The question of the political has gained renewed relevance in recent years. New movements are challenging what has been called ‘the post-political consensus’ and have facilitated the repoliticisation of a wide range of social, political and cultural phenomena—both on the left and the right. One task for geographers is to understand this repoliticisation spatially. The housing sector is a prime example of how such a repoliticisation occurs. With an emerging global urban housing affordability crisis, housing is becoming an important arena for engaging in emancipatory democratic politics. In this paper, we use Oslo as a case to analyse how housing, which has long been governed through liberal consensus, is being repoliticised. We investigate Oslo's agenda of establishing a ‘third housing sector’ beyond the privatised model, and its role in popularising alternative models in housing. We focus on the mobilisation and rearticulation of the genealogy of failure of housing in Oslo and the alternative housing solutions brought together in the city. Discussing the emerging geographical referencescape of housing as a distinctly spatial process of politicisation we show how arguments and positions gain legitimacy by situating references to other situations and places in a multiplicity of local and foreign arenas.  相似文献

Social movements in struggle around energy are currently developing an imaginary of “energy democracy” to signify the emancipatory energy transitions they desire. Deploying a scholar‐activist perspective, this paper contributes to debates around the concretisation of the energy democracy imaginary by exploring the relationship of energy democracy movements to the state. To do so, I focus on the experiences of the Berliner Energietisch campaign, which in 2013 forced (and lost) a referendum aiming to extend—and democratise—the local state's role in Berlin's energy governance. Drawing on relational theories of the state, I argue that it is productive to read Berliner Energietisch as enacting an energy politics in‐against‐and‐beyond the state. In making this argument, I draw out implications for theoretical and strategic debates around the commons and the state.  相似文献

The community energy sector is widely understood to be a pluralistic sector, encompassing a broad range of aims, motivations, and practices. This heterogeneity is, however, still not very well understood. Dominant analytical frameworks in the study of energy geographies offer little in the way of exploring the diversity of motivations, visions, and social relations that are present within the community energy sector, nor their causes or consequences. Drawing on the notion of ‘critical pluralism’, this paper aims to highlight the diverse range of sociotechnical configurations that make up this sector in Scotland, and begins to discuss some potential causes and consequences. To do so, it presents a novel community energy typology, based on an analysis of technical and social dimensions of 367 projects in Scotland. This shows that whilst the Scottish community energy sector contains a broad range of motivations, technologies, and social practices, the sector has become dominated by groups for whom energy generation is a means to achieve local socio-economic development. The paper discusses the community-level and policy drivers that may have contributed to this. It also discusses how we can begin to understand a diverse sector’s ability to affect the wider structures in which it operates.  相似文献

Energy policy-making has become ever-more challenging over the last three decades, comprising a larger and more complex set of inter-related dimensions. Energy policy-makers have to deal with energy as a discrete market sector, pursuing competitive, efficient, safe, and affordable energy. They also have to address environmental imperatives, ensuring energy is developed with due regard for sustainability, ecosystems, air quality, climate change, and the like. In addition, energy policy must address security objectives, which themselves have broadened over time. Finally, energy must be developed in ways that are socially acceptable. This article examines how these four policy dimensions—Market, Environment, Security and Social acceptability, the acronym MESS—have come to characterize energy policy-making in the twenty-first century. It then explores what kind of MESS the Canadian and American governments are making of energy policy—both domestically and bilaterally—and offers some proposals for key sectors and activities that could benefit from greater collaboration.  相似文献

Land‐centred urbanisation has precipitated shortage of green space in Chinese cities. However, in the Pearl River Delta, an ambitious greenway system has recently managed to flourish. It is intriguing to ask how this has become possible. Informed by the perspective of urban political ecology, this paper finds that the greenway project in the Pearl River Delta represents a set of politically realistic endeavours to alleviate urban green space shortage by adapting to, rather than challenging, powerful landed interests. Three interlocking dimensions about land—municipal land quota, rural land use claims, and real estate development—have influenced why, where and how greenways have been created. Based on these findings, we argue that research on China's politics of urban sustainability necessarily needs to understand the country's land politics.  相似文献

This paper brings together two disparate but critical bodies of literature about contemporary citizen participation in the Australian city: transport politics and post‐politics. The argument is advanced that state and citizen actor relations—as they exist in the governance and management of Australian urban transport—have taken on characteristics of post‐politics. By conceiving of citizen participation in this manner, new ways of understanding it are generated and it is possible to appreciate how such participation is shaped by state actors both across time and in response to the politicisation of transport proposals. The paper illustrates the extent to which citizen engagement has become a new focal point in transport politics, particularly given citizens' capacities to politicise proposals and transport trajectories. It achieves such ends by drawing upon key‐informant interviews conducted between 2013 and 2016 with public transport advocates, select resident groups, and local and state level planning officials from Melbourne, Australia.  相似文献

In this paper we extend the hereditary theory of spin-off formation, developed by Klepper, by relating the concept of inherited competence to two different types of spin-offs—university and private sector spin-offs—and two different types of inherited competence—R&D competence and innovation competence. We then utilize this extension of Klepper's framework to study the evolution of a science-based industry—the biotech industry. Using the Irish biotech industry as a case-study, we find that differences in pre-entry experience manifest themselves most markedly in terms of the firm's capacity to attract venture capital, with private sector spin-offs considerably outperforming university spin-offs. We argue that the superior performance of the private sector spin-offs is explained by the nature of their inherited competence in that they are characterized by higher levels of innovation competence.  相似文献

In India and the United States, Lepcha and Diné youth are articulating decolonial futures that diverge from past aspirations. Rather than demanding big infrastructure such as dams or power plants, Indigenous youth forward decolonial visions that reimagine the landscape and energy technologies. In this article, we suggest that Lepcha and Diné activists are articulating a youthful decolonial futurity—a vision for the future where their generation and the ones to follow can flourish in their own territories and on their own terms. We propose youthful decolonial futurity as a prefigurative politics specific to Indigenous youth, who view their activism as integral to creating a future where their communities have more control over decision-making processes and their ancestral territories. What emerges is a consideration of the role of Indigenous youth in building a language and politics of decolonisation against the roles of power brokers, elites, and naysayers.  相似文献

Abstract: The “movement of movements” has reached an impasse, from which innovation and expansion appear out of reach. Given these circumstances a re‐examination of concepts such as antagonism and class hatred might be timely. Antagonism has never disappeared. It is present in climate‐change politics as much as in those of the Black Bloc—both examples we discuss here. Indeed antagonism permeates capitalism and drives capitalist development. But a politics founded purely on antagonism quickly comes up against its own limits. The paper focuses on the resurgence of the regions as protagonists of the process of the state rescaling in many European countries. In the EU countries this process can be seen as a result of a mix of economic and institutional factors, which have been producing an increasing competition between the central governments and the regional authorities. The rise of the multi-level governance and of the so-called Euroregionalism has reinforced the role of the regional scale in the territorial development: on one hand, with new actors like agencies and organizations engaged in the economic development (FDI attraction, place marketing, innovation and learning), on the other hand by the resurgence of “old” actors, such as the regions, in many cases empowered by processes of institutional devolution. The literature has investigated this re-composition of the political space with regard to the “hollowing out” and the “rescaling” of the state. On the base of these theoretical underpinnings, we discuss some empirical evidence from the Italian experience, in order to show whether and how the regional structures are not only “spaces for policies”, but also “spaces for politics”. Over the last decade, the changes in legal framework, the external inputs from supranational levels of government—the European Commission—and the re-territorialization processes have introduced many elements of innovation in the role of the regions. By illustrating the case of the Piedmont Region, we try to demonstrate that the transition towards the region as an active space of politics can be mediated by the sphere of the policies, especially the spatial ones.  相似文献

This paper reflects on the concept of insecurity defined as ‘the capacity to hurt’. It begins by considering asylum seekers and refugees as hyper-precarious groups that have experienced bodily, material and psychological ‘hurt’ in the UK. At the same time, the paper considers how these hyper-precarious groups are perceived to have the capacity to hurt (bodily, materially, psychologically and spatially) the majority population. Having drawn out two understandings of the capacity to hurt—both the ability to be or feel hurt and the act of hurting others, we argue that a shared recognition of what it means to feel hurt (co-suffering or suffering together)—albeit to very different extremes and with very different consequences—and an understanding of the processes which drive this might be mobilised politically to challenge the act of hurting others. In doing so, we argue for a group politics of compassion to respond to increasingly insecure times.  相似文献

Municipal open data projects are motivated by a desire to democratize data access and knowledge production, strengthen transparency, and advance cities socially and economically. However, their effects and implications are insufficiently analyzed. This paper examines civic engagement in open data in Cape Town, South Africa, the continent's first municipal-level open data initiative. Findings reveal how local civil society organizations have been driving engagement with municipal open data as part of their recent turn towards technology and data-driven forms of public engagement and activism. This analysis highlights the important role of the “smart civil society organization”—occupying a position between the smart city and smart citizen—that is developing significant capacity to produce and share data about the city's informal settlements with stakeholders in government, the private sector, and wider society. Minimal engagement with or recognition of civil society efforts illustrates the limits to the city's philosophy of data openness, which is largely restricted to releasing selected government datasets to the public. The notion of “bi-directional open data” is developed here to characterize emerging possibilities for data openness between governments and the public. This may be particularly relevant for cities like Cape Town with a highly active, capable, and data-literate civil society.  相似文献

This paper addresses the politics of memory in post-genocide Cambodia. Since 1979 genocide has been selectively memorialized in the country, with two sites receiving official commemoration: the Tuol Sleng Museum of Genocide Crimes and the killing fields at Choeung Ek. However, the Cambodian genocide was not limited to these two sites. Through a case study of two unmarked sites—the Sre Lieu mass grave at Koh Sla Dam and the Kampong Chhnang Airfield—we highlight the salience, and significance, of taking seriously those sites of violence that have not received official commemoration. We argue that the history of Cambodia's genocide, as well as attempts to promote transitional justice, must remain cognizant of how memories and memorials become political resources. In particular, we contend that a focus on the unremarked sites of past violence provides critical insight into our contemporary understandings of the politics of remembering and of forgetting.  相似文献

The aim of this paper is to explore the relation between the critical knowledge base of firms and how firms respond to incentives embedded in the institutional framework surrounding them. The analysis gives us a better understanding of the complex development of the food sector in Southern Sweden in the past decades. Theoretically, the paper combines concepts of path dependency and knowledge bases, and applies this framework to a set of development trajectories of firms in the Scanian food sector. Three development paths are identified—path extension, path renewal and new path creation. Findings illustrate that these are rooted in different knowledge base combinations of firms, which make them respond differently to similar place- and sector-specific institutional conditions.  相似文献

This contribution discusses the hopes associated with the rise of the creative industries and gives explanations for the debates in politics, science and the media. In doing so, our underlying thesis is that the culture and creative economy is a virtual sector and that a uniform promotion—also by means of staged events that attract a lot of media attention—needs to be challenged. In a further step, the scientific implications will also be outlined on the basis of the term's “career” in the public debate. A brief analysis of the empiricism of the creative economy will provide further insight into its real significance and demonstrate possible definitional weaknesses of the term. The creative industries are an essential element of modern economic infrastructure. They will play an important role in the future, especially for cluster strategies. However, the scientific research so far is not able to reach more accurate conclusions regarding the effects of governance on the culture and creative industry. Therefore, this contribution shows future research fields. We will conclude by venturing an outlook on the further development of the sector and demonstrate its social and economic effects using the example of the Ruhr Area in North Rhine-Westphalia.  相似文献

Throughout the last three decades efforts to regenerate British cities have been based around the construction of new institutional alliances and policy networks supported by a series of urban-based initiatives. Successive Conservative governments premised their intervention on the assumption that cities (and particular parts therein) were the most appropriate geographical level around which to organise policy intervention. In pursuing this city-based agenda, the policies were themselves instrumental in constituting the city as an object of policy: a problem in need of a solution. The aim of this paper, however, is not to explore how certain spaces or scales become constructed through, for example, government policy, political practices or state restructuring. Rather the paper augments work conducted on the socially constructed nature of ‘cities’ and ‘regions’. It explores for regeneration policy and politics the implications of the tendential shift away from a model of ‘new localism’ towards an alternative model of ‘new regionalism’. The origins of the central element of New Labour's emergent regional project — the Regional Development Agencies (RDAs) — are established before the paper moves on to examine the likely political relationships between the local state, drawing upon the example of Manchester, and the regional state, drawing upon North West England, under the new institutional arrangements.  相似文献

On a world scale companies and governments are acquiring tracts of land from rural communities across the developing world in what some describe as a global “land grab.” Yet looking into local settings reveals that negotiations and arrangements are often piecemeal and halting, with little resemblance to a coordinated seizure of land. Conflicting maps, overlapping territorial claims, and unclear acquisition processes are creating land disputes, mistrust, and ambiguity. Resulting cycles of contention are enabling companies to obtain—even appropriate—some land. Still, in at least some locales the process is doing more to undermine development opportunities for all parties.To probe into these local politics of mapmaking, this article draws on fieldwork from 2010 to 2011 in Tanzania's Rufiji District, located in the lower floodplain of the Rufiji River. Companies, one might surmise, should be able to exploit information asymmetries to wrest control of land from local villagers. Interviews, primary documents, and field observations reveal, however, that this is not occurring as much as one might expect along the lower Rufiji River. The politics of such land acquisitions, we argue, would seem to be better understood in terms of cycles of contentious politics, as an ongoing process in which movements and counter-movements vie for control through the strategic use of images, maps, and discourse.This research extends the understanding of the processes changing global agriculture and energy production by bridging the frames of the “politics of mapping” and “cycles of contention” to more fully reveal how and why control over land and resources is shifting in the global South.  相似文献

Smart city experiments have the potential to reshape urban climate change governance. Smart city initiatives have been supported by international technology companies and the European Union for many years and continue to be promoted by national and municipal governments. In relation to sustainability and climate change, such initiatives promise more efficient use of resources through the use of information and communications technology in energy infrastructure. Experiments with smart city technologies such as urban smart grids have shown the potential to restructure relationships between energy utilities, energy users and other actors by reconfiguring the dynamics of energy supply and demand. But do urban experiments lead to institutional change? The aim of the article is to provide a better understanding of how smart city experiments reshape the urban governance of building energy use. Hyllie, a new city district in Malmö, Sweden, was home to two smart city experiments that contributed to the institutionalization of urban smart grid technology. However, the analysis of Hyllie’s policy assemblages shows that this institutional change could redefine sustainability at the expense of energy efficiency.  相似文献

Debates about the “divisibility” or “sharing” of religious sites continue to engage historians, political scientists and anthropologists. This paper assesses the issue of agency in two of the more salient critiques of religious coexistence before approaching the Holy Sepulchre, or Anastasis, as a site for investigating the way various constituencies, most significantly visiting pilgrims and resident monks, have dealt with issues of “sharing”. It contends that inter-communal antagonisms there originate with elite struggles over the possessions of places—struggles which tend to engage political actors far from the site of the conflicts rather than local communities—and concludes that, rather than accept an “identitarian politics” which assumes a profound “civilisational” attachment of cultures to religious identities, we must carefully assess the “politics of possession” which variously play out in sites of inter-communal engagement.  相似文献

Analysis of the voluntary sector in sub‐Saharan Africa has tended to focus on the role of the NGO, and the types of relationships this institution establishes and maintains with donors, national governments and the communities with which they work. The voluntary sector in Africa is therefore usually defined through, and often treated as synonymous with, the institution of the NGO. As a result, the boundaries of understandings of the ‘third sector’ space occupied by the vast number of NGOs — its origins, the nature of the relationship of voluntary sector actors to the state, the types of organizations that characterize the sector — have tended to reflect a narrow concern with the NGO type and its experiences. This article suggests that this view is too narrow in its gaze. The voluntary sector was not a creation of a post‐colonial (and especially post‐1970s) development crisis. It emerged from an evolving relationship between colonial‐era non‐state (voluntary) actors and governments determined to demonstrate that they were meeting their commitments to the welfare of Africans under their charge. Missions and mission welfare services, expanding across much of rural sub‐Saharan Africa by the beginnings of the twentieth century, and increasingly coordinated from the late 1920s and early 1930s, created the foundations for the emergence of sub‐Saharan Africa's formal voluntary sector as it exists today. This matters for more than just historical accuracy. To understand the constraints, challenges and opportunities faced by NGOs, we need to move beyond a narrow focus on the institution of the NGO itself, and look in addition to the environment in which it operates: its history, its evolution and the shifts that created those conditions.  相似文献
