Why does biodiversity conservation matter, and what can be done about it? The article discusses the options in the case of Sub-Saharan Africa, drawing on the results of a Darwin Initiative project on the ecology and economics of biodiversity conservation in the continent. It uses the case of Sub-Saharan Africa to illustrate both the consequences of biodiversity loss and the constraints within which policy-makers operate. To most people the biodiversity loss that matters is not the global extinction of species, but the effects of local change in flora and fauna on watershed protection, soil conservation, habitat, productivity and amenity. For this reason, biodiversity conservation concerns even the poorest communities. But because poverty, indebtedness, insecurity of land tenure and other social conditions affect the way in which people respond to incentives, the policy options for biodiversity conservation may be different in different parts of the world.  相似文献

The 1992 Convention on Biological Diversity (CBD) challenged signatory countries to seek and encourage new financial resources, including private‐sector resources, to implement the objectives of the Convention. During the past decade, pioneering businesses have succeeded at making money while conserving and sustainably using biodiversity. What lessons have we learned? How can we speed up the adoption of biodiversity‐friendly business activities? Where and how can additional private investment for biodiversity conservation and sustainable use be found? To answer these questions, this article reviews why biodiversity conservation needs private‐sector finance. It defines the beneficial links between business and biodiversity; presents the business rationale for financing conservation and sustainable use; identifies who is currently investing in these businesses; and outlines the conditions necessary to attract considerably more amounts of private‐sector financing for biodiversity conservation and sustainable use.  相似文献

Abstract: The simultaneous proliferation of protected areas for biodiversity conservation and neoliberal market expansion has sparked a growing body of work, which suggests that these are mutually reinforcing processes that reflect alliances between conservationist and capitalist agendas. Because this alliance is so counter intuitive to the ways in which biodiversity conservation is popularly understood, theoretical perspectives concerning these relationships have been slow in emerging. Drawing from Gramsci's ideas of hegemony and historic bloc, we propose a theoretical framework systematically to inform understandings and investigations of these transformations. We suggest that they are driven by the convergence of networks of interests, which work to resolve the apparent contradictions between demands for continued economic growth and growing concerns about what it portends for the future of our planet. These in turn rely on spectacular presentations of conservation interventions, conservation success stories, and their putative linkages to ecosystems and the global economy.  相似文献

Abstract: Much has been written about the resource crisis facing the conservation movement if it is to scale up successfully to face what are perceived as global threats such as biodiversity loss, poverty and climate change. But what happens to conservation organizations when they successfully scale up, and what are the impacts on biodiversity and local people? This paper attempts to chart the successful scaling up of an international conservation NGO, the African Wildlife Foundation, and examines the implications of this on its performance in community‐based wildlife conservation in Tanzania.  相似文献

This paper examines the ways in which Tanzanian conservation authorities utilise biodiversity “extinction narratives” in order to legitimise the use of violence in redrawing protected areas’ boundaries. Militarisation and violence in conservation have often been associated with the “war on poaching”. Drawing on the history of conservation and violence in Tanzania, and using an empirical case from Loliondo, the paper suggests that violence in conservation may be legitimised when based on extinction narratives and a claim that more exclusive spaces are urgently needed to protect biodiversity. It argues that the emerging militarisation and use of violence in Tanzania can be associated with both global biodiversity extinction and local neo-Malthusian narratives, which recently have regained predominance. When combined with “othering” of groups of pastoralists by portraying them as foreign “invaders”, such associations legitimise extensions of state control over contested land by any means available, including violence.  相似文献

Abstract

The impact of human activities on the environment is perhaps now reaching its greatest level of awareness in human history. There is concern regarding health effects of pollutants generated by industry, climate change related to burning of fossil fuels and effects of anthropogenic activities in terms of promoting the extinction of biological species. Proposals are being put forward at local, national and international levels to preserve biodiversity. It is commonly believed that human activities, if not controlled, will lead to dramatic decreases in the earth's biodiversity. In this report, temporal perspectives of biodiversity (e.g. from palaeontology) are emphasized both as reasons for conservation and as possible errors of reasoning in conservation debates. Questions and novel implications related to an integral view of humans as a part of nature are also presented in the context of related environmental issues.  相似文献

This article examines the rise in militarized approaches towards conservation, as part of a new ‘war for biodiversity’. This is a defining moment in the international politics of conservation and needs further examination. The claims that rhinos and elephants are under threat from highly organized criminal gangs of poachers shapes and determines conservation practice on the ground. Indeed, a central focus of the 2014 London Declaration on the Illegal Wildlife Trade is the strengthening of law enforcement, and recent policy statements by the US government and the Clinton Global Initiative also draw the link between poaching, global security and the need for greater levels of enforcement. Such statements and initiatives contribute substantially to the growing sense of a war for biodiversity. This article offers a critique of that argument, essentially by asking how we define poachers, and if militarized approaches mean conservationists are becoming more willing to engage in coercive, repressive policies that are ultimately counterproductive. Further, this article examines how the new war for biodiversity is justified and promoted by referring to wider debates about intervention in a post‐Cold War era; notably that the international community has a responsibility towards wildlife, especially endangered species, and that military forms of intervention may be required to save them.  相似文献

Abstract: By exploring the shifting and uneven power relations among state, market and civil society organizations in US environmental foreign aid policy‐making, this article forges new ground in conversations about conservation and neoliberalism. Since the 1970s, an evolving group of non‐governmental organizations (NGOs) has lobbied the US Congress to support environmental foreign assistance. However, the 1980s and 1990s rise of neoliberalism laid the conditions for the formation of a dynamic alliance among representatives of the US Congress, the US Agency for International Development, environmental NGOs and the private sector around biodiversity conservation. In this alliance, idealized visions of NGOs as civil society and a countering force to corporations have underpinned their influence, despite their contemporary corporate partnerships. Furthermore, by focusing on international biodiversity conservation, the group has attracted a broad spectrum of political and corporate support to shape public policy and in the process create new spaces for capital expansion.  相似文献

In Iran, national parks were originally created to protect wildlife and natural expanses. Over time, the exigencies of handling conflict with the locals and a worldwide shift in management approaches from strict protection to newer participatory approaches led Iranian conservationists to adopt the discourse of participatory conservation. However, serious institutional and attitudinal obstacles have prevented policy makers and officials from developing good relations with local communities, making it difficult to serve the interests of conservation or accommodate tourists. Based on interviews with past and present officials of the Department of the Environment of Iran and other field observers, this paper discusses approaches to conservation that reconcile the requirements of conservation with the needs of the people who benefit from reserves.  相似文献

In 1993 the Swedish parliament deregulated national forestry policy and established an environmental goal in parallel with the previous, long-standing goal of high wood production. This paper shows how the change occurred in the context of major changes in Swedish environmental policy during the late 1980s and early 1990s. Within a short time, new environmental legislation and the introduction of legal protection for small forest and agricultural habitats of high ecological value reoriented national forestry policy, away from an overriding focus on wood production to an increased awareness of nature conservation and biodiversity preservation. Reflecting a major compromise with the state, forest owners have gained greater freedom to manage their land, but must also improve environmental conditions while achieving high wood production, a policy known as 'freedom under responsibility'. The paper explains how both the parliament and industry supported increased nature conservation and biodiversity to maintain forest health and support the forestry industry, by favouring responsible resource use and not simply protection from human influence.  相似文献

This paper critically assesses the theory and practice of biodiversity prospecting in the developing world. Taking the case of perhaps the most famous bioprospecting broker – Costa Rica's National Institute of Biodiversity – rival theoretical discourses on the 'selling nature to save it' approach to environmental conservation are unpacked. This approach, currently de rigueur in mainstream global environmental organizations, is touted by its advocates in the academic and policy world as an effective tool for 'green developmentalism'. For a cohort of university-based left critics, however, bioprospecting is one more troubling example of 'post-modern ecological capital' in action, representing the further commodification of nature for profit purposes. By treating the rival theoretical discourses on bioprospecting produced by differently situated knowledge communities as objects of analysis, the paper asks fundamental questions about the grounds on which evaluations of bioprospecting might be made. It is argued that the radical critique buys its logical and moral power at the expense of its practical relevance, while advocates of selling biodiversity have made their case with only limited empirical persuasiveness. On the basis of a heuristic distinction between immanent and external critique, the paper seeks to put the evaluation of bioprospecting in particular, and green developmentalism more generally, on a new cognitive and normative footing. In so doing it impinges on recent debates over the wider relevance of 'critical' thinking in human geography and cognate fields in the current conjuncture.  相似文献

Abstract: Intensified relations between biodiversity conservation organizations and private‐sector actors are analyzed through a historical perspective that positions biodiversity conservation as an organized political project. Within this view the organizational dimensions of conservation exist as coordinated agreement and action among a variety of actors that take shape within radically asymmetrical power relations. This paper traces the privileged position of “business” in aligning concepts of sustainable development and ecological modernization within the emerging institutional context of the Convention on Biological Diversity and the Global Environment Facility in ways that help to secure continued access to “nature as capital”, and create the institutional conditions to shape the work of conservation organizations. The contemporary emergence of business as a major actor in shaping contemporary biodiversity conservation is explained in part by the organizational characteristics of modernist conservation that subordinates it to larger societal and political projects such as neoliberal capitalism.  相似文献

In the South Pacific islands, development assistance agencies, financial institutions, and international NGOs approach conservation in ways that provide opportunities for foreigners to advise islanders about appropriate paths to development. They fund the intergovernmental South Pacific Regional Environment Programme (SPREP), which uses its organizational, legal and discursive powers to create opportunities for their work, and so helps validate inequitable political and economic relationships between the islands and developed regions, ensuring that these continue unchallenged by concerns about environmental degradation. But this outsider–insider dichotomy is too simplistic to describe all the endeavours connected with South Pacific protected areas. Amongst indigenous interests in the islands there is more than a single conservation agenda. The variety of agendas connected to efforts to protect natural areas in the South Pacific islands illustrates that conservation is more than a technical endeavour with a single moral goal. Conservationists’ success in preserving biodiversity and natural areas depends, therefore, upon forming explicit and open alliances with other individuals who, although they may have different aspirations and values, are prepared to work openly and effectively with them to achieve some agreed measures.  相似文献

Little is known about what effects conservation treatments used to preserve human and animal hard and soft tissues have on DNA preservation. We have developed a method to assess quantitatively the extent of lesions or strand breakage caused by conservation treatments on short sequences of DNA in vitro. The method developed enables the determination of the percentage of DNA preserved following exposure to a conservation treatment solution relative to control samples, thereby allowing the direct comparison of treatments based upon their preserving/damaging effects on a DNA sequence. Forty-three chemicals commonly used in the preparation and/or conservation of human and/or animal remains were examined. We found that the majority were damaging, in particular and as expected, acidic treatments and treatments carried out at elevated temperatures. A few, primarily organic solvents, were not damaging. The approach we have adopted can be applied to screen other treatments either used in the past or for future conservation applications as they are developed to assess their effects on DNA. How these results should be interpreted in terms of conservation and sampling is also discussed.  相似文献

In December 2003 Iran signed an Additional Protocol to its Safeguards Agreement with the International Atomic Energy Authority. The signing followed 18 months of mounting international pressure on Iran to prove its benign motives following revelations about past failures to declare work on uranium enrichment and plutonium separation–the two routes to producing nuclear weapons-grade material. Although Iran has strenuously denied having a nuclear weapons programme, both the United States and the European Union have been highly suspicious. However, their responses to Iran have shown a divergence in how to counter the proliferation of weapons of mass destruction. The way forward on Iran will be influenced significantly by the extent to which the American and European approaches can be reconciled or otherwise.  相似文献

In Australia, the Commonwealth and State governments are increasingly devolving natural resource management (NRM) responsibilities to regional bodies. This move has led to the development of regional NRM plans. Native vegetation and biodiversity conservation, along with soil, pasture and water resources, are key components of the regional NRM plans in Queensland's extensive rangelands. This paper outlines and applies a set of criteria for evaluating the native vegetation and biodiversity content of accredited regional NRM plans for Queensland's rangelands. The evaluation showed considerable variation in the comprehensiveness of the information and knowledge base and management action targets among plans, including the poor articulation of impacts of excessive grazing pressure on biodiversity. The NRM plans lacked effective integration of natural resource, native vegetation and biodiversity conservation targets and actions. Several regions had too many biodiversity targets, many of which were poorly integrated. This is symptomatic of a limited understanding of rangelands as ecological systems and the lack of an integrated planning framework. We conclude regional NRM planning is not a ‘silver bullet’ for biodiversity conservation in the rangelands, but rather, it is the beginning of a long road to address complex, multi‐scale problems at a regional level.  相似文献

Biological invasions are one of the great threats to Earth’s ecosystems and biodiversity in the Anthropocene. However, species introductions and invasions extend deep into the human past, with the translocation of both wild and domestic species around the world. Here, we review the human translocation of wild plants and animals to the world’s islands. We focus on establishing criteria used to differentiate natural from human-assisted dispersals and the differences between non-native and invasive species. Our study demonstrates that, along with a suite of domesticates, ancient people transported numerous wild plants and animals to islands and helped shape ecosystems in ways that have important ramifications for modern conservation, restoration, and management.  相似文献

The need for public investment to address loss of biodiversity in agricultural landscapes is well recognised, yet there is little analysis of the likely benefits of land‐use change for regional biodiversity or the cost effectiveness of different investment options. We estimated benefits for biodiversity and cost effectiveness of different investment scenarios over 50 years for a farming area in south‐eastern Australia. Declines in biodiversity were predicted under status quo land use. Implementing actions in the investment scenarios improved biodiversity status only slightly, compared with status quo land use. Future biodiversity status differed little between biodiversity‐focused investment and salinity‐focused investment. Biodiversity status equalled or exceeded current status only for investment scenarios with much more extensive revegetation than in catchment targets. Cost effectiveness of biodiversity improvement varied greatly between investment strategies. Biodiversity improvement was more cost effective when investment to meet catchment targets was focused on revegetation for salinity management rather than on high conservation value areas, because of lower opportunity costs for salinity management. With enhanced investment, the cost effectiveness of biodiversity improvement was greater when actions were in high conservation areas. Although improvements in biodiversity were small under the changed farming system scenarios, their cost effectiveness was higher than the other investment scenarios. Regional scale improvements in biodiversity in farming areas will require increased stewardship payments or other economic incentives for landholders.  相似文献

UNESCO’s World Heritage Convention has become a global policy for natural and cultural conservation and in particular the intricate relation between the two. This article presents two cases, Laponia and the Lofoten Islands, put forward as mixed World Heritage Sites by the governments of Sweden and Norway. The overall national goals of the nominations have been to ensure sustainable human use of natural resources and the conservation of biodiversity. However, in both countries the nomination and implementation of mixed sites have produced a series of challenges at the municipality management level. Comparing the processes of promoting Laponia and Lofoten as World Heritage Sites, the article discusses the challenges of local involvement and democratic participation in national decision-making by asking what comprises local involvement and co-management at mixed World Heritage Sites. Why does the implementation of management at mixed World Heritage Sites create conflict between local stakeholders and the national governments of Norway and Sweden?  相似文献
