ABSTRACT

Once considered a marginal side-story to the Fairbank-inspired narrative of an agrarian-centered, land-bound China, Chinese maritime history has received increasing attention in the United States as a research field in its own right. Through sustained engagement with trends in regional, comparative, military, and global histories, and dialogue with European and Asian academia, the efforts of several generations of scholars after Fairbank have slowly broken down his paradigm. Studies of maritime China are increasingly showing a broad, integrated maritime East Asian region comprising the seas and their littoral from the Sea of Japan to the Strait of Melaka. This article surveys the historiographical development of the field. It also highlights my work-in-progress on autonomous overseas Chinese polities along the Gulf of Siam littoral in mainland Southeast Asia during the eighteenth century as one possible future path for the study of maritime Chinese history.  相似文献

After a decade of relative neglect post‐Soviet Central Asia has become a foreign policy priority for the transatlantic community. Both the United States and Europe have engaged with the region in recent years in pursuit of new strategic interests, including maintaining military basing access in support of coalition operations in Afghanistan and securing the export of Central Asian oil and gas to the West. Despite this period of renewed engagement, however, the quality of democratic governance within the region remains poor, especially in comparison with other post‐communist regions that successfully completed their political transitions. In fact, the United States and the European Union have often tempered promoting their Central Asian democratization agendas in order to maintain access to these strategically important fixed assets. The transatlantic struggle to balance the pursuit of strategic interests and democratic values has been rendered more difficult by Russia's recent resurgence as a regional power. Backed by the Central Asian governments, Moscow has challenged the purpose and influence of western‐based international and non‐governmental organizations in the region, thereby further diminishing the transatlantic community's capacity to promote sustained democratic reforms.  相似文献

Japan and China's ability to manage their bilateral relationship is crucial for the stability of the East Asian region. It also has a global impact on the security and economic development of other regions. For just as China's rise has inevitably involved an expansion of its global reach, so Japan's responses to the challenges posed by China have increasingly taken a global form, seeking to incorporate new partners and frameworks outside East Asia. Japan's preferred response to China's regional and global rise in the post‐Cold War period has remained one of default engagement. Japan is intent on promoting China's external engagement with the East Asia region and its internal domestic reform, through upgrading extant bilateral and Japan–China–US trilateral frameworks for dialogue and cooperation, and by emphasizing the importance of economic power to influence China. Japan is deliberately seeking to proliferate regional frameworks for cooperation in East Asia in order to dilute, constrain and ultimately engage China's rising power. However, Japan's engagement strategy also contains the potential to tilt towards default containment. Japan's domestic political basis for engagement is becoming increasingly precarious as China's rise stimulates Japanese revisionism and nationalism. Japan also appears increasingly to be looking to contain China on a global scale by forging new strategic links in Russia and Central Asia, with a ‘concert of democracies’ involving India, Australia and the US, by competing for resources with China in Africa and the Middle East, and by attempting to articulate a values‐based diplomacy to check the so‐called ‘Beijing consensus’. Nevertheless, Japan's perceived inability to channel China's rise either through regional engagement or through global containment carries a further risk of pushing Japan to resort to the strengthening of its military power in an attempt to guarantee its essential national interests. It is in this instance that Japan and China run the danger of a military collision.  相似文献

The growing influence of neoliberal approaches to environmental governance has significantly increased the involvement of industry non-state actors in international and national climate governance. However, the implications of this neoliberalisation and hybridisation of climate governance, and particularly state–industry relations during these processes, remain under-integrated with wider geographical debates on the scalar and network politics of environmental governance. In this paper, we probe these issues by examining the regulatory and territorial logics underpinning the negotiation and implementation of the European Union emissions trading scheme (EU ETS). We argue that overlapping interpretations of the regulatory logic of emissions trading (as a cost-effective means of meeting climate objectives) by EU, state and industry actors provided the driving force for the creation of a Europeanised climate governance space and the consolidation of the EU's governing authority in respect of the formal rule-making elements of the EU ETS. However, alliances between state and industry actors, based around intersecting interpretations of their territorial interests in relation to emissions trading, strongly influenced the scheme's design. Moreover, speculative behaviour within the EU ETS market indicates the continued ability of market networks to disrupt territorially-based climate governance regimes. We argue that critical exploration of the territorial logics and practices of EU emissions trading from regime creation to operation provides new insights into the emerging spatial politics of neoliberal environmental governance and its implications for climate protection.  相似文献

The eastward enlargement of the European Union may well be the biggest challenge in the history of European integration. It is, however, accompanied by profound internal and external crises highlighted by the EU's difficulties in coping with the effects of economic globalization, of which the most obvious are high unemployment and a growing scepticism with regard to integration. This article argues that the solutions to both these challenges are deeply interconnected: while enlargement is a strategic necessity in its own right, it is also the only factor galvanizing EU member states into action for the reforms which are inevitable if the integration project is to be kept afloat.
As the new democracies of central and eastern Europe prepare for EU membership and the EU prepares for enlargement, Poland and Germany can reflect on the past eight years of a historically unprecedented improvement in their relationship. Bringing Poland into the EU (as well as into NATO) has become a key item in the Polish-German 'community of interest'.  相似文献

Australia in 2006 reaffirmed its close relationship with the United States while deepening engagement with other major power partners, with further agreements concluded with China, cooperation extended with Japan, and the profile of ties with India enhanced. Australia continued to navigate through the sometimes sensitive relations among the major powers, amid additional pressures arising from North Korea's nuclear test. Tensions with Indonesia were followed by a new security agreement, though increased confidence was needed in the relationship at both official and public levels. Internal disorder in several southwest Pacific states challenged Australia's capacities to provide effective short and medium term responses. Involvements in Afghanistan and Iraq continued, with the latter situation particularly problematic. Growing demand for energy in the Asia–Pacific region directed further attention towards Australia's uranium resources, as climate change issues assumed a higher profile in domestic debate and multilateral activities.  相似文献

This article examines how, in a global strategic context presided by the rise of Asia and the US rebalance towards that region, Europeans are contributing to transatlantic burden‐sharing—whether individually or through the EU/NATO. As Asian powers reach westward and the US shifts its strategic priorities eastward, classical geostrategic delimitations become gradually tenuous. Particularly important are the ‘middle spaces’ of the Indian Ocean, central Asia and the Arctic, in that they constitute the main avenues of communication between the Asia–Pacific and the European neighbourhood. The article seeks to understand how evolving geostrategic dynamics in Europe, the ‘middle spaces’ and the Asia–Pacific relate to each other, and how they might impinge on discussions on transatlantic burden‐sharing. It is argued that the ability of Europeans to contribute to a more equitable transatlantic burden‐sharing revolves around two main tenets. First, by engaging in the ‘middle spaces’, Europe's key powers and institutions are helping to underpin a balance of power in these regions. Second, by stepping up their diplomatic and economic role in the Asia–Pacific, strengthening their security ties to (US) regional allies and maintaining an EU‐wide arms embargo on China, Europeans are broadly complementing US efforts in that key region. There are a number of factors that stand in the way of a meaningful European engagement in the ‘middle spaces’ and the Asia–Pacific, including divergent security priorities among Europeans, the impact of budgetary austerity on European defence capabilities and a tendency to confine foreign policy to the immediate neighbourhood. The article discusses the implications of those obstacles and outlines some ways in which they might be overcome.  相似文献

The European Union has become an increasingly central player in international environmental politics. Its role, especially as a protagonist to the United States, has been highlighted by the way in which it successfully led the campaign for ratification of the Kyoto Protocol. The 2005 UK presidency has made climate change one of its twin priorities along with African development, and it is with this in mind that the article discusses the way in which the Union can be considered an international environmental actor in its own right and the various contributions that it makes to global environmental governance. While the EU is well known as a trade actor the complexities of its role as an environmental actor, operating under shared competence between the member states and the Community, are less well understood. Despite the inherent difficulties it has been surprisingly effective, although in areas such as climate change there is a need for strong presidential leadership.
The EU's most evident field of activity has concerned the many multilateral environmental agreements in which it has come to play a leading role. However, this does not exhaust its contribution to global environmental governance that extends to the dissemination of norms and the incorporation of partners in its accession and neighbourhood policies. Sustainable development is also a key area of internal and external Union endeavour at the WTO and elsewhere, although there are continuing contradictions arising from its agricultural and fisheries policies. Finally, the Union's credibility will rest upon its ability to implement its environmental commitments and this is nowhere more evident than in its new emissions trading system. This is the centrepiece of the EU's commitment to the Kyoto Protocol and it is the need to co-ordinate the Union's diplomacy in the extension of the climate change regime, to include the United States and the developing countries, that the UK presidency must address.  相似文献

This article offers an analysis of the EU's engagement in Georgia as a standpoint from which to assess the EU's role as a conflict manager. The article begins with a brief narrative account of the development of EU—Georgia relations in the context of the country's two unresolved conflicts over Abkhazia and South Ossetia. It then proceeds to the analysis of two sets of factors—those within, and those external to, the EU—that are crucial for understanding the nature and impact of EU efforts to manage the two Georgian conflicts. On the basis of this case-study analysis, the authors offer a wider analysis of the EU's potential for assuming a wider role as an international security actor. This is undertaken by considering both the limitations of the EU's existing capabilities for conflict resolution and the new developments contained within the Lisbon Treaty. The final part of the article asserts that the EU has suffered from two key weaknesses that have prevented it from living up to its aspirations of becoming a globally significant and effective conflict manager. The first is structural—the lack of, to date, a permanent External Action Service; the second is conceptual—the lack of a coherent and comprehensive conflict management strategy. The article concludes with five substantive principles that should guide the EU's approach to conflict management.  相似文献

East Asia has led the world in economic growth and export expansion in recent decades. The phenomenal rate of economic growth among the so‐called “four little tigers”—Hong Kong, Singapore, South Korea, and Taiwan—enabled them to achieve newly industrializing country (NIC) status in the 1980s, followed by Indonesia, Malaysia, and Thailand. Earlier studies explained the development from the government‐led development paradigm, or the so‐called the statist approach. Scholars also argue that foreign direct investment (FDI) played an important role in the economic development, thanks to technology transfers. Kojima and Ozawa and later Kohama, however, argue that Japanese FDI help East Asian economies while U.S. FDI do not because Japanese technology transfer practices are appropriate for East Asian countries but not the United States'. Thus, we revisit the issue of East Asian economic development and test the economic effects of FDI from the United States and Japan. Using a Barro‐type growth model, we test the effects of FDI from the United States and Japan on economic growth in East Asian NICs. We find that FDI from both the United States and Japan helped economic growth in the “four little tigers,” but not in Indonesia, Malaysia, and Thailand.  相似文献

Japanese foreign policy is at a crossroads. A global power transition is under way; while the United States remains the leading global power, across the globe non‐western developing states are on the rise. Within Asia, China is a growing presence, wielding expansive claims on islands and maritime rights, and embarking on a defence buildup. As power shifts across Asia and the wider world, the terms of leadership and global governance have become more uncertain. Japan now finds itself asking basic questions about its own identity and strategic goals as a Great Power. Within this changing context, there are three foreign policy approaches available to Japan: (1) a classical realist line of working closely with the US in meeting China's rise and optimizing deep US engagement with China by pursuing a diplomacy focused on counterbalancing and hedging; (2) a transformative pragmatist line of rejuvenating itself through Abenomics and repositioning itself in East Asia; and (3) a liberal international line of pursuing a common agenda of enhancing global liberal‐oriented norms and rules through multilateral institutions along with the United States and the Asia–Pacific countries. Current Japanese foreign policy contains a mix of all three approaches. The article argues that a greater focus on the second and the third lines would enhance the current approach; it would ensure that Japan is more in harmony with the global environment and help it work positively for global and regional stability and prosperity, thus enabling Japan to pursue an ‘honorable place in the world’ (as stated in the preamble to its constitution).  相似文献

Abstract

Recent, dramatic spatial development trends have contributed to the consolidation of a unique territorial governance landscape in the Baltic States. The paper examines the transformation of this evolving institutional landscape for planning practice and knowledge, which has been marked by the disintegration of Soviet institutions and networks, the transition to a market-based economy and the process of accession to the EU. It explores the evolution of territorial knowledge channels in the Baltic States, and the extent and nature of the engagement of actors' communities with the main knowledge arenas and resources of European spatial planning (ESP). The paper concludes that recent shifts in the evolution of these channels suggest the engagement of ESP has concentrated among epistemic communities at State and trans-national levels of territorial governance. The limited policy coordination across a broader spectrum of diverse actors is compounded by institutionally weak and fragmented professional communities of practice, fragmented government structures and marginalized advocacy coalitions.  相似文献

This special issue of International Affairs seeks to stimulate more debate and interest in Britain on North Africa. This relatively neglected area of British foreign policy has largely been funneled through the European Union (EU), where the focus of policy has been on preventive security, above all policing against illegal migration and the spread of radicalism and terrorism. The main driver for regional change and potential insecurity is now demographic, evident in the high levels of youth unemployment across North Africa. In facing the challenge of leadership successions over the next decade, it is in the interest of the EU, and in turn, Britain, to engage more closely with North Africa's younger generations to ensure the region's longer term security and stability. Britain has few strong bilateral links with North African societies, however, with the exception of private sector investments in the energy sector and security cooperation. New investment opportunities and a demand for English language and other forms of training for employment could put Britain at an advantage in responding to North African demands for diversified international relationships. A greater focus is also needed on local development opportunities to assist new actors to assume their own economic and political roles, as a better means of delivering security and jobs than relying on central states to deliver both. The articles in this special issue offer new insights into developments in the region, as well as analyses of European and American policy responses to the challenges identified. A common theme is that the region has been held back by a combined lack of institutional safeguards and political participation, with negative impacts on the spread of the economic benefits of higher growth rates and investment. Authoritarian leaderships have proved reliable partners for the EU and Britain in the past, but will they continue to do so in future?  相似文献

In May 2004, the European Union acquired not just ten new member states but several new neighbours. At about the same time, it began to flesh out a European Neighbourhood Policy (ENP) to bring some order to the EU's relations with its old and new neighbours and to ensure that the newly enlarged EU would be surrounded by a 'ring of friends'. The ENP is also supposed to stave off further enlargement to eastern Europe. However, several problems with the ENP are evident. It requires much of the neighbours and offers only vague incentives in return, making it unlikely that the ENP can meet its core objectives. Furthermore, the ENP is ambiguous about where the EU's borders will end, and it is already apparent that such ambiguity is not helping to foster reform in eastern Europe. Either the EU should say 'no' to further enlargement, so the ENP becomes the framework for relations with the neighbour for the foreseeable future, or it should say 'yes' to eventually letting in a specified number of neighbours which then move out of the ENP.  相似文献

The European Union (EU) spreads its norms and extends its power in various parts of the world in a truly imperial fashion. This is because the EU tries to impose domestic constraints on other actors through various forms of economic and political domination or even formal annexations. This effort has proved most successful in the EU's immediate neighbourhood where the Union has enormous political and economic leverage and where there has been a strong and ever‐growing convergence of norms and values. However, in the global arena where actors do not share European norms and the EU has limited power, the results are limited. Consequently, it is not only Europe's ethical agenda that is in limbo; some basic social preferences across the EU seem also to be unsustainable. Can Europe maintain, let alone enhance, its environmental, labour or food safety norms without forcing global competitors to embrace them? The challenge lies not only in enhancing Europe's global power, but also primarily in exporting rules and norms for which there is more demand among existing and emerging global players. This means that Europe should engage in a dialogue that will help it to establish commonly shared rules of morality and global governance. Only then can Europe's exercise of power be seen as legitimate. It also means that Europe should try to become a ‘model power’ rather than a ‘superpower’, to use David Miliband's expression. The latter approach would imply the creation of a strong European centre able to impose economic pains on uncooperative actors. The former would imply showing other actors that European norms can also work for them and providing economic incentives for adopting these norms. To be successful in today's world, Europe needs to export its governance to other countries, but it can do it in a modest and novel way that will not provoke accusations of ‘regulatory imperialism’.  相似文献

In late 1994 and 1995, senior figures on both sides of the Atlantic advocated a transatlantic free trade area: in December 1995 the EU and the United States signed the New transatlantic agenda and the Joint EU–US action plan in Madrid; in March 1998, the European Commission proposed 'a new transatlantic marketplace', which was vetoed by France in the following month; and in September 1998 the Commission offered its latest plan–the Draft action plan for transatlantic economic partnership . This article examines the political and economic case for new institutions, drawing on the arguments the Commission used to support its proposal for a new transatlantic marketplace. These arguments are found to be unpersuasive. For an EU stance in trade policy matters to be improved by a French veto may be unprecedented. That is what has happened, however. The French veto actually led to the Draft action plan which provides transatlantic trade relations with a better framework than the proposal for a new transatlantic marketplace could possibly have done.  相似文献

ABSTRACT

This article examines the development of Australia’s relationship with the European Union (EU) by focusing on drivers and obstacles. Underlying the relationship are the burden of memory and common interests and values. It argues that, although the past still resonates, the changes to the range and depth of interests and values have resulted in a more fruitful engagement. It suggests that a history of a negatively framed context of engagement, characterised by Australian critiques of the EU and, in turn, by EU neglect of the relationship, has contributed to distance between the two interlocutors. It is only in recent years that this distance has been bridged and perceptions have changed. Australia has chosen partnerships with the EU that enhance its economic and political choices. Links with a long-term partner, the UK, are being recast as Brexit presents a new challenge at a time of Australia’s stronger engagement with the EU through a key agreement and trade talks. Finally, the article argues that Australia and the EU are critical friends.  相似文献

Both Canada and the United States have “pivoted” toward Asia in their foreign policy over the past decade, although emphases in those pivots differed between the two countries. The former focuses on an economic pivot initially, the latter on a security one. What factors explain these shifts? What was the magnitude of policy change by both? Utilizing some important theoretical works by Charles Hermann, we discuss the factors that appear to have brought about this policy change toward Asia, outline the actions and activities that both countries have initiated toward Asia in the past decade to illustrate the type and magnitude of policy change that has occurred, and compare some areas of political, economic, and military similarities between Canada and the United States toward this region. Finally, we assess the likely future of these pivots to Asia in light of the change in political leadership within both nations.  相似文献

Since the late 1980s there has been a diversification of European migratory flows. States, which remain the key actors in migration policies despite growing European harmonisation, have responded to these complex patterns and contradictory pressures by diversifying migrant categories and statuses. The heterogeneity of migrant statuses, especially the growth in the number of those on temporary statuses and the undocumented, challenges the thesis of a post national citizenship as having been achieved in relation to non European Union or third country migrants in the European Union. The recent proposals to extend mobility and socio-economic rights to third country nationals in the EU will only apply to long-term residents with evidence of adequate resources. The inability to confront the contradictions and tensions between economic needs and political closure will lead to more repressive conditions for undocumented migrants and reinforced border controls, especially in the light of the electoral success of Far Right parties and widespread anti-immigrant attitudes in a number of European Union states.  相似文献
