ABSTRACTIt is not a novelty for art to come under attack: cultural heritage has always been endangered by wars, conflicts and political violence. Since the last century, the international community has started reacting, moved by the concern that these threatened monuments be protected. Lately, cultural heritage can be seen to undergo a veritable crescendo from politicisation to criminalisation and securitisation. Accordingly, this article seeks to analyse the pathway that characterises the international protection of cultural heritage in crisis-torn contexts, employing a discursive lens and mapping the narrative threads that the main international actors have constructed in reaction to recent attacks on archaeological sites (i.e. Palmyra) and historical artefacts, especially in the Middle East (namely Syria and Iraq). After having traced this process, we will offer a tentative explanation of what we consider a process of securitising an under-researched field (i.e. cultural heritage). 相似文献

Identifying the origin of marble used in antiquity brings back to light details of the economic, social and political organization of classical societies, and characterizing in depth the chemistry of marble is key to discovering its provenance. Beyond X‐ray diffraction, which could reveal the presence of discriminant secondary crystalline phases and the quantification of accessory minerals combined with a multivariate analysis approach, solid‐state nuclear magnetic resonance (NMR) enables one to recognize the local structure arrangement of both crystalline and amorphous materials by looking at one or more selected atoms. In present paper targets the 13C nuclide, and thus the major component of marble, calcium carbonate. Whatever their geological origin, marbles 13C‐NMR spectra present only one resonance corresponding to the carboxyl function whose intensity and line width vary from one marble to another. If the variation of the NMR signal intensity observed is the result of great T1 variations (from 220 to 5300 s) and is linked to iron content, the line width reflects defects in the calcite crystal in which calcium has been replaced by another element such as magnesium, aluminium or strontium. The specific profile of the NMR signal has been used successfully to help determine the origin of some archaeological items. 相似文献

Recently Turkey has experimented with reforming its highly centralized cultural heritage sector by outsourcing commercial activities at museums and archeological sites. We examine three outsourcing contracts executed in 2009–2010 and their implications for understanding New Public Management in Turkey’s cultural sector. The initial project at the Istanbul Archaeological Museum was soon superseded by a ‘monopoly’ model that outsourced gift shop and ticket collection services at over 50 museums and sites to single companies. All three projects have significantly increased visitor numbers and revenues for the revolving fund that controls commercial operations within the Ministry of Culture and Tourism. Yet unlike countries such as Italy, where outsourcing has led to decentralization, increased private sector involvement in Turkey has increased the control of the central government. This ‘centralized decentralization’ is a distinctly Turkish approach that allows for modernization without disturbing a highly centralized administrative tradition. 相似文献

ABSTRACT. Museum exhibitions in Laos represent two main strands of Lao national identity discourse. First, they glorify the ‘liberation struggle’ of the so‐called ‘Lao multiethnic people’ under the leadership of the Lao People's Revolutionary Party, and therefore serve as important ideological tools for the current regime's self‐legitimisation. Second, they display the history and cultural heritage of the Lao nation, providing the postcolonial state with a narrative of historical continuity and civilisation that is focused mostly on the dominant ethnic Lao culture. This article explores the contradictions within official images of the Lao nation‐state and how these opposing strands of national identity compete or interact. Museums as key arenas of ideological tensions constitute illuminating fields of research on discourses of national identity in Laos. 相似文献

Tanzania's endangered heritage: A call for a protection program 总被引:1,自引:0,他引:1
Audax Z. P. Mabulla 《African Archaeological Review》1996,13(3):197-214
There is no doubt that heritage resource loss in Tanzania is proceeding at an alarming rate. Natural and human agencies, adverse storage infrastructures and techniques, and lack of trained conservators and curators and of a proper protection program are the major threats that endanger the heritage resources of Tanzania. As our natural and cultural environments bring irreparable damage to the resources that document our human history, we need to preserve and protect them before they vanish. A preservation and protection program for Tanzania should include public education, the establishment of heritage preservation laws, more progress in the inventory and protection of in situ heritage resources, research into preservation and conservation methods, training of staff, and improvements in the curation of collected heritage resources and records. Preservation and protection of heritage resources are collaborative exercises. The scientific and world community need to support and engage in this proposed program both technically and financially, if the preservation and protection of heritage resources in Tanzania are to succeed.

The ‘African Cultural Heritage and Landscape Database’ project, initiated and directed by the senior author and administered by Aluka (www.aluka.org), is aimed at the creation of a digital library of spatial and non-spatial materials relating to cultural heritage sites in Africa. The archaeological site of Wonderwerk Cave (South Africa) is one of the 19 sites documented to date using laser scanning, conventional survey, digital photogrammetry and 3D modelling. To date, it is one of the few archaeological caves worldwide to be fully scanned. This paper explores the different uses to which the spatial data derived from this cave have been, or will be, put – for historical and educational purposes, scientific research and site conservation and development. 相似文献

Dujiangyan irrigation system of more than 2000 years history is a symbol of originality of Chinese ancestors both in its conception
and project mode. It is still working well and benefit Chengdu Plain nowadays while other comparable water conservancy projects
of the same or later age have vanished and been forgotten. More than just a world-famous cultural heritage, it shows the harmonious
relationship between man and nature. And it also reveals us how to solve problems in the era of economic globalization, such
as the constantly silt up of the dams, the exhaustion of the energy and the crisis of the deterioration of ecosystem. The
inspirations it gives us range from technology to humanities, from economy to various aspects in social life. In a word, Dujiangyan
irrigation system demonstrates the wisdom and creativity of Chinese people and has a universal significance despite the change
of time and space.

UCH managers are increasingly aware of the limitations of excluding public participation in heritage management both in terms of their own limited resources and need for wide public political support. This article assesses a pilot project in South Australia to train citizen scientists to record and monitor underwater cultural heritage sites. The results reinforced the need to ensure the data collected is robust and meaningful, and that citizen scientists know their contribution is valid; the need to help citizen scientists interpret data and foster peer‐to‐peer learning, and highlighted the importance of open source data for site conditions. 相似文献

Oaks,tree-rings and wooden cultural heritage: a review of the main characteristics and applications of oak dendrochronology in Europe 总被引:1,自引:0,他引:1
We overview the recent development of oak dendrochronology in Europe related to archaeology and art-history. Tree-ring series of European oaks (Quercus robur and Q. petraea) have provided a reliable framework for chronometric dating and reconstruction of past climate and environment. To date, long oak chronologies cover almost the entire Holocene, up to 8480 BC and the network over the entire area in which the two oaks grow is being improved. We present the main characteristics of oak ring series and discuss the latest methodological advances in defining the calendar year in which the tree-rings were formed and in interpreting such dating in terms of the age of a wooden object. Dendrochronology has established itself as a standard dating tool and has been applied in a wide variety of (pre-)historical studies. Archaeological wood, historical buildings, works of art (such as panel paintings and sculptures) have been successfully investigated. Recent advances in dendro-provenancing have helped to obtain more information on the timber trade in the past. Information on past forest structures, silviculture and timber use have become available through scrutinizing historical and contemporary ring-width patterns. 相似文献

ABSTRACTThis paper introduces a new teaching method, poetry, into the geography classroom, accompanied by an out-of-class discussion on a blog, and finds that its effects are rather different from those of traditional teaching methods, as it allows new perspectives on instructional content related to migrant workers’ lives and identities in China. The method enables students to analyse content from the perspective of cultural geography, in which poetry acts as an art form that connects people’s identities and social spaces. On the basis of this, we also provide some suggestions to engage students in critical analysis of poetry, from the perspective of cultural geography, through interactive online platforms such as blogs. 相似文献

Abstract Decisions about the assessment of courses in higher education will influence the structure of the curriculum. Assessment is necessary not only to inform students and staff, but also for external and predictive purposes. The objectives of assessment are both instructional and expressive, while the kinds of skills tested are mainly those of written and oral communication. The incorporation of all these factors into assessment and curriculum design can be facilitated by using tables and diagrams based on educational theory. Unlike other components of the curriculum, assessment continues to play an active role in curriculum development after the initial design stage. 相似文献

A number of countries now have charters or principles to underpin approaches to conserving and managing cultural heritage resources. Notably, there is growing interest in their adoption in the Asia‐Pacific region. Paralleling this is the development of university courses in heritage management and tourism in the region. Charters help to define the critical notion of significance which must try to embrace both the tangible and the intangible. Critical to the existence of charters and conventions is the process of establishing and assessing values. In Asia, integrity of heritage places and their continuing authenticity are fundamental concerns, particularly as the notion of heritage embraces traditions, and everyday places. This paper sets out to review current interest in cultural heritage and the various charters we use to assess significance and to offer comment on them with particular reference to heritage management in Asia. 相似文献

Abstract This paper examines some of the main reasons why a core curriculum for UK higher education is seen as being desirable, and challenges these arguments with particular reference to geography. It suggests that a core curriculum would be damaging for six main reasons: that problems exist over the identification of central elements which could provide the basis of a core; that the higher education experience should be enlightening rather than dehumanising; that the strength of geography as a very broad discipline would be damaged by the imposition of a core; that much of the most exciting geographical ‘knowledge’ is created at the research frontier rather than in any potential core; that there are problems over the choice of people who might determine any core; and that there are serious questions over precisely in whose interests a core might be created. 相似文献

This text presents the results of a contemporary archaeological investigation of an important Swedish Cold War installation, Command Centre Bjorn. This centre was connected to the Air Force Attack Squadron and together with the coastal artillery and the navy it constituted a crucial part of the Swedish defence efforts during the Cold War period. The text also discusses questions concerning heritage processes, and it stresses that a contemporary archaeology approach can contribute with new insights into the Cold War and its heritage in Sweden, as well as canalize and offer guidance to the huge public interest in the material remains from this period in Sweden. 相似文献

The fusion of law and ethics in cultural heritage management: The 21st century confronts archaeology
《Journal of Field Archaeology》2013,38(5):508-522
AbstractArchaeologists around the world face complex ethical dilemmas that defy easy solutions. Ethics and law entwine, yet jurisprudence endures as the global praxis for guidance and result. Global legal norms articulate ‘legal rights’ and obligations while codes of professional conduct articulate ‘ethical rights’ and obligations. This article underscores how a rights discourse has shaped the 20th century discipline and practice of archaeology across the globe, including in the design and execution of projects like those discussed in the Journal of Field Archaeology. It illustrates how both law and ethics have been, and still are, viewed as two distinct solution-driven approaches that, even when out of sync, are the predominant frameworks that affect archaeologists in the field and more generally. While both law and ethics are influenced by social mores, public policy, and political objectives, each too often in cultural heritage debates has been considered a separate remedy. For archaeology, there remains the tendency to turn to law for a definite response when ethical solutions prove elusive. As contemporary society becomes increasingly interconnected and the geo-political reality of the 21st century poses new threats to protecting archaeological sites and the integrity of the archaeological record during armed conflict and insurgency, law has fallen short or has lacked necessary enforcement mechanisms to address on-the-ground realities. A changing global order shaped by human rights, Indigenous heritage, legal pluralism, neo-colonialism, development, diplomacy, and emerging non-State actors directs the 21st century policies that shape laws and ethics. Archaeologists in the field today work within a nexus of domestic and international laws and regulations and must navigate increasingly complex ethical situations. Thus, a critical challenge is to realign approaches to current dilemmas facing archaeology in a way that unifies the ‘legal’ and the ‘ethical’ with a focus on human rights and principles of equity and justice. With examples from around the world, this article considers how law and ethics affect professional practice and demonstrates how engagement with law and awareness of ethics are pivotal to archaeologists in the field. 相似文献

Abstract Each month in Britain marks a further, official, distancing from the past and its memorials, as we move closer to the selected Millennium marker. Heritage has a particularly low profile at present with policies for destruction of the House of Lords encouraging increasing ridicule aimed at legacies from the past. In terms of media coverage, at least, the heritage bubble has burst, as indeed it had to. As soon as modest, individual or community, breaths were marshalled into corporate puff, the sheer size of the national preservation and presentation enterprise hinted at its own demise. Nicholas Howard, he of Castle Howard, provided an appropriate caution in 1993, when he noted: 相似文献

Ireland, located on the north‐west periphery of Europe, illustrates all the difficulties of a small, marginal, island economy. It is an ancient landscape rich in heritage and cultural features. Tourism is now a vital part of the Irish economy and recent research has demonstrated that ‘Irishness’. whilst difficult to define, is the major appeal to overseas visitors. In 1989 the Irish Government challenged Bord Failte (the Irish Tourist Board) to double revenue from overseas tourists and create 25,000 new jobs. Heritage attractions formed a fundamental feature of Bord Failte's Framework Plan for Tourism. The methodology adopted for the development and interpretation of heritage attractions is evaluated in this paper, together with an assessment of the outcomes of the strategy. This particular initiative is discussed in the context of sustainable tourism strategies. 相似文献

Preservation between empire, nation and nationalisms: the problem of history and heritage in India

Indra Sengupta 《Nations & Nationalism》2018,24(1):110-130
This article looks at the problematic questions of heritage and history in a postcolonial nation‐state such as India. It looks at the colonial past of the preservation of historical buildings and relates this to the postcolonial history of the use of heritage and history for both nation‐building and also to assert the claims and counterclaims of postcolonial identity politics. The article shows how the state and its bureaucracy historically acquired the right to be the custodian of culture, history and heritage, and it also argues that the state nevertheless was and remains circumscribed by subnational and communitarian claims to heritage and the past. 相似文献

This paper analyses, from the perspective of cultural policy considerations, the legal regime established by the recent Polish law on the immunity from seizure of cultural property on loan (2015). It deals with current trends of international museum exchange and explains the benefits and risks involved in cross-border loans of cultural material. This analysis is carried out by focusing on the actual practice and experiences of Polish museums, national and international regulations in force, and human rights considerations. The authors attempt to situate the Polish model for the protection of foreign cultural property on loan within the broader comparative context of the domestic legislation on museum exchange adopted in selected national jurisdictions. The article also offers a more general cultural policy discussion in the context of international museum exchanges of cultural material. Laws and policies facilitating such exchanges are weighed against other rights and interests encompassed in the protection of cultural heritage and the realisation of all human rights, including cultural rights. 相似文献
