ABSTRACT

This article examines the interactions between American humanitarian agendas and initiatives and domestic efforts for child relief in Romania in the aftermath of the Great War. While focusing on the presence of the European Children’s Fund (ECF) in post-war Romania, the article traces the domestic organization of relief, the Romanian elites’ turn to American humanitarian assistance, and their active responses to this external aid on behalf of war-suffering children. The article argues that Romanian leadership of child welfare initiatives nationalized American humanitarian aid by integrating ECF’s institutional efforts into domestically established philanthropic associations. This nationalization was sustained in three key ways: (1) American humanitarians’ own engagement of local channels in aid diffusion; (2) the growing network of national associations of child welfare in post-war Romania; (3) the competing political agendas of both donors and recipients. The case of Romanian responses to American aid for children, and its eventual domestic institutionalization, challenges the seemingly unequal relationship between Western donors and East-Central European recipients during a period of post-war reconstruction and sociopolitical transformation. It sheds light on the transnational dimension of the humanitarian process, driven by the dual agency of foreign humanitarians and domestic interlocutors in the country of aid reception.  相似文献

The Romanian dairy-farming sector is marked by subsistence and semi-subsistence farms. Through consolidation in the retail and dairy sector, the price pressure has moved toward producers of raw milk. Through new European, national and private standards and global actors tapping into the Romanian market this development is reinforced. At the same time, the smallholders, formerly accepted to be acting on an informal level, cannot access their main distribution channels anymore. Additionally, through several legal constraints being developed since Romania’s accession to the European Union, the smallholders are neither able to issue invoices, nor to access certain subsidy programmes as they are not considered juridical persons. This article focuses on the consequences of this disembedding of farmers. The peasants are pushed toward informal activities or value chain positions, in which they do not have any bargaining power with the globally sourcing intermediaries they are supplying. The contemporary approaches of global value chains and global production networks build the theoretical framework for the study. Here it is argued that informal markets must be included into these approaches more concisely.  相似文献

This article discusses attempts to define culture and civilisation in early twentieth-century Romania on the basis of two fundamental Romanian models of development: the theory of forms without substance and the theory of synchronism. The former is studied here primarily in relation to the views of Titu Maiorescu (1840–1917) and Constantin Radulescu-Motru (1868–1957) and the latter in relation to the views of Eugen Lovinescu (1881–1943). While the theory of forms without substance asserts a would-be ‘traditional’ and ‘organic’ development of Romanian culture and civilisation, the theory of synchronism proposes a development according to the ‘spirit of the age’ and the ‘law of simulation-stimulation’. In the present study, these opposed models of development are observed in relation to the general tendencies towards a pronounced critical spirit and towards discussing cultural vs. structural changes or culture vs. power in late nineteenth-century and early twentieth-century Europe. The Romanian models of development are also studied on the background of wider European discussions on Enlightenment and modernism, historicism, conservatism and liberalism, German vs. French influence and nationalist vs. cosmopolitan attitudes.  相似文献

In this article, the agricultural sector in Romania provides the basis of a sociological enquiry into the contribution of statistics to the definition of legitimate economic organization. Using the analytical tools developed by James C. Scott, the emphasis is laid on the Farm Accountancy Data Network (FADN) developed by the European Commission to define ‘economically viable’ farms. The measurement units which the FADN provides are applied at national level to determine legitimate agricultural practices. This imposes a productivist definition of the agricultural economy which diverges from the modes of social and economic organization observed in rural areas in Romania. Four million Romanian citizens make their living directly from working the land. The majority own smallholdings received during decollectivization and practise subsistence farming at the fringes of the legal economy. Instead of employing a definition of agriculture consistent with their practices and developing local distribution channels, quantification instruments provided by the European Commission form the basis of a selection procedure among these smallholders. These instruments have enabled the Romanian Ministry of Agriculture to set a threshold of ‘economic viability’ below which producers are deemed unable to develop a commercial approach to their activities. The objective is to help those who just about reach the required level to consolidate their agricultural holdings and take up intensive farming. The remainder are disqualified and encouraged to leave the sector. To further this objective, the category ‘semi‐subsistence’ agriculture has been created and takes centre stage in all measures implemented. Nevertheless, the statistical dividing lines on which this category is based have no substance and the structure of agriculture is manifesting high levels of inertia.  相似文献

Traditional beliefs and customs concerning pregnancy and childbirth are still numerous and vivid in Romania and among Romanian inhabitants in neighbouring countries. Fieldwork on this theme carried out over several decades has resulted in a large body of material showing the special position of a pregnant woman in traditional Romanian society. This paper deals specifically with Moldovan birth tradition and concentrates on society's view of the pregnant woman and her unborn child as indicated by the large variety of beliefs and traditions aimed at protecting her and her child. It is evident from this material, that both the prospective mother and society are expected to be aware of, and to engage with, traditional precepts concerning the healthy development of the foetus and the achievement of an unblemished birth. It is also clear that the role and influence of the former untrained midwife in the magical protection of the mother and her child are still part of cultural memory in Moldova. The idea that a pregnant woman has the ability to bring rain in times of drought seems to emanate from a traditional perception of her as embodying fertility powers linked or analogous to the earth's germinative capacity.  相似文献

This study tests a model for the impact that Ceausescu's pro-natalist policies had on the Romanian fertility rate between 1967 and 1989. Using time-series analysis the authors' findings show that the Ceausescu regime continually struggled with the Romanian population to increase the national birthrate. As a result the regime's policies, there was a significant increase in overall fertility between 1967 and 1989, when the Ceausescu regime was overthrown. Reasons are offered as to why Romania pursued such policies and was able to make them work, while other Eastern and Central European regimes proved to be less able to sustain drives to increase national fertility. This article also presents a model of what has happened to the Romanian fertility rate since 1989, showing that there has been a significant decline in fertility in the post-Communist period.  相似文献

Abstract

The Romanian Communist Party enjoyed considerable success in exploiting literature for its own ends. This article asks why those writers who challenged censorship were few in number, and why, even in the final year of Nicolae Ceau?escu’s rule, the chorus of protest was weak. Most Romanian writers failed to oppose censorship, and were deeply marked by it even when they believed that they were ‘cheating’ the censor. In some ways self-censorship proved to be more damaging to creativity than overt repression. The exceptions nevertheless comprise an important category, deserving examination and recognition. The fall of Communism in Romania has allowed a discussion of these themes to be more fully informed and to this end English translations of open letters from a number of writers are appended. Some of these were passed to the author for dissemination in 1989.  相似文献

ABSTRACT

This paper discusses the role of smart specialization in catalyzing the development of early-stage regional innovation systems in less advanced regions, either by facilitating the emergence of some defining elements that were lacking or accelerating the development of others, such as: a regional knowledge base and a dynamic learning process, institutional structures, network integration mechanisms among key innovation actors, regional industrial specializations, and collective identities. The paper exemplifies this process with the case of Romania, a country where the research and innovation system is centralized at national level and regional innovation systems are in the early days. The transformations taking place in the Romanian regions within the process of implementing smart specialization, assisted by the European Commission's Joint Research Centre in the project “Targeted Support to Smart Specialization in Romania”, suggest a dynamic coagulation of institutional, financial, policy, and human factors that catalyzed the development of regional innovation systems in the country and introduced a novel approach to innovation policy.  相似文献

Turkey's insistence on its European credentials, and its endeavours to join the European Union, provide an opportunity to reflect on what the European legacy means. While acknowledging the diverse contributors to Europe, and the extensive interactions with the rest of the world that have shaped European history and identity, this essay locates Europe's most important legacy—and measure—in the realm of ideas, especially the ideas we use to organise our experience and approach the challenges of the world. These ideas came to fruition in the Enlightenment, and they provide an approach that is potentially liberating for peoples but uncomfortable for those with power, and those that aspire to power, including within Europe itself. The challenge for Turkey is to recognise that the EU is not necessarily the last word on ‘Europe,’ while continuing to engage creatively with the European legacy.  相似文献

The point is often made that the rise of the modern state in Europe provided models which have been influential, if not actually copied, across much of the rest of the world. In Russia during the reign of Peter the Great (1682–1725), not only was the tsar aware of the European experience of state building, but consciously strove to base many of his political and social reforms on European models. Peter aimed at sweeping reform of the Russian state and society in the attempt to bring them into the modern world. The paper argues that the reforms were necessarily geographical, involving an attempt radically to reconstruct the country's economic and social geography. The focus is upon the spatial implications of reform, including the founding and development of the city of St. Petersburg as an experiment in social reconstruction. In the event, Peter's success was only partial, and the end product quite different from the models which had influenced his reforms. It is argued that this relative failure derived not only from the widespread resistance to reform but also from geographical, social and cultural circumstances peculiar to Russia. Greater scholarly sensitivity to the social and cultural contexts in which state building occurs might stimulate more cross-cultural and comparative perspectives and enrich this important area of social theory.  相似文献

One of the Romanian scholars who studied extensively the work of Bachelard in Romania is Professor Vasile Tonoiu from the University of Bucharest. We analyze in this article some of his thoughts regarding the epistemology of the French philosopher. Even though he lacks a historical vision of the epistemological works of Bachelard, Tonoiu did not fail to understand the spirit of the French neo-rationalism, which he compared to the field of Anglo-American epistemology.  相似文献

Abstract

After the enlargement of the European Union at the beginning of 2007, Western Europe has seen an enormous migration of East European Roma people begging in the streets. In this article, I will focus on some juridical as well as moral dilemmas these street beggars, mostly Romanian Roma, have raised in the EU territory and especially in the Nordic countries. I will also reflect on the historical facts and on past legislation where it is necessary to provide the background for the current situation. I shall argue that to hinder the right to free movement of Roma beggars in the European Union territory by criminalizing their begging and camping violates their fundamental rights. Moreover, such treatment in this case is tantamount to ethnic discrimination.  相似文献

This article explores how human global mobility is linked to a sense of home and belonging and outlines ways in which European Union (EU) enlargement could contribute to broader debates about migration, both empirically and theoretically. To accomplish this aim, I use the context of Romanian migration to Spain. Since EU enlargement in 2007, Spain has emerged as a major destination for Romanian migrants. The main argument of the paper is that transformations in the EU over the past 20 years through its open border policy have changed migrant workers into EU movers, and this change affects people's perceptions about sense of home. This analysis is prompted by a qualitative and narrative turn in migration studies, and an emphasis on new mobility pathways in accounting for the embodied dimensions of migration. Key to the paper is an analysis of how people can maintain a sense of home while being on the move. It attempts to demonstrate that migrants' experiences of belonging in their host country may vary greatly depending on the time of movement, the politics of EU borders, the nature of mobility and personal and individual circumstances.  相似文献

The Csangos are an ethnic/religious minority from Moldavia, Eastern Romania. They are defined as legitimate subjects by two antagonistically nationalizing projects: the Hungarian and the Romanian one. I am not trying to discover some “authentic” or “hybrid” identity that would explain away the ambiguities connected with this ethno-religious group. The Csangos appear, in this paper, as mutating historical forms and figures, made up through fateful events and part of “historical ontologies”. Because of their specific position inside opposed nationalisms, they can provide theoretical insights into the constituting of nationalizing narratives, ethnography and social sciences in East and Central Europe.  相似文献

This article attempts to contribute historical data to studies of the emergence and development of the institution of citizenship in Romania. Designed as an overview of Romanian citizenship legislation between 1866 and 1918, the article focuses on the contradiction between claims for the universality of bourgeois-democratic liberal ideology and the hierarchic and illiberal citizenship practice, which disenfranchised a considerable number of men, denied women substantive civic and political rights and excluded from state citizenship significant ethnic and religious minorities. Special attention is devoted to the legal status of these categories of 'non-citizens,' to their strategies of emancipation and their relationship with the Romanian national ideology.  相似文献

This article examines the specificity of rural France in Europe and assesses the nature of the new challenges confronting it. Discussing the changes affecting the peasant world and French rural society, it aims to provide a balanced picture of the agricultural question by linking it to the issue of ruralité. Rural France has now become an object of debate not only for French society, but also for the future of European agriculture. The article also analyses to what extent France remains original in its position as the most ‘rural’ of the western European states by examining its relationship to its territoire and its integration into a global economy.  相似文献

This paper addresses the post-communist history of Romania's spatial planning system with the two-fold aim of describing its evolution and identifying the role played by the EU in this process. Taking as a starting point the contradiction between the formal goals of Romanian spatial planning and the actual spatial development patterns, the paper proposes a contextualized analysis of the system's changes. It complements the focus on the formal technical dimension with a look at the broader socio-political context, driving forces and path dependencies. It identifies five episodes within this time frame and argues that they were catalysed by factors outside the immediate technical dimension of spatial planning, such as the changes in the Romanian political scene, the dynamics in the governance and planning culture, the evolution of the economy, the actual development patterns and most notably, by the process of Europeanization. While often the role of the EU is taken for granted as a general positive force for Romania, the paper makes instead the distinction between the use of Europeanization as a rhetorical external driving force and the real changes brought about by the process.  相似文献
