Because of its conceptual plasiticity, the term civic religion is now widely used by historians, particularly historians of the Middle Ages. Yet, as this article suggests, historians would do well to interrogate the relationships (which can be hidden) that this term bears to similar concepts such as Greek Roman civic religion, Enlightenment civil religion or even the secular religion that emerged in the work of 20th century thinkers.  相似文献

Scholarly literature on municipal councillors in urban India has variously labelled them as ‘lords’, ‘captains’ and ‘shrewd operators’ who have the power to mobilize resources and act as political intermediaries between the state and ordinary citizens. Conversely, voters are seen as collectively trading their votes to secure access to the state's resources. In this article, empirical fieldwork in the city of Ahmedabad, India, suggests that while traditional modes of patron–client relationships continue to exist at the municipal urban governance level, there has been a shift in the roles as perceived by municipal councillors themselves. The ‘state at the roadside’ model of urban governance is being expanded to include new modes and sites of mediation with citizens. Drawing from the literature on political representative claims and social representation theory, this article argues that the changes in the practices of municipal councillors are driven partly by political aspirations that are distinct from their identity as a party karyakarta (worker) and partly as a response to a better-informed citizenry, referred to as jagrukt janta (public awareness). These shifts create the conditions for new modes of civic engagement and political accountability within existing patronage-based networks.  相似文献

This article uses the concept of ‘political society’ as unfolded by the ‘subaltern studies’ in India to shed new light on present‐day political actors and democratic transitions in Africa. It discusses the political practices and discursive terrains of organizations within ‘really existing’ civil society that are based on identities and regarded as outside legitimate civil society. It looks at politics from below, taking the example of the 2007 elections in Kenya, and the role of Mungiki, an organization characterized by the intersection of class, generation, religion and ethnicity. Mungiki builds on Kenya's history and rich archive of indigenous popular culture. It originated in the early 1990s’ turmoil of ‘ethnic clashes’ and population displacement and now operates in rural and poor urban areas, providing income opportunities, service delivery and extortion/protection. During elections, sections of Mungiki have been recruited by political leaders and functioned as violent militia; concurrently, it seeks representation in formal and parliamentary politics. The organization is distinct from ‘respectable’ segments of Kenya's civil society who participate in NGO activities and mainstream churches. The article ends by calling for an inclusive and non‐normative approach to the study of state–civil society engagement that recognizes culturally based discourses and organizations when analysing the transitions to and the broadening of democracy in post‐colonial societies.  相似文献

Cities in developed countries are increasingly challenged by the advent of a global economy that mandates generating creative images of their cities. Meanwhile, it is argued in this study that globalisation, and its Arabic version of Dubaisation, is affecting the sustainability of cities as distinguished destinations because urban representation is influenced not only by ‘standardised global cliché’ but also by ‘standardised local images’ that transforms local cultures into contested heritage as it intensifies an official and civic nexus. The paradox is examined in Jordan, specifically the famously branded ‘city of mosaic’ – Madaba, where the state government is currently competing for attracting international investments and tourism development to achieve neoliberal urban restructuring. Urban heritage representation has been subject to passive dominant official discourse that rests upon orthodox mosaic practices of remote past – a praxis that is not necessarily endorsed by civic Ahl elbalad. The local mosaic heritage has hitherto been transformed into a competing culture that fosters heritage dualities and challenges the internal implications of heritage representation with its elevated feelings of alienation, disempowerment, gentrification and socio-cultural exclusion. A theoretical framework has been suggested for an alternative civic-orientated heritage revival that allows reconciliation between the official/civic nexus yet meanwhile stimulates creative urban images and identities. This article explores the central role that gender plays across a variety of scales in the development of civic capacity among residents of Meonot-Yam neighborhood in Bat-Yam, Israel. The article proposes a new, gendered reading of civic capacity which involves transforming women’s and men’s ways of thinking and acting out of the ordinary in this regeneration project, with the aim of updating and revising the term as related to planning with communities approaches. Using a performative understanding of gender based on feminist poststructuralist analysis to identity knowledge/power and place, we combine the analysis of community and personal scales, looking at ‘paradoxical moments’ to understand how the transformation in power relations has taken place and how civic capacity is developed. We do so by conducting a critical analysis of biweekly meeting minutes and in-depth interviews held over a three-year period (2010–2013). This civic capacity development is particularly important for women who manage to enhance and increase their social capital throughout those years.  相似文献

This article argues that use of the concept of ‘political religion’ to describe the radicalized political movements of the twentieth century has again gained currency in recent years as a result of the collapse of the Soviet Union as well as the global upsurge of religiously inspired violence and that research with respect to religion proper – what religion is, its role in public life, its evolving reception by ‘insiders’ and ‘outsiders’ – can advance the discussion. The article subsequently offers the author's own research as evidence of the concept's applicability to the case of National Socialism. Analysis focuses, specifically, on a movement in nineteenth century Germany to develop a secular system of ethics, a project that eventually led, ironically and tragically, to the emergence of a new faith in a absolutized ‘collective will’ as the transcendent source of all moral values. The National Socialist movement subsequently co-opted this article of faith, the article argues, by transforming Hitler into a holy medium for the salvific dictates of what became, by the early 1930s, an unimpeachable ‘Volkswille.’  相似文献

This paper documents a comprehensive study of thirty-two stamped bricks found in territory of the ancient town of Cosa (Ansedonia, Grosseto). The geographical distribution of these materials distinguished ‘municipal’ productions, i.e. those found within the territory of Cosa (ager cosanus) only, and ‘urban’ productions, i.e. those found in the ager cosanus, as well as in the territory comprising Rome and its suburbs and/or the entire Tiber Valley. Main aim of the study was to verify the provenance of ‘municipal’ productions, by a combination of archaeological, epigraphical, prosopographical and archaeometrical (OM, SEM–EDS, ICP-OES, ICP-MS, INAA) research instruments and techniques. Data integration revealed that six ‘municipal’ productions (over a total of nine) were produced in the territory surrounding the Cosa's promontory, using marine and fluvial clayey deposits. Conversely, three ‘municipal’ productions were assigned to the ‘urban’ area, and possibly assigned to the Tiber Valley. An important distinction was made among the ‘urban’ productions, proving the feasibility of their discrimination.  相似文献

Most research on urban planning, policy and development only considers legal practices and actors, and treats illegal ones as insignificant anomalies, unable to structurally affect the governance of urban space. However, this approach is inadequate for explaining urban governance in contexts (e.g. several countries in the Global South, the former Soviet bloc and Southern Europe) where illegal practices such as corruption and organized crime infiltration are widespread in many public and economic sectors. This paper addresses the role of illegal actors and practices in urban governance in the Italian context, using urban regime theory as the theoretical frame of reference. The research centres on the analysis of two case studies in the city of Rome (the In-between world investigation of a criminal network that had infiltrated the local administration and shaped several urban policies, and the investigation of episodes of corruption related to the project for the new A.S. Roma soccer stadium). It shows the existence of two shades of ‘grey urban governance’: firstly, the presence of a dark urban regime, centred on a criminal organisation and parallel to the ‘regular’ one; secondly, the use of corruption as a customary practice with which real estate entrepreneurs influence municipal decisions. Overall, this research contributes to moving away from a rhetoric of ‘gentlemanly’ urban capitalism and politics, and suggests the need to revise several aspects of urban regime theory – as well as other approaches to urban governance dynamics in general – in order to incorporate the role of illegal actors and practices.  相似文献

The term ‘civic nationalism’ as it is used today in nationalism studies is misleading because it combines territorial collective identity with liberal‐democratic values. As such, for example, it does not provide much insight into the comparison of Azerbaijani and Georgian concepts of national identity. Azerbaijan, arguably an authoritarian country, has used unconditional citizenship by birth on territory (jus soli) and refused to naturalize Azeri co‐ethnics from Georgia. Georgia, seemingly a developed liberal democracy, hasn't practiced any jus soli, has bestowed citizenship on Georgian co‐ethnics abroad and refused it to its ethnic minorities. These two cases testify to the need to revise the term ‘civic nationalism’, inapplicable to many, especially non‐Western, empirical cases of national identity. By establishing distinct historical narratives based on premodernist sources, the article argues that the ethnic/territorial tension is premodern, which explains why civic nationalism has a premodern (territoriality) and a modern (liberal‐democratic values) component. Territorial collective identity, in its contrast to an ethnic one, has deep historical roots and needs to be separated from the overall umbrella of civic nationalism. Such an approach resolves many current theoretical objections to ethnic/civic dichotomy, a ubiquitous, but still insufficiently understood, heuristic tool.  相似文献

Since the 1970s, ‘partnership’ has been an aspiration for relationships amongst non-governmental organizations involved in international development (NGDOs). Unfortunately, NGDOs have shown little ability to form equitable relations, or true partnership, amongst themselves. The first part of this article examines why. The new policy agenda for international aid emphasizes contract-based relationships which will make real partnerships even more difficult to achieve. The second part of the analysis argues that trust-based authentic partnerships remain vital for development, and outlines some steps that NGOs might take towards forming them. In the long term, however, NGDOs must radically rethink their roles, which calls for a transformation from intermediaries in a funding chain to facilitators of international co-operation between the diverse groups which comprise civil society. NGDOs unwilling to take this step could be classified as hypocrites if they continue to employ the term ‘partnership’ for what is essentially old wine in re-labelled civic bottles.  相似文献

Former battlefields are often held to be important nodes in national iconographies. This article offers an analysis of a Danish battlefield site which has historically been taken to epitomise fervently ethnic national qualities. The article traces significant shifts in the ways its relevance has been and currently is being imagined and expressed. The heritage and commemorative practices conducted here are analysed as an ongoing symbolic struggle between ‘civic’ and ‘ethnic’ conceptions of nation. It is argued that a third mode of identification, termed ‘cosmopolitan nationalism’, seems to be on the rise here. In such an understanding, the war site becomes ‘pacified’, i.e. symbolically associated with qualities of peace‐keeping and humanitarianism. Importantly, however, such agendas do not simply erase the site’s national significance but are analysed, rather, as re‐imbuing the site with a new strand of Danishness—now taken to entail cosmopolitan and reconciliatory values.  相似文献

The idea of ‘crisis’ plays an important role in academic and policy imaginations (Heslop and Ormerod, 2020), particularly since the global financial crisis. Across major western cities, at the same time as policy-makers have had to respond to ‘the (economic) crisis’, many have also experienced intense ‘housing crises’ and the acute divergence of average incomes and house prices. In response, cities such as London have become central sites in debates around housing acquisition by the ultra-wealthy, land value extraction and growing levels of unaffordability. However, much critical geography research on housing crises is state-centred or focused on civil society impacts, with relatively little reflection on the real estate sector and the work that crisis does as a narrative in shaping institutionalised and actor-centred practices. In this paper, we draw on in-depth research with developers, investors, and advisors in London to argue that crisis-driven policy responses have created political risk which is differentially experienced by actors across the sector, with large housebuilders and advisors benefitting whilst smaller niche developers move out. Moreover, we show how consultants, investors and developers have used the crisis situation to create new geographies, products and investor types in the housing market. These, in turn, require regulatory support and demonstrate the inherently political nature of crisis narratives' use. We use the London case to broaden understandings of the impact that conceptualisations of ‘crisis’ have on urban and regional planning practices, and how these influence and shape processes of contemporary urban development.  相似文献

This article examines the importance of Calvinism in producing the public/political “mind-set” of the United States, and how, after the Second World War, the export of this mind-set was as significant as the export of democracy, rock-’n’-roll, jeans, and Coca-Cola. It discusses the historical legacy and evolution of Calvinism from a civil religion to a religion of civility, and how the form and manner of Calvinist thinking—more specifically its ethic and aesthetic—has persisted in a secular manner so that much that Calvin would have found damnable is now intrinsic to the “religion of civility.” It then concludes that the central principles and practices of this religion of civility have had success within nations already “Christianized” but, perhaps understandably, not outside of that sphere.  相似文献

This article situates the work of East India Company servant Alexander Dow (1735–1779), principally his writings on the history and future state of India, in contemporary debates about empire, religion and enlightened government. To do so it offers a sustained analysis of his 1772 essay ‘A Dissertation Concerning the Origin and Nature of Despotism in Hindostan’, as well as his proposals for the restoration of Bengal, both of which played an influential part in shaping the preoccupations with Mughal history that dominated the contemporary crisis in the Company’s legitimacy. By linking these texts to his earlier work on ‘Hindoo’ religion, it will argue that Dow’s analysis of the relationship between certain religious cultures and their civic qualities was rooted in a deist perspective. It doing so it restores the enlightenment components of Dow’s thought, and their impact on the ideology of empire, in a crucial period of British expansion in India.  相似文献

Recent work in critical geography describes the neoliberalization of urban social service provision through a transition from state provision to civil sector delivery. The concept of a ‘shadow state’ is deployed by some social theorists to describe this process by which nonprofits with government contracts increasingly adopt a state-oriented agenda for the execution of social entitlement programs. Possible linkages between the neoliberalization of urban environmental service provision and a shadow state are lacking by comparison. I, therefore, use qualitative data concerning three organizations in Milwaukee, Wisconsin to demonstrate that civil sector groups are stepping up as local government diminishes its markets for municipal environmental labor. However, the diverse compositions of these shared governances potentially complicate the efficacy of a shadow state thesis for describing environmental provision in inner-city Milwaukee. Instead, I argue that a Gramscian interpretation of shared governance better accounts for the neoliberalization of environmental service provision as government agencies and civil sector groups relate to one another through hegemonic market logic. I argue that this provides a more nuanced picture of how governance concerning the urban environment is constructed by the government, market, and civil sectors to further shape human social reproduction.  相似文献

Although women’s land rights are often affirmed unequivocally in constitutions and international human rights conventions in many African countries, customary practices usually prevail on the ground and often deny women’s land inheritance. Yet land inheritance often goes unnoticed in wider policy and development initiatives to promote women’s equal access to land. This article draws on feminist ethnographic research among the Serer ethnic group in two contrasting rural communities in Senegal. Through analysis of land governance, power relations and ‘technologies of the self’, this article shows how land inheritance rights are contingent on the specific effects of intersectionality in particular places. The contradictions of legal pluralism, greater adherence to Islam and decentralisation led to greater application of patrilineal inheritance practices. Gender, religion and ethnicity intersected with individuals’ marital position, status, generation and socio-ecological change to constrain land inheritance rights for women, particularly daughters, and widows who had been in polygamous unions and who remarried. Although some women were aware that they were legally entitled to inherit a share of the land, they tended not to ‘demand their rights’. In participatory workshops, micro-scale shifts in women’s and men’s positionings reveal a recognition of the gender discriminatory nature of customary and Islamic laws and a desire to ‘change with the times’. While the effects of ‘reverse’ discourses are ambiguous and potentially reinforce prevailing patriarchal power regimes, ‘counter’ discourses, which emerged in participatory spaces, may challenge customary practices and move closer to a rights-based approach to gender equality and women’s land inheritance.  相似文献

Joint political mobilisation between trade unions and community groups, often referred to as ‘social movement unionism’, has been upheld as a way forward for organised labour in a neoliberal world economy. Analysing the interaction between unions and communities is critical for understanding the potential and actual roles played by trade unions in voicing the concerns of marginalized workers and poor communities. This article examines the efforts of organised municipal workers and urban social movements trying to unite their forces in post‐apartheid South Africa, by looking at the politics of the Cape Town Anti‐Privatisation Forum (APF). While the participants of the APF have in common their opposition to commercialisation and privatisation of service delivery, their political unity is fragile. By contrasting the ‘ideal‐type’ social movement unionism depicted in the contemporary literature on labour and globalisation with the findings of this particular case, we uncover some main dimensions along which this organisational cooperation is challenged. In contrast to the political unity experienced during the anti‐apartheid struggle, the APF initiative operates in a restructuring post‐apartheid economy where bridging internal organisational differences and confronting the hegemonic position of the African National Congress (ANC) in civil society have proved particularly challenging.  相似文献

This article examines the ‘revolutionary liberal’ outlook expounded by the young Italian journalist and intellectual, Piero Gobetti, immediately following the First World War. It considers the historical evolution of his ‘agonistic’ liberalism according to which conflict rather than consensus serves as the basis of social and political renewal. The article traces the formation of Gobetti's thought from his idealist response to the crisis of the liberal state through to his endorsement of the communist revolutionaries in Turin and his denunciation of fascism as the continuation of Italy's failed tradition of compromise. Whilst Gobetti's views presently resonate with a growing interest in the agonistic dimension of politics, it is argued that his elitism and his understanding of liberalism as a ‘civic religion’ reveal challenging tensions in his thought.  相似文献

Abstract

This introduction outlines the possibilities and perspectives of a history of ‘European solidarity’. While – given the high frequency with which the term is used in contemporary political debate – this is most certainly a hot-button issue, the topic has long been neglected by researchers on the history of European integration and European ideas. The reasons for this lack of empirical studies lie in the vagueness and the normativity of the term. This introduction thus conceptualizes ‘European solidarity’ as an analytical tool for research and discusses three major approaches to its historicization: first, deconstructing ideas and discursive notions of ‘European solidarity’, a term that has been omnipresent in primary sources in the nineteenth and twentieth centuries; second, investigating concrete practices of ‘European solidarity’, for example in welfare-state policies or in the work of civil-society actors; third, looking at historical limits of ‘European solidarity’ which help to bring contesting perceptions and motives into view. Finally, the introduction addresses the question of the analytical benefits of a history of ‘European solidarity’: it points among other things to new periodizations that help to avoid a teleological orientation in European historiography, as well as to the detachment of the European integration process from the institutionalization of the European Communities.  相似文献

Universities have resources for urban dynamics that are difficult to provide by other means. For this reason, these organizations are crucial actors in urban regeneration. This article sets out a conceptual framework for the analysis of the role played by higher education institutions in urban renewal initiatives. It is based on an integrated analysis of the uses of the university both as promoters of business innovation and in terms of their civic and social outcomes. Urban regeneration of cities in decline is used as a “strategic research site” to understand universities’ potential. The discussion is organized around four types of contributions: physical infrastructure, human resources, economic development and civic engagement. The debate enlightens the options for integrating universities' capabilities as an asset for urban regeneration and sets out implications for the institutionalization of practices and decision-making in this field.  相似文献
