This paper analyzes the linkages and feedback between green electromobility, lithium extractivism, and water injustices affecting the Atacameño's indigenous communities in the Salar de Atacama basin (Atacama Salt Flats). Currently, lithium is in high demand in the international markets as a strategic resource for the green electromobility industry, which represents part of the Global North policies established by the Paris Agreement to mitigate climate change's effects. Using both documentary and ethnographic methods based mainly on semi-structured interviews conducted with Atacameño people, public officials, and lithium companies' representatives and workers, we propose a decolonial interpretation of lithium extractivism in brine mining through the lens of Latin American political ecology combined with a decolonial and water justice approach. The results demonstrate how the linkages and feedback between global and local dynamics of lithium mining in the Salar de Atacama constitute a form of green extractivism that further replicates the historical inequalities between the Northern and Southern hemispheres and especially affects the indigenous Andean territories and the water ecosystems in the Global South. We call this phenomenon the colonial shadow of green electromobility. We conclude by exposing the need to rethink global proposals addressing climate change by reducing the commodity demand and aiming for water justice at global and local levels.  相似文献

The reception by the media of Indigenous peoples' political actions raises the issues of the discourses and representations at work in the public space. This paper examines how the Atikamekw Nehirowisiw Nation, their territorialities and political actions are represented by French‐speaking written media in Quebec. What are the discourses mobilized to apprehend the issues related to their land claims and contestation? By mobilizing a corpus of newspapers' articles published between 2000 and 2015, this study underlines the coexistence of opposed discourses. On the one hand, a colonial conception remains, reinterpreting the legal and historical legitimacy of the Atikamekw occupation and claims on the territory. On the other hand, the presence and reproduction, particularly through the words of Indigenous leaders, of an accommodating discourse towards Atikamekw's political actions cannot be ignored. The cohabitation between these two discourses highlights different sets of representations, emphasizing the ongoing colonial imaginaries in Quebec.  相似文献

A photographic album entitled Oficina Alianza and Port of Iquique 1899 illustrates the industrial development of nitrate mining in Chile. From the late nineteenth century to the early twentieth, British capitalists dominated the extraction of Chilean nitrate and its export as a fertilizer and an explosive. The Oficina Alianza, a nitrate works at the centre of British monopoly of the trade, is, as other oficinas across the Antofagasta and Tarapacá regions of the Atacama Desert, a ruin. This article considers the correspondences between Alianza’s photographic album, a record of a working nitrate oficina, and its abandoned industrial structures. It examines the ruin and the photograph as Benjaminian allegories.  相似文献

Bioarchaeology and biogeochemistry can elucidate aspects of individual life histories that are often lost in the archaeological record. Here, we use stable and radiogenic isotope analyses of enamel, bone and hair to reconstruct paleodiet and paleomobility in an adult male interred along a pre‐Columbian route connecting the northern Chilean coast to the inland Loa River Valley. Although this well‐preserved burial included mortuary goods typical of coastal cultures, it was discovered in a vast, uninhabited part of northern Chile's hyper‐arid Atacama Desert. Variation in carbon and nitrogen isotopes reflects dietary differences, while strontium and oxygen isotopes vary geologically and geographically. We use these data to examine paleodiet and paleomobility and to assess whether this was a coastal traveller seeking provisions from the interior or vice versa. Enamel stable isotope analysis is consistent with the consumption of a mixture of terrestrial and marine resources during the first years of life. Bone stable isotope analyses indicate habitual consumption of marine foodstuffs over the last 10–30 years of this individual's life. Interestingly, stable isotope analysis of hair samples provides more fine‐grained information on this individual, suggesting movements between the coast and highlands in the months before his death. Radiogenic strontium isotope data are consistent with residence on the coast or in the Atacama Desert, but are lower than strontium isotope values from higher altitudes. These dietary and geological patterns are reconcilable with coastal residency; the isotopic data are consistent with foodstuffs and textiles found with the burial. Therefore, we argue that this individual was regularly moving from the coast to inland areas, crossing the hyper‐arid Atacama Desert by following strategic interzonal routes that provided access to particular resources. In the context of ecological emergency and crisis of representation of the capitalist democracy, the battles over water management have become ever more politicised: who is to administer water resources, how, and with what legitimacy? This article examines a disregarded dimension of the recent water conflict in Barcelona by looking into the politics of memory as part of a struggle for legitimacy between the private water company Agbar, and Barcelona en Comú (BeC), the political platform governing the city since 2015, and defending the ‘remunicipalisation’ of water. By combining memory studies and critical discourse analysis we pay attention to the dynamic resignification of the hydraulic infrastructure as spaces or “sites of memory” (lieux de mémoire; Nora, 1998). Barcelona en Comú narrative retrieves a forgotten past of local sites and experiences in public management of water. In contrast, Agbar defends its legitimacy by advancing a narrative of linear progress and social inclusion that re-signifies its 150-year long history and co-opts key “empty signifiers” (Laclau, 2005) from the discourse of the Indignados and BeC. Theoretically, we advance that a temporal turn in political ecology and geography, complementing the concern with spatiality, could usefully draw on memory studies to analyse the growing memorialization of water discourses and sites, as well as their political significance. The article thus investigates a question that has not been systematically explored by political ecologists: how the entanglement of space and historical memory is mobilized in the conflict over the use and management of the environment.  相似文献

古代西北疆域是我国疆域的重要组成部分,对古代西北疆域的研究也是边疆史地研究中的重点之一。本文分析了西北疆域研究中应该注意的几个问题,认为以动态的标准确定我国不同时期的历史疆域是研究西北疆域的基本前提;西北疆域地位不断演变,是西北疆域变迁史的基本特点之一,也是西北疆域形成过程的基本形式。同时,文章还就民族、地理环境、国防安全等方面说明了西北疆域形成和发展的内在原因。  相似文献

This paper builds upon feminist approaches within political science, international relations and geography that study how bodies haunt global politics, by exploring how entitlement to power connects through the scale of the body to that of the state. In a context of rising populism and political bluster, as well as post-#metoo discussions of personal entitlement displayed by well-known political figures, there is a need to take seriously how discourses of statehood within security crises are gendered in specific ways. This paper argues that the concept of entitlement offers potential for geographic enquiry by opening up new perspectives on masculinist framings of territory and state in critical geopolitics and in critical international relations. It considers specifically how diplomatic discourses ground and naturalize claims to territory by showing how states’ entitlement to territory and masculinist forms of personal entitlement are connected. Drawing upon feminist approaches to language, discourse and power, this paper studies diplomatic interventions at the United Nations Security Council in New York in 2014–2017 on the crisis in Ukraine. Methodologically, it analyses diplomatic speeches through the concept of entitlement to show how territorial claims are naturalized through rhetorical devices grounded in hegemonic forms of masculinity. It argues that a clearer understanding of the connections between discourses of personal entitlement and state territorial sovereignty can further our understanding of territory.  相似文献

Tiwanaku influence significantly affected the lifestyle of the prehistoric peoples of the Atacama Desert as it represented an important period of social and economic change. Such intense changes as social stratification and new religious and ideological influences have always been characterized as peaceful ones. Palaeopathological studies based on the violence‐induced traumatic lesions of 64 well‐preserved human skeletons from an excavated funerary site named Solcor‐3 have facilitated a comparison between Pre‐Tiwanaku and Tiwanaku periods. Results show an increase in violence between males represented by low‐intensity skull traumas, arrow wounds and a high mortality rate between 20 and 30 years of age during the Tiwanaku period. The interpretation of this data is contrary to the model of peaceful acceptance of the changes that followed the Tiwanaku influence into the Atacama. At least for Solcor‐3, economic and political factors should be re‐considered in order to explain the emergence of social tension during the Tiwanaku period. In the future, more detailed studies will probably help to clarify if conflicts had also extended to other sites in San Pedro de Atacama under Tiwanaku influence. The constructs of ‘territory’ and ‘terrain’ are the subject of increasing scrutiny within political geography. While momentum builds in their interrogation as both diverse and lively practices, and complex political technologies, this article takes pause. Drawing on a rich and diverse range of feminist scholarship, it seeks to reflect upon existing trajectories and provide provocation for further accounting. Inspired throughout by, and seeking to bring to bear, a feminist perspective on territory and terrain, this article follows a tripartite structure. First, it critically explores the bodies of knowledge historically underpinning the concepts of territory and terrain. Developing a call for a feminist historiography of territory and terrain, we reflect upon both the gendered evolution of the concepts, and their ongoing reproduction in conceptual debates. Second, it seeks to both highlight and diversify embodied accounts and accountings of these concepts. Here, thinking with and beyond the body, we turn to the non-human and spiritual to explore territory and terrain in expanded and extended ways. Lastly, we examine bodies of expertise, reflecting on academic territories and terrains, and highlighting potential concepts and methodologies seeking to (re-)sculpt and (re-)articulate understandings of territory and terrain. The paper, whilst not all-encompassing, serves as an important provocation that seeks more equitable accounts of political geography's messy, muddy, and lively territories and terrains.  相似文献

Territory is connected to war in different ways. This paper explores the ontological face of war, from a political and spatial perspective. Heterotopias, like the Roman Field of Mars and US National Cemeteries, are used to throw light on the relationships between war and territory. The paper first traces the origins of the importance of territory to war, following the Foucaltian revision of Clausewitz to suggest how politics is the continuation of war by other means. It then proceeds to analyze two key displacements constitutive of the current relation between territory and sovereignty: the substitution of the loyalty to king for the loyalty to territory, and the further replacement of territory by the “map”. In the second half of this paper, special attention is given to the post-Cold War hegemonic state practices that have changed the discourses of war and thus constituted a new, postmodern, Field of Mars. The paper shows how the new postmodern “virtuous wars”, fought outside Western Europe and North America, reconfigure the Western politics, territory and sovereignty, particularly in the United States.  相似文献

Despite important work in development studies on the ‘male bias in the development process’, it is generally recognized that gender and development analyses have been slow to engage with masculinities. Focusing attention on the nexus between identity and globalizing development discourses, this article explores the relationship between masculinities and development through an analysis of the gendering of water paradigms. By analysing the example of the recent Cochabamba water wars in Bolivia, and placing them in historical context, the author explores how gendered representations and language are used to downplay and upgrade particular understandings of modernity as they relate to water management, and examines the mechanisms through which specific gendered identities become associated with the most successful versions of ‘modern’ development.  相似文献

In the recent literature on the cultural politics of naming, toponyms and street names are increasingly read within the wider social–historical context upon which naming is contingent. In this perspective, naming is often seen as an act of power and a way to inscribe an ideological discourse into the landscape. In this article, we analyze the street names currently inscribed in the historical center of the Italian city of Milan, Italy as a reflection of its long and contested social and political history. Fragments of all the different toponymic regimes and hegemonic discourses that took over one after the other over time have remained inscribed in Milan’s street network, originating a complex tapestry in which different pasts revive and conflicting ideologies co-exist. In this context, we examine the role Geographical Information Science (GIScience) methods and technologies play in quantifying, revealing, and visualizing the spatial patterns of downtown Milan’s toponymic texture at the urban scale and at the scale of the six historical neighborhoods.  相似文献

This article analyses the changing role of forests and the practices of peasants toward them in a Costa Rican rural community, drawing on an analytical perspective of political ecology, combined with cultural interpretations. The study underlines the complex articulation of local processes and global forces in tropical forest struggles. Deforestation is seen as a process of development and power involving multiple social actors, from politicians and development experts to a heterogeneous group of local peasants. The local people are not passive victims of global challenges, but are instead directly involved in the changes concerning their production systems and livelihood strategies. In the light of historical changes in natural resource utilization, the article underlines the multiplicity of the causes of tropical deforestation, and the intricate links between global discourses on environment and development and local forest relations.  相似文献

In 2006, transnational ethanol corporations arrived in Chira, a semi‐arid zone located in the Piura region of northern Peru. Large expanses of land were used to produce sugarcane for ethanol, which triggered local concern over the pressure this would mean on the regional water balance. From political ecology, I examine how the state and a corporation produced discourses on the idea of water abundance in the Chira Basin in order to secure water rights, which increased the risk of water scarcity for small communities, pastoralists and farmers in the region. In doing so, I call attention to the discursive strategies aimed to facilitate processes of dispossession under a technical ethos that reinforce capital accumulation. Finally, I argue that water abundance discourses contributed to produce a “waterscape” that not only produced unsustainable water use but also reinforced social inequalities.  相似文献

ABSTRACT. The objective of this article is to explore whether events, starting with the 1973 military coup and ocurring during the seventeen‐year‐long dictatorship, have caused or influenced important changes in the Chilean national identity. After a brief theoretical discussion, an analysis is made of the upheavals that occurred in Chile during the last thirty years seeking to assess what tensions they have introduced within Chilean identity. As a consequence some changes are detected which can be seen at the level of public discourses on Chilean identity with the emergence or rekindling of military‐racial, Catholic and entrepreneurial narratives. But the most important change that Chilean identity has suffered has to do with the development of an internal fracture stemming from the division introduced by the military regime. In so far as the contents of identity are concerned, the article focuses on the decline in acknowledgement of shared symbols of the nation, the persistence of a pervasive collective anxiety, a recurrence of belief in Chilean exceptionalism, and fading respect for politicians and democracy. These aspects are oddly coupled with rising belief in voluntarism and the possibility of sustained economic growth, increased resort to the market rather than political life as the site of recognition, acceptance of malaise as the price of economic progress and a remarkable centrality of human rights issues.  相似文献

In this paper I reflect critically on the concept of pragmatism as it is used in Ottoman historiography. Pragmatism has gained increasing currency over the last ten to fifteen years as one of the defining features of the Ottoman polity. I argue that unless it is properly defined from a theoretical‐philosophical perspective, and carefully contextualized from a historical perspective, pragmatism cannot be used as an explanatory or comparative category. When used as a framework of explanation for historical change, pragmatism blurs more than it clarifies an essential aspect of the Ottoman polity that it seeks to define, namely, the political. It is essential to reflect on the difference between the political and politics because whereas the political refers to the configuration of the power relations that organize a society as a legitimate entity, politics refers to the strategies, practices, institutions, or discourses whose purpose is to construct and retain hegemony within a polity. Through an analysis of the concept of pragmatism in Ottoman historiography, I show that for most proponents of Ottoman pragmatism, pragmatism pertains to politics rather than to the political. From a perspective rigorously confined to political theory, I argue that much like the discourse of modern tolerance, pragmatism in Ottoman historiography posits a problematic periodization, relegates the political to the background, and depoliticizes essential power relations.  相似文献

From a political ecology perspective, I label hydraulic patronage the systemic provision of water resources by a patron state to a client territory. The mega-infrastructure of the Turkey-Northern Cyprus water pipeline is identified as an example of Turkish hydraulic patronage, combining the centralised determination of volumetric flows with a market-led distribution network configuring water allocation and management in the de facto (internationally unrecognised) state of Northern Cyprus. This patronage articulates a Turkish hydro-territorialisation at odds with an island-wide hydrosocial scaling performed by the Republic of Cyprus. Early opposition to the pipeline from municipalities in Northern Cyprus focused on their loss of rents from the licensing of water extraction, while pro-unification political parties objected to a potential spoiling effect on future peace talks with the Republic of Cyprus. Ecological criticisms of the pipeline from Turkish Cypriot civil society actors stressed the displacement of alternative development pathways, including sustainable water management. Hydraulic patronage highlights the duality of state-making and environment-making in the reproduction of contingent sovereignty, which is observable in de facto states and other client territories (e.g. occupied and annexed lands).  相似文献
