Unemployment is a major problem in urban centres in sub‐Saharan Africa. The impact of policies associated with structural adjustment programmes has frequently meant major formal job losses in both the public and private sectors. Although it is widely recognized that there has been a major (further) shift into the informal sector, it is also often claimed that ‘unemployment’ rates have greatly increased. When it is also assumed that net rural–urban migration has continued at a rapid pace, this is believed to be a significant contributor to the rise in unemployment. However, because ‘unemployment’ and ‘underemployment’ are hard to measure and to keep discrete when studying urban Africa, it is apparent that there is much confusion over current levels and trends in unemployment. This article discusses the problems of analysing African urban unemployment, drawing in particular on a recent ILO report, and presents evidence from long‐term research on migrants in Harare which casts doubt on the extent to which net in‐migration is a major factor contributing to unemployment in contemporary, economically adjusting sub‐Saharan Africa.  相似文献

Using intercountry input-output tables and disaggregated employment data, we decompose labor productivity growth between 1975 and 1985 in six Western European countries into partial effects of six determinants including changing international trade and changing final demand. To this end, new multiplicative decomposition formulas are derived and implemented. In a similar way, we study labor productivity changes in vertically integrated industries. The effects of structural change on convergence are investigated also. We see this paper as an attempt to merge the convergence literature with earlier single-country productivity-change decompositions using input-output data.  相似文献

International air linkages are one of the important features differentiating the development of metropolitan areas, as the location of many activities now requires frequent and diverse international contacts. This paper explores the consequences of this for Australia by tracing the changes in international airline linkages over the past decade. In that time, the geography of the nation's air linkages have shifted in favour of the Asian nations to our north, reflecting the shifts in trade and immigration. Some cities have felt more of that change, with Cairns and Brisbane especially prominent due to their roles as gateways for the tourist industry. However, these shifts have yet to weaken the diversity of contacts in Melbourne and Sydney, indicating that the underlying geography of business still has a strong influence on the international contacts made from each city.  相似文献

This paper, on the basis of primary data obtained at the level of the individual plant, examines the nature and extent of employment change in the forest product manufacturing industries of British Columbia between 1981 and 1985 -that is, during and following extremely severe recessionary conditions. Conceptually, the discussion emphasizes the employment implications of enterprise strategies in recessions; empirically, selected characteristics of employment change are related to plant-level rationalizations, investment and technological changes, and market performance and plans. The overall size of the workforce employed by forest product firms in 1981 was significantly lower in 1985. Females were more vunerable to loss of employment than males. In occupational terms, however, male-dominated administrative workers experienced the greatest proportionate losses. The production, marketing and regional context of job loss varied. Trends in general towards value-added activities and geographically more diverse markets occurred largely within the coastal region. Ce rapport examine, sur la base des premiéres données obtenues au niveau d'uneusine, la nature et I'extension des modifications de I'emploi dans les industries de transformation deproduits forestiers en Colombie-Britan-nique entre 1981 et 1985, c'est-à-dire pendant et juste après une période de récession extrêmement sévère. La discussion fait ressortir essentiellement les implications sur le marché de I'emploi des stratégies des entreprises en période de récession. De manière empirique, les caractéristiques de modifications de I'emploi sont liées directement aux raisons attachées au niveau de I'usine proprement dite, aux changements apparus dans les investissements et la technologie, de même qu'aux performances et aux plans à terme du marché. Dans son ensemble, la taille de la main d'oeuvre employée par les entreprises traitant les produits forestiers en 1981 a considérablement diminue en 1985. Les femrnes ont été plus touchées que les hommes. Cependant, en termes de catégorie d'emplois, les employés administratifs, en rnajorité masculins, ont sub; la plus grande proportion de perte d'emploi. De plus, le marché et le contexte régional de perte d'emploi se sont modifiés. D'une manière générale on a noté des tendances vers des activités plus valorisantes et des marchés géographiquement plus diversifiés au sein de la région côtière.  相似文献

The location and type of Japanese property investments in Canada are examined as a case study of the increasing globalization of property markets and the remarkable rise of Japanese international investors in the late 1980s. Unpublished official statistics and company interviews indicate investment patterns had uneven implications for Canada's cities and regions. Even though Toronto is often seen as Canada's world city, Japanese investors as a whole overlooked the commercial potential of its property markets. The majority of their real estate investments took advantage of Japanese tourism growth in Pacific Canada and were associated with hotels and golf courses in Vancouver and its surrounding region. The author stresses the importance of Japanese perceptions, as well as local opportunities and constraints, in shaping the geography of Japanese real estate investment in Canada. L'emplacement et le type des investissements japonais au Canada sont examinés comme étude de cas sur la globalisation croissante des marchés de biens et la mon-tée remarquable des actionnaires internationaux japonais à la fin des années 80. Les statistiques officielles non-publiées montrent des implications inégales dans les villes et les régions du Canada. Bien que Toronto soit considéré souvent comme la ville mondiale du Canada, les actionnaires japonais dans ?ensemble ont négligé son potentiel commercial.
