Ireland is experiencing a fundamental transition in its economic life, one that has affected all levels of Irish society. The transition in living conditions and personal expectations and, at another level, in Ireland's contribution to a globally interdependent world is fueled by changes taking place in the structure and performance of the Irish economy. This article looks at Ireland's economic development over time—essentially a restructuring of its economic base and international outlook—the changes evident, present conditions, and the problems encountered. It concludes by looking at the nation's future prospects and its ability to sustain what some have referred to as an "economic miracle."  相似文献

ABSTRACT

Since the signing of the Belfast Good Friday Agreement of 1998, Northern Ireland has made significant progress towards a postcolonising transformation of its political culture and its major political and social institutions, as it has shifted away from violence and the dominance of political ideologies structured by the friend–enemy distinction. These ideological formations and the practices of social and political antagonism that they prescribed have been challenged by adversary–neighbour ideological formations that construct identities and relations through more inclusive norms of recognition and that support a more complex emotional constellation. However, as this cultural transformation has been neither thoroughgoing nor universal, Northern Ireland finds itself in the somewhat counter-intuitive situation in which the shift away from the violence of the past has increased, rather than reduced, the ontological insecurity of its citizens. Moreover, as ontological security may be supported by either friend–enemy or adversary–neighbour ideological formations, two distinct ways in which ontological security may collapse or re-configure have emerged in Northern Ireland.  相似文献

Over the past decade or more there has been a growing concern at the levels of educational underachievement within loyalist working-class areas of Northern Ireland. The inability of both educational and social policy initiatives over the past decade to improve the situation in any meaningful way has raised important questions concerning how the problem can be tackled more effectively. Placing the issue within the theoretical framework of Gramsci's hegemony, this paper argues that there is a need to better understand the historical nature of the problem and to recognise the political and social forces that have shaped its existence. It argues that there is a need to move away from explaining Protestant underachievement simply by the availability of jobs in Ulster's industrial past and to place its roots in the complex battle for social, political, and economic power since the 1801 Act of Union.  相似文献

ABSTRACT

This article examines the development of Australia’s relationship with the European Union (EU) by focusing on drivers and obstacles. Underlying the relationship are the burden of memory and common interests and values. It argues that, although the past still resonates, the changes to the range and depth of interests and values have resulted in a more fruitful engagement. It suggests that a history of a negatively framed context of engagement, characterised by Australian critiques of the EU and, in turn, by EU neglect of the relationship, has contributed to distance between the two interlocutors. It is only in recent years that this distance has been bridged and perceptions have changed. Australia has chosen partnerships with the EU that enhance its economic and political choices. Links with a long-term partner, the UK, are being recast as Brexit presents a new challenge at a time of Australia’s stronger engagement with the EU through a key agreement and trade talks. Finally, the article argues that Australia and the EU are critical friends.  相似文献

Brazil is the core state of South America and sustains an alliance called Mercosur. Mercosur was the focus of much European attention during the 1990s, both politically and economically, attracting large amounts of investment to the region. Brazil has difficulties pursuing the Mercosur integration process to its logical end, with resistance coming from both developmentalist visions of the past and industrial interests in the present. Mercosur has drawn Brazil closer to the European Union, functioning well as an instrument of Brazil's external ambitions, though also exposing it to the risk of free trade with Europe. For both Mercosur and EU‐Mercosur relations to remain useful to current Brazilian ambitions, they must remain short of achieving their final goals and linger in a prolonged state of negotiation. Some EU states also prefer this solution. After four years of preparations Mercosur entered into negotiations with the EU in 1999, and since then EU‐Mercosur negotiations have passed through several dramatic phases, often influenced by international political and economic developments, both in Europe and in Mercosur itself. The current Mercosur economic crisis impedes further progress in integration and also delays the EU‐Mercosur process. The election of Lula da Silva as president of Brazil is not expected substantially to change the course of Brazilian policies towards Mercosur and the EU, though, faced with the challenge of reviving Mercosur, the president might have to make difficult choices with regard to Brazil's own interests. Through an EU‐Mercosur agreement Lula could resuscitate the Argentinian and Uruguayan economies, though this might be at a cost for Brazil. Will Brazil be willing to pay this price in order to preserve Mercosur?  相似文献

Religion matters in Northern Ireland because it shapes social and personal identity and influences the very different worldviews of people within the two cultures of the province (Protestant and Catholic). Because religion matters so profoundly, no long-term solution to the political problems of the province will be possible without acknowledging its impact on values and thinking. The significance of the expressions "the Catholic community" and "the Protestant people" is explored as is the impact of religious ideas on current policy issues. A comparison of Northern Ireland and the United States is offered as a way of suggesting the effect social and economic mobility will have on attempts to resolve the province's political troubles.  相似文献

There has been a consistent failure on the part of international actors over the past four decades to resolve the Cyprus problem. The EU framework, heralded as a catalyst, has failed so far to bring the two sides together, despite the significant advantages it possesses in linking resolution of the Cyprus problem with the Turkish ambition to join the EU. Cyprus has always been a testing ground for experimental approaches to dealing with conflict, and what may well emerge after the failure of the Annan Plan in 2004 is a form of 'shared sovereignty' where important governance functions that remain contested are undertaken by the UN and EU Commission. Furthermore, the EU framework has led to the Cyprus problem becoming a catalyst for Turkish accession. While very controversial, these avenues offer the opportunity for the international community to accept the political and interventionary nature of the 'peace' they prescribe.  相似文献

The formerly socialist East European countries have undergone extensive political and territorial changes since the collapse of the Soviet Union in 1989. This transformation has largely been associated with two simultaneous developments in the post–socialist states: nationalisation and European integration. The concept of post–socialist borderland underlines the scope and effect of post–socialist identity politics in the countries applying for EU membership, and also points at the dramatically changing political map of Europe.
In discussions about the ongoing European integration, stability is expected to emerge through inclusive arrangements. It has generally been thought that political accommodation is not at issue at the future internal or external borders of the EU. However, the European enlargement project faces severe problems as nationalization and European integration represent contradictory tendencies in post–socialist democratisation and European stabilisation.
This article discusses the role that borderlands play in balancing between national and European goals. The evolving European integration is examined from the vantage point of the states applying for membership. Particular attention is paid to the contextual basis of political argumentation, the structural politics of the European Union, and the nationally sensitive elements of the nation–state. The example of the Estonian/Russian borderlands represents a 'post–socialist' condition, within which old loyalties of the past meet contemporary socio–economic and political realities, threats and future expectations. These issues seem to influence considerably the formation of 'common European goals' in the enlarged European Union.  相似文献

Irish national identity, political nationalism and Catholicism are the defining characteristics of the minority community in Northern Ireland. These identifiable ethno‐national and ethno‐religious characteristics have been the basis of communal solidarity that has transcended increasing socio‐economic heterogeneity within that community. Both of the Nationalist political parties in Northern Ireland, Sinn Féin and the Social Democratic and Labour Party (SDLP), draw their support almost exclusively from their community of origin. What is not known, however, is the relative importance of Irishness, Catholicism and Nationalism in shaping support for either party. Which of these ethnic identifiers is of greatest salience in identifying support for Sinn Féin or the SDLP? Drawing upon recent election survey evidence, this article attempts to rectify this information deficit, highlighting the weighting of components of ethnicity in determining intra‐bloc political allegiances.  相似文献

Abstract

This article addresses the puzzle of why Ireland has proved so open to immigration. It compares responses to immigrants in the Republic of Ireland during the Celtic Tiger era and during the post-2008 economic crisis and finds no evidence of a political backlash during the latter period even though opinion polls suggest that opposition to immigration had increased and other evidence suggested that there had been an increase in racist incidents within Irish society. Nor did the resumption of large-scale emigration trigger political hostility to immigrants. The outcome of the 2004 Referendum on Citizenship, which removed a constitutional right to Irish citizenship to the Irish-born children of immigrants, suggested that that nationalism still matters hugely and a latent tendency towards ethnic chauvinism amongst the host population. Yet, a decade after the 2004 Referendum it looked as if the old mono-ethnic sense conception of the Irish nation had been disrupted, at least a little bit.  相似文献

The goldmining project on Lihir Island in New Ireland Province, Papua New Guinea, has brought dramatic socio‐economic changes. In this matrilineal society, while women's economic contributions were substantial, their political status was not. Women's participation in decision‐making about the mine has been restricted, mainly because men have excluded them. The mining company established a women's section that has supported the development of women's organizations and a range of economic development projects. The women's organizations provide the context for new political roles for women but have experienced many setbacks that are common in such groups across Papua New Guinea. Through the Lihir experience in the first five years of the mine, this paper examines the tensions and divided loyalties that constrain women's organizations and often lead to the failure of income‐generating women's projects in Papua New Guinea.  相似文献

In order to accommodate the recent enlargements of the European Union (EU) there has been considerable changes to the operation of EU regional policy which means that Scotland along with other regions in the EU-15 will receive considerably less money from the Structural Funds in the future. This article discusses the extent to which the reduction in EU funding for economic development will impact on the Scottish economy. The issue is explored by considering the contribution, which Structural Funds have made in the past to economic development in Western Scotland, which has received the lion's share of the money allocated to Scotland. It is suggested that whilst the amount of economic development in Scotland will not be significantly reduced as a result of the decline in EU funds the types of projects and organizations receiving funding will alter because of changes made to the way in which the funds are administered in Scotland.  相似文献

A major aspect of Ireland's history is the continual problems of a sectarian nature, yet the issue of 'the troubles' gets scant consideration in the permanent exhibitions mounted in Northern Ireland's museums, and is only beginning to emerge in more temporary exhibitions and statements about museums. In addition, the belief that cultural heritage plays a significant part in conflict resolution in Northern Ireland has long been expressed in statements on education policy and local government programmes. However, the concept of using museums for exploring this history for a positive outcome has not, despite the scale of the political problem, been a high-profile issue in Northern Ireland's museums nor has it had a great deal of academic attention. This paper is a contribution to this gap. It assesses the role that Northern Ireland's museums play in the current political context. It evaluates the reasons why, since their foundation, museums in Northern Ireland have largely chosen to avoid controversial issues in their displays. It considers how attitudes are changing and how museum professionals are tentatively beginning to engage with political issues and enter into dialogue on subjects such as cultural and political identities in Northern Ireland.  相似文献

Since the beginning of the Northern Ireland conflict in the late 1960s, Irish nationalism has been identified as a prominent force in the political culture of the state. Recent studies have suggested, however, that the ‘Nationalist’ population has become increasingly content within the new political framework created by the peace process and the aspiration for Irish unity diminished. In placing the Northern Ireland situation within the theoretical framework of nationalism, this paper will analyse how these changing priorities have been possible. Through an analysis of Irish language study in Northern Ireland's schools, the paper will examine how the political ideals espoused by the nationalist Sinn Féin Party reflected the priorities of the ‘nationalist community’. It will be contended that the relationship between the ideology and ‘the people’ is much more complex than is often allowed for and that educational inequalities are a significant contributing factor to this.  相似文献

‘Friends and neighbours voting’, that is, the propensity of voters to support local candidates, is a characteristic of a number of contemporary democracies. The Republic of Ireland is one of the settings where this phenomenon has been explained and documented very comprehensively. In this paper, we study local candidate effects in the most recent Irish general election, held in 2011. We show that during this unusually volatile election, fought in the shadow of an EU/IMF ‘bailout’, ‘friends and neighbours voting’ persisted but was attenuated in comparison to what has been observed in the past. This was most pronounced in the case of the historically dominant party – Fianna Fáil – and (in a weaker form) for its all-time rival – Fine Gael. We describe the changing electoral strength of these two and other Irish parties in terms of fluctuating local candidate effects.  相似文献

Events such as Brexit and the Gilet Jaunes protests have highlighted the spatial nature of populism. In particular, there has been increasing political divergence between urban and rural areas, with rural areas apparently having lost faith in national governments. We investigate this divergence using data on over 125,000 EU citizens from the European Social Survey from 2008 to 2018. We show that people in rural areas have lower political trust than urban or peri-urban residents, with this difference clear for six different forms of political institutions, including politicians, political parties, and national parliaments. There has been divergence of political trust between urban and rural Europe since 2008, although this is primarily driven by Southern Europe. While these results can partly be explained by demographic differences between cities and the countryside, divergent economic experiences, differences in values, and perceptions that public services are less effective outside of urban areas, there is a residual ‘rural effect’ beyond this. We argue that the polarisation of urban-rural political trust has important implications for the functioning of European democracies.  相似文献

Rossport is a small, sparsely populated rural area in the west of Ireland. Over the past seven years, some of its residents have been engaged in a struggle against the building of a gas pipeline through their locality by multinational corporations, including Shell and Statoil. Their struggle has garnered opposition and support within Ireland and internationally. This paper takes the story of Rossport as the starting point for a broader discussion of epistemology within political geography. Drawing on the work of Walter Mignolo, in particular his ideas about ‘border thinking’ and the ‘decoloniality of knowledge’, it argues that Rossport offers the possibility for a redeployment of postcolonial thought within political geography.  相似文献

Abstract

Contested understandings about the past continue to reify the divided character of post-Troubles Northern Ireland. In particular, the unresolved legacies of the extension of English control over Ireland in the late sixteenth and early seventeenth centuries through warfare and plantation continue to structure daily lives in the province. Yet the archaeological record of this period complicates the accepted dichotomous narratives through highlighting complexity. These nuances, however, have been lost in recent decades as an overly simplistic model of colonizer versus colonized has emerged as the dominant political paradigm. The management and presentation of sites associated with the process of plantation can arguably create the space necessary to bridge the divide, and to challenge accepted understandings. Cross-community engagement in the process of archaeological discovery and interpretation on plantation-period sites in Northern Ireland highlights the critical role archaeology can play in peace and reconciliation in post-conflict societies.  相似文献

The decision of the UK to withdraw from the EU's political and legal structures can be understood as a form of regional dis-integration. This had the potential to revive territorial power politics and geo-economic rivalry within Europe. In particular, it implied a major change to the status quo on the island of Ireland, where the existing border had been rendered invisible, partly due to European integration.This paper analyses how the Irish government framed this as a threat and how it was able to set the agenda in the crucial phase 1 of the negotiations. It applies a content analysis and a qualitative framing analysis to study how the government framed issues of territory and power in its language on Brexit . It considers in particular how it enacts different discourses of liberal internationalism, nationalism and Europeanism with reference to the multi-scalar power dynamics of Brexit.The Irish reaction was not to echo the nationalism and populism reverberating throughout Europe. Rather it asserted its place as an EU member and aligned itself with EU discourse and interests to protect the all-Island socio-economic space. Its eventual proposal to keep Northern Ireland aligned with the EU customs union and single market was politically controversial. It stressed that this was not a national territorial claim but if anything a transnational territorial claim (‘claiming’ Northern Ireland as a part of the integrated pan-European space). However as the negotiations developed the dispute took on some of the forms of a classic territorial dispute. Within a year Irish-UK relations had been transformed.  相似文献
