The concept of coproduction of public services has captured increased attention as a potential means of increasing the effectiveness and efficiency of local government. The literature on the provision and distribution of urban public services has recently stressed the study of impacts rather than outputs. Impacts are conventionally conceived as the final stage of an orderly production process. Benefits are produced only after impacts are achieved. This paper argues, to the contrary, that costs and benefits stem from each stage of the public service production process. Consequently, a focus on the impact stage alone can be grossly misleading.  相似文献

ABSTRACT

Across management, marketing, public administration and museology literature, coproduction has been presented as an innovative approach to service improvement. This case study of the Australian museum sector contributes to the instrumentalisation debate, by revealing the potential inhibitors to such improvements when coproduction distracts rather than enhances the work of cultural institutions. While public value requires the strategic cultural manager to negotiate between ‘upstream audiences’ (government and funding bodies) and ‘downstream audiences’ (users and the body politic), these two groups appear to exert different levels of influence. This research suggests that upstream audiences currently absorb the attention of museums. As a result, the manner in which museums coproduce, and the motivations for this work, appear to be geared towards advocating the public value of museums to government and funding bodies. This case study suggests that museums sacrifice the service innovations and exhibition enhancements offered by coproduction (intrinsic outcomes) to pursue government funding and support (instrumental outcomes).  相似文献

Policy analysts, especially those with an economics orientation, tend to talk in terms of goals that deal with (1) effectiveness in achieving benefits, (2) efficiency in achieving them at low costs, and (3) equity or equality of benefits and costs across various groups. Lay people and also policy analysts with a political science background often supplement those substantive goals with procedural ones that emphasize (1) public participation, (2) predictability of decisions, and (3) procedural fairness that facilitates proving one is deserving of benefits or innocent of wrongdoing. Those procedural goals are often sought even at the expense of the substantive goals, not just as means to scoring higher on the substantive goals. Examples can be given for each procedural goal. The notion of procedures as goals-in-themselves should be distinguished from controversies over transcendentalism-pragmatism, incrementalism- rationalism, and other social value controversies.  相似文献

This paper presents standard microeconomic models that are designed to be used in the cost-benefit analysis of local land use decisions. The models connect these allocation decisions to outcomes in the urban land and labor markets so that costs and benefits can be measured. Benefits to the local jurisdiction of allocating land to industrial use exist if unemployed workers are employed, land values increase, or local tax revenues increase beyond the amount needed to provide the additional public services required.  相似文献

We investigate how the incorporation of producer services linkages affects the outcome of an economic geography model. We specify the production of manufactures such that a variety of producer services is needed to transform tradable unfinished goods into final consumption goods. We find that service linkages promote the concentration of economic activity in a single region, but whether full concentration is achieved depends on the costs and mode of services trade. Applying the model to a multiregion world shows that incorporating producer services may also give rise to regions that specialize in different economic activities.  相似文献

The literature shows that market size favours firms’ vertical disintegration because it reduces transaction and knowledge coordination costs. The existing evidence is based primarily on cross-sectional data and on the manufacturing sector, with little or no attention is given to longitudinal data and services. This paper estimates the effect of urban size on the purchase of service inputs by knowledge-intensive business service firms located in the metropolitan region of Milan. Relying on a rich panel dataset, and adopting different econometric techniques to overcome endogeneity, we find a positive and statistically significant effect of increased urban population on the degree of KIBS vertical disintegration only when urban size is measured at the province level. We also find that this effect holds particularly in the case of traditional professional- rather than technology-related activities.  相似文献

ICZM in Scotland has followed a voluntary approach to date through local coastal fora. The socio‐economic costs and benefits of these fora are assessed based on a two‐track approach. Much of the information is based on analysis of questionnaire returns from the individual fora, while the ecosystem services approach was adopted to model economic impacts of the fora activities at two scenario levels: low and high level ICZM. Key features of the fora are presented, as is their perceived impact on the economy. The value of Scotland's coastal zone is presented in the form of the annual value of ecosystem services.  相似文献

The article examines the extent to which Vietnam, Laos and Cambodia have gained from their participation in ASEAN. To assess the security and diplomatic benefits of their membership, it identifies three expectations held by the Indochinese states—enhanced international status, improved security and relations vis-à-vis other ASEAN members, and more room for manoeuvre when dealing with non-member states. The study demonstrates, however, that while Vietnam, Laos and Cambodia are less isolated internationally after joining ASEAN, the actual benefits in terms of their relations with the other ASEAN members as well as non-member states have been more ambiguous. With ASEAN in mind, the article concludes by discussing the possible costs and drawbacks of enlargement that can transform any international organisation into a less influential and cohesive institution.  相似文献

The specialization of city-centres towards more advanced service activities has mostly been studied in the largest city-regions, the case of smaller urban centres being less well documented. In that context, the objective of this article is to analyse the role of sectoral and regional factors in employment growth in Luxembourg between 1994 and 2005. Using statistical data from the Luxembourg General Inspection of Social Security, this contribution distinguishes 12 categories of manufacturing industries and services according to an OECD-Eurostat knowledge-based classification. Five intra-regional areas are distinguished based on morphological and functional criteria in the Luxembourg Metropolitan Area. Using several indexes, this article first analyses the sectoral specialization and geographical concentration of employment. A model of intra-regional employment growth, initially developed by Marimon and Zilibotti and applied at the European level, is then shown to account for 40 per cent of employment growth. An estimation of the contributions of sectoral and geographical factors highlights the primacy of the latter over the former. Finally, the construction of virtual economies confirms the City's overall lower performance as compared to its close periphery. Results underscore a process of functional integration in the Luxembourg metropolitan area: as the core of the city undergoes a specialization process, the urban area benefits from a relocation of activities less sensitive to distance and transaction costs, while the periphery becomes increasingly diversified, notably in the South where traditional industrial activities are being replaced by service activities. These results suggest that the evolution pattern of employment growth in Luxembourg is very similar to that of some larger metropolitan centres, owing to its exceptional financial service activities.  相似文献

ABSTRACT This paper develops a spatially explicit model to examine how urban and suburban communities evolve differently with changes in local economic fundamentals such as rising income or falling commuting costs in the metropolitan area. The model highlights the importance of environmental amenities and the economy of scale in the provision of public services as determinants of urban spatial structure. Results suggest that urban sprawl, income segregation, and jurisdictional disparities are driven by the same economic conditions and thus tend to co‐exist. Rising incomes or falling commuting costs for high‐income households in a metropolitan area tend to increase land prices and public services in every community, while rising incomes or falling commuting costs for low‐income households can have the opposite effects.  相似文献

Abstract. This research examines the benefits to individual workers hired under California's enterprise zone (EZ) program. The analysis reveals that EZ program participation has a positive impact on both wages and adjusted gross income of EZ participants, and the benefits appear to be greater for taxpayers with very low initial income. It is unclear whether the income boost from EZ participation is permanent or transitory. We also find that participation in the EZ program increases the likelihood that an individual will file a tax return. Because this is a case study, we caution that additional analysis is needed to fully determine the extent to which these results can be generalized.  相似文献

Many Indigenous communities in Australia are well situated to provide greenhouse gas abatement and carbon sequestration benefits, but little is known about the factors affecting the capability of Australia's Indigenous organisations to participate in climate change mitigation strategies. This paper provides a ‘snapshot’ summary of certain aspects of Australia's Indigenous organisations' participation in carbon offset schemes. The snapshot provides insight into the degree to which Indigenous organisations are aware of carbon market opportunities in Australia, the level that these Indigenous organisations participate in or engage with carbon‐based economic enterprises, and the key pathways through which Indigenous carbon market opportunities are pursued. Analysis of data collected from a national survey conducted between 2011 and 2012 show that most obstacles to Indigenous participation in carbon offset schemes relate to land tenure arrangements; geographic and biophysical factors; low levels of requisite technical, human and financial resources; and appropriate recognition of Indigenous knowledge and cultural responsibilities. The snapshot also highlights the value of supporting regionally specific capacity‐building strategies to enable Indigenous people to participate in emerging carbon offset activities and the generation of associated ecosystem services. Cultural, socio‐economic or demographic factors that are also likely to influence the ability of many Indigenous communities to participate in carbon market opportunities are identified as important areas for further research.  相似文献

ABSTRACT

This paper looks at China’s soft power strategy in relation to the film industry, which since the early 2000s has opened to international co-productions and investment. Despite many coproduction projects being endorsed by government, results have not added significantly to China’s film-making reputation. The paper shows that coproductions have a diplomatic function, which implies a more conventional understanding of soft power. The paper also considers the tension between artistic freedom and censorship that impacts on all coproduction projects in China and which undermines the efficacy of China’s soft power strategy. The paper advances the proposition that coproduction with countries in Eurasia under the cultural template of the Belt and Road Initiative might present new opportunities to blend China’s stories into a narrative of shared prosperity. In doing this, the advance of China’s economic power is supported by cultural policies that evoke a historical past as much as a shared future.  相似文献

近些年来,为了充分利用资源发展区域经济和满足社会的旅游需求,历史文化保护区(尤其是古城镇、古村落等)纷纷进行旅游开发,演化成旅游社区。社区居民以资产、人力资源、社区文化等不同的社区参与要素参与历史文化保护区的旅游开发,获得不同利益,形成三种不同的社区参与模式。论文在对三种参与模式进行分析的基础上,对当前历史文化保护区社区参与旅游开发存在的主要问题进行思考并探讨其解决的途径,提出应激励投入增大总效用、认定和提高社区居民的分利能力以及构建"社区参与"的利益保障机制等。  相似文献

Soviet planners are advised to consider the linkage between rural settlement patterns and the provision of services, an issue that is assuming particular significance in connection with the present development program in the Nonchernozem Zone of the RSFSR. The number of service establishments per 1,000 population is not considered a useful indicator because it tends to be high in areas with widely dispersed settlement in small inhabited places, and yet does not reflect a high level of services because of the small size of the establishments. It is desirable to cluster sets of services in central places; the presence of a single kind of service (store, school, etc.) in a small place is found tantamount to having no service whatever. Adequate provision of services is found to reduce, or even reverse, rural out-migration.  相似文献

In the last two decades, many states established rail promotion programs in an effort to limit the contraction of their railroad networks. Now federal funds for rail projects are nearly exhausted, and states must decide whether to expand considerably their levels of internal funding for short line investments. Such a decision requires a careful articulation of policy goals, combined with sound cost-benefit techniques. Research shows, however, that states often fail to evaluate the full range of costs and benefits when considering rail investments. Instead, the economic development benefits of local rail service frequently are overstated, while the potential for rail investments to meet broader transportation planning needs is neglected. This paper evaluates the rationale behind state intervention in the rail industry, discusses the tendency of states to focus on economic development to the exclusion of other benefit categories, and presents summary results from an analysis of an investment project in North Carolina. The paper suggests that state funding for rail projects is more likely to be justified based on intermodal substitution benefits generated by local rail service, rather than the railroads' potential to increase jobs.  相似文献

The service hub concept is strongly associated with deprived areas of North American inner cities, where agglomerations of low‐cost housing and service providers form a space of survival for marginalised populations. In this paper, we contend that service hubs can take other forms, including as small‐scale sites of housing and service provision, informally networked across an urban region. We develop this argument with reference to suburban campgrounds in Auckland, New Zealand—a city experiencing a severe housing affordability crisis. Both individually and collectively, campgrounds enable vulnerable households, as well as tourists, to inhabit an increasingly exclusionary urban environment. Drawing on interviews with 24 resident campers and eight managers, we highlight the role of campgrounds in supporting residents through the provision of informal housing and on‐site services. This provision also benefits the facilities' owners and managers, by creating a year‐round rental income stream. We find that campgrounds are critically important for those whose lives are rendered precarious by the housing market.  相似文献
