Italy says no: the 2016 constitutional referendum and its consequences

On 4 December 2016, Italians went to the polls to say yes or no in a popular referendum called by Prime Minister Matteo Renzi on his package of constitutional reforms. Turnout was very high: 65.5 per cent. The No vote scored an impressive victory: 59.1 per cent rejected those reforms; 40.9 per cent supported them. This article puts those reforms in the context of previous attempts to modify several articles of the Italian constitution. The authors analyze and criticize the substance of those reforms and explain their possible impact on the functioning of the Italian political system. The Yes and No alignments were somewhat diversified, while the Yes vote got a lot of support from an often curious combination of domestic and foreign bedfellows interested in the political stability of Renzi’s government more than in any specific reform. Renzi’s defeat led to his resignation. A new government was immediately formed. It is unclear when and whether other, different constitutional reforms will be formulated. The Italian political and institutional transition continues while once again attention is focused on the electoral law and on how to restructure the parties and the party system.     

‘Minilateral’ Development Banks: What the Rise of Africa's Trade and Development Bank says about Multilateral Governance

Multilateral development banks (MDBs) are one of the most popular forms of international organization, with at least 27 operating in the world today. Although most academics and policy makers focus on the World Bank and major regional MDBs, the majority of MDBs are in fact relatively small, and controlled by developing as opposed to industrialized countries. How do the differing governance arrangements of these ‘minilateral’ development banks (MnDBs) impact their operations? This article takes the Trade and Development Bank (TDB), an MDB in Africa with 22 regional member countries, as a case study to consider this question. Based on an analysis of TDB's track record since 2005 and interviews with management and shareholders, the author finds that borrower‐led governance leads to substantial disadvantages in terms of access to finance. Borrower‐led governance permits TDB and other MnDBs greater operational flexibility, which partially compensates for this financial disadvantage, but these operational strategies come with trade‐offs in terms of developmental effectiveness. The findings suggest that MnDBs have substantial latent potential and, in an increasingly multipolar world, they are likely to grow in coming years. However, MnDBs need to ensure that their developmental value added is strengthened in step with their financial power.     

An early Miocene ant (subfam. Amblyoponinae) from Foulden Maar: the first fossil Hymenoptera from New Zealand

The ant subfamily Amblyoponinae is presently represented in New Zealand by one endemic species in the cosmopolitan genus Stigmatomma and an introduced Australian species of Amblyopone. The fossil record of the group is restricted to two species of Stigmatomma from late Eocene Baltic Amber. Here, we describe the third fossil record, an Amblyopone-like specimen from the early Miocene of Otago, southern New Zealand, based on a winged male that resembles the extant A. australis Erichson in size, general habitus and characters of wing venation, but also shares features with the African amblyoponine genus Zymmer. This represents the first fossil record of Amblyoponinae from the Southern Hemisphere and the first example of Hymenoptera among the few pre-Quaternary insect fossils known from New Zealand. It suggests a long history of Amblyoponinae in New Zealand and Australia.

Pre-Roman glass from Mozia (Sicily-Italy): the first archaeometrical data

This study present the results of an archaeometrical investigation performed on a series of opaque pre-Roman glass (vessels and ornaments) dated from the 6th to 4th century BC coming from Sicily. Sixteen core formed vessels, twelve beads, three pendants and one spindle-whorl recovered in the Phoenician-Punic sites of Mozia and Birgi were analysed thought a micro destructive approach. The complete chemical analyses and X-Ray diffraction analyses were performed on small fragments of glass. The aims of this work are: 1) to obtain a chemical characterization of these samples in order to understand the raw materials employed for their production; 2) to obtain information regarding the opacifying phases dispersed in the glass; 3) to make a comparison with the results recently obtained on coeval and similar finds recovered in other cultural context, in particular in Northern Italian Etruscan contexts in order to understand whether they could belong to the same Greek-Eastern production.     

Ion-neutral dynamics in the high latitude ionosphere: first results from the INDI experiment

The INDI experiment consisted of a series of joint observations between EISCAT and a Fabry-Perot interferometer (FPI) situated at Kiruna. The FPI measured the 630 nm neutral oxygen emission at eight positions on a 30° elevation circle, giving a spatial average of the neutral wind field with a time resolution of about 15 min. The radar performed a seven-position, near-meridional scan in a region common to the optical measurements. Such simultaneous observations of the ionised and neutral components of the Earth's atmosphere allow a study of the ion energy balance and the coupling between species. The first stage of the analysis was to derive the neutral wind from the EISCAT data using the simplified ambipolar diffusion and ion energy equations. This was then compared with the direct measurements from the FPI. There was good agreement between derived and measured meridional winds, but the zonal wind values, although showing the same trends, differed in magnitude by a factor of 3–5. The reasons for this are discussed. The meridional wind data was used to derive the ion-neutral collision frequency. This was a factor of 2 or 3 less than recent model values. Preliminary comparisons of the measured electron densities with the 630 nm emission intensity gave clues to the chemistry of the emission process.

The first record of a Maastrichtian ammonite from the Perth Basin,Western Australia,and its biostratigraphical significance

The first known ammonite from the Maastrichtian of the Perth Basin, a single, incomplete specimen of Grossouvrites gemmatus (Huppé, 1854), is described from core material from the Lancelin No. 1 borehole. Foraminiferal and nannoplankton evidence date the ammonite as middle Maastrichtian; its age is also assessed on the basis of dinoflagellate assemblages from this section, but these give a less precise dating. The position of the ammonite with respect to a mid-Maastrichtian disconformity, which probably extended along much of the Western Australian margin is discussed.
