Since 2011, thousands of people have been resettled in the province of Tete, central Mozambique to make way for open-pit coal mines. These resettlements have received widespread criticism for impoverishing already vulnerable communities and for the repressive action taken against local opposition. This repression is part of a broader array of reactions “from above” that have emerged in relation to protest. One of these reactions “from above” is that representatives of the government of Mozambique and extractive multinational companies increasingly address resettlement in Tete as a process to learn lessons from. These lessons learning practices legitimize future resettlement processes elsewhere, particularly in relation to a highly valued project of liquid natural gas (LNG) extraction in northern Mozambique. Moreover, this approach results in the de-facto co-optation of environmentalist non-governmental organizations (NGOs), whose agendas and funding possibilities are also increasingly tuned towards learning lessons from “Tete” to improve future resettlement elsewhere. Meanwhile, the opposition of those affected by resettlement in Tete is losing resonance, allowing the coal mining companies to continue with business as usual. The data presented in this article is derived from observations made during government-organized national conferences on resettlement in November 2016 and 2018, and additional ethnographic fieldwork over the course of 2016 and 2017 in Maputo and Tete. I take these conferences as a starting point to analyze the politics of evaluation, the legitimization of displacement for extractive projects, and the co-optation of criticism. 相似文献

This contribution combines literature on logistics with literature on the articulation between racism and the securitisation of migration. Studying security infrastructures in Mexico in conjunction with the Mesoamerican Project, a massive transnational infrastructure plan, I show how security and trade infrastructures become intertwined in what governments have called a “secure trade corridor” between Colombia and the United States. In this securitised project of accelerating trade across the Americas, the promise of infrastructure itself is one of enabling flows and controlling the mobility of racialised others. The article describes how security infrastructures redirect and potentially revictimise migrants, contain contestation, and, ultimately, enable capital flows for corporations that provide technology at Mexico's northern and southern borders. Fantasies of containment materialise in wires, border posts, military posts, and even graves. Trade infrastructures also serve as “filters” for migration. Joining logistics and security studies allows us to observe how these different infrastructures simultaneously perform multiple functions. 相似文献

Over the last 3 decades, while ethnography has arguably become a popular and legitimate method to study geopolitics among geographers, anthropologists have increasingly turned towards geopolitics as a popular subject to investigate former and emergent empires as everyday phenomena. Yet, their efforts remain rather disjointed. Written by an anthropologist, this review essay aims to put these rather disjointed efforts into a programmatic conversation and think about how one might (re)calibrate geopolitics as an ethnographic object and agenda. To that end, the essay first takes stock of the existing ethnographic knowledge of geopolitics through a review of selected works by geographers and anthropologists. Then, to help students and scholars of geopolitics from within these cognate disciplines move this engagement forward, the essay concludes by proposing the ‘cultures of geopolitical expertise’ as a productive avenue to recalibrate geopolitics as an ethnographic object and agenda. 相似文献

The existence of the tutela mechanism and the endemic weaknesses of the legislative and executive branches of the Colombian state have led to a de facto judicialization of health policymaking. The objective of evidence‐informed policy is to identify effective policy approaches and legitimize policy decisions. Questions arise about the basis on which judges take decisions with significant policy and budgetary consequences, and the forms of evidence they use to inform these. This article focuses on the extent to which courts take account of research evidence in judgements and assesses the implications for health policy in Colombia. We place these discussions in the context of a broader analysis of the ongoing reforms to the Colombian health system and the most recent literature on evidence‐informed policymaking. The judicialization of health policymaking offers a suboptimal means to achieve the objective of evidence‐informed policymaking. The emergence of a range of evidence advisory bodies in recent years is an attempt to address the issue of judicialization alongside the other constitutional and political weaknesses Colombia faces. 相似文献

This paper encourages readers to experiment with inquiry-based learning (IBL) in their courses in the interest of identifying more diverse styles of instruction, and developing a wider understanding of the advantages and disadvantages of the methodology. The aims of the paper are to unpack the meanings of IBL, describe some uses of IBL in geography, and discuss their benefits and challenges for students and teachers. IBL is essentially a question-driven, philosophical approach to teaching that involves active, student-centred learning. The teacher acts principally as a facilitator or mentor, guiding and encouraging students through the inquiry process. Examples of IBL are presented, ranging from questioning exercises embedded in the class, through to entire courses or degrees using an inquiry-based approach. Students can benefit greatly from IBL since they are active in the learning process, can have improved understanding, more enjoyable learning, develop valuable research skills, achieve higher-order learning outcomes and perform better academically. Teachers can also benefit through a strengthening of teaching–research links and the clear gains in student engagement and learning. However, in order for IBL to be effective, teachers must be encouraged and supported to take on this facilitating role. When IBL elements are embedded in a more traditional curriculum, particular care needs to be taken so that students and teachers are carefully oriented to the expectations regarding the outcome of learning and teaching in this mode. 相似文献

This article contrasts the resource policy performance of Norway and Australia. Australia has not established a long-term sovereign wealth fund or a medium-term stabilisation fund to save windfall revenue during boom times and its resource sector is characterised by relatively modest rates of taxation. In contrast, Norway has established the largest sovereign wealth fund in the world and imposed very high rates of taxation shortly after discovering its resource wealth. This article argues that Norway's consensual approach to industry development and regulation are the primary causes of its success in capitalising on its resource wealth. The difference between the two countries’ approaches is exacerbated by Australia's federal system, which has created less effective governance of resource industries. 相似文献

The article examines the interest in the United States for the construction of a trans-oceanic canal in Central America. In 1820, William Davis Robinson published a book, Memoirs of the Mexican Revolution, which contained an appendix discussing the practicability of building a trans-oceanic canal including detailed analysis of the potential routes for its construction. The appendix sparked a lively debate among American political and economic leaders. This debate would not abate until the enormity of the financial and engineering realities of the project coupled with the continuing political instability of Mexico, Greater Colombia, and the Republic of Central America dampened investor enthusiasm. 相似文献

This article traces the changing uses and meanings of a set of ethnographic photographs that represent a contentious period in the history of the Arhuaco, an indigenous group that inhabits the Sierra Nevada de Santa Marta, in Northern Colombia. Based on archival sources and fieldwork, I explore their role in the 1910s when they were created by Swedish anthropologist Gustaf Bolinder, and also analyse indigenous re-significations and contests over the meaning of the photographs in 2010s as a process that is intertwined with their present struggles. I study their use by an Arhuaco media-maker who incorporated them into a historical documentary film and debates among community members around possible interpretations of the pictures. Through this case study I seek to contribute to the expanding scholarship on the history of anthropological photography, and in particular to recent efforts to move beyond vertical colonial readings and emphasize indigenous agency. I argue for the need of a more nuanced understanding of indigenous and non-indigenous uses of photography that takes into account a shared history and does not naturalize differences. Furthermore, I trace the changing meanings of photographs in order to illuminate the historicity implied in the process of attributing meaning to the past. 相似文献

AbstractIn this article, I explore the relationship between youth, security, and caregiving through a study of the U.S. Little Mothers’ Leagues, an initiative which began in New York City in 1910 with the aim of reducing infant mortality by training young girls to properly care for their infant siblings. Critical approaches to caregiving view security and insecurity as relational, drawing attention to contemporary power arrangements in the global caregiving industry and the contemporary crisis of care. However, in treating children as perpetual care recipients, it fails to provide a robust framework for understanding youth and children in historical and contemporary concerns related to human security. The history of the Little Mothers, largely children of European ‘non-native white’ immigrant families, illustrates the importance of children in securing population-wide well-being and the nation’s status in the global competition to reduce infant mortality. When set in contrast to the eugenics-inspired Mothercraft movement, the case reveals how children and youth become enlisted into projects of national human security, and how their ambiguity as caregivers – too young according to modern childhood, yet effective lifesavers – intersects with race and gender to further obscure their status as caregiving agents 相似文献

Colombia's economy largely relies on an extractivist logic that increasingly focuses on industrial mineral extraction. The industry is regularly depicted as a means to bring economic development, to severe the ties of illegally armed groups to mineral extraction, and to bring peace and prosperity to mining regions in a period of macro-political transition. Yet, contrary to this plan, mining-related violence, and more specifically state-sanctioned violence, has intensified in mining regions. This article interrogates this state of affairs, drawing on Judith Butler's notion of the ‘frame’, which helps us apprehend the political work that forms of Artisanal Small-scale Mining (ASM) stigmatization set in motion in terms of legitimizing state violence. Based on a combination of ethnographic data from two mining towns in Northeastern Antioquia, interviews with state agents at different administrative scales, and the analysis of legal and policy documents, we bring out two frames pertaining ASM that help shine a new light on the violence-extraction nexus in Colombia. The first consists of a progressive conflation of ASM with informality, and of informality with criminality, and the second posits ASM in contradistinction with a more desirable large-scale industrial mining industry. We argue that these frames are part of the (re)definition of legitimate state violence, which seems to have intensified over time, which we find particularly striking in the Colombian post-demobilization context. We find these to also echo dynamics in mining contexts not usually considered as “conflict contexts” and propose that they are useful for rethinking the relationship between extractive agendas and development more widely. 相似文献

The naturalization of violence in Colombia has made gory testimonies a common yet counterproductive product when creating narratives that reproduce some of the violence they attempt to scrutinize. This article explores women’s activism as an everyday survival practice, as well as the ethics of researching and writing about survival in Chocó. I focus specifically on two groups of Chocoan women activists and their counternarratives of violence: (1) the group Vamos Mujeres founded by women from the rural community of San Francisco de Ichó and (2) the members of the Gender Commission of a farmworker’s organization, both groups belong to Consejo Comunitario Mayor de la Asociación Campesina Integral del Atrato (COCOMACIA), the Main Community Council of the Integral Peasant Association of the Atrato River. Based on my ongoing collaboration with COCOMACIA’s Gender Commission since 2010, I argue that everyday practices reflect an ‘alongside’ (which is neither oppositional nor resistant) narrative of violence that challenges linear explanations of survival within the Colombian armed conflict. Centering survival narratives allows us to move from gory memories that reproduce violence, to an ethical rehearsal that recognizes the utopian potential of moving beyond victimhood. 相似文献

This research theorizes Colombia's 2011 Victims’ and Land Restitution Law (the Victims’ Law) as a biopolitical program that intends to foster the lives of conflict‐affected populations through providing an array of reparation measures. Based on fieldwork with internally displaced landmine victims in Colombia's Magdalena Medio region, I highlight how the Victims’ Law constitutes the identity of which populations count as “victims” worthy of reparations, how such parameters are contested, and how landmine survivors’ sense of themselves as “victims” is mediated via their experiences with the Victims’ Law and the reparation programs it provides. In particular, I highlight the possibilities and limitations of reparation measures that hinge on small‐scale business incubation programs for landmine victims to show how a legally recognized victimhood category presupposes “self‐responsible” neoliberal subjects who must confront contexts of conflict and state neglect. 相似文献

Human adaptation to the tropics by populations of collectors has been a longtanding issue of debate, especially with regard to the role that collectors may have played in pathways toward sedentism and food production. In this essay, I examine significant differences in strategies developed for estuarine environments versus the inland environments of the transitional savannas of northern Colombia to analyze how these two adaptations articulate with the processes which led toward sedentism and food production in neotropical northern Colombia. Contrary to the received wisdom, I argue that the exploitation of rich estuarine environments is not necessarily a prelude to food production; seed exploitation early in the sixth millennium B.P. in the northern Colombian transitional savanna zone provides a second and arguably more probable model. 相似文献

Orinoquia is one of the most important riverine ecosystems complexes of the world. However, it has been seldom recognized as an ecological or historical entity in general accounts of South American archaeology. This essay reviews systematically and comparatively the archaeology of Orinoquia, by discussing research done from the 1940s onwards in all the areas of the Orinoco Basin: the Andes, the plains or llanos, the Orinoco river proper, the highlands of Guayana, and the Delta. It is proposed that, in the last 20 years, there has been a sustained movement away from a traditional archaeology, concerned mostly with environmental determinism and cultural history, to new and pluralistic models that share, in spite of their diversity, a regional, long-term, and multidisciplinary approach. 相似文献

The small body of scholarship that examines the intersection between forced displacement and physical disability draws important attention to the material difficulties simultaneously disabled and displaced people experience. Instead of focusing on disability as a condition lived against the spatial backdrop of forced displacement, this paper approaches disability and displacement as mutually referential spatial conditions. Based on fieldwork with internally displaced landmine victims in Colombia’s Magdalena Medio region, this research highlights how the intersection between physical impairment and forced displacement produces both disabling spatial imaginaries of fear as well as painfully embodied rhythms of daily life. Nonetheless, this paper draws attention to urban agricultural projects’ enabling potential to produce grounding rhythms of labor for landmine victims. Finally, this paper suggests that contexts of forced displacement require close consideration of spatial imaginaries of fear as well as experiences of direct structural violence as key factors underpinning the social production of disability. 相似文献

ABSTRACTThis essay responds to the need for a constructive account of the state that does not over-determine religious community-state relationships in peacebuilding scholarship and practice because experience and historically embodied stances towards the state defy affirmations about the state that produce a static formula. It offers a concept metaphor rooted in the three-fold eschatological reality of the state at home in a world of pluralism that emerges from reflections on fieldwork in Colombia. The metaphor stresses the need to break the state’s claim to ultimacy as the initial movement of engagement that allows for redemptive transformation. The notion of the state as a dynamic process is consistent with the stance Colombian communities have embodied in an ever-changing environment of conflict and peace. 相似文献

The societies of southern Central America and northern South America, a region historically occupied by Chibchan-speaking peoples, have long been acknowledged as valuable sources of information on chiefdoms and other forms of prestate social organization. Most studies, however, have focused on chiefdoms that are known ethnographically or ethnohistorically with an emphasis on the sixteenth century and the immediate precontact period. This paper reviews archaeological evidence from an earlier period in an attempt to elucidate general patterns associated with the earliest appearance of social inequality. The centuries between AD 300 and 600 are characterized by the first widespread use of prestige goods manufactured from gold and jade, special cemeteries for the interment of elites, and a rich iconography. Detailed consideration of recent research relevant to the events of this period highlights some of the problems inherent in the archaeological identification of hierarchy, chiefdoms, leadership, and other features of prestate complex societies. 相似文献

AbstractThe article explains how gender and feminist geography as a transversal analytical category to geography have been introduced recently in Colombia. At the beginning of the XXI century, in the geography department of Universidad Nacional de Colombia, the first undergraduate thesis to focus on the relationship between gender and processes of social construction of space was presented. Since then, the contributions of geographers and researchers from a feminist geographic perspective have contributed to the feminist geographical debates from their own trajectories. The contemporary geographical landscape in Colombia is linked with the transversal debates on feminisms and gender in social sciences, social movements and Latin-American feminisms. This networks and connections allows today a diversity of themes from the deconstruction of hegemonic spatial representations in different contexts, gender and conflicts related to territory and body, to some new approaches to technologies and virtual social interactions and their connotation in the construction of non-normative spatialities. 相似文献

Between 2013 and 2018, ten different municipalities in Colombia held popular consultations in which people were asked to decide whether they wanted or not extractive industries in their territory. Promoted and articulated by environmental movements for the defence of water resources and local livelihoods, popular consultations led to surprising alliances of traditionally opposed actors, that found their interests temporarily aligned in opposition to resource extraction. In all of the ten popular consultations people voted massively against allowing the industry to enter. Through the defunding of the popular consultations and through a series of legal challenges, the government rushed to stop an additional 54 votes from happening that threatened to derail its finances and model of development. In this essay, I identify three main boundaries in the literature concerning popular consultations: between what counts as legal and legitimate, between the centre and the periphery as loci of political power, and between people and nature as bearers of rights. By providing an analysis of the absent elements of the political and academic discourse, I argue that popular consultations as spaces of experimental autonomous activity have the potential to engender alternatives to extractivist development. Hence, building on the notion of ‘resource sovereignty’ and contemporary discussions on autonomy as a prefigurative force, I reconfigure the three boundaries into a theoretical framework to guide research and political action for alternative post-extractivist futures. 相似文献

U-Pb zircon radiometric dating and petrographic thin-section analysis were used for provenance identification of Ferrería and Marrón Inciso pottery styles from La Morena archaeological site in northwestern Colombia. U-Pb dating was applied to zircons recovered from pottery and rock samples from nearby geological units. The results suggest at least three distinct sources: the metamorphic rock unit on which the archaeological site is located, a granodiorite unit that outcrops further away from the site, and a mafic rock that cannot be attributed with certainty. U-Pb in zircons proved to be effective as a provenance method, where ages of the possible source rocks are well constrained, and can be applied to areas where traditional sourcing methods may be problematic. 相似文献
