Almost a century of systematic anthropological research on pastoral nomads has produced significant data and theory for understanding these mobile societies. Substantially less attention has been devoted to complex sociopolitical organization among pastoral nomadic groups and, in particular, to the large-scale polities referred to as nomadic confederations, states, or sometimes empires. This article reviews established ideas for how and why complex organization emerged among nomadic groups and then considers these ideas in the context of recent archaeological theory on statehood and new material evidence for pastoral nomadic prehistory. Revised conceptions of both the state and the nomad suggest that pastoral nomadic polities represent alternative forms of complex organization that were different from classic Old World states but still quite complex in unexpected ways. These organizational differences resulted from the mobile and flexible politics practiced among herding peoples and gave rise to regional polities based on spatial networking, distributed authority, and innovations in transport and exchange.  相似文献

“殖边督办”作为一级行政机构,是中国近代政治制度史上一个不大却又不能缺少的组成部分,也是研究近代云南地方史、云南民族政治制度史不可忽视的一个问题。本文从民国初年云南地方行政制度的变化及边政建设的推行、殖边督办公署的建立、组织机构、治边措施及其历史作用等四个方面对这一问题进行了论述。认为该行政机构在捍卫国家主权、保卫国土、巩固和开发边疆等方面发挥了积极的作用。并为云南边疆“改土归流”的最终完成奠定了物质和文化基础,推动了边疆与内地政治体制一体化的进程。  相似文献

The present contribution examines feasting practices at Huambacho (800–200 cal. B.C.), an Early Horizon elite center of the Nepeña Valley, Department of Ancash, Peru. Feasts are approached as long-term strategies essential to the political economy of human societies. Drawing upon data from public architecture, material culture and food remains, the study closely considers feasts as political actions and investigates the organization and social meaning of these special events. At Huambacho, I contend that the diacritical aspects of feasting practices, such as the use of exclusive spaces and special paraphernalia, contributed to the dual celebration of communal identity and prosperity, and the creation and reproduction of social inequalities. The research highlights the dual centripetal and centrifugal dynamics of Early Horizon feasts and demonstrates the role of the Huambacho center in advertising the success of the local community based on new forms of production and innovative rules of commensal hospitality.  相似文献

Abstract

In the northern Maya lowlands the transition from the Late Preclassic to the Early Classic is poorly understood. Despite the knowledge that ceramic traditions underwent drastic changes, the timing of these changes is difficult to place in absolute terms. Many of the chronological problems stem from an over-reliance on the dates ascribed to this transition by earlier scholars. We evaluate the cultural historical frameworks of the Preclassic and Early Classic periods in the northern lowlands, which have remained surprisingly static since their creation over 50 years ago. Using data from excavations and regional settlement surveys, we explore the possibility of how changes in settlement patterns, monumental architecture, and ceramics contribute to debates about concepts such as the Terminal Preclassic and Protoclassic and our broader understanding of the social and political transformations that occurred at this transition. We propose that five ceramic spheres emerged in the northern lowlands during the Terminal Preclassic (75 B.C.–A.D. 400). The increased ceramic heterogeneity correlates with the emergence of more hierarchical political structures. We use two research areas, Yaxuná and the Yalahau region, to explore the implications of a Preclassic Maya collapse, as well as architectural data combined with ceramic data to shed light on the variability of sociopolitical organization at the end of the Preclassic.  相似文献

Malay texts, Philippine oral traditions, Chinese tributary records and geographies, early Spanish writings, and archaeological evidence from Philippine sites present divergent views of political structures and political economies in Philippine chiefdoms of the late first millennium to midsecond millennium A.D. While some sources claim a political landscape dominated by a few large-scale, highly centralized polities almost wholly supported through foreign trade, others suggest the presence of more heterogeneous and politically segmented configurations of varying scale and complexity and with eclectic economic bases. These disparate narratives are evaluated in terms of methodological biases, their cultural context, and the historical circumstances of their production.  相似文献

In our politico-philosophical bestiary, no monster has historically been more prominent than the Leviathan, the whale of the Book of Job, transformed by Hobbes, which has long been ubiquitous as a metaphor or as a signifier in all intellectual traditions touching upon the political. Like the state itself, we argue, the Leviathan has played an outsized role in the way we theorize and imagine relations of sovereignty in the world. This essay seeks to add a new hermeneutical creature to the bestiary: the Kraken. Said to be huge and to lurk in Norway's icy waters, the Kraken first emerged in the accounts of natural philosophers in the eighteenth century, at the very moment when political economy was becoming the premier science of governance in Europe. Leviathan is an emblem of a kind of state that no longer exists and has never existed, and it remains our most potent emblem of the state's reification, a relentlessly compelling figure that has long blinded historians to alternate sovereignties within, across, and outside the physical territories of states. From stateless financial capital to multinational corporations acting like states on the world stage, such forms of sovereignty are an essential feature of the global politics we are now living. These forms are not new, nor is their emblem: the Kraken.  相似文献

The discovery of the royal tombs at Sipán in 1987 propelled Moche archaeology to the forefront of Andean studies. In the last decade, the study of Moche political organization and ideology through public architecture, cultural remains, funerary patterns, and iconography has forced the revision of previous conceptions about Moche state formation, urbanism, and the functioning of this complex society. Major advances in iconography, internal organization of urban centers, temples and domestic architecture, craft production, and mortuary patterns are embedded in a new chronology that supports a longer development and a more gradual collapse. The recognition of Moche as the first state in South America is still valid, but its monolithic character is rejected in favor of several autonomous polities. The number and size of potential Moche states are currently debated, as is the role of warfare and ideology in Moche state formation.  相似文献

During the Late Intermediate period (LIP, c. A.D. 1000–1400), the central Andes experienced the decline of the Wari and Tiwanaku states, as well as processes of state formation, regional population growth, and competition culminating in the imperial expansion of the Chimú and Inka polities. The LIP holds the potential to link the archaeological features of early Andean states with the material signatures of the later ones, providing a critical means of contextualizing the intergenerational continuities and breaks in state structures and imperial strategies. The recent proliferation of LIP research and the completion of a number of regional studies permit the overview of six LIP regions and the comparison of highland and lowland patterns of political and economic organization, social complexity, and group identity.  相似文献

This article tests a model for the political economy of the Wari Empire (AD 600–1000) of Peru. This model divides the empire into core and periphery zones. In the core, Wari political economy was organized to extract surplus agricultural production to feed the capital. In the periphery, the Wari strove to extract prestige goods. We suggest that there is a strong relationship between where the empire chose to locate its centers in the periphery and the political complexity of the local population in which the center was placed. We argue that in areas of low political organization sites should be located near the geographic center of a population. These sites will tend to function as local administrative centers geared toward the organization and exploitation of the area's wealth potential. In areas with more complex political organization sites should be located on the margins of a population. These sites should have functioned as gateway centers controlling, or at least profiting from, interregional exchange. Our model was systematically tested through the use of Geographic Information Systems (GIS). The results suggest that much of the variability found in Wari site placement in the periphery can be explained by differences in local sociopolitical complexity.  相似文献

The first part of this paper provides some insights into the problematic nature of the genre “history of ancient Israel”, both in terms of historiography and of historical epistemology. It is argued that the concept “history of ancient Israel” is essentially valid within a particular modern theological or biblical historiographical context. As such, this history of ancient Israel may indeed progress and generate new understandings but is nonetheless seriously limited by its main concern with “biblical Israel”. It is also proposed that in order to overcome these thematic and epistemological historical limitations, a wider history of ancient Palestine or the Southern Levant should be envisioned, into which to understand the epigraphic and archaeological realia of the kingdoms of Israel and Judah, together with other contemporary polities in the region, and the later development of biblical traditions and texts. The second part of the paper addresses questions of ethnogenesis, socio-political organization and identity in the light of the previous discussion, setting the stage for an alternative history of Israel and other historical realities in ancient Palestine.  相似文献

The organization for Security and Cooperation in Europe's international election observation missions (OSCE IEOMs) have fuelled a new political competition in the post-Soviet space. Even if previously largely ignored, OSCE evaluations have highlighted diff erences in political values between the West and several post-Soviet republics. Recently, however, they have gained political, and even strategic, importance in the region by contributing to political change in Georgia, Ukraine and Kyrgyzstan. IEOMs have also provoked resistance from several post-Soviet governments. This has taken several forms, including contesting the apparent western terms of democratization and the creation of alternative rules and practices for democratization and election observation. These challenges risk corrupting the whole practice of IEOMs, and the OSCE has sought to respond. IEOMs have also contributed to changes in Russian foreign policy, including its policy towards the OSCE. In addition, attitudes towards IEOMs within some post-Soviet governments are adding to evidence of a deepening divide between non-democratizing polities and the West.  相似文献

Previously, the Chimú empire was thought to have dominated the north coast of Peru during the Late Intermediate period, virtually to the exclusion of other polities. However, new research on sites from this period has not only changed perspectives on the Chimú, but also shed light on two other important coastal polities: the Lambayeque/Sicán and the Casma, providing insights with the potential to reshape our understanding of the development of urbanism and the Andean state. This article presents a critical summary of recent literature, fieldwork, and discoveries. Analyses of these new data address a wide range of topics that can be loosely grouped into four major areas: complexity in political organization and the geopolitical landscape, variations in the urban environment, the intensification of trade and exchange, and dynamic expressions of religion and ideology. The latest interpretation of the north coast Late Intermediate period is a story of three major, competing polities that were eventually subsumed under one.  相似文献

This article draws on archaeological data from Late Bronze Age (LBA, ca. 1550–1150 BC) fortress, shrine, cemetery, and residential sites in Armenia to challenge long-held assumptions about the potential for mobile-pastoral groups to develop and sustain complex polities. The past two decades of research by Project ArAGATS (the Armenian–American collaboration for the Archaeology and Geography of Ancient Transcaucasian Societies) has demonstrated that LBA sovereignty emerged not through the sociopolitical coalescence of settled farming villages, but through the actions of hierarchically organized, mobile pastoralists. Post-processual archaeology helped focus discussions of ancient political life on the contingent nature of authority and the processes through which competing factions and stakeholders achieve political association. However, centuries of interpretive marginalization of nomadic peoples combined with deterministic notions regarding subsistence and settlement practices of mobile pastoralists have, until recently, hindered a broader anthropological consideration of the potential pathways to sovereignty available to more mobile societies. Drawing on a range of datasets from LBA fortresses, shrines, cemeteries, and ephemeral residential complexes, our study examines the essential factors contributing to the emergence and maintenance of complex polities among mobile pastoralists in the southern Caucasus, societies that were intimately associated—politically, economically, and ritually—with hill-top fortresses. This study of political association in LBA Armenia sheds light on the internal politics of nomadic communities and offers a unique opportunity to bring the South Caucasus into the comparitive study of ancient complex polities.  相似文献

The thirteenth century in France saw the initiation of a series of reforms intended to define, identify and root out corruption in government. The principal architect of the campaign was King Louis IX (1226–70), ably supported by a coterie of special officials. Inspired in part by his desire to purify his kingdom in the long preparation for the crusade of 1270, he also drew on longstanding precedents in French administrative history. The campaign on the whole was quite successful. What is also remarkable is that, generated partly from the unique circumstances of individual polities and partly from circumstances, like crusading fervour, which were widely shared, other anti-corruption campaigns were mounted, also with some success. The slogans and practices of anti-corruption campaigns came to be identified intimately with good government, indeed, with the very right to exercise political authority and power. The thirteenth century thus appears to be a foundational moment in the constitution of the ideology and practices of the state.  相似文献

ABSTRACT

Free versus unfree was a fundamental axis of differentiation in ancient Near Eastern societies. Liberty was conceptualized as the power to govern oneself, free from another's domination, thus free to participate in constituting political authority. More concretely, the subject of the state was by definition free, this being the condition of obliging him for duty. Thus the relation between people and polity was predicated on liberty, not servitude as commonly supposed of an area still shackled to the Western ideology of Oriental despotism. I argue that liberty was an operative principle in the organization of ancient Near Eastern polities, basing the case on sources from the Late Bronze Age. The first section sets forth general propositions, and the second puts them in ancient Near Eastern terms. The third and fourth sections examine documents from Ugarit and Emar, two polities under Hittite suzerainty, that illustrate how these principles operated in the lives of individuals. The fifth section examines how they were articulated at the scale of communities, through the lens of the poet(s) who composed the Hurro-Hittite ‘Song of Liberation'. The conclusion draws together the ideas of liberty, bondage and liberation these sources disclose, ideas that remained productive in later ages.  相似文献

This article assesses residential architecture at the site of Yayno, Pomabamba, north central highlands of Peru. Mapping and sampling excavations show the primary occupation of the site dates to cal AD 400–800, by groups of the Recuay tradition. The results are described in relation to three forms of local dwellings. Considerable variability characterizes their size, construction quality and contents, although the present evidence suggests their inhabitants were largely coeval and used similar material culture. Also, some of the circular and quadrangular compounds are of monumental character. The imagery of Recuay artworks allows further understanding of the compounds, specifically as mimetic forms of chiefs, both representational and metaphorical. The research concludes that the development of chiefly political centers in the high Andes coincided with strong internal differentiation at the community level, and that Recuay elite practices and monumentalism emerged out of local corporate traditions.  相似文献
