Regional integration is a fashionable, but far from novel phenomenon, in southern Africa. This paper compares regional integration during the apartheid period with that which has occurred subsequently. South Africa's regional strategy has consistently been the single most important factor affecting the nature, character and evolution of regional integration. It was only after South Africa's successful all‐race election in April 1994 could southern African regionalism move away from the politics of separation to integration. Since 1994, all the regional institutions in southern Africa have changed their institutional structures and integrative ambitions in order to respond to changed national, international and regional environments. There is no doubt that the policy environment affecting regional integration in post‐apartheid southern Africa has changed beyond all recognition when compared to the late‐apartheid period. However, a central contention of this paper is that many of the key challenges facing southern African regionalism remain fundamentally the same as in the apartheid period; intra‐regional trade remains imbalanced and limited, regional inequalities continue to be intense and the institutional structure of regional integration is complex, confusing and contradictory. 相似文献

This article juxtaposes two prominent discourses accompanying the neoliberalisation of EUrope's borders. The first is the emerging notion of humanitarian ‘migrant-centredness’ found in the policies of elites and security professionals in the field of EUropean border security and migration management. The second is the use of animalised metaphors and imagery that pervade narratives of ‘irregular’ migrants' embodied experiences of detention across and beyond EUrope. It argues that what is at stake in this juxtaposition is more than simply a discrepancy between the ‘rhetoric’ of neoliberal bordering and the ‘reality’ of ‘irregular’ migrants' experiences. Such a view, which is commonly held among diverse critics of border violence, ultimately makes a problematic appeal back to the very humanitarian frame that has already been coopted by authorities associated with or even complicit in that violence. Seeking an alternative diagnosis and ground for critique beyond the ‘rhetoric/reality’ bind, the analysis draws on conceptual resources found in (post)biopolitical theory – particularly Jacques Derrida's concept of ‘zoopolitics’ – in order to identify and explore animalisation as a specific spatial technology of power. Understanding the work that the zoopolitical threshold does in shaping contemporary spaces of incarceration and producing animalised subjects offers new insights into both governmental logics of border security and the limits of humanitarian-based critiques. 相似文献

This article examines attempts to negotiate a perceived residual dominance of settler populations in South Africa and Zimbabwe by means of developmental and cultural policies deemed necessary to restore sovereignty to Africans. Indigenisation has become a preferred strategy for reconstructing post-colonial states in Africa: indigenisation of the economy as part of a Third Chimurenga in Zimbabwe and Black Economic Empowerment in the socio-cultural context of Ubuntu in South Africa. These are issues arising from the regional legacy of contested and uneven transitions to majority rule. Identifying how governments frame the ‘settler problem’, and politicise space in doing so, is crucial for understanding post-colonial politics. Indigenisation in Zimbabwe allows the government to maintain a network of patronage and official rhetoric is highly divisive and exclusivist although couched in terms of reclaiming African values and sovereignty. Revival of Ubuntu as a cultural value system in South Africa facilitates a more positive approach to indigenisation, although Black Economic Empowerment displays elitist tendencies and cultural transformation remains controversial and elusive. The perceived need to anchor policy in socially acceptable (i.e., ostensibly indigenous/traditional) contexts has become a prominent feature of post-colonial politics and is indicative of an indigenous turn in Southern African politics. 相似文献

This paper signals how border externalization can inform geographical debates about scale and in turn, foster research on how scale intersects with recent forms of border and migration control. It interrogates what scales are being produced and struggled over, pointing to the contingency of scalar work in border externalization, specifically through the EU Migration Routes Strategy. Debates on scale and changing borders are worked through to arrive at the notion of “itinerant scale”, in order to highlight a very distinct spatial imaginary and implementation of border work. Instead of sitting at the edges of nation-states, staying in designated places for long, or pushing through some sort of region imagined as a buffer or frontline, borders are envisioned and designed to be mobile devices and reiterated along shifting migratory routes. This complex scalar production unfolds through a mix of policies, cartographies, surveillance infrastructures and atypical institutional agreements, reaching and acting simultaneously at local, national and regional levels, aiming at the management and contention of suspicious bodies on the move. 相似文献

This article examines the Conch Republic, a semi-farcical micro-state that was established in Key West, Florida in 1982. Although the Conch Republic has its origins in a direct challenge to state power, it is now a relatively depoliticized statement of the island's eclecticism as well as a marketing tool for the island's all-important tourism industry. Thus, the Conch Republic could easily be dismissed as an entity that has little in common with actual sovereign states.In this article, however, three literatures that shed light on Key West's culture and economy – the queer theory, tourism, and critical island studies literatures – are used to reframe sovereignty not as a stable category but as a strategic tool that is employed to improve the environment in which one engages in interactions. The story of the Conch Republic thus is used to demonstrate how sovereignty is sometimes less about the power to isolate and exclude than it is about the right to maintain some degree of control, or at least dignity, in a world of connections, inclusions, and fragmented, unstable identities. 相似文献

ABSTRACT. This article explores the concept of European Union identity and its significance for European integration by drawing upon insights from theories of nationalism and national identity. European Union identity is viewed as an ongoing process which is banal, contingent and contextual. The central hypothesis is that: European integration facilitates the flourishing of diverse national identities rather than convergence around a single homogeneous European Union identity. The role of the EU as facilitator for diverse understandings of collective identities encourages the enhabitation of the EU at an everyday level and the reinforcement of a sense of banal Europeanism which is a crucial aspect of the European integration process. Facilitating diversity may thus provide a vital source of dynamism for the integration process. 相似文献

AbstractThis article reconstructs concepts of ‘European solidarity’ in Helmut Schmidt’s political thought. Tracing Schmidt’s beliefs from the late 1940s to the period of his chancellorship and beyond, it shows how his concepts of European solidarity were shaped by the lessons he drew from the political and economic catastrophes of the 1920s and 1930s. The article reveals how Schmidt developed a largely functionalist understanding of ‘European solidarity’ that was grounded in both his generational experience and the piecemeal logic of European integration he derived from Robert Schuman and Jean Monnet. Schmidt believed that ‘European solidarity’ was not a given, but that it had to be consciously constructed through mutually beneficial intra-European cooperation. He was guided by two central convictions: that the interdependence of European economies made their cooperation both necessary and desirable; and that Germany’s unique historical burden and geostrategic location meant that its foreign policy always had to be embedded in a wider European framework. As West German Chancellor from 1974 to 1982, Schmidt then sought to translate these convictions into practice, trying to avoid a relapse into 1930s protectionism whilst at the same time hoping to avoid perceptions of German dominance in economic matters. Yet, he remained highly sceptical of any attempts to transfigure West European integration into a greater ‘European identity’, believing that the Cold War context made any such attempts futile since true European solidarity could only be practised on a pan-European scale. Putting these views in a broader context, the article concludes that Schmidt’s thoughts offer valuable insights into the relationship between constructions of ‘European solidarity’ and notions of ‘crises’, and suggests that the analysis of his pragmatic approach adds to new, less teleological narratives of European integration that are now emerging in the historiography. 相似文献

While significant advances have been made towards outlining the diverse processes of agricultural adoption worldwide, many regions including sub-Saharan Africa remain poorly understood owing to uneven archaeological coverage. This paper presents a case study from the West African savanna of a relatively late adoption of sedentism and agriculture. While domesticates were available in the region by ca. 2000 BCE, residents of the Gobnangou Escarpment in southeastern Burkina Faso maintained mobile foraging strategies likely until the 1st millennium CE. Drawing primarily on faunal remains from three archaeological sites spanning almost 7000 years of occupation, this paper explores the complex relationships between the adoption of domesticates, sedentism and long distance logistical expeditions by presenting data from two new early agricultural sites with varying domestic and local/regional wild resource usage. We argue that the Gobnangou is indicative of the diverse choices local communities make during times of economic transition, and highlight the social implications of the adoption processes. 相似文献

Abstract The subject of this article is the creation of North Norway from the late eighteenth century to the present day. Some initial remarks about the relationship between nations and regions are followed by a number of interpretations of recent national and nationalism debates. The former synthesis of the creation of North Norway as a region is analysed, using approaches that on the one hand could be described as an actor stage theory, and on the other as structurally modernistic. As an alternative, a new theoretical approach inspired by cultural hegemonic theories is presented. This cultural hegemonic approach uses the works of Antonio Gramsci (1891–1937) as a point of departure and is related to the concepts he developed, such as “hegemony”, “counter-hegemony”, “historic bloc”, “civil society” and “organic intellectuals”. A new synthesis of the historical regional formation process, based on a cultural hegemonic approach, is then presented, showing that North Norway as a region is the result of a long-lasting, contradictory and continuous process. Six periods are identified in the creation of the region: the period from the late eighteenth century and throughout the nineteenth century up to the second decade of the twentieth century emerges as a time-frame for a counter-hegemonic nation-building project. Since then, North Norway as a region has developed through hegemonic struggle between different kinds of region- and nation-building projects within and outside the region. 相似文献

Although imperial historians concentrate on regions and periods with abundant documentation, it is worth considering how another discipline copes with the political fate of post-colonial societies whose records are not so easily accessible. The nine works reviewed below cover problems of misgovernment in new states in several regions. This article concentrates on their methods and conclusions for states in sub-Saharan Africa and more especially West Africa. Authors and editors have made considerable use of patron-client (or clientelistic) explanations in their interpretations of the aims and performance of African leaders under post-independence constitutions. Techniques of patronage have a long history; colonial rulers applied them to find useful intermediaries between administrators and African ethnic groups; and there is ample evidence for their existence in the politics of new states under the label of ‘corruption’. Despite accepted definitions of patronage, the terminology of clientelism contains ambiguities when employed to denote historical cases in a large number of cultural contexts with poor economic management and dictatorial governance. The collective conclusion of the books reviewed charges African civil and military leaders with corruption in appropriation of public resources for private gains. All the authors comment on that generic term; one of them supplies a detailed analysis of its ramifications. Most have drawn, too, on imperial works and records as background to their explanation for the policies of civil and military leaders in independent states in coping with debt management, risk of territorial fragmentation, use of parastatals and misuse of resources. It is concluded here, however, that input from the late colonial period has been misunderstood; second, that anthropologists’ knowledge of the institution of chieftainship, its survival or disappearance, throws light on the ‘indeterminacy’ of leadership succession in Africa, unless overcome by the mechanisms of constitutional elections; and, third, that political science has not investigated the reasons for the lack of competent judicial and civil service institutions to safeguard the working of Africa's constitutions. 相似文献

This article presents evidence to revise hypotheses of how biopolitical strategies are deployed in contemporary global security regimes, and with what effects. It is based on research into the US military's Africa Command (AFRICOM). Elaborating on two concepts that Michel Foucault hypothesized in his Security, Territory, Population lectures –the “people” and the “milieu” –I argue that AFRICOM's strategy is informed by biopolitical rationalities, but that this does not necessarily situate African populations as either part of a population to secure or as a threat to that population. Instead, I suggest that (unlike in the urban and national contexts that Foucault analyzed) biopolitical security strategies at the global scale are characterized by varying degrees of distance between the way(s) of life they aim to defend and what Foucault termed the “field of intervention” or “milieu” that they target. This hypothesis, and its elaboration through the case of AFRICOM, contributes to efforts to historicize and spatialize accounts of contemporary biopolitics. Specifically, it suggests that we can better understand the production of very uneven geographies of security and insecurity by attending to the relationships between the ways of life being secured and the (potentially distant) material contexts situated as relevant “fields of intervention”. 相似文献

Contributing to the growing interest in multiperspectival border studies, this article advocates for a re-centring of subaltern geopolitics in the debate. Focusing empirically on Morocco's diplomatic dispute with the EU over the application of trade agreements to the Western Sahara (2015–2019), the analysis considers the geopolitical bordering of the controversy through the concepts of dependency and engagement to explain how the disputed territory both structured Morocco's disadvantageous relationship to the EU, while also giving rise to material and symbolic possibilities for the state leadership to subvert these geopolitical asymmetries in the late 2010s. The events are theorised through the combined lenses of critical border studies, subaltern geopolitics, and the politics of space to bring two complementary insights to the fore: (i) to insist that multiperspectival approaches account for the uneven landscape of borders, and the entities that act upon, animate, and transform geopolitical affairs from outside the dominant nodes of power and knowledge; conversely (ii) to destabilize prevailing binaries of geopolitical marginality and centrality through a reading of borders in an irreducibly multiple sense. Together, the analysis demonstrates the value of centring subaltern geopolitics in emerging debates on border multiplicity in the field today, while also avoiding the tendency to reinforce the spectacle of the border itself. 相似文献

For over half a century, a border zone mandated by bilateral treaty has existed along the full length of the international border between Nepal and China's Tibetan Autonomous Region (TAR). Since 2002, people classified as “border inhabitants” who live within 30 km of the border on both sides have been issued “border citizen cards” which allow them to cross the border without a passport or a visa, and travel up to 30 km on the other side. This article explores historical and contemporary experiences of life in the Nepal–TAR border zone for such border citizens. Their state-sanctioned cross-border mobility complicates existing work on Tibetan refugee citizenship, and expands previous models for understanding ethno-political identities and sovereignty in the Himalayan region. The legally recognized category of border citizenship between Nepal and China's TAR provides a compelling example of how states may create alternative categories of citizenship in response to practices from below, while further shaping such practices through regimes of differentiated citizenship. I argue that this form of border citizenship emerges out of non-postcolonial trajectories of state formation in the Himalayan region, which offer important contrasts with other parts of South Asia. 相似文献

Since its inception in 2001 and subsequent integration into the tri-national Great Limpopo Transfrontier Park (GLTP), Mozambique's Limpopo National Park (LNP) has been progressively transformed into a functioning wildlife park. Standing behind this transformation has been a profound expansion of Mozambican state power over and through the park. While this reinforces predictions in the early transfrontier conservation literature, it stands in tension with observations that these projects threaten state power. I address this tension by developing the concept of articulated sovereignty, which understands sovereignty as a heterogenous set of powers that are produced through often unequal interactions with other actors, including foreign or extra-territorial actors. In short, sovereignty is articulated through these interactions. I draw from this to show that the same partnerships that seem to threaten sovereignty in some respects in fact shore up the power of the Mozambican state in other respects. I focus in particular on the foreign-assistance-enabled extension of state power through the development of legal and technical capacity, park administration and infrastructure, a ranger force, and the relocation of communities beyond park borders. I additionally draw on articulated sovereignty to show that the state and territory, like sovereignty, are built through various articulations with extra-territorial partners, thus drawing into question the sovereignty-state-territory triad. I close by reflecting on the utility of articulated sovereignty beyond the realm of conservation. In short, articulated sovereignty sheds light on both the sovereignty complexities of transfrontier conservation projects like the LNP/GLTP and how sovereignty actually plays out in the world. 相似文献
