Between 2013 and 2018, the San Francisco Bay Area saw the rise of “Google bus blockades”—a form of protest against gentrification, growing inequality and a housing crisis linked to the economic impacts of the technology sector on the region. Based on two years of ethnographic fieldwork with housing activists in the San Francisco Bay Area, this article argues that the disruptive tactic of “the Google Bus blockade” can be understood as a form of infrastructural activism—a flexible political form that uses the interruption of infrastructure for political ends. The blockades politicised the “Google buses” and transformed them into symbols of gentrification and sites of resistance. Protestors constructed a political analysis that drew connections between struggles for housing, racial and environmental justice and brought together material, affective and political critiques of infrastructure.  相似文献

Blockades are a long-standing tool used by political groups of various kinds to interrupt or redirect flows of materials, capital, and people. In this introduction to the Symposium, “On the Blockade: Geographies of Circulation and Struggle”, we review recent debates concerning the politics of spatial disruption, chokepoints, and circulation struggles. In doing so, we question some tendencies to fetishise the seizure of capital circulation as a de facto progressive form of disruption to the contemporary order. We argue that blockades ought to be considered not merely as tactics or pure negations of capital, but instead are articulations of collective life and open-ended attempts to build power. Thinking with blockades thus requires accounting for not only their spatial disruption but also their distinct historical contexts and social forms. We introduce the articles in this Symposium through an analysis of five modalities through which blockades can be interpreted: as moments of refusal, redistribution, provocation, subject-formation, and concrete utopia. Finally, we describe five future directions for scholars and movements: insurgent mapping, feminist interpretation, expansion of blockade networks, analysis of reactionary blockades, and broadening the geographical and historical scope of study.  相似文献

Recognition has emerged in recent decades as an almost universally valued moral and political horizon in intercultural contexts. Recognition claims underpin myriad social struggles, and forms and practices of recognition also animate the management of alterities within both formal and informal arenas. Recently, critical Indigenous scholars Audra Simpson and Glen Coulthard have posed a fundamental challenge to this moral and political horizon. Writing particularly in response to North American settler colonialism, they argue that the politics of recognition has functioned, not to ameliorate colonialism’s negative effects, but to reproduce them. We seek here to respond to the important provocation posed by Simpson and Coulthard’s scholarship, and to extend their critiques into new geographic and empirical terrains. Specifically, we draw on the notion of coloniality to establish a comparative frame that can bring both settler and non-settler postcolonial contexts into dialogue. Doing so highlights a multiplicity of forms of recognition relationships, as well as of sites and structures of power beyond the settler state. It also illuminates a complex, unstable middle ground that can exist between recognition and its absence, which provides a productive ground from which to engage with the possibilities of being against, or beyond, recognition.  相似文献

The protest blockade is one tool for seeking liberation from the state while living within it. I offer a critical analysis of the protest blockade in agrarian struggles for land and life in Indonesia and beyond. I specify my discussion with a retelling of a Sumatran land-back movement of smallholders and landless workers who twice turned to the blockade to reclaim their land from a plantation company. I consider how these blockades and others in Sumatra and Borneo created direct-action power, thereby expanding people's possibilities for livelihood and autonomy in landscapes of extraction and exploitation. Blockading action is a process that unfolds from within as activists challenge the legitimacy of their rulers and set out to create more emancipatory spaces and territories. When protestors blockade the bulldozers, logging trucks, and other machines of capitalist exploitation of workers and ecologies, they seek to disrupt the infrastructures and commodity flows of the dominant political-economic order as well as open up new agrarian possibilities. These protest blockades are central to the anarchist, Indigenous, and decolonial politics that motivate direct-action protests across the globe.  相似文献

Trans‐boundary highways have increasingly complemented trade agreements as instruments of global economic integration, and both have incurred political protest. This article presents a comparative analysis of two recently proposed trans‐boundary highway projects, the Trans‐Texas Corridor from Mexico through Texas to Oklahoma in the USA, and the Inter‐Oceanic Highway in the southwestern Amazon where Bolivia, Brazil and Peru meet. The analysis focuses on the similar political contexts, justifications and funding models, as well as the contrasting political responses and implementation outcomes. The findings reveal important differences in the two cases, even among their ostensibly similar aspects, which are necessary to provide an adequate explanation as to why social mobilization stopped one project but not the other. The analysis bears implications for the social‐political study of trans‐boundary infrastructure as an instrument of economic globalization.  相似文献

In the following article, borders become an epistemology for reading the social and political history of settler geographies, and their particular manifestation in the southern Naqab region of Israel. It takes as its starting point the idea that borders are activated in an assemblage of encounters; and that they act as markers, not only of the power of the settler state to rupture and control indigenous life and mobility, but of the multiple resistances that divert, disrupt and unsettle settler movements and spaces. Based on more than three years of fieldwork with the Unrecognised Bedouin‐Palestinian communities of the Naqab, the article investigates the significance of borders in spaces the state has conceived and structured as empty and dead. In exploring the multiple modes of resistance and resilience that constitute Bedouin struggles for recognition in Israel, it finds relevance in the lines they carve out, and the living spaces that persist and evolve in their shadows.  相似文献

China has over the last two decades been committed to creating a strategic partnership with Latin American states by persistently extending its economic and political involvement in the continent. China's efforts in this regard reflect not only its desire to intensify its economic cooperation and political relations with nations in Latin America, but also its strategic goals of creating its own sphere of influence in the region and enhancing its ‘hard’ and ‘soft’ power in order to elevate China's status at the systemic level. With access to Latin American markets, resources and investment destinations, China may sustain its economic and social progress that bases its long cherished dream of restoring its past glory of fuqiang (wealth and power) and rise as a global power capable of reshaping the current world system. The enormous economic benefits deriving from their economic cooperation and trade may persuade Latin American nations to accept the basic premise of China's economic strategy: that China's rise is not a threat, but an opportunity to gain wealth and prosperity. This will help China gain more ‘soft’ power in and leverage over its economic partners in Latin America, and thereby help it to rise in the global power hierarchy.  相似文献

ABSTRACT

Aboriginal and Torres Strait Islander people navigate the social and political order of the Australian settler state in ways that seek to increase their personal freedoms and political autonomy. For some groups this means seeking a firmer place within the social, political and economic life of Australia, and for others it means navigating away, towards a more distant relationship based in the resurgence of Indigenous nationhood. This navigation is composed of multifaceted and multidirectional relations between Indigenous Australians, settler Australians, and the settler state. As a discipline, political science must move beyond the study of settler institutions and begin to engage more comprehensively in research that considers the dynamics and structures of Indigenous-settler relations as a matter of priority.  相似文献

Does the Australian state exercise legitimate power over the indigenous peoples within its borders? To say that the state’s political decisions are legitimate is to say that it has the right to impose those decisions on indigenous peoples and that they have a (at least a prima facie) duty to obey. In this paper, I consider the general normative frameworks within which these questions are often grasped in contemporary political theory. Two dominant modes of dealing with political legitimacy are through the politics of ‘recognition’ and ‘justification’. I argue that in order to address the fundamental challenges posed by indigenous peoples to liberal settler states today we need to pluralise our conceptions of political legitimacy.  相似文献

Political print satire, construed as an articulation of sedition and dissent, is most commonly associated in Britain with its 18th-century ‘Golden Age’. Beyond Victorian fiction, the go-to 19th-century source tends to be the hegemonic, London-centric Punch. It is not widely known that, as Punch mellowed and popularised in the 1860s and 1870s, England's booming urban centres gave rise to a distinct form of citizen journalism which used boisterous satire as an effective vehicle for sociopolitical comment, evidence-based analysis and civic activism. Not only did the provincial satirical periodical filter parliamentary affairs through a critical provincial lens but at a time when politics were largely local, it engaged with the extra-parliamentary power vested in civic and municipal governance. It aspired to much more than diversion through witty posturing. Morally and ideologically inspired, fuelled by righteous indignation, it successfully used the protest of the pen to agitate in the cause of social and political reform, demonstrating the ‘everyday’ resistance and common sense essential to liberal governmentality. Referencing some of the most enduring and respected examples of the genre – the Porcupine in Liverpool, the Town Crier in Birmingham and the Free Lance in Manchester – this article casts light upon this poorly understood journalism of conviction. A cause and effect of both emotional and intellectual release, it serves as an excellent example of citizenship as performed political passion, in an age of public conformity and restraint.  相似文献

In settler colonial contexts the historical and ongoing dispossession and displacement of Indigenous peoples is foundational to understanding the production of urban space. What does it mean that cities in what is now known as Canada are Indigenous places and premised on the ongoing dispossession of Indigenous peoples? What roles do new urban reserves play in subverting or reinforcing the colonial‐capitalist sociospatial order? This paper examines these questions in relation to new urban reserves in Canada. Most common in the Prairie provinces, new urban reserves are satellite land holdings of First Nation communities located outside of the city. While the settler state narrowly confines new urban reserves to neoliberal agendas, First Nations are successfully advancing reserve creation to generate economic self‐sufficiency, exercise self‐determination, and subvert settler state boundaries. I argue that new urban reserves are contradictory spaces, as products and vehicles of settler‐colonial state power and Indigenous resistance and place‐making.  相似文献

This paper examines blockades not as disruptions in logistical circulations, but as entities which aim to reorient and produce different political and social processes. Inspired by Deleuzean conceptualisations of assemblage, this paper emphasises the ways blockades and occupations arise from globe-spanning networks of social relations which then attempt to produce alternative regimes of governance through reorienting places and their topologies of interconnection. To make these points, this paper engages with three case studies which highlight different kinds of blockades. One example focuses on the regional scale where US military interests have expressed concern over potential blockades of Sea Lines of Communication due to the rising geopolitical and economic influence of China in the island Pacific. The second example focuses on blockades at the construction site of a US military base on the coast of Henoko, Okinawa. The third example examines blockade protests by Kanaka Maoli kia‘i (protectors) on Maunakea in Hawai‘i.  相似文献

Spatial appropriation is an age‐old strategy for domination by one group over another. In the context of national states, territorial expansion is a common manifestation of this. Spain's colonization process began in the Yucatan peninsula in Mexico in the sixteenth century but remained incomplete in this area. Independent Mexico's struggle for control over the Mayan landscape of the Yucatan continued through the nineteenth and twentieth centuries. It is my contention that the assault has continued in recent times. Today, it is not the conventional notion of nation state colonialism but a much more subtle invasion brought about by the ability of tourists from richer nations to travel south. Using the paradigm of settler colonization, this article proposes that relationships of power underlying this new infiltration parallel those of conventional colonialism, and that the tourist is, in fact, an unwitting colonizer. The case of Quintana Roo, Mexico illustrates how the tourist can be seen as a pawn in a larger political project. Exposure of this predatory nature of tourism reveals processes that have implications for other Native regions of the Americas and beyond that are suffering similar “invasions.”  相似文献

Abstract. Economic nationalism has been regarded as a set of attitudes rather than a coherent theory. However, by using Durkheim's analytical framework and bringing the concept of the nation into political economy, the author argues that economic nationalism can be provided with a systematic theory. This theory for economic nationalism helps us to grasp the reciprocal relationship between the political and economic power of the nation‐state. Economic modernisation, especially industrialisation, needs the powerful state, and the state derives its power from the nation. Economic development can amplify the social imaginary of the nation by expanding mobilisation and communication. Protectionism, industrial policy and Keynesian policy can strengthen not only the economy but also nationalism. The proposed theory for economic nationalism thus paves the way for understanding the role of nationalism in political economy.  相似文献

The relationship between Indigenous peoples and the settler state remains fraught due to ongoing violence and mistrust. Numerous attempts have been made to ‘reconcile’ this beleaguered relationship over the past three decades. Indigenous peoples have advocated for the decolonization of the settler state and a suitable land base using the language of public investment. In response, settler governments reframe these requests as opportunities for economic investment that is guaranteed to produce self-esteem and social inclusion for Indigenous peoples. This article documents and problematizes an ideological shift whereby holistic decolonial approaches to reconciliation give way to an investment rationale that is used to bypass demands for Indigenous peoples’ jurisdiction and self-determination. The ramifications of this shift are examined in three ‘eras of reconciliation' (Section 37 Constitutional Talks, Royal Commission on Aboriginal Peoples, reparations for Indian residential school [IRS] Survivors) that also coincide with three types of investment: a) national; b) social; and c) therapeutic.  相似文献

This article examines the participation of China's Yunnan Province in the Greater Mekong Subregion (GMS) in order to understand the dynamics behind the regionalisation and internationalisation strategies adopted by a Chinese subnational state. It argues that the Yunnan case demonstrates the outflow of state capital—both national and provincially based—to have been instrumental in harnessing Beijing's and Kunming's political support for programs of subregional economic cooperation. This political support has led to a state capital alliance underpinning the economic expansion of provincial state capital into the GMS. It also argues that subregional governance arrangements, such as those featuring in the GMS, embed the competitive advantage of state capital through new forms of extra-territorial governance that ostensibly de-emphasises the political dimensions of state capital. The internationalisation of Yunnan subnational state is reflected in its political strategy of subregional governance. These changes point to complex rescaling of not just national state but also subnational states in Asia that find expression in variegated regional and subregional political projects.  相似文献

Abstract: Territory is the quintessential state space and appears to be of growing political importance. It is also a key concept in geography, but it has not been subject to as much critical attention as related geographical terms and remains under‐theorised. Taking my cue from Timothy Mitchell's suggestion that the state should be understood as the effect of social practices, I argue that the phenomenon that we call territory is not an irreducible foundation of state power, let alone the expression of a biological imperative. Instead, territory too must be interpreted principally as an effect. This “territory‐effect” can best be understood as the outcome of networked socio‐technical practices. Thus, far from refuting or falsifying network theories of spatiality, the current resurgence of territory can be seen as itself a product of relational networks. Drawing on an empirical case study of the monitoring of regional economic performance through the measurement of gross value added (GVA), I show that “territory” and “network” are not, as is often assumed, incommensurable and rival principles of spatial organisation, but are intimately connected.  相似文献

This article explores the interplay between violent protest and the making of laws in Uganda. It advances two main arguments. First, since multipartyism was restored in 2005, the Ugandan government has repeatedly drafted intentionally contentious new laws in part to provoke, divide and politically manipulate opposition. Implementing these laws has often not appeared to be a priority; rather, drafting, debating and (sometimes) passing them represent tactical ‘legal manoeuvres’ geared towards political gain. Second, I argue that these manoeuvres can be linked to another trend since 2005: the rise in urban‐based protests and riots, which have often become violent and resulted in aggressive crackdowns by the state. In bringing these trends together, this article argues that the use of legislative processes as part of a strategic repertoire to destabilize political opposition has exacerbated unrest, especially among urban dwellers. Moreover, in response to rising protest the government has engaged in further legal manoeuvring. The analysis suggests that the semi‐authoritarian nature of the regime in power, where the symbolic importance of the legislature and relatively free media contend with fundamentally authoritarian tendencies at the centre, is propagating this cycle of legal manoeuvres and violence.  相似文献

This paper deals with issues of political dissent and the geography of state power through the lens of a particular law and its deployment by the US state in the context of the 1973 occupation of Wounded Knee, South Dakota by American Indian Movement activists and local residents. I explore how the state responded to the highly mediated nature of the Wounded Knee occupation through tactics that minimized the visibility of its efforts to contain the protest. These efforts, I argue, also constituted a broader politics of scale. I begin with a theoretical discussion of the intersection of protest, scale and publicity. I then use the empirical example of the H Rap Brown Act to show how these dynamics were being reworked in the US during the late 1960s and early 1970s. In particular, I place the emergence of the H Rap Brown Act within a context of changing geographies of race and state power, more specifically as they were articulated around the unrest that was engulfing American cities. I then analyze how the law was deployed by the state during the 1973 occupation of Wounded Knee. Finally, I conclude with a discussion of what the case of the H Rap Brown Act has to tell us more broadly about our theoretical understandings of the geographies of public protest.  相似文献

Abstract: African university students have long engaged in political activism, responding to changing political, social and economic circumstances through protest that has at times exerted considerable influence on the national stage. Student activism employs highly spatialised strategies yet has received minimal attention from geographers. Drawing on case studies from Senegal and Zimbabwe, we identify four phases of activism in which students have mobilised distinctive relational spatialities in responding to changes in the spatial expression of dominant political power. In so doing, we highlight the inadequacies of approaches to resistance that give excessive emphasis to a power/resistance dualism or to questions of scale.  相似文献
