ABSTRACT

This article discusses the use of Nazi sources for the study of Fascist policy towards Jews in 1940–1943. By exposing the gap between the Nazi perception of and the reality of the Fascist policy towards Jews in Italian-occupied south-eastern France, the article demonstrates that Rome’s refusal to hand over Jews for deportation did not contradict the fundamental anti-Semitic nature of its Jewish policy in that context. Thus, the article highlights the risks for historians to read Fascist Jewish policy through Nazi lenses and thereby fall prey to stereotypical characterizations of the Italians as insubordinate, scheming and driven by what an S.S. official disparagingly labelled a ‘Jewish-friendly attitude’. At the same time, the article shows that, when combined with Fascist sources, Nazi sources can help shed light on the conceptual divide that underpinned the Axis partners’ disagreement over the means by which the ‘Jewish problem’ should be ‘solved’, thereby exposing the analytical limitations of the current prevailing understanding of the Fascist refusal to hand over the Jews as purely the outcome of ‘pragmatic’ opportunistic considerations.  相似文献

Culture has come to play a fundamental strategic role in the territorial development that seeks to integrate knowledge economy with social cohesion, governance and sustainability. However, cultural policies have been unable to respond to the dilemmas and expectations that this new order presents. In order to appreciate the consequences of this process, it is essential to gain a better understanding of cultural policy change dynamics. This article develops a framework for analysing cultural policy stability and change and applies it to the evolution of cultural policy in Catalonia. Both policy continuity and change are conditioned by the evolution of policy discourse on culture and the characteristics of the cultural policy subsystem. Within this framework, this article also takes into account the role of factors that are exogenous to the cultural domain. Lastly, this article addresses particular characteristics of cultural policy change in regions or stateless nations.  相似文献

This article examines the programme of land surveying and registration that was undertaken by the British-led administration of the Anglo-Egyptian Sudan in the period 1898–1914. The Legal Secretary, Edgar Bonham Carter, stated that programme was the most important project of his division in this period. Scholars have shown that the programme, known as land ‘settlement’, was used to build alliances with elites and to clarify title for European investors in the new irrigation scheme at Gezira. This article argues that, as such, the ambitions of land settlement were relatively limited. In many other colonies, and in Britain itself, politicians and administrators across the political spectrum saw the reform of private property in land as the key for addressing structural problems in agricultural labour. One might have thought that, the Sudan, land settlement might have provided a means of addressing the dependence on slave labour in agriculture. The article demonstrates that, except for a small number of administrators (including Bonham Carter), this was not the case. The general indifference to slavery itself carried through to an indifference to the transformative potential of land law. The article examines the proposals of this minority of administrators, and contrasts their views with the majority’s focus on land settlement as demonstration and opportunity to enhance state power.  相似文献

Soldiers on the battle?elds responded to the presence of death and the bodies of the dead through a speci?c framework that was used to understand this perverse and violent landscape. Throughout the period between 1790 and 1914 the governments of the Australian colonies asked their populations to suspend work and amusements and join in collective acts of prayer. Australia’s special days of prayer have much historical significance and deserve more scholarly attention. They had an enduring popularity, and they were rare moments when a multi-faith and multi-ethnic community joined together to worship for a common cause. This article builds on recent work on state prayers in Britain by considering what the colonial tradition of special worship can tell us about community attachments in nineteenth-century Australia. ‘Fast days’ and ‘days of thanksgiving’ had both an imperial and a regional character. A small number of the Australian days were for imperial events (notably wars and royal occasions) that were observed on an empire-wide scale. The great majority, such as the numerous days of fasting and humiliation that were called during periods of drought, were for regional happenings and were appointed by colonial authorities. The article argues that the different types of prayer day map on to the various ways that contemporaries envisaged ‘Greater Britain’ and the ‘British world’. Prayer days for royal events helped the empire’s inhabitants to regard themselves as imperial Britons. Meanwhile, days appointed locally by colonial governments point to the strength of regional attachments. Colonists developed a sense that providence treated them differently from British communities elsewhere, and this sense of ‘national providence’ could underpin a sense of colonial difference—even a colonial nationalism. Days of prayer suggested that Greater Britain was a composite of separate communities and nationalities, but the regional feelings they encouraged could still sit comfortably with attachments to an imperial community defined by commonalities of race, religion and interest.  相似文献

Many historians of Australian political thought have attributed its pragmatic and anti-speculative tendencies to a Benthamite influence. Without denying the influence of Bentham and Benthamism on Australian thought and institutional development, this article challenges the assumption that the abovementioned tendencies necessarily betray a Benthamite heritage. By analysing the theoretical justifications for pragmatic, anti-speculative approaches to institutional design in the Federation debates (1890–1898), this article shows that there was a very strong Burkean impulse behind the sort of pragmatism that is usually attributed to Bentham. If the argument of this article is correct, then it is an invitation for historians and political scientists to reconsider significantly the nature of Australian political thought.
