The Asian Relations Conference has long served as a historical footnote to the more famous Bandung Conference of 1955. In this paper, however, I argue that this Conference needs to be read and analysed independently. As the opening act of decolonial solidarity, this Conference juxtaposes the moment and the movement of decolonisation, alerting us to the promises and pitfalls of both. In particular one needs to be conscious of its Eurocentric readings which almost always place the ‘Third World’ within the context of the Cold War project and thus are incapable of understanding its historical relevance.  相似文献

本文梳理东亚秩序变迁,以此为线索探求中日关系的演变历程,评估当前中日关系现状,分析其症结所在,并就如何稳定和发展中日关系提出建议。作者认为,中日之间历史问题复杂、现实问题交织,未来相互影响巨大,当前中日关系的调整只是消除或缓和长期政治冲突的部分后果,如何避免两虎相争的困境依旧是摆在两国决策者面前的重大议题。作者建议,以更加长远的眼光和更具战略性的大国风度处理中日关系,思考如何构建中美日三边关系的稳定框架,妥善处理中日关系与东亚未来的关系,把共同利益追求提升到战略层次,将互利共赢作为中国国际战略的核心目标加以推行。  相似文献

Abstract

The impact of State intervention in rural education was not to supplant the role of the aristocracy and gentry in providing schooling for those who lived on their estates. Rather it brought about a partnership between evolving State policy on the one hand and continuing propertied paternalism on the other. This article argues that the point of conjunction in the partnership occurred through the acquisition of government grants that were, throughout the period, linked to evolving conditionality. The responsibility for obtaining and maintaining school grants expanded the roles of landowners, as they became school managers as well as benefactors. Through the use of school logbooks these dual roles will be illustrated to show the complex relationship that some landowners in Northumberland had with their village schools which primarily focused on fulfilling the criteria for gaining government finance.  相似文献

This paper explores two opposed paradigmatic approaches to heroic power: Thomas Carlyle's versus Leo Tolstoy's. In On Heroes, Hero Worship and the Heroic in History (1840), Carlyle argues for its crucial importance, whereas in War and Peace (1869), Tolstoy denies its very possibility. Carlyle's heroic model attributes to the hero (the leader) a high degree of mastery and control over social and political circumstances, whereas Tolstoy's a-heroic model implies a small degree of personal mastery and much greater constraints on the individual leader. Both models achieved prominence in the wake of the Napoleonic Wars, which brought the role of the individual (hero) in history to the forefront of intellectual and political debate throughout Europe. The two models are shown as parts of and important links in long-established traditions; they are internally coherent yet totally contradictory of each other. The comparison of these opposed perceptions of heroic figures in history suggests that they might originate in an ambivalent, polarized perception of power and mastery, and in the sense of individual insecurity in the face of historical upheavals.  相似文献

Abstract

Contemporary democratic theorists focus on democratic processes to the exclusion of the substantive goods which motivated their predecessors. This undermines the legitimacy of democracy, especially in an era of emerging democracies. This article critiques underlying deficiencies in contemporary theory and prescribes revisiting early modern, natural-law-based democratic theory exemplified by John Locke. Locke argued that the ultimate legitimacy of democratic processes depends on their serving the good of the people, as distinct from the will of the people. The authors argue that this conclusion is unavoidable, because it is impossible for democratic legitimacy to rest ultimately on any kind of process at all, even a democratic process. Legitimacy must rest on a substantive norm used to govern (create or repair) processes. Contemporary democratic theory seems unwilling to revisit this important problem.  相似文献

There is much evidence for the parliamentary organisation of the whig junto in Queen Anne's reign, but little for its extra‐parliamentary organisation. This note gives evidence for such extra‐parliamentary organisation late in the reign of William III from letters by both James Vernon and Robert Harley, which describe meetings of the junto and some of its supporters in the country houses of followers in the summers of 1698, 1699 and 1700.  相似文献

The parliamentary organisation of the whig Junto in the reign of Queen Anne was far superior to that of the tory party. At the centre were the meetings in which three or four of the five members of the Junto were present together with some of their followers. Evidence of such meetings is rare but here is presented a letter giving the details of a meeting of all five in April 1713 at the home of Lord Somers, together with their ally, the tory earl of Nottingham, probably to discuss the forthcoming peace proposals, to end the war of the Spanish Succession, and the protestant succession to the British throne.  相似文献

As a symbolic figure in Irish folklore and popular literature, the outlaw embodies folk morality in conflict with the self-interest and inequity of the state. In the aftermath of British colonisation, the Irish outlaw is represented as more than a criminal. He provides a hero through whom ordinary Irishmen and women can vicariously enjoy brief victories, and imagine their collective dignity in the midst of political defeat and its consequences. Legends, ballads and chapbooks portraying the outlaw are the products of hard-pressed people representing themselves to themselves, reflecting on their strengths and weaknesses, and contemplating issues of morality and justice.  相似文献

Abstract

Sun Tzu asserts that true success is not winning every battle fought, but subduing the enemy’s will without fighting at all. The author asserts that the U.S. planning efforts for post-WWII Japan from 1942 to 1945 reveal a unique period where military and political planners actively pursued a greater understanding of the role an enemy’s will-to-fight plays in conflict. The historical record reveals an iterative — and often heated — discourse among experts in diplomacy, governance, political culture, anthropology, and military intelligence. Consequently, Allied commanders entertained and ultimately executed a war plan for the occupation of Japan with fewer forces and less fighting than called for by the alternative plan for invasion. The fundamental difference in the two plans — an assumed effect that safeguarding the Imperial Institution would have on the Japanese people’s will-to-fight. In the end, meaningful discourse enabled Allies to target the enemy’s will separately from their means, enabling conditions where subduing the Japanese will required the Allies not to fight.  相似文献

ABSTRACT This article seeks to understand mass conversion to Christianity in early 19th century Tahiti as the re‐materialisation of a heroic social field. Beginning with a re‐consideration of Sahlins' notion of ‘heroic history’, I argue that heroic Tahitian history was a distinctive combination of chiefly and collective action. The cultural structure of this history was reflected in three architectural moments: the building of a chapel for the high chief, Pomare, at Mo'orea, the generalised replication of this act through the construction, within a very short period, of some 70 chapels at Tahiti, and the building of a monumental chapel for Pomare at Tahiti. This article is a ‘prequel’ to an earlier publication on mass conversion to Christianity and church construction in Rarotonga.  相似文献
