‘common humanity’ the NGOs espoused was in practice rooted in a very western understanding of humanitarian responsibilities and a very western image of the Third World.  相似文献

ABSTRACT

This article examines three connected campaigns for Indian imperial citizenship which spanned the period 1890 to 1919, and their impact on the emergence of radical South Asian anticolonialism. It shifts our focus from individuals and ideologues who sought the status of British imperial citizens, to address the agitations which commenced to attain such a status within a reconstructed British Empire. Specific attention is paid to the conditions which encouraged South Asian patriots to imagine that the ideal of equal imperial citizenship within an imperial federation was a feasible political objective, to the illiberal official retreat from such an ideal, and to the political ramifications of this retreat. In conclusion, this article argues that the quest for Indian imperial citizenship, which spanned the Empire from South Africa to Canada, has been a much-neglected chapter in the evolution of anti-colonial nationalism in South Asia which deserves to be reinserted in the grand meta-narrative of the region’s twentieth century history.  相似文献
