AbstractFolklore research in the United States typically is completed either through academic departments or in organisations designed to create public presentations of traditional expressive culture. These two approaches are termed ‘academic folklore’ and ‘public folklore’. The intellectual history of both approaches has recently been critiqued. One result of this deconstruction is an ambivalence over the historical legacy of key concepts in the study of folklore. Assessing elements of the critical study of folklore’s history – in both academe and the public sector – suggests opportunities for reconstituting the study of traditional culture to establish a more socially responsive approach that is relevant to ways that heritage professionals assess folklore as intangible culture heritage. 相似文献

This article argues that the failed-state phenomenon is not unique to the post-cold war era, nor is it uniquely threatening in comparison with other historical periods. The article contends that state failure is not primarily a failure of formal institutions of governance but a subjective condition defined by the great powers. ‘Bringing international politics back in’ is essential to a clear understanding of the issue for an emerging multipolar international system of the twenty-first century. The article draws on classical realist and critical constructivist perspectives to define state failure before developing a theoretical framework to reconceptualise the issue in a historical and international systemic context. Interpretations of state failure are based on the interplay of contingent transnational threats with the distribution of capabilities in the international system, the pattern of order in the international society, and the sensitivity of the domestic polities of leading actors to risk. The article draws some implications of this for the coming decades of the twenty-first century. 相似文献

ABSTRACTGreen, marginal, and sacred spaces in Istanbul host dogs, cats, and wild birds. In this essay, I argue that citizens enact embodied memories from the Ottoman era by caring for these animals. While birds are iconic representatives of the modern city, and street cats have become media denizens, the lives of street dogs are sadder. Animal rights activists are mobilized by the history of Ottoman administration efforts at eradicating them. Unlike actions inspired by this history, enactments of embodied memory are less conscious, such as residents cooking and distributing food to street cats. However, I argue that these are enacted social memories of compassion and charity and are an embodied form of intangible cultural heritage. Ottoman-era social practices of caring for street animals create an historical and legal foundation for justifying the right of street animals to live in the city. 相似文献

This article examines the continuing influence of the contending twentieth century schools of Creswellian continental defence and Fosterite expeditionary defence in Australian strategy. A context for analysis is developed through an examination of the contemporary globalised security environment which is marked by bifurcation into state-centric and multi-centric threats. The demands of this new security environment have led to the evolution of twenty-first century manifestations of the Creswell–Foster divide in the form of the defender-regionalist and the reformer-globalist schools of strategy. The article analyses how differences between these two schools, especially over the value of geography, have been exacerbated by the new dynamics of globalised security. In the future, however, overcoming the contemporary Creswell–Foster divide between the defender-regionalists and the reformer-globalists in Australian strategy is unlikely to occur in the exclusive arena of defence policy. Rather, what is required is the creation of an overarching national security strategy beginning with the establishment of an Australian Commission on Twenty-First Century National Security. Such a Commission could be modelled on the US Hart–Rudman Commission of 1999–2001 and be suitably adapted to Australian conditions. An Australian commission should be charged with producing a long-term report on holistic and ‘best practice’ security policy options for upholding and protecting Australia's vital national interests in the first quarter of the twenty-first century. 相似文献

In 2012 the UNESCO World Heritage Committee added to its World Heritage List the ‘Cultural Landscape of Bali Province: the subak system as a manifestation of the Tri Hita Karana Philosophy’. Barely a year later, UNESCO had become sufficiently concerned about reports of various problems that it advised the Government of Indonesia of these concerns. Through ethnographic study of the initial implementation of the listing, this article reveals problems of uncontrolled development, and disputes over the allocation of benefits to local communities, and challenges to effective governance. It focuses on two key locations of the site, offering an analysis of problems, their causes and effects. Beginning with the premise that the gulf of understanding between the global World Heritage system and local communities often creates a range of unintended consequences, this article reveals the many ‘awkward engagements’ that have emerged ‘on the ground’ in Bali as local agencies of government are left to their own devices to manage the World Heritage site. 相似文献

This study examines the effects of the Olympic Games on Athens’ cultural tourism and the city’s potential to leverage the Olympic legacy in synergy with its rich heritage in order to enhance its tourism product during the post-Games period. In doing so, a qualitative and interpretive approach was employed. This includes a literature review on Athens’ 2004 Olympics to identify the sport facilities and regeneration projects, which constitute the Olympic legacy and heritage. Based on that, an empirical analysis was undertaken, by collecting official documents about the 2004 Olympics, and conducting five semi-structured interviews with tourism/administrative officials. The findings indicate that the Olympiad contributed significantly to Athens’ built and human heritage, revealing the dimensions of new venues/facilities, infrastructure, transportation and aesthetic image of the city, and human capital enhancement. Hence, the Games affected to the multifaceted representation and reconstruction of the city’s identity and cultural heritage. However, the potential afforded from the post-Olympic Athens remains unrealised due to lack of strategic planning/management. The study concludes that there is a need to develop cross-leveraging synergies between the Olympic legacy and cultural tourism for the host city. Finally, a strategic planning framework for leveraging post-Games Olympic tourism is suggested in order to maximise the benefits of Olympic legacy and heritage in a host city’s tourism development. 相似文献

This article examines media literacy in the UK: a policy that emerged within the Department for Culture, Media and Sport in the late 1990s, was adopted by the New Labour administration, and enshrined in the Communications Act 2003. That legislation gave the new media regulator, Ofcom, a duty to ‘promote’ media literacy, although it left the term undefined. The article describes how Ofcom managed this regulatory duty. It argues that over time, media literacy was progressively reduced in scope, focusing on two policy priorities related to the growth of the internet. In the process, media literacy’s broader educative purpose, so clearly articulated in much of the early policy rhetoric, was effectively marginalized. From the Coalition government onwards, the promotion of media literacy was reduced further to a matter of market research. Today, if not altogether dead, the policy is governed by entirely different priorities to those imagined at its birth. 相似文献

ABSTRACTFor the last two decades, the polysemous notion of ‘scale’ has drawn an increasing amount of attention among scholars studying heritage policies and practices, often with regard to UNESCO conventions. Significantly, in many of these works, terms such as ‘global’, ‘national’ and ‘local’ are connected to categories of ‘scale’ or ‘level’ that are taken for granted by the scholars who use them to guide their analysis. This paper, in contrast, promotes a different, constructivist understanding of the notion of scale. From our perspective, there is an added value to be found in focusing—without using any preconceived or external conception of scale—on the ways in which stakeholders conceive of and use scale throughout the processes of heritage making. Using the case of alpinism and the creation of its file for submission to the Intangible Cultural Heritage list, we show that the interest of this approach lies in its comprehensive ability to highlight how people define, elaborate and use scale in order to qualify their practices or to achieve specific goals. 相似文献

ABSTRACTHow can the many institutional and ideological changes of Argentine cultural policy at the beginning of the 21st century be explained? This paper analyses how representations of culture, programs and public actions are translated into different ‘philosophies of action’ depending on the political stripe of each government and the agents of cultural policy. If the predominant philosophy of action during the whole period is ‘culture as an economic resource’, it coexists with other philosophies: ‘culture as show’, ‘a communication tool’, ‘social inclusion’ and finally ‘a factor of citizenship’. 相似文献

ABSTRACTBangkok’s ancient city, Rattanakosin, is a major tourism focus displaying palaces, temples, exotic street life and frenetic waterfront. However, this ‘first-level’ heritage landscape makes little sense dissociated from that of an underlying ‘second level,’ comprising surviving remnants and lost memories of a vast array of other palaces whose occupants sustained the ancient Siamese state and accounted for a present culture of royal-elite-military hegemony. The first five Chakri kings had an immense multiplicity of sons who could serve as defenders of both realm and dynasty, later as royal ministers and administrators and as commercial collaborators. Multiple daughters were useful in buying loyalty of an often restive nobility. Royal fecundity, however, posed a real-estate challenge as sons had to be housed appropriately, calling for an extraordinary profusion of both large and small palaces. While most have now been swept away for other development, the remnants constitute a suppressed and uninterpreted cultural landscape that also intersects with multiple sites of both dark and hedonistic tourism. These intersections of first and second levels of heritage, then with both dark and hedonistic levels of heritage-identity, yield ambiguity, demanding interpretation. 相似文献

Heritage places are characteristically imbued with a multiplicity of meanings contingent on the specificities of the society, time and space in which such places are perceived. The interpretation of places also depends on the affordances of the representational medium through which these places are perceived and the ways in which such a medium is socially deployed and interpreted. Using the ancient settlement of Sirkap, located in modern-day Pakistan, as a case study, the present article demonstrates that a change in the representational medium entails a change in the interpretation of archaeological records. Most conventional historical accounts of Sirkap use two-dimensional site maps and city plans as the primary media to represent the urban fabric of the ancient settlement. These media lend themselves to interpreting the Block D Apsidal Temple complex as the dominant socio-religious structure in the affluent northern parts of the settlement. When the authors developed an interactive three-dimensional reconstruction of Sirkap using gaming technology – a medium that allows users, through their avatars, to explore the settlement from the standpoint of a pedestrian – it was immediately obvious that the aforementioned Block D Apsidal Temple complex did not demand such an interpretation. Instead, the authors argue that, at least in the affluent northern parts of the settlement, the northern gate, its adjacent fortifications, and the Block A stupa court were the dominant structures. Such an interpretation leads the authors to question the canonical understanding of the role of the state and its military apparatus in the socio-religious life of Sirkap. 相似文献

This paper seeks to explore the internal driving forces behind the emergence and prosperity of China’s cultural industries. The paper traces the Chinese Communist Party’s radical transformation from stressing the class stand and ideological nature of culture to concluding with the concept of ‘cultural industries’ so as to expand an orthodox Marxist/Leninist/Maoist notion of culture. The Chinese party-state legalizes ‘cultural industries’ by extending the market mechanism into the cultural arena, and acknowledges the triple statuses of culture as a public service provider, a market profit contributor, and an essential builder of the ‘socialist core value system.’ By doing so, the Chinese Party-state is able to take advantage of the economic power of the market while retaining the ideological control function of culture. As such, cultural industries become a mode of governance for the CCP to maintain cultural security and national identity, and a source of soft power to maneuver. 相似文献

This paper examines the activities of a group of heritage enthusiasts in Iran. Grass roots heritage activism is a relatively recent phenomenon that appeared in Iran since the late 1990s. They are increasingly operating collectively as cultural or heritage NGOs. They have diverse socio-economic origins and political views. However, as this paper argues, they share a common ground in their activities; one that maintains an ambivalent and critical relationship with the state and official definitions of heritage and identity. Referring to interview and other data collected during fieldwork in Iran, this paper traces and analyses the contours of that common ground and argues that there is a nascent heritage movement in the country. The impact and contribution of these emerging and self-reflective heritage movements to Iranian identity, which is reflected in their embracing of diversity and the notion of historical continuity, reveal the dynamism and complexity of the cultural and political landscape of contemporary Iranian society. They also reveal the importance of generating further scholarship in the field of Iranian cultural heritage. In conceptualising the characteristics of a nascent heritage movement in Iran, the paper makes a new contribution to the approach of existing scholarship in the broader field of heritage studies. 相似文献

In the area of cultural heritage, tourists’ experiences emphasise not only the moment and its personal nature but also socio-cultural traits. These experiences when expressed (social communications) are an important gateway to knowledge about tourists’ sense-making processes. This paper reports on the mediation between tourists and heritage sites via comments on a digital platform (TripAdvisor) about two Spanish tourist destinations with opposing characteristics and four heritage sites, which are analysed. The methodology used seeks to transcend the individual and anecdotal aspects of tourists’ comments. Indeed, the results obtained show the relevance of the humanisation and the discursive weight of heritage contexts in emotional/personal stories. Tendencies observed in non-regulated contexts confirm the role of a complex negotiation at cultural heritage sites and highlight the need to explore possible exchanges of sense in tourists’ encounters with such sites. 相似文献

ABSTRACTThe presidential elections that brought the Workers’ Party (Partido dos Trabalhadores, or PT) to federal power represented a new moment for Brazil with the implementation of democratic, inclusive and sovereign policies. In the area of culture, the Ministry of Culture reclaimed a leadership role for the State and developed public policies with the critical participation of civil society. During the administrations of presidents Luis Inácio Lula da Silva and Dilma Rousseff, culture finally reached a new level. This article seeks to determine to what extent the cultural policies undertaken by these administrations promoted cultural citizenship. Based on a study of the course of cultural policies in the country, we argue that despite a conceptual and ideological orientation in this direction, the Ministry was unable to surpass certain barriers and overcome longstanding problems. 相似文献

ABSTRACTDeveloping modes of engagement in the construction of public heritage knowledge emphasize participatory media and active collaboration with citizens. The City of Edmonton created the first historian laureate position in Canada in 2010, and related programs are still rare. This article considers the interaction of narrative content with social and technological contexts of production, viewing the role of the historian laureate as amateur historian and professional storyteller. The historian laureate operates primarily in accessible contexts of leisure, mediated in part through digital technologies, and can respond relatively directly to community interests as a heritage coordinator rather than expert. Rather than representing oppositional or disruptive power to official heritage discourses, the project enables the production of ‘small heritages’ through a series of story episodes. These stories focus on events, people, places and artifacts that typically fall outside the meta-narratives and monuments of a city’s heritage landscape. The historian laureate, embodying or articulating local experience in ways amenable to leisure activity, demonstrates capacities to produce largely indeterminate, diverse and porous ideas of place and histories as part of a bottom-up social generation of knowledge. 相似文献

Proxy penance – where one person completed penance for another person, who received the benefit – had a long history in medieval Europe, despite the lack of scholarly interest in the subject. This article examines one moment in this long history when proxy penance was debated by theologians and practised by individuals at the same time. By juxtaposing two discourses – the theoretical and the practical – a comprehensive image of proxy penance is stitched together. Particular attention is paid not only to the historical contexts out of which proxy penance emanated but also to the specific ways that individuals and groups experienced proxy activity. This research broadens the scholarly conversation about medieval penance, situates female spirituality in a new framework and places proxy penance within the context of larger theological and social innovations. 相似文献

Using a case study of the recent history of archaeology in Australia, the paper details how Cultural Heritage Management, in addition to protecting the archaeological data base, actually protects archaeological access to it. In offering this protection, archaeologists involved in Cultural Heritage Management become the regulators of archaeological practice and theory. Here archaeology comes into direct contact and conflict with governments and a range of interest groups, notably the Aboriginal community, with a stake in material culture. This paper explores the question of the legitimation of cultural policies by examining the case of the Canadian French-speaking province, Québec, where the consensus over the legitimacy and the purpose of a cultural policy was not easily reached. To understand the evolution of the justifications for state intervention in this field, we have analysed three major policy statements issued by the government of Québec as well as the criticisms levelled at the moment of their publication using the analytic framework the Economies of Worth. Developed by French sociologist Luc Boltanski and economist Laurent Thévenot, this framework conceptualises different regimes of justification that can be retraced in cultural policy statements. We explore more particularly the concept of ‘compromise’ which enables us to understand why cultural policies have difficulty achieving consensus.
