In the late 1810s, Jeremy Bentham wrote a set of texts entitled Not Paul, But Jesus, arguing against the religious authority of St. Paul, and the principle of asceticism he propagated. This paper argues that Bentham’s critique of the principle of asceticism was not only or primarily a religious one, but a political one. Bentham objected to the principle of asceticism because it could be used to provide practical and ideological support for tyranny. The principle of asceticism, as a principle which repudiated common pleasures, provided a ‘cloak’ for tyranny, in giving rulers a reason to establish laws which penetrated further into the everyday activities of men and women (than would have been justified under the principle of utility), and so enabled them to increase their power over their subjects. The principle of asceticism also enabled rulers to create the conditions of fear and social isolation, which encouraged obedience to their laws. The Not Paul texts and related writings can be read as an extended argument against the principle of asceticism as a political principle, and as a defence of common pleasures.  相似文献

Canada’s Buxton Settlement National Historic Site is a striking illustration of the multi‐faceted conservation of a cultural landscape, from federal designation through to local action. Buxton is designated as a ‘continuing landscape’ distinguished by its establishment in 1849 as a 9,000 acre (3,600 ha) 1 [1] Imperial measures are given first in reference to the historic resource because the measurements are historically significant. terminus for black fugitives travelling north along the so‐called Underground Railroad, escaping the tyranny of slavery in the USA. A social experiment, in the form of a block farming settlement, waited for them at the end of their journeys. Over the intervening years inevitable shifts in agricultural practice and property ownership have transformed this rather ordinary but strongly evocative heritage resource. This is a case common to many other significant cultural landscapes—the management of the inevitable evolution that comes with a landscape that continues. This agricultural landscape confronts many of the challenges that are the focus of heritage studies today: how to give local people a voice while coordinating conservation across multiple scales of government policy.  相似文献

Abstract

This study argues that Aquinas’ account of tyranny grants citizens a surprisingly wide ambit for resistance to tyrants but that such actions demand a tall order for even the most virtuous citizens: knowledge of the hierarchy of ends in politics and the prudence to apply it under the pressure of a tyrannical government. We consider sections of the Summa Theologiae and De Regno, Aquinas’ most sustained discussion of tyranny, to demonstrate the theoretical illumination that the former provides of the latter. De Regno, we argue, presents a negative teaching of the best regime and citizen, one in which citizens are shown the need for their own virtue in discerning the roots of tyranny and their remedy. With the Summa, we show how such prudential decisions fit within the orders of charity and piety: the citizen must come to see love of country as intrinsically ordered to love of family and God. Ultimately, Aquinas’ resistance theory rests on a hierarchy of ends for civil government that orders both ruler and citizen to God.  相似文献

ABSTRACT

The role of resistance in the politics of modern representative democracies is historically contested, and remains far from clear. This article seeks to explore historical thinking on this subject through a discussion of what Benjamin Constant and Alexis de Tocqueville had to say about resistance and its relationship to ‘representative government’ and democracy. Neither thinker is usually seen as a significant contributor to ‘resistance theory’ as this category is conventionally understood. But, in addition to their more familiar preoccupations with securing limitations on the exercise of political authority and averting majority tyranny, both thinkers wrote extensively on the nature and meanings of resistance in ‘representative governments’ or democratic societies. Both thinkers are examined in the context of revolutionary and Napoleonic discussions about the legitimacy of resistance or ‘right to resist’ oppression, and against eighteenth-century discussions of the ‘spirit of resistance’ since Montesquieu. The article notes conceptual distinctions between resistance, revolution and insurrection in the period, and addresses the broader question of the extent to which early nineteenth-century French liberals sought to ‘institutionalise’ principles of resistance within modern constitutional frameworks.  相似文献

This article presents an analysis of the political thought of Lord Hugh Cecil. It argues that in order to understand Cecil's thought it is necessary to emphasize the role of the constitution in his thinking. There are three reasons for this. First, his opposition to Chamberlain's tariff reform campaign was rooted in a view of the detrimental effects the policy would have on politics, evidence for which Cecil saw in the tactics used by the tariff reformers. Second, because his opposition to the Parliament Bill and to the home rule proposals, which lay behind the removal of the house of lords' veto, was similarly rooted in what he saw as the unconstitutional nature of these measures. Third, because Cecil was an active proponent of constitutional reforms that were designed to ensure that the second chamber could still exercise a restraining influence on government and so stand up for the interests of what he saw as the moderate majority of the people.  相似文献

This article argues critically that the consequences of a binary system of gender norms is experienced as a kind of gender tyranny both for those who transgress gender in their daily lives, but also for those whose lives are lived within such constraints. Feminist geographers and urban theorists have argued that space is gendered and that gendering has profound consequences for women. This article extends this analysis and shows how rigid categorizations of gender fail to include the intersexed and transgendered populations, a small and highly marginalized segment of the wider population. This article uses autoethnographic methods to illustrate the ways that those who transgress gender norms experience a tyranny of gender that shapes nearly every aspect of their public and private lives. The nature of these consequences is explored using citations from the transgender and queer literature as well as the lived experience of this tyranny by the author in a continuum of public to private spaces, including: parking lots, public restrooms, shopping malls, the workplace and the home.  相似文献

A great deal of research in the 1990s was devoted to exploring the consequences of the ceding of greater agenda control to the majority leadership in the House during the era of Democratic control. The intent of this article is to build on that earlier work to discuss the continuing consequences of strengthened parties for decision making from the 1990s onward. Specifically, we find that as the parties became increasingly homogenous over time, partisan conflict over special rules votes grew as well. After the 1970s reforms, with the Democratic majority more homogeneous and the leadership having more influence over committees, the content of legislation coming out of committees became steadily more satisfactory to the majority (and less so to the minority) over time. These expectations did not change with the advent of a Republican majority, and the subsequent results did not change either. The Gingrich and Hastert speakerships continued the trend of increasing levels of partisanship on rules votes and majority control of satisfactory committee outcomes. We also find that a switch back to Democratic control in 2006, did not lead to lower levels of partisanship. The data suggest that Democrats were just as successful, if not more so, in using rules to control the legislative agenda during the 110th Congress as the Republicans were in the 109th.  相似文献

ABSTRACT

This essay charts Milton’s engagement in Samson Agonistes with Greek political thought as critiqued in Athenian tragic drama, particularly that of Euripides. In early modern Europe, Euripides’ plays were not only understood to denounce tyranny but also to remain rigorously sceptical about the workings of Athenian democracy (in itself a highly limited kind of representational politics). Milton knew well the commentary tradition that framed Euripidean tragedy in such terms, and found a corollary to his own political views within it, most notably in the writings of Gasparus Stiblinus whose prefaces are included in the 1602 Stephanus edition of the playwright’s works, which he used heavily. Stiblinus shows how Euripides relentlessly scrutinizes corruption, which his tragedies reveal to be not only characteristic of tyrants but also to pervade democratic systems. Milton’s allusions to Euripidean tragic form in Samson Agonistes evoke these commentaries to denounce political corruption.  相似文献

Dwight Lyman Moody (1837–1899) established the blueprint for modern evangelical revivalism. He targeted a broad audience and so avoided contentious points of theology and local political issues. The result was that how Moody was interpreted by those who heard him is often more revealing than the content of his addresses. Moody's three evangelistic campaigns in southern Ireland (1874, 1882–1883, 1892) offer a suggestive case study of how his brand of modern revivalism was accepted and challenged in a particular context. His first tour was significant because it was the first time he had worked in a location with a Catholic majority; his second and third missions took place against a background of political unrest associated with the growing demand for Irish “Home Rule”. This article examines the effect of Moody's brand of modern revivalism on unity amongst southern Ireland's protestant minority. It also investigates the impact of Moody's missions on Catholic Ireland, and the extent to which he was able to transcend religio-political divisions. It demonstrates that Moody promoted evangelical unity yet generated friendly criticism as well as opposition from Protestants, and that the efforts to convert Catholic Ireland that he stimulated provoked a variety of responses that ranged from tolerance to outright hostility.  相似文献

The early paragraphs of John Locke’s Second Treatise of Government (1690) describe a poetic idyll of property acquisition widely supposed by contemporary theorists and historians to have cast the template for imperial possessions in the New World. This reading ignores the surprises lurking in Locke’s later chapters on conquest, usurpation, and tyranny, where he affirms that native rights to lands and possessions survive to succeeding generations. Locke warned his readers that this “will seem a strange doctrine, it being quite contrary to the practice of the world.” His doctrine of native right is equally strange to recent scholars who see in Lockean theory the ideological prototype for England’s colonial expropriation in the “vacant lands” of North America. This interpretation, dignified by the elusive principle of vacuum domicilium, is considerably weakened when Locke’s arguments are placed in the historical context of the sixteenth and early seventeenth-century English colonial experience. Locke’s Second Treatise, with its literary flourish of a vast and idyllic state of nature, was written in the full appreciation of Amerindian agriculture, its established populations, the acknowledgement of native property rights, and the policy and practice of purchasing land from the native inhabitants.  相似文献

Vladimir Putin has been president of Russia for eighteen months, sufficienttime for some judgement about his style of leadership and achievements to have been made. He set out to restore order to a Russia that was fragmenting in Yeltsin's latter years and to revive Russians' pride in their country. Nonetheless, he remains committed to a liberal market economy integrated with the world economy. He encouraged force to bring order to Chechnya, but has not really tackled the problem of reconstruction. He has brought the regions under greater control by the centre, but has been prepared to compromise to avoid confrontation. His most tangible achievement to date has been in championing legislation, most of it long overdue, to establish the legal basis of a market economy. He has been able to exploit a working majority in the parliament, which Yeltsin never enjoyed. The success of this enterprise will depend to some degree on its political context. Persistent efforts by Putin and his team to exert control over the political process and the media will be counterproductive if they concentrate power with the president but leave him without broadly based, independent political support. Putin is likely to remain in power until 2008, however, so he has time on his side.  相似文献

To Tudor historians Richard III was a quintessence of tyranny. This belief was derived from the informed opinion of many who had experienced his brief reign. To them a tyrant was one who came to the throne without right or who governed against the interests of the political nation. There can be little doubt that Richard usurped the throne: it is also the case that in one important respect his government alienated a significant section of the nobility and gentry. Following the revolts of late 1483 Richard systematically placed trusted northern adherents in control of the unreliable and hostile southern counties. This action transgressed the unwritten law that the rule of the counties lay in the hands of their native élites. Its highhandedness was recognized by the author of the Croyland continuation and its pattern can be reconstructed from the record of grants from the Crown during the reign. Not only does the settlement of 1483-4 provide dramatic evidence in support of the Tudor tradition, but its circumstances also suggest an explanation for the continuing controversy surrounding Richard's reign. What was thereby tyranny in the south was good lordship to the loyal north. It is conceivable that the conflicting interpretations of the last Plantagenet spring from this regional division.  相似文献

Waller Newell's Tyrants is a public-spirited book, designed to contribute to a civic educational effort to identify and understand the characteristics of tyranny. But if, as Newell argues, entire countries—and not just individuals—can be tyrannical, does the character of democracy necessarily inoculate itself against tyrannizing over others? The example of Athens, among other ancient cities, should give us reason for caution. The effort to make an understanding of tyranny properly civic seems therefore to be a permanent challenge.  相似文献

This essays deals with the problem of reconstructing the ideological roots which made possible the phenomenon of political transfer in different European countries. The basis is obviously the dominance of the ‘British Model’ as the normal reference for the European Political Sciences. Even the opponents of such hegemony took it as the unavoidable polemic goal. This founded a sort of political ‘homogeneity’ that let live many different approaches and many national peculiarities, but in the end convinced the majority of European political scientists that some type of representative constitution had to be accepted. It was at the beginning of the twentieth century that the panorama changed. Elie Halévy's work on one side, discussing the sunset of the ‘British model’ in Britain itself, and on the other Max Weber's reflections on what he defined as ‘the community of destinies’ interpret a turning point in the approach of European political sciences to the possibilities of transferring political models.  相似文献

John Vincent's Human rights and International Relations argued for embedding the right to be free from starvation in the international society of states. Principle and prudence were combined in a distinctive English School analysis of the universal human rights culture. Vincent argued that the entitlement to be free from the tyranny of starvation and malnutrition was one principle on which most societies could agree despite their profound ideological differences. Other conceptions of human rights, including western liberal doctrines of individual freedom, had the potential to create major divisions within international society, particularly when linked with a doctrine of humanitarian intervention. More recent approaches to world poverty raise large questions about whether Vincent succeeded in attempting to marry prudence in preserving an international order that remains anchored in state sovereignty with a principled commitment to ending starvation. Important issues also arise about how to build on his reflections on the prospects for a global ‘civilizing process’ that bridges cultural and political differences in the first universal society of states.  相似文献
