This research extends theorizing about the implications of political environments to the content of policy areas. We consider the case of Arctic policy in Canada and the United States as an example of what we label as component-driven policymaking. We show how the lack of a clear constituency and the lack of a stable policy subsystem for the Arctic create a policy environment for which the politics of particular issues dominate Arctic policymaking. The result is a policy space labeled Arctic policy that lacks policy coherence. We suggest that similar features of component-based policymaking help explain limited policy coherence for a variety of policy areas such as policies for children, families, rural areas, urban areas, and women in the United States.  相似文献

The study of public policy deals with subsystems in which actors cooperate or compete to turn their beliefs into policy solutions. Yet, most studies concern mature subsystems in which the main actors and their allies and enemies can easily be identified. This paper tackles the challenge of studying nascent subsystems, in which actors have begun to engage in politics but are uncertain about other actors’ beliefs. Actors therefore find it relatively difficult to identify their allies and opponents. Focusing on the Advocacy Coalition Framework, we examine three main ways in which actors might agree to support the same policy design before they decide whether or not to form long‐term relationships within advocacy coalitions: they see the issue through the same lenses, they follow leaders, or they know each other from earlier cooperation. We use the case of fracking policy in Switzerland and the UK as a key example, in which actors have begun to agree with each other, but where final policy outputs were not yet defined, and long‐term relationships not yet observable. We find that, when dealing with new issues, actors strongly rely on former contacts rather than shared ideologies or leadership.  相似文献

This study develops and employs congressionally based indicators to track the evolution of the tobacco policy subsystem between 1945 and 2005. It concludes that far from disintegrating, the tobacco subsystem has proven resilient, weathering several punctuations over the course of the study. The subsystem has, however, undergone a significant transformation resulting in both the introduction of new ideas as well as changes in the policies affecting tobacco.  相似文献

Does the emergence of a new boundary‐spanning policy regime shift the focus of well‐established organized interests, or does it mobilize new ones? In this article, I show that interest groups with a presence in Washington before 9/11 rapidly—but temporarily—shift their attention to the homeland security issues. Established groups' entrenchment in antecedent subsystems appears to buffer against widespread policy disruption and interest upheaval. However, a new set of previously latent groups opportunistically mobilizes after the regime is institutionalized. Newly mobilized groups replace those that retreat back to the regime's antecedent subsystems. Though the policy regime fails to resolve the jurisdictional turf conflicts that triggered its creation, the institutionalization of homeland security generates its own original, distinct government demand for lobbying. Interests that previously had no business in Washington before 9/11 took advantage of the new opportunities the regime offered without supplanting interests established long before the Department of Homeland Security and its congressional committees existed.  相似文献

The Advocacy Coalition Framework (ACF) has influenced a generation of policy scholars with its emphasis on causal drivers, testable hypotheses, and falsification. Until recently, the role of policy narratives has been largely neglected in ACF literature partially because much of that work has operated outside of traditional social science principles, such as falsification. Yet emerging literature under the rubric of Narrative Policy Framework (NPF) demonstrates how the role of policy narratives in policy processes is studied using the same rigorous social science standards initially set forth by Paul A. Sabatier. The NPF identifies theories specifying narrative elements and strategies that are likely useful to ACF researchers as classes of variables that have yet to be integrated. Examining this proposition, we provide seven hypotheses related to critical ACF concepts including advocacy coalitions and policy beliefs, policy learning, public opinion, and strategy. Our goal is to stay within the scientific, theoretical, and methodological tradition of the ACF and show how NPF's empirical, hypotheses, and causal driven work on policy narratives identifies theories applicable to ACF research while also offering an independent framework capable of explaining the policy process through the power of policy narratives. In doing so, we believe both ACF and NPF scholarship can contribute to the advancement of our understanding of the policy process.  相似文献

This article reviews the concept of policy entrepreneurship and its use in explaining policy change. Although the activities of policy entrepreneurs have received close attention in several studies, the concept of policy entrepreneurship is yet to be broadly integrated within analyses of policy change. To facilitate more integration of the concept, we here show how policy entrepreneurship can be understood within more encompassing theorizations of policy change: incrementalism, policy streams, institutionalism, punctuated equilibrium, and advocacy coalitions. Recent applications of policy entrepreneurship as a key explanation of policy change are presented as models for future work. Room exists for further conceptual development and empirical testing concerning policy entrepreneurship. Such work could be undertaken in studies of contemporary and historical policy change.  相似文献

Neoinstitutionalists applying the logic of rational choice institutionalism have leavened our understanding of public agency design and evolution in the domestic and national security policy domains. This paper seeks to advance theory building in empirically grounded ways by assessing the explanatory power of an important theoretical perspective (rational choice institutionalism), in an understudied "hybrid" policy domain where domestic and national security aims interact (domestic environmental policy and national security policy), and in an organizational type (the U.S. military) that has drawn scant attention from students of bureaucracy in political science, public administration, or public management. Analysis of three major efforts to green the U.S. military suggests that the patterns of politics accompanying agency evolution involving hybrid policy domains differ from domestic and national security domains in ways that limit the generalizability of rational choice institutionalism.  相似文献

This paper investigates the competing forces driving the development of renewable energy in the American states. We formulate a framework of state renewable energy politics and develop a set of hypotheses regarding the role of politics, policies, and prices in renewable energy development. We test these hypotheses with a fixed effect vector decomposition model using a panel data set for the U.S. states from 1990 to 2008. The results indicate that renewable energy development is influenced by regulatory institutions, the party affiliations of the governor and legislators, and the professionalism of the legislature, accompanied by the effects of various policy instruments.  相似文献

Policy Bubbles     
We develop the concept of a policy bubble to capture the notion of long‐term overinvestment in a policy. In sketching the relation of policy bubbles to economic bubbles, we describe how these two concepts have similar origins but different trajectories because they are filtered by different institutions. We examine in some detail three likely instances of ongoing policy bubbles: crime policy, school reform (charter schools and private education vouchers), and the contracting and privatization of public services. We show how these cases differ from the housing bubble of 1997–2007, how they differ from each other, and the extent to which they can be considered policy bubbles. Last, we suggest this concept can help unify the policy process literature with the practice of policy evaluation and outline testable hypotheses for future research.  相似文献

Understanding the influence of policy knowledge (analysis, evaluation) on policy change represents a long-standing quest in the policy sciences. Despite attempts of Advocacy Coalition Framework (ACF) scholars, the first to embark systematically on this quest, utilization and policy process literatures still run parallel. Through a critique of ACF and utilization studies, we argue that the inability of policy theory to include how and which information decision makers use is the foundational issue hindering efforts to link process and substance in policy theory. Situating utilization studies in the policy design approach offers an improvement in conceptualizing relationships between policy knowledge, process, and change.  相似文献

Culture has come to play a fundamental strategic role in the territorial development that seeks to integrate knowledge economy with social cohesion, governance and sustainability. However, cultural policies have been unable to respond to the dilemmas and expectations that this new order presents. In order to appreciate the consequences of this process, it is essential to gain a better understanding of cultural policy change dynamics. This article develops a framework for analysing cultural policy stability and change and applies it to the evolution of cultural policy in Catalonia. Both policy continuity and change are conditioned by the evolution of policy discourse on culture and the characteristics of the cultural policy subsystem. Within this framework, this article also takes into account the role of factors that are exogenous to the cultural domain. Lastly, this article addresses particular characteristics of cultural policy change in regions or stateless nations.  相似文献

This article examines the proposal suggesting that policy designs are consistent with the social construction of target groups. Associated with policy design theory, the proposal pessimistically suggests that underprivileged citizens will be targeted with policies that do little to help them, creating a vicious circle of degenerative politics. This article argues that the prevalence of degenerative politics depends on policy styles. Significant where the adversarial style prevails, degenerative politics is less common in consensual systems. This proposal is examined through a systematic content analysis of action plans to reduce poverty in Newfoundland and Quebec.  相似文献

Narrative policy analysis and policy change theory rarely intersect in the literature. This research proposes an integration of these approaches through an empirical analysis of the narrative political strategies of two interest groups involved in policy debate and change over an eight‐year period in the Greater Yellowstone Area. Three research questions are explored: (i) Is it possible to reconcile these seemingly disparate approaches? (ii) Do policy narrative strategies explain how interest groups expand or contain policy issues despite divergent core policy beliefs? (3) How does this new method of analysis add to the literature? One hundred and five documents from the Greater Yellowstone Coalition and the Blue Ribbon Coalition were content analyzed for policy narrative strategies: identification of winners and losers, diffusion or concentration of costs and benefits, and use of condensation symbols, policy surrogates, and science. Five of seven hypotheses were confirmed while controlling for presidential administration and technical expertise. The results indicate that interest groups do use distinctive narrative strategies in the turbulent policy environment.  相似文献

A host of research has been produced in the decade since Baumgartner and Jones' theory of punctuated equilibrium first drew attention to the dynamics of policy change over time. Much of this research follows a topic across time, highlighting the shift from negative to positive feedback as challengers push an issue from subsystem to institutional level. Far less attention has been paid to the periods between major punctuations, neglecting key questions about whether incremental periods reflect an absence of challengers or the successful defense of established subsystem interests.
This research is a comparison of policy change across two segments of environmental policy. The breakup of the timber subsystem was a clear victory for environmentalists, yet these same actors have been largely unsuccessful at dislodging established grazing interests. These findings highlight the strategic value of venue shifting for bypassing entrenched interests and illustrate the potential for successful challenges to occur in judicial venues.  相似文献

ABSTRACT

In considering the widely held view that we have experienced an era of qualitative decline in policy provision, this paper briefly reviews four questions that appear to underlie such a view. Have there been identifiable transitions in deliberative processes, political practices and policy capacity in recent decades (and if so, what were the catalysts)? Has the relationship between policy practitioners and expert providers of policy advice changed (and if so, how)? Have channels of communication between the political/policy community and the research community deteriorated (and if so, why)? Has the political appreciation of public concerns and the public understanding of policy imperatives diminished? We use these to frame the results of a workshop in which researchers, policy practitioners and service providers participated. Our objective is to identify systematically the origin of contemporary policy problems, foreshadowing four articles that illuminate instances of success and failure in disruptive times.  相似文献

Narrative Policy Framework (NPF) is a new and maturing theory of the policy process that takes a systematic, scientific approach to understanding the social construction of policy realities. As such, NPF serves as a bridge between postpositivists, who assert that public policymaking is contextualized through narratives and social construction, and positivists, who contend that legitimacy is grounded in falsifiable claims. The central questions of NPF are: What is the empirical role of policy narratives in the policy process and do policy narratives influence policy outcomes? First, the contributions of NPF scholarship at three levels of analysis—micro, meso, and macro—are examined. Next, necessary conditions of a policy narrative are specified, accompanied by detailed discussion of the narrative components: narrative elements, narrative strategies, and policy beliefs. Finally, an empirical illustration of NPF—a case study of Cape Wind's proposal to install wind turbines off Nantucket—is presented. Although intercoalitional differences have long been studied in the NPF scholarship, this is the first study to examine intracoalitional cohesion or the extent to which a coalition tells the same story across narrative elements, narrative strategies, and policy beliefs. NPF is a new approach to the study of the policy process that offers empirical pathways to better speculating the role of narrative in the policy process.  相似文献

This article engages literature on special economic zones and territory in global development. I suggest a focus on labour's spatial class composition as constitutive of territorial coherence provides insights into how the Savan‐Seno Special Economic Zone in Lao PDR operates as an economic border territory bridging Laos to the regional and global economies. The distanciated global connections which special economic zones aim to create are predicated on zones gaining internal coherence for capital accumulation. I suggest zones’ internal coherence depends on zone firms reworking the local class composition of labour, itself constituted by workers’ spatial practices. In the Savan‐Seno zone this occurred through immobilising a mobile labour force and taking advantage of its continuing embeddedness within a subsistence rice‐producing village economy. The argument aims to illustrate how zones producing for global markets act as territories of complex spatiality which span and connect multiple spaces of production and workers’ social reproduction.  相似文献

Policy entrepreneurship is often used to explain agenda setting through reference to the behavior of individual “change agents.” But there are still gaps in our understanding of what motivates entrepreneurs. Rational choice theory emphasizes the importance of material and nonmaterial incentives; however, it remains unclear what role institutions play. This article aims to empirically examine the relationship between incentives and institutional encouragement of innovation. Using a case study of the federal government of Canada, I find evidence that incentives matter. Government agencies with many incentives are more likely to encourage innovation than agencies with few incentives. These results underscore the importance of institutions in determining the motivations of policy entrepreneurs, and suggest future research should focus on the interplay among individual, political, and institutional factors.  相似文献

The theory of social construction and policy design is insightful for exploring the circumstances in which the allocation of policy benefits and burdens is attributed to the feed‐forward effect of degenerative policy that institutionalizes bias and reinforces the prevailing categorization and embedded social meaning regarding target populations. However, this theoretical framework has not been broadly adopted to analyze the environment‐related phenomena. With a nationwide, block‐group‐level sample, this study examines the extent to which degenerative policies pertaining to immigrants influence state agencies' environmental regulatory outputs for predominantly Latino communities. Results show that in the states with moderately to most restrictive immigrant policy and high levels of Latino representation in legislatures, the rigorousness of government agencies' compliance monitoring activities decreases for Latino neighborhoods of environmental justice concern, as states' policy stance toward immigrants becomes more unfavorable. More Latino elected officials do not bolster policy implementation efforts for the vulnerable communities or offset the backlash effect of immigrant policy.  相似文献

In the face of the reemerging threat of preventable diseases and the simultaneous vaccine risk controversy, what explains variations in Americans’ policy preferences regarding childhood vaccinations? Using original data from a recent nationwide Internet survey of 1,213 American adults, this research seeks to explain differing public opinions on childhood vaccination policies and related issues of governance. As Mary Douglas and Aaron Wildavsky's grid‐group cultural theory of policy preference formation suggests, cultural biases have a significant impact on the formation of preferences toward various vaccination policies. Hierarchs are in support of mandatory vaccination, oppose religious and philosophical exemption, and believe the government should preside over vaccination‐related decisions. Fatalists strike a bold contrast in their opposition to mandatory vaccination policy and support for religious and philosophical exemptions and the role of parents in deciding on vaccinations. Falling between hierarchs and fatalists, egalitarian support for vaccinations is stronger than individualists‘.  相似文献
