Die klassische Beh?rdenarbeit in der Bundesrepublik steht zunehmend in der ?ffentlichen Kritik. Der Ruf nach umfassenden Reformen wird auf allen Ebenen der Verwaltung unüberh?rbar. Mal wird die bürgerferne Praxis bem?ngelt, mal die langwierigen und komplizierten Bearbeitungsverfahren selbst in einfachen Angelegenheiten. über allem steht der st?ndig wachsende Druck zur Kostensenkung, da besonders bei den St?dten und Gemeinden die Kassen immer knapper werden. Da liegt es nahe, den Blick auf die Wirtschaft zu richten: klarere Zielstellungen, effektiveres Arbeiten sowie eine genaue und stetige Leistungskontrolle sollen dazu beitragen, schwerf?llige Beh?rdenapparate zu erneuern. National Socialism brought about profound changes for the German academic system. Forced emigration not just sent outstanding scholars into exile, thus closing down promising research venues. In fact, it changed the entire climate of scientific inquiry by removing intellectual outsiders from the scene, whose absence usually precludes any success of innovative research. In most disciplines this led to a dominance of just a few academic ‘schools’ and paradigms, which severely harmed intra‐discipline accountability and innovation. The academic bureaucracy worked more effectively than has been assumed for a long time: practice‐oriented research enjoyed massive state support, and huge research projects outside the universities flourished. At the same time the National Socialists looked ambivalently at the universities themselves. They savored the legitimizing functions of the arts and sciences, and yet they distrusted the professors as exponents of the bourgeois world of old. Contrary to the blooming sciences such as biology, chemistry, and physics, the arts and humanities had a hard time demonstrating their practical applicability. In order to prove their worth by means of giving advice to the political sphere, they formed interdisciplinary combines, which were massively funded by the ‘Deutsche Forschungsgemeinschaft’. The ‘Deutsche Wissenschaft’, which has been incorrectly marginalized in numerous accounts, served in part to provide a Weltanschauung justification for these networks. While the German academic community in 1945 tried to pick up the threads of the a‐political self‐ understanding of the 1920s, in fact there were numerous continuities to academic life before and after 1945. Among them were the encompassing loss of international contacts, the strengthening of hierarchical structures, and the importance of feasibility criteria for the culture of innovation. The arts and humanities (Geisteswissenschaften) could not regain the lost territory of significance, which they had suffered during the Third Reich. It is mainly their development which showed an amazing persistence of national socialist patterns of view and of concepts of the enemy, which in turn as late as 1968 inspired in part the anti‐bourgeois thrust of the critique of the academic world.  相似文献

On the Threshold of the Atomic Age: The History of the Discovery of Nuclear Fission in December 1938: - Fifty years ago in mid-December 1938, Otto Hahn and Fritz Strassmann at the Kaiser Wilhelm Institute of Chemistry discovered nuclear fission by demonstrating, using chemical methods, the presence of barium in the decay products of neutron-irradiated uranium. This essay points out the constellation of conditions and prerequisites (Historischer Erfahrungsraum/“historical field of experience”) which led to the discovery of nuclear fission, and was constituted by specific components (“presentabilia”) both internal and external to science in general and to atomic research in particular. A decisive role was played by the constellation of the three members of the Berlin team and their personal situations under the political conditions of the 1930s. Further “presentabilia” were the institutional, instrumental and disciplinary conditions under which the team worked and the methods available to the individual members of the team. It was very important that some of the “presentabilia” were “not-present” to the members of the team. In particular, after Meitner's departure from Berlin Hahn and Strassmann had no access to methods and tools for proving the presence of alpha rays; nothing was known of the existence of actinides; no cyclotron or other source of neutrons more productive than those already in use in Berlin, Paris and Rome was available; it was very important that Strassmann and Hahn were not convinced of the strong validity of the resonance process induced by thermal neutrons; etc.  相似文献

A close reading of the three “mimetic” hymns shows that in none of them can any credible interaction between voice and audience be reconstructed from the words of the poem. Furthermore, the voice of the poems cannot be assigned to a “master of ceremonies”, nor to anyone else present on the occasions imagined. The Permanent ‘Becoming’ of the Cosmos: On Experiencing the Time Dimension of Astronomical Entities in the 18th Century. - This paper deals with two of the initial stages through which the dimension of time, in the sense of an irreversible development, found its way into astronomical-cosmological thinking. The one resulted from the first consequental application of Newtonian principles and laws to cosmic entities outside of our solar system found in the General Natural History or Theory of the Heavens of Immanuel Kant (1755): Endeavoring to explain through natural causes first the peculiarities of the solar system, no longer naturally explainable through the celestial mechanics of Isaac Newton (such as the common orbital plane and rotational direction of all the members of the solar system and the distribution of the masses) - which, however, had been deducible in Johannes Keplers Weltharmonik -, and endeavoring secondly to explain above all the beginning of the inertial movement of all discrete heavenly bodies - which, however, could have been derived from René Descartes's vortex theory - without using arbitrary acts of God as Newton had done, Kant had to introduce an initial state in which matter in the form of atoms was equally and almost homogeneously distributed over the whole space (similar to the permanent state in Descartes's theory). Thereupon, according to Kant, the initial movements of the slowly growing masses resulted from the effect of gravitational forces. The parameters within the solar system which had to be explained, could then be easily deduced from the process of mass concentration at different points and from the resulting vortex movements. - The other initial stage is found in the classification of ‘nebulae’ by William Herschel who introduced the historical time factor, in the above-mentioned sense, as a principle of order in addition to the outward shape, which had become common for all the different elements in natural history during the second half of the 18th century. Thereupon the different shapes of the nebulae could be interpreted as stages of development from the primordial nebular state to multiple or single stars. (Herschel had not yet considered them to be accumulations of stars for lack of a suitable telescope.) Both initial stages, which arose out of the thinking of the second half of the 18th century, were still premature for astronomy and cosmology; they have only been taken up again since the end of the 19th century as a result of the emergence of astrophysics, which provided the empirical data for the earlier speculations and conclusions from analogy.  相似文献

A Political Matter: Science and Ideology in the 21st Century . In the last two decades, history of science and science studies have been quite reluctant to adopt the notion of ideology when analyzing the dynamics of science. This may be an effect of the decreasing popularity of neo‐marxist approaches within this disciplinary field; but it is also due to the fact that alternative approaches have been developed, for example Michel Foucault's notion of problematization, Roland Barthes' semiotic mythology, Bruno Latour's re‐interpretation of the ontological difference between fact and fetish in science, or Donna Haraway's semi‐fictional re‐narrations of the techno‐scientific world. This contribution undertakes to sketch the impact of two strands of 19th century immanentism on the authors named above, and on their use of concepts related to the notion of ideology, namely fetish, fetishism, myth and mythology respectively. It is argued that in some respect, Marx' concept of commodity fetishism is worth being re‐examined, since it articulates a dialectical relation of ‘reality’ and ‘seeming’, and its impact on Barthes' mythology is deeper than it might appear at first glance.  相似文献
