This paper explores the imaginations of place and spatial organization and of governance mobilized in recent experiences of strategic spatial planning for urban regions in Europe. Drawing on examples of such experiences, it examines how far these imaginations reflect a relational understanding of spatial dynamics and of governance processes. Spatial imaginations are assessed in terms of the nature of the spatial consciousness expressed in a strategy, the way the multiple scales of the social relations of a place are conceived, and the extent to which relational complexity is understood and reflected in a strategy. Governance imaginations are assessed in terms of how the relation between government and society is imagined, how the tensions between functional/sectoral and territorial principles of policy organization are addressed, and what assumptions are made about the nature and trajectory of transformative processes in governance dynamics. The paper concludes that signs of a recognition of the “relational complexity” of urban and regional dynamics and of territorially-focused governance processes can be found in these experiences, but a relational understanding is weakly-developed and often displaced by more traditional ways of seeing place/space and governance process. The paper concludes with some comments on the challenge of developing a stronger understanding of “relational complexity” within strategic spatial planning endeavours.  相似文献

Abstract: This paper develops multi‐dimensional analyses of socio‐spatial relations. Building on previous research, we identify some tensions associated with different dimensions of socio‐spatiality and introduce the theme of compossible and, more importantly, incompossible socio‐spatial configurations. Two short studies are deployed to highlight the socio‐spatial implications of the principle that not everything that is possible is compossible. The first shows the power of thinking varieties of capitalism compossibly (via the concept of variegated capitalism) and then examines the successive strategies adopted by the European Communities and European Union to address the significance of changing patterns of variegation for approaches to European integration, spatial strategies, and economic and social policies. The second case discusses some related problems for state spatial projects, starting in the 1980s with spatial planning, promotion of a Europe of the Regions and/or of Europe and the regions, and then turns to examine city‐regional development strategies.  相似文献

Abstract: This article mobilises a strategic‐relational approach to state spatial restructuring to overcome the weaknesses of the conventional “New Regionalist” account in economic geography of the resurgence of the region as a strategic site for economic governance. Focusing on hegemonic projects and the shifting nexus of spatial dependencies and engagements through which these are reproduced, undermined and transformed, the role and geography of political agency in state spatial restructuring is highlighted. To illustrate this point, I analyse the construction of new regional state spaces in Belgium, paying particular attention to the hegemonic projects that create a social basis for particular state spaces, the construction of collective agency on different scales (Belgian‐national and Flemish‐regional) and the various ways in which these processes are informed by pre‐existing state spatial and scalar selectivities.  相似文献

Critical geographical research has recently drawn attention to representations of vulnerable or exploited groups that articulate racist or neo‐colonial imaginations, including where these geographical imaginations are implicated in the classification and characterisation of groups for legal purposes. In the case of vulnerable groups of migrants such practices can be invoked to create distinctions that justify the socio‐spatial exclusion or containment, thus oftentimes having profound implications for real people who must manoeuvre the consequences of classification. The paper builds on this strand of inquiry by exploring the imaginaries surrounding trafficking victimhood and the implications of classification for temporary labour migrants in Singapore into “trafficked” and “non‐trafficked” categories. I argue that in the Singaporean context government interest in maintaining the current labour/migration regime is equally as significant as racist and neo‐colonial imaginations and intersect with the latter in productive ways to sort vulnerable migrants into categories of trafficked and non‐trafficked.  相似文献

Abstract:  Over the last decade the scope of the socio-environmental concerns included within an environmental justice framing has broadened and theoretical understandings of what defines and constitutes environmental injustice have diversified. This paper argues that this substantive and theoretical pluralism has implications for geographical inquiry and analysis, meaning that multiple forms of spatiality are entering our understanding of what it is that substantiates claims of environmental injustice in different contexts. In this light the simple geographies and spatial forms evident in much "first-generation" environmental justice research are proving insufficient. Instead a richer, multidimensional understanding of the different ways in which environmental justice and space are co-constituted is needed. This argument is developed by analysing a diversity of examples of socio-environmental concerns within a framework of three different notions of justice—as distribution, recognition and procedure. Implications for the strategies of environmental justice activism for the globalisation of the environmental justice frame and for future geographical research are considered.  相似文献

‘Geographical imaginations’ constitute an important aspect in geographic research, enriching our understanding of places and societies as well as the contested meanings people have towards spaces. The marketing and development of tourist destinations offers a fertile ground for the exercise of geographical imagination. This paper explores how tourism marketing distils the essence of a place, and ‘imagines’ an identity that is attractive to tourists and residents alike. Such spatial identities, however, are seldom hegemonic and are often highly contested. Using the case of the ‘New Asia-Singapore’ (NAS) campaign launched by the Singapore Tourism Board, we explore the geographical imaginations involved in tourism marketing, and its consequent effects on people and place. Specifically we discuss the role and rationale of tourism planners in formulating the NAS campaign; the actions of tourism entrepreneurs in creating NAS commodities; and the reactions from tourists and local residents towards the NAS images. We argue that the nexus of policy intent, entrepreneurial actions and popular opinions yields invaluable insights into the highly contested processes of tourism development and identity formation.  相似文献

Since the global financial crisis of 2008–09, there has been a renewed interest in the role of the state in processes of financial development and globalization. This article explores new forms of state economic activity via the development of debt capital markets in Southeast Asia, specifically Indonesia and Malaysia. It suggests that the expanding profile of various state-controlled entities in local capital markets constitutes a new form of state financial activism responsive to (upper) middle-class consumption preferences such as modern infrastructure, urban housing and low-risk investments. This activism highlights state agency and complicates the propositions of the emergent literature on state capitalism and financial de-risking that focuses on increasingly close alignment of the interests of states and international portfolio investors. Accordingly, the authors caution against unilinear conceptions of the state in which activism is primarily geared towards accommodating the preferences of international investors. The article posits that states are actively trying to establish new market logics for the benefit of their domestic middle classes via the development of domestic capital markets, and that the emergent role of middle-income country (upper) middle classes as financial consumers reconfigures processes of state-managed financialization.  相似文献

This article examines the role of the state in the appropriation and control of land in Indonesian palm oil and agrofuel production. Drawing on political ecology and critical state and hegemony theory, it focuses particularly on the legal state strategies that support the hegemonic project of agro‐industrial and export‐oriented palm oil and agrofuel production. The article analyses the structural, strategic and spatial selectivities — the mechanisms of marginalization and privilege — that accompany the strategies the state employs. Three important strategies are discussed, namely the codification of land ownership, the concentration of land possession and the valorization of natural resources in the context of de‐ and recentralization. The article concludes that these legal state strategies represent an important means to organize and protect a large‐scale palm oil project as they succeed in universalizing dominant interests whilst at the same time (partially) integrating subaltern interests.  相似文献

The theory and practice of strategic spatial planning makes a significant contribution to debates about contemporary European planning. Whilst its proponents describe a progressive style of governance and new territorial imaginations it is difficult to point to success on the ground. The paper argues that the normative conception of strategic spatial planning and focus on the failure of planners to live up to the ideal diverts attention from understanding the day-to-day work of planners and the ordinary politics of planning. We review some potentially helpful work in political sociology to develop framework that, rather than seeing planners failing to develop appropriate spatial and governance imaginations, may contribute to a better understanding of how planners pursue interests, attempt to manage the costs of collective action and assess institutional constraints and political opportunities.  相似文献

Over the previous decade, African cities experienced a wave of frenzied construction driven by imaginations of world‐city status. While these projects provoked new discussions about African urbanism, the literature on them has focused more on the paperwork of planning than actual urban experiences. This article addresses this lacuna by investigating residents' reactions to the post‐conflict building boom in Luanda, Angola. I show that Luandans' held highly ambivalent orientations towards the emerging city. Their views were shaped by suspicions about pacts between Angolan elites and international capital that recapitulated longstanding tensions over national belonging. These concerns were voiced via discussions of the very aesthetics of the new city. Buildings became catalysts for expressions of dissent that put into question the very project of state‐driven worlding. The paper therefore argues that the politics of aesthetics are central to grasping the contested understandings of urbanism currently emerging in various African cities.  相似文献

This paper explores practices and imaginations of space among young people in postwar Beirut. Relying on an innovative collaborative-mapping methodology, it shifts the focus from the traditional analysis of the city at war, centred on anxious urbanism, toward spatial dynamics of conflict transformation. It deploys an ethnographic approach to shed light on everyday perceptions of the urban landscape among a group of students. Their visions of space are composed along conventional tropes, comparable to Bakhtin's notion of chronotopes: images that connect temporal and spatial relationships to describe their ways of inhabiting the city. These images reveal that their experiences of space are not produced exclusively in relation to the memory of wartime topographies and politico-religious territories. Rather, they are also the result of their personal trajectories and agency. For these young people, ordinary encounters inspire a reframing of the political geography of the everyday, including renewed narratives on coexistence and strategies of circumventing the sense of spatial confinement they inherited from the war. The analysis shows that the experiences of these students stand in sharp contrast with the dominant image of unbending intergroup boundaries in postwar Lebanon. Young people's abilities to navigate, negotiate and rediscover social encounters in a complex, changing environment call attention to the transformative power of micro-situations in postwar contexts. Through highlighting their original lifestyles and ways of thinking, this paper argues that the city, far from only symbolising and reproducing conflicts, is also the place where mundane practices and imaginations reinvent the social fabric.  相似文献

Clashes over the status of West Papua and the political future of the territory proliferated markedly following the end of Indonesia's New Order regime in 1998. Amid a wide variety of demands for justice and independence, and a series of demonstrations, mass gatherings and prayers, only a few Papuans mused on how Papua could become a state and what would constitute its nature as being distinctly Papuan and/or Melanesian. One exception is the work put into the Constitution for West Papua entitled Basic Guidelines, State of West Papua, a document edited by Don A.L. Flassy, a bureaucrat, writer and thinker, with a preface by late Theys H. Eluay, then chairman of the Papuan Council. In this article I analyse this Constitution to show how a combination of Christianity and local customs, and a mimicry of elements of Indonesian nation building and symbols of the Indonesian nation‐state are reshaped to oppose Indonesian nation‐building agendas. The Constitution shows that when Papuans imagine an independent state, forms of vernacular legality play a central role. ‘The state’ has journeyed to Papua and encouraged faith in ‘the law,’ and Basic Guidelines is partly the effect of this growing vernacular legality. My analysis shows that it is essential to see how legal mobilisations and imaginations of the state articulate with other normative systems and practices – in particular Christianity and custom (adat) – and how they mutually allow for and invite strategies.  相似文献

This paper seeks to bring together debates on anti‐corporate protest with discussions on the nature of corporate responsibility. It does so in order to examine the implications of this interaction between conflicting social forces for the constitution of citizenship on the one hand, and for an understanding of the corporation on the other. I first identify the significance of anti‐corporate activism within the current anti‐globalisation movement. The proclaimed emergence of an era of corporate citizenship is then examined. The spaces of engagement between anti‐corporate activism and corporate social responsibility are constructed through a variety of means, including ethical trading initiatives and corporate codes of conduct. In interpreting these engagements, I identify three contrasting perspectives on the spaces of citizenship that might result. These stress in turn the turbulence of a global civil society, the re‐definition of the national state, and the spatial discontinuities of democracy. I also situate corporate social responsibility practices as part of the discursive narrative of the corporate form, enabling a consideration of the extent to which it is potentially possible to de‐centre the corporation.  相似文献

Women play an important role in social activism challenging the expansion of extractive industries across Latin America. In arguing that this involvement has been largely unrecognised, this paper explores Andean Peruvian and Ecuadorian women's accounts of their activism and the particular gendered narratives that the women deploy in explaining and legitimising this activism. These discussions contribute to understanding the patterning of grassroots activism and making visible the gendered micro‐politics of resistance and struggle around natural resource use, as well as to understanding the gendered and strategic ways in which women contest dominant discourses of development.  相似文献

Despite regulatory and financial rollout of the state at a number of scales, and a strengthening of the institutional framework that guides territorial planning and management, Brazilian metropolitan governance continues to be characterized by fragmented and relatively competitive organizational structures. Likewise, the Brazilian metropolis is marked by economic dynamism and intense socio‐spatial and environmental contradictions. Much of the mainstream literature on metropolitan governance has emphasized a natural “optimum” scale for planning and management in city‐regions, articulated by public and private stakeholders aimed at the coordinated delivery of economic, social and environmental services. Combining the literature on new state spaces and critical Brazilian urban‐regional studies, this paper provides an alternative framework to understand the impasse of Brazilian metropolitan areas, which is grounded within a geo‐historic reading of the contradictory projects and strategies of the developmental state and the contested nature of metropolitan scale itself.  相似文献

A noted American authority and investigator of China's economy outlines the general features of the ongoing reorientation of Chinese economic policymaking toward increased state activism, which has gained momentum in the aftermath of the global financial crisis. An initial section of the paper describes the marketization and privatization initiatives of China's late reform period to provide a baseline against which to measure the subsequent shift toward increased state intervention and guidance in the economy. The author traces the shift in three critical policy arenas (social policy, state-owned enterprises, and industrial and technology policy) and demonstrates how state involvement in each intensified during the global financial crisis. He then proceeds to explore the implications of accelerated state activism in the future, identifying potential rewards as well as large risks. Among the latter are macroeconomic imbalances, a "softening" of budget constraints, difficulties in recognizing and terminating unsuccessful economic programs, and tensions with trading partners.  相似文献

We offer an analysis of public health governmentality and its constitutive elements during a moral panic around venereal disease in World-War II Seattle, Washington. Tracing how norms of sexuality, gender, race, age and class were instilled through urban public health practices, we highlight the importance of the local state’s spatial ontologies and imaginations in connecting in particular the elements of anatamo-politics and bio-politics. By doing this, we extend current work on governmentality in geography by suggesting that geographical imaginations and ontological framings by the local state – particularly urban public health authorities – are themselves important elements in the control of populations and identity.  相似文献

The paper arises out of the debate of a group of Australian and New Zealand geographers who attended a workshop in ‘Enterprises and Restructuring’ held in Canberra in September 1988. The paper outlines a framework for a political economy analysis of processes at the heart of economic restructuring and examines the units of analysis, concepts and approaches used by geographers bringing different philosophic positions to the investigation of economic restructuring. It explores how the three threads of production, accumulation and social relations are intertwined in the study of enterprise and restructuring and how an understanding of these dimensions provides a basis for reinterpreting the utility of many analytical categories. The discussion of the meaning, relevance and content of terms such as enterprise, industry, capital and the state confirms the validity and value of concepts derived from different theoretical positions and goes some way towards demonstrating that researchers from opposing positions can meaningfully communicate and cooperate.  相似文献

Spatial co‐location patterns are useful for understanding positive spatial interactions among different geographical phenomena. Existing methods for detecting spatial co‐location patterns are mostly developed based on planar space assumption; however, geographical phenomena related to human activities are strongly constrained by road networks. Although these methods can be simply modified to consider the constraints of networks by using the network distance or network partitioning scheme, user‐specified parameters or priori assumptions for determining prevalent co‐location patterns are still subjective. As a result, some co‐location patterns may be wrongly reported or omitted. Therefore, a nonparametric significance test without priori assumptions about the distributions of the spatial features is proposed in this article. Both point‐dependent and location‐dependent network‐constrained summary statistics are first utilized to model the distribution characteristics of the spatial features. Then, by using these summary statistics, a network‐constrained pattern reconstruction method is developed to construct the null model of the test, and the prevalence degree of co‐location patterns is modeled as the significance level. The significance test is evaluated using the facility points‐of‐interest data sets. Experiments and comparisons show that the significance test can effectively detect network‐constrained spatial co‐location patterns with less priori knowledge and outperforms two state‐of‐the‐art methods in excluding spurious patterns.  相似文献

This article draws on a year of ethnographic fieldwork in the HIV/AIDS sector of Pakistan at the moment of rolling back a World Bank‐financed programme. Classified by UN agencies as at ‘high risk’ of a generalized HIV epidemic, Pakistan has an epidemiology driven by injecting drug use, and a Penal Code and Islamist legislation which criminalize non‐therapeutic drug use and extra‐marital sex. In recent years, a sharp increase in the numbers of registered HIV‐positive people has necessitated a shift from HIV prevention among ‘high risk groups’ to the provision of care to those living with HIV/AIDS. The rolling back of external funding, which was further compounded by the effects of devolution on the Ministry of Health, created challenges for AIDS activism in Pakistan, as reflected in the everyday lives — and deaths — of the patient‐activists and their community‐based organizations. This article recounts the story of one such aspiring AIDS activist caught in multiple dilemmas emanating from these macro‐processes. This story throws light on the limitations of the complex agency of actors in development, and shows how the shifting loci of power from the state to non‐state entities in the global neoliberal order impacts the provision of vital services like HIV prevention and AIDS control.  相似文献
