Is the British civil–military contract strained to breaking point? The contemporary portrayal of British civil–military relations is bleak, with academics, politicians, the media and military charities arguing that military–societal relations are in urgent need of repair. Through assessing the extent to which the reciprocal expectations of the armed forces and the British public are realized, this article will argue that the moral contract, although under stress, is not breaking. Underlying social trends and the use of doctrinal concepts such as the military covenant have, combined with recent operations in Iraq and Afghanistan, altered the expectations of both sides causing tensions within military–societal relations. Yet, while the armed forces do harbour unrealized expectations of the British public who are unwilling or unable to support the use of the military in recent conflicts, neither the public nor the military is so disillusioned with the performance of the other for the relationship to be described as breaking or broken.  相似文献

The assault at Amiens was ‘the black day of the German Army’. British accounts treat the Germans as passive, of no more importance than the terrain, and victory as inevitable. Using German sources, and drawing on statistical ‘historical analysis’ of behaviour in battle, the article argues the frontline defenders panicked when thick fog left them defenceless against the British tanks. By contrast, when the fog lifted, the defence recovered. Although senior German commanders on the spot reacted well, Ludendorff fell into a state of shock, such that he convinced the Kaiser the war must be ended.  相似文献

The UK faces a pressing defence dilemma. The declaratory goals of defence policy are struggling to match the demands made by operational commitments and the financial and organizational capacities. The article examines how and why this situation has come about. While recognizing that existing calls for higher defence spending, reform of the Ministry of Defence, efficiency gains or a renewal of the so‐called military covenant between the military and society may address discrete elements of the defence dilemma in Britain, it argues that current problems derive from a series of deeper tensions in the nexus of British defence more widely defined. These include a transnationalization of strategic practice, in ways that both shape and constrain the national defence policy process; the institutional politics of defence itself, which encourage different interpretations of interest and priority in the wider strategic context; and finally the changing status of defence in the wider polity, which introduces powerful veto points into the defence policy process itself. It argues that while a series of shocks may have destabilized existing policy, prompted ad hoc organizational adaptation in the armed forces and led to incremental cost saving measures from the government, a ‘dominant crisis narrative’—in the form of a distinctive and generally agreed programme of change—has yet to emerge. The article concludes by looking forward to a future strategic defence review, highlighting the critical path dependencies and veto points which must be addressed if transformative change in British defence is to take place.  相似文献

The US and British armies have faced intelligent and adaptive enemies in Iraq and continue to do so in Afghanistan. While both armies have proved adept at fighting high‐intensity conflict, their initial performance against asymmetric threats and diffuse insurgencies in Iraq and Afghanistan demonstrated how much each army had to learn about conducting counterinsurgency operations. This article examines one important means by which the US and British armies have transformed themselves into more flexible and responsive organizations that are able to harness innovation at the front effectively. It traces the development of the lessons‐learned systems in both armies from the start of counterinsurgency operations in Iraq to today. These changes have resulted in significant development within the organization of both armies. Reform of US and British army learning capabilities offers an important insight into the drivers of military change. The reformed lessons‐learned systems have been better integrated into training, experimentation, and doctrine and force development. While there are still challenges to be overcome, both armies have created robust structures that facilitate the movement of knowledge from recent experience at the front to the rest of the organization. As such, these reforms provide us with a useful case‐study that enhances our understanding of the role of ‘bottom‐up’ initiatives in military innovation.  相似文献

When war erupted in 1914, Britain embarked on its prewar plans of mobilising resources from its vast Empire, and created an imperial coalition which fought within a wider coalition with France, Russia and, later, the United States of America. This article examines the limited role performed by Australian naval and military forces within this wider imperial effort and assesses the extent to which Australian forces relied on British command, technology, and logistic support. It challenges common assumptions about Australia’s wartime performance, including the degree to which Australian forces and commanders contributed to tactical innovation and wider planning and operational thought.  相似文献

Although the law has always been a major reference point in the conduct of war, little scholarly attention has focused on the transformative effect of recent legal challenges, judicial rulings and inquiries on the armed forces themselves, notably the 2011 Gage Inquiry into the death of Baha Mousa and the Philip Inquiry into the Mull of Kintyre helicopter disaster. Despite this, the impact has been significant in the ways it has transformed the governance regime of British armed forces and the professional autonomy of the military. This article conceptualizes the impact of law on the armed forces as ‘juridification’. In applying this concept, this article analyses the implications of this for the culture, conduct and organization of the British armed forces. It argues that juridification closes a civil–military relations gap between society on the one hand and the armed forces on the other. As important, juridification also brings with it permanent instability because of the inevitable conflicts that arise from the replacement of an old order based on authority, to a new military system based on rights. Thus the effects of juridification are not just a liminal moment—a transitory dislocation from established structures and the reversal of existing hierarchies—followed by the creation of a permanent new order. Rather, juridification has initiated an era of instability that is characterized by the absence of any permanent settlement of authority and rights in the governance of the armed forces. This has significant implications for the armed forces and their professional autonomy and the social, political and legal context in which armed forces have to operate.  相似文献

The British military have embarked on a comprehensive process of transformation towards a network-enabled, effects-orientated, and expeditionary force posture. This has involved developing brand new military doctrine, organizational concepts, and technology. The US military are also transforming, and American military ideas about network-centric and effects-based warfare have influenced the British military. But the British have not simply aped their US ally. Rather, British military transformation has followed a different path. Hence, this article proposes a dynamic model of military innovation involving two international drivers: new operational challenges and military emulation; and three national shapers: resource constraints, domestic politics and military culture. This model is then applied to a detailed empirical analysis of the process and progress of British military transformation.  相似文献

After the Civil War the Spanish army functioned as a guardian of domestic order, but suffered from antiquated material and little financial means. These factors have been described as fundamental reasons for the army’s low potential wartime capability. This article draws on British and German sources to demonstrate how Spanish military culture prevented an augmented effectiveness and organisational change. Claiming that the army merely lacked funding and modern equipment, falls considerably short in grasping the complexities of military effectiveness and organisational cultures, and might prove fatal for current attempts to develop foreign armed forces in conflict or post-conflict zones.  相似文献

On 11 September 2010, the United States commemorated the ninth anniversary of the 9/11 attacks. In those nine years, British forces have been engaged in military operations of unexpected location, intensity, scale and duration. While the performance of British troops has been repeatedly praised on these operations, there has been growing disquiet among commentators and, indeed, among the military establishment itself about the conduct of these campaigns. Specifically, the issue of British military command has come under increasing scrutiny. This article examines command frictions at the strategic and operational levels and seeks to provide a sociological explanation of these difficulties. It claims that British commanders have failed to identify a coherent strategy over the past decade while in‐theatre operational command has often been characterized by an ad hoc‐ery, incoherence and inconsistency. The article suggests that a ‘laissez faire’ command culture has been evident at strategic and operational levels. While individual mistakes may not be irrelevant, the article explores the way in which this command culture may be a product of institutional pressures within defence and, above all, a product of inter‐service rivalry. However, the laissez faire system of command in the armed forces may also be a reflection of much deeper cultural presumptions and preferences within British professional society itself which has always had a strong tendency towards pragmatism, decentralization and shorttermism. The article concludes by offering some suggestions as to how military command might be reformed in light of its potentially profound cultural origins.  相似文献

In 2011, Myanmar started its political transition after decades of military rule. In Kachin State this coincided with the breaking of a 17‐year ceasefire between the Kachin Independence Organization/Army (KIO/A) and the state army, the Tatmadaw. For youth living in Kachin State, this meant that opportunities for civic and political participation opened up while at the same time their context remained volatile and uncertain. Using citizenship theory and the concept of the ‘everyday’, this article analyses how youth in Kachin State connect the challenges they experience to their sense of citizenship, and how this informs everyday forms of youth action as well as youth participation in policy processes. The article argues that young people act out of moral and political reasons to ‘build Kachin’, in response to deeply historically rooted experiences of discrimination and state repression. While the agency of young people living in conflict settings is often believed to be limited to tactical agency for individual and immediate survival, an analysis of youth's experiences of citizenship shows that they also act strategically to advance the interests of their society.  相似文献

Beginning in 1870, the Chilean government built a telegraph network to support its conquest of the Mapuche people of the Araucanía, a region on its southern frontier. The telegraph not only facilitated military domination of the Mapuche, but also served to bring, first, army commanders and, later, civilian regional governors under more direct control from the capital. As this new technology was introduced, army commanders and telegraph officials each fought to control the frontier telegraph lines. This conflict, and a rapid but partial victory by the civilian telegraph specialists, demonstrates the role of the telegraph in making state services run by expert civilian professionals into an important part of and defining characteristic of the Chilean state by 1900.  相似文献

This article uses correspondence from former members of theRhodesian security services, recent oral testimony from Britishpoliticians and civil servants, and newly available documentaryevidence from archives around the world, to re-examine the viabilityof British military intervention in Rhodesia during 1964 and1965. It argues that the military and political obstacles tothe use of force cited at the time and since have been grosslyexaggerated. This article argues that with sufficient resolve,the Labour government led by Harold Wilson could have used forcein an attempt to prevent or end Rhodesia's Unilateral Declarationof Independence of 11 November 1965. This might have offereda possible solution to one of the most protracted and embarrassinginternational problems that confronted successive British governmentsduring disengagement from Empire.  相似文献

Abstract

Since the end of the cold war, and with particular urgency since the invasions of Afghanistan and Iraq, historians and pundits have searched for parallel cases that make sense of the United States' military and economic predominance in the current international order. Many have chosen the British empire in the nineteenth and early twentieth centuries as the most telling. As Dane Kennedy argues in an article recently published in The International History Review: ‘The United States' immediate predecessor was the British empire, and it should be the first case to which we turn for meaningful historical comparisons.’1 For Kennedy, the United States, despite coming into existence by breaking away from the British empire, retained many of its institutions and doctrinal traditions. Having marshalled them to new purposes while expanding across the continent, the United States turned its attention abroad. Kennedy shows that, despite the different worlds of the nineteenth and twentieth centuries, both Britain and the United States built their global power in comparable fashion through the techniques of indirect rule, military strategies geared towards protecting imperial and commercial networks, and ideological claims to universally applicable civilizing missions.  相似文献

This article examines a specific phrase from Chapter 10 of Gildas's De Excidio Britonum. It suggests that to date, this phrase (lugubre divortium barbarorum) has not been properly understood or translated. In a new interpretation, the article argues that it refers to the breaking of the treaty between the Britons and Saxons mentioned in Chapter 23 of De Excidio Britonum. This new interpretation expands our understanding of Gildas's attitude towards barbarians and the British church.  相似文献

This article explores the entangled history of civil and military engineering from 1837 to 1939. Typically characterised in the historiography as a relationship marked by neglect and intransigence, it reveals a longstanding kinship between the two professions, built on the firm foundations of mutual interest and respect. Charting the formal and informal links between civil and military engineering in terms of knowledge, recruitment, and education, this article argues that the relationship, while often characterised by tensions and disagreements, represented a process of re-negotiation and renewal to meet new challenges and altered contexts.  相似文献

This article argues that Britain's standing as a maritime nation must be considered if we are to fully understand the objectives behind British foreign policy in the late eighteenth and early nineteenth centuries. It focuses on one of the most important challenges successive British governments faced during this period; the need to secure shipbuilding resources. Both British economic prosperity and national security depended upon the continued supply of naval stores. These resources could only be procured from the Baltic region, which meant the region took on a crucial strategic importance for policy-makers. This article will focus on Britain's relationship with the Baltic between 1780 and 1815 tracing Britain's sensitivity to the changing political environment in Sweden, Denmark, Prussia, and particularly Russia, and outlining how this came to dictate foreign policy. Britain hoped to rely on diplomacy and economic interdependence to maintain the movement of naval stores from the Baltic; however intransigence from the Baltic powers forced Britain to resort to military measures on three occasions between 1800 and 1815, such was the importance of these shipbuilding resources.  相似文献

Historians have long recognized the role of military uniforms in marking the transformation of civilians into servicemen. However, this was not a simple transition, completed the moment individuals put on service dress shortly after enlistment. Rather, the process of transformation continued throughout servicemen’s lives in the military, reflecting changed circumstances that might include a move to a different war theatre, promotion, or illness and injury. Focusing on the experiences of British soldiers during the First World War, this article explores the meanings of uniforms as servicemen were transformed from raw recruits into experienced combatants. It questions the extent to which the stained and worn uniforms that seemed the inevitable outcome of front line duty were seen as consistent with the manly heroism expected of soldiers, paying attention not only to the army authorities’ insistence on ‘spit and polish’, but especially to combatants’ perceptions of the effect of dirt on their own identities and sense of self. Thus, this article argues, the transformation into combatants involved potentially dangerous and degrading encounters with dirt and vermin, but also the development of strategies — centred on bodies and on uniforms — that sought to counter the threat of long-term harm and pollution.  相似文献

Abstract

One of the chief accusations brought against the Italian army has been that between 1919 and 1922 it decided to exert its own political will, venturing to the bounds of subversion in its effort to reorganize the Italian state in a reactionary direction. But the participation of officers and soldiers in episodes of street fighting, in the name of a patriotic anti-Socialist mobilization, or the implication of generals in rumors of golpe, signals of a downhill trend in terms of military discipline, constituted merely the most visible and salient aspect of a much more complex process, rich in nuances, contradictions, and fractures – the process of politicization of the Italian military following the First World War. Really, various sectors of the postwar Italian army and navy clearly preferred to abandon the strong tradition of political neutrality for the prerogative and the privileges offered by the new model of civilian – military relations established by the wartime legislation of 1915. The postwar Italy represented a particular variant on the normalization of the role of the military in Europe, to such a degree that it would be more appropriate to speak of a ‘failure to demobilize wartime culture’ for the military officers themselves, which translated in the concrete terms of political action into the decision not to accept being cloistered once more in their barracks. With the so called Governatorati Militari in Dalmatia, Venezia Giulia and Trentino, the military authorities were licensed to wield practically absolute power, free not only of the normal chain of command but also uncontrolled by the Italian government. The politicization of the officer corps, suspicions concerning the loyalty to the institutions of many of that corps' commanders, the psychosis of the Soviet uprising of the troops, all converged to make the army an unreliable instrument in the eyes of the civilian leadership. A mistrust that would grow in the months to come, sharpening the power crisis of the liberal state and revealing itself fully at the time of that state's collapse, between the summer and the autumn of 1922.  相似文献
