One of the European Union’s 2014–2020 cohesion policy’s new aims is to promote integrated urban development strategies that enhance sustainable urban development. Following the emergence of the integrated urban development policy, city policies in EU show a trend in that direction but overall changes towards a sustainable integrated urban development are limited. One of the major problems for planners and implementing actors seems to be the management of complexity, which originates in three sources: the policy, the planning and implementation processes as well as the implementation place. The paper elaborates on the question: what is triple complexity and how can planning and implementing actors of the EU integrated sustainable urban development policy manage it? The paper suggests the use of a place-oriented theory and proposes a theory-guided ex-durante (ongoing) evaluation called Place Scan. Local Agenda 21 (LA21), a voluntary tool for implementing sustainable development (SD) in local level, is one way of implementing sustainability principles in practice. Twenty years after the United Nations Conference on Environment and Development Conference in Rio de Janeiro, which made the first reference of LA21 (intended as a framework for the twenty-first century respecting SD principles), this article deals with evaluating the real contribution of this initiative to the implementation of SD in practice on the example of selected municipalities in the Czech Republic. This contribution is examined by a comparative analysis of the indices of change in selected indicators (three to four indicators for each pillar of SD) for municipalities involved in the LA21 initiative in comparison with reference municipalities, which have not been involved in LA21 so far. The analysis results indicate that different trends in some of the indicators can be observed in municipalities implementing LA21 and in the others. This applies, in particular, to the environmental indicators (such as the degree of waste separation, indicating in part the degree of environmental awareness), but also to some of the economic ones (municipal capital expenditures indicating investment activity). 相似文献

This article examines the controversial process of developing high-level nuclear waste disposal policy in Canada, with some comparison to experience in the United States. It argues that a policy design perspective can assist in understanding the difficult social and political issues associated with waste disposal and the environmental and health risks that it poses. I examine several critical questions related to such an endeavor and link them to long-term goals of building a sustainable society. Success in formulating and implementing a nuclear waste policy in Canada will depend on the nation's capacity to create requisite processes of public participation. Particularly important are those actions that can help the public understand and assess environmental risks, including related ethical and social issues, and build public trust and confidence in the siting processes and the implementing agencies. 相似文献

Cleaner Production (CP) has been advocated worldwide as a strategy for companies to obtain environmental and economic benefits simultaneously. This analysis of how city‐level CP programmes were implemented in Changzhou and Nantong (Jiangsu Province, China) finds that both cities failed to meet the Province's targets to implement CP at all large‐ and medium‐sized companies by the end of 2000. Ineffective vertical control, weak inter‐agency co‐ordination, and lack of alignment between CP requirements and the core missions and operating procedures of implementing agencies have impeded CP implementation in the two cities. The relatively few successful CP outcomes at companies are based on the professionalism and skills of individual implementing agents. However, successes that rely exclusively on individual agents may not last, and thus institutional changes will be needed if the government's CP programmes are to lead to broader CP adoption. 相似文献

Implementation represents a key venue for the expression of political conflict. The challenge of illusory implementation, implementing the law's letter but not its spirit, has long vexed scholars and architects of public policy. We develop a political model of policy implementation to predict the kinds of politics—electoral, group, administrative—that different parts of complicated laws activate during implementation. Using original state‐level data on landmark education policy, we assess whether and how these politics render illusory implementation more or less likely for specific policy tasks embedded in complex laws. Consistent with our model, we find electoral politics render illusory implementation less likely for a narrow set of tasks. Group‐based politics and administrative politics bear on illusory implementation for a broader set of tasks in diverse ways. Overall, how policy activates politics during implementation depends on the features of the policy lever, where it is put into practice, and how traceable it is to the bureaucrats who do the implementing. Further, the results underscore how nuanced insights about implementation emerge when one considers individual components of complex laws, rather than treating the laws themselves whole cloth. 相似文献
