In this paper I argue that the way in which masculinity and spatiality are reconstituted among the Ngaing men of Madang Province (Papua New Guinea) is pivotally implicated in how they articulate their ongoing claim to incorporation in modernity. The manner in which they strive for progress is indicative of identifications coupling Christianity and whiteness with the hope of redemption from a condition of blackness, inferiority and marginality. With the help of recent discourses and secret ritual practices, in which Christian components combine with local cultural patterns, the men make clear that indigenous participation in modernity is prefigured on the inside of external manifestations of body and space. This discursive and ritual empowerment of the men rests on a culturally specific construction of the inside and the outside in which the knowledge, power and mobility possessed by whites are construed as an integral part of the local world.  相似文献

Although over the past 2 decades several scholars have documented a link between institutional arrangements and policy choices, few studies have demonstrated how different institutional arrangements give rise to different policy outcomes. Further, although some studies have related bureaucratic resources to policy decisions, almost none have illustrated that the way state agencies actually deploy regulatory resources—policy outputs—significantly influences policy outcomes. Focusing specifically on the insurance industry in the United States, in this article we illustrate the impact of state regulatory activities on the solvency of firms in the insurance industry from 1987 to 1997, and in doing so we emphasize the differences between policy outputs and policy outcomes. In the case of policy outputs, for example, we find that elected insurance commissioners, divided state government, budgetary resources, and larger insurance sectors lead to more aggressive solvency examinations of insurers. In addition to examinations, however, we discern an important role for both regulatory and political institutions in subsequent insurer insolvencies.  相似文献

This article deals with the history of the Nazi Party's officeof the Deputy Führer, Rudolf Heß, which after Heß'sflight on 10 May 1941 was renamed the Party Chancellery andled by Martin Bormann. It evaluates the structures and functionsof this important party office which had the exclusive rightto control government legislation. The Deputy Führer'sstaff was established before 1935/36. It consisted of severaloffices which influenced nearly all processes of legislationand tried to introduce Nazi ideology into all sectors of Germansociety. This was done by corresponding intensively with ministerialbureaucracy. Although the staff of the Deputy Führer andof the Party Chancellery acted in a very bureaucratic manner,the article argues that Max Weber's concept of ‘bureaucraticrule’ is not appropriate for analysing the radicalizationof the Nazi régime throughout the Second World War becausethis Weberian ideal type tends to neglect social practices.The same is true for Weber's concept of ‘charismatic rule’which only offers fruitful insights into the social relationsbetween Hitler and his followers.  相似文献
