The interstices between film and politics occupy a prominent place in recent scholarship in political geography and cognate disciplines, focusing on the ways film establishes relations between viewers and characters. Such processes often utilise affective referents to create ‘intimate publics’. This paper focuses on the relations human trafficking films establish between ‘victims’, viewers and anti-trafficking stakeholders in creating an intimate anti-trafficking public in Singapore. I argue that the third world girl is rendered a moral object of sympathy both through trafficking film and performances by anti-trafficking stakeholders in the cinema. However, in comparison to both film viewers and anti-trafficking stakeholders she is cast as muted and lacking agency. Intimate anti-trafficking publics can emerge through the harnessing of negative emotions that, in this case, privilege the plight- but not the agency – of the female child trafficking victim and are inculcated through film storylines and cinematic performances.  相似文献

本文以个体生活资源基本需求为计算单位,探讨青海生态总资源的人口承载力,预测青海人口发展与生态资源的关系。根据本文给出的计算方式,青海耕地资源与人口数量关系将在5年后基本饱和,牧草地资源与牧业人口关系8年后达到饱和,森林资源与人口关系缺口较大,水资源与人口关系富足有余,但工业污水排放问题突出。面对这一现实,青海要进一步推行控制人口增长的计划生育政策;加大保持草场生态平衡的意识和力度;保护好现有森林,充分利用林业用地资源;保护好水资源。  相似文献

By focusing on the city of Dublin as both setting and character, Once, written and directed by Dublin native John Carney, portrays urban Ireland in the global context. Using a series of replacements – replacing population loss with in-migration, and replacing parochial ideals with multicultural ones – the film re-places Dublin, both representing the city it has become and providing space for continuing growth and change. For Dublin, as elsewhere, change enters as global flows of information and people become part of the city. Rather than conforming to the traditional global power of American culture, Bord Scannán na hÉireann (Irish Film Board) is striking its own global poses, producing and distributing films that construct an urban Irishness for international audiences. In my article, I examine how this award-winning Irish film constructs Irish urban identity in the face of globalism's cultural flattening.  相似文献

Orthodox economists argue, in this country as elsewhere in the developed world, that many of the issues of environmental damage and resource use over which governments, corporations and community groups tussle could be resolved if appropriate markets for environmental goods were established. This paper argues that markets are commonly not appropriate mechanisms to resolve environmental disputes: much of the problem is to determine the effects rather than to allocate them; when the rate of discount of the future is positive, the social need is different from the sum of rational individual decisions; and markets ignore equity. Furthermore, the limits on sustainability seem to be quantitative rather than qualitative - to rest on the magnitude of resource discovery, or on the rate of improvement of environmental quality per dollar invested for example. Again, the central question concerns the data rather than a means of allocating costs and benefits. These difficulties in using market mechanisms imply that legal systems may be preferable as means of regulating environmental use.  相似文献

Scholars of policy termination have long understood that there are tremendous difficulties associated with closing down public programs and facilities. This examination of one closure begins with that understanding and then, using Deborah Stone's conceptualization of politics in the policy arena, moves to categorize and analyze those difficulties.
The case involves the U.S. government's policy of providing lifelong, residential care to victims of Hansen's Disease (leprosy). The investigation documents the government's decision in the 1950s to end the policy and follows the ensuing battle. The government terminators, despite the rationality of their position, were held at bay for nearly fifty years by politically savvy opponents including patients, staff, and the community that housed the leprosarium. Only when government officials reached into their own bag of political resources and skillfully employed those resources, was it possible to end the policy.  相似文献
