Walter Moyle's work, An Essay upon the Constitution of the Roman Government, is much more Machiavellian than it initially announces itself to be. Informed by James Harrington's and Niccolò Machiavelli's earlier commentaries on Rome, Moyle readily embraces that on which both of his predecessors agree—the desirability of a republic that seeks armed increase. Harrington, though, explicitly disagrees with Machiavelli's embrace of a tumultuous republic that seeks a return to its beginning through fostering fear. In contrast to Machiavelli, Harrington looks to economic and institutional arrangements that will render a republic so serene and stable that he claims immortality for it. Although initially Moyle forthrightly endorses Harrington's analysis, he ultimately relies on the harshest teachings of Machiavelli to maintain a republic, a reliance which finds him endorsing the distinctively Machiavellian directives to suspect, accuse, and punish its leaders in such a way as to return the republic to its beginnings. These teachings make Moyle's work a vessel for the transmission of a stern, aggressive republicanism. Even in this eventual enthusiastic embrace of Machiavelli's teachings, however, Moyle still displays some hesitation in citing him as the sole source for them as his attributions couple the Florentine's name inaccurately with other, more reputable republicans.  相似文献

The Howard government's foreign policy objectives concerning East Timor remain the subject of intense historical debate. Given that some Indonesians harbour suspicions about Australia's role in East Timor's independence, it is important to reflect on Australia's diplomacy throughout this period. This article draws on 15 interviews with former politicians and officials—including Prime Minister John Howard and Foreign Minister Alexander Downer—to argue that in 1998, Australia's foreign policy was focused on supporting Indonesia's democratisation process and maintaining the bilateral relationship. It was only when Indonesia moved towards a ‘special status’ of autonomy for East Timor that Australia reconsidered its own position. Although rarely acknowledged, Australia's policy shift actually precipitated outcomes that it had sought to avoid. As such, Habibie's decision to allow self-determination in East Timor can only be viewed as an unintended consequence of Australian diplomacy—independence was never the objective of Australian foreign policy.  相似文献

The collapse of the Soviet Union brought about major upheavals in Central Asia and the Caucasus. Among the newly independent states, those that were endowed with energy resources set out on the path of economic growth. The energy resources in Central Asia also attracted outside powers to the region. Moreover, the status of these countries as landlocked, and Russia's monopoly over energy pipelines, led these countries to search for new partners in order to reduce their dependency. This added a new dimension to the political, economic and security equations of the region. In this article, Turkmenistan is studied as a former Soviet republic and Iran as a regional actor that has interests in the region's energy dynamics. The role of energy in the relations between Turkmenistan and Iran is examined. The article proposes that the energy factor has produced a favorable atmosphere for closer relations between the two countries. However, Tehran needs to overcome a number of challenges in expansion of its relations with Turkmenistan, the most important of which is the United States' effective opposition to any Iranian initiative in the field of energy in the region.  相似文献

Levels of child malnutrition in India have fallen only slowly during the 1990s, despite significant economic growth and considerable expenditure on the Integrated Child Development Services (ICDS) programme, of which the major component is supplementary feeding for malnourished children. To begin to unravel this puzzle, this article assesses the programme's placement and its outcomes, using NFHS data from 1992 and 1998. The authors find that programme placement is clearly regressive across states. The states with the greatest need for the programme — the poor Northern states which account for nearly half of India's population and which suffer from high levels of child malnutrition — have the lowest programme coverage and the lowest budgetary allocations from the central government. Programme placement within states is more progressive: poorer and larger villages have a higher probability of having an ICDS centre, as do those with other development programmes or community associations. In terms of outcomes, the authors find little evidence of programme impact on child nutrition status in villages with ICDS centres.  相似文献

Why do some ethnic minority groups in Europe form ethnic minority parties (EMPs), while others work within established, mainstream parties? I argue that an ethnic minority group's historical background influences its political engagement strategies. I propose that native groups (those that inhabited the territory of the modern‐day state in which they reside prior to that state's establishment), groups with territorial attachment (historical concentration in particular regions of the state) and groups with historical experiences of autonomy are more likely to form successful parties. Groups perceiving themselves as native to their state and that have enjoyed autonomy are more likely to feel entitled to the unique form of representation provided by an EMP. I test my theoretical expectations on an original data set of elections in European states in the period 1990 to 2012, finding that the three historical variables working in conjunction exert a strong positive influence on EMP entry and success.  相似文献

Abstract

This article identifies a deep paradox at the heart of the modern state—in its ability and professed purposes to form the moral characters of its citizens—and then offers a Christian response. Were it not for the manifest success of states in persisting in this paradox, it would delegitimize them on grounds of incoherence and duplicity. In an argument that is occasionally Aristotelian, the article shows how modern (secular, liberal) states morally form citizens who willingly submit to the state's formation on grounds that the state has legitimacy so long as it does not claim moral authority. This line of reasoning is explicated with reference to Sheldon Wolin on Alexander Hamilton and feudalism as well as Martha Nussbaum on Aristotle. In response, Christian freedom, ecclesial peoplehood, and poverty not only run counter to state formation but positively resist it.  相似文献

The territorial expansion of the European Union (EU) to the new central and eastern European member states raises difficult challenges for European spatial planning. In almost the same manner as structural policy, the conceptual side of European spatial planning has to acknowledge that with enlargement a quantum leap regarding its politics and policy is about to occur. While reflecting on discussions about EU's regional policy and spatial planning on the European level, and sketching a theoretical background, this paper proposes a new way of conceptualizing European spatial planning, taking central and eastern European spatial planning—perhaps as a new epistemic community—into consideration.  相似文献

This article critically rethinks the possibilities and paradoxes of identity at the interstices of South Asia. Through ethnographic and historical analyses, I chronicle the varying forms, (dis)contents, and failures of ethnic identity in the geo-politically sensitive region of Darjeeling, India. In this Himalayan corner of the nation-state, borders have proven simultaneously generative yet undermining of identity and its politics—at once amplifying communities' desires for national inclusion, while rendering them largely unable to meet the Indian state's criteria for national recognition. As is the case along India's other borders, anxieties over national belonging have subsequently spawned violent subnationalist agitations in Darjeeling, as well as more legal quests for right, recognition, and autonomy. But to little avail. A perennial ‘identity crisis’ thus haunts (and charges) the people and politics of this Himalayan borderland. Refiguring the crisis at hand, this paper asks how certain forms of human difference become viable identities in India, while others do not. Doing so, I locate the crisis not within the realm of identity, but rather its rightful recognition. The paper accordingly develops ‘states of difference’ as an analytic for understanding the accentuated, paradoxical interplays of identity, state, and difference at the borders of South Asia and beyond.  相似文献

Political theory has been for long committed to the idea that a republic is possible only in small states, where the diversity of interests is reduced to the point where it makes possible the formation of a genuine common interest. Montesquieu adheres to this thesis when he says that, far from looking for this chimerical common interest, modern politics must be an art of balancing particular interests. Madison answered this argument by showing how, on the contrary, a republic is possible in large states only; in such states, the variety of extant interests constrains each of them to look not for a compromise — which is impossible to find where the interests in play are so widely apart from each other — but for a genuine common interest transcending all particularities.  相似文献

In recent years a revolutionary shift has occurred in the federal goovernment—-higher education relationship. Why didn't higher education resist more vigorously federal encroachment in its autonomy? First, academia focused its attention on the wrong kind of threat. Second, federal involvement was useful for solving problems on campus and often was in keeping with objectives and values supported in academia institutions. Third, the rise of public institutions altered the receptivity of higher education to accepting federal funds and pursuing direct solutions to society's problems, i.e. to being “involved” at the expense of autonomy. Finally, higher education's traditional strategy of being aloof from partisan politics kept it from vigorously defending its interests. Alternatives for the future appear to be: 1) a reorganisation of higher education to make it a clear, systematic agent of national policy, or 2) a successful effort by higher education to convert itself into an effective national interest group.  相似文献

Though it has rarely been the subject of academic criticism, there is a philosophy of truth that animates Jean-Jacques Rousseau's broader philosophical system. This philosophy of truth was unique for its time—in the same way as the whole of Rousseau's thought—in its emphasis on feeling over reason, the heart over the mind, the simple over the sophisticated, the useful over the demonstrable, the personal over the systematic. Rousseau's philosophy of truth might be more accurately called a ‘philosophy of truthseeking’ or an ‘ethics of truthseeking’, because its focus is on the pursuit and acquisition of truth rather than on the nature of truth itself. What was needed, Rousseau believed, was a guide back to the simple truths of human happiness—truths that were immediately apparent to us in our natural state but have become opaque in society. This article describes Rousseau's normative philosophy of truthseeking, of what human beings must do if they hope to (re)discover the truths of human happiness. This philosophy can be summarised as utility, autonomy, immediacy and simplicity in pursuit of what Rousseau called the ‘truths that pertain to the happiness of mankind’.  相似文献

Throughout 2006, Commissioner Terence Cole QC conducted an inquiry into the involvement of Australian companies in the United Nations' Oil-for-Food Programme in Iraq. The inquiry generated headlines about sanctions-busting behaviour on the part of AWB Limited and whether or not government ministers knew or should have known what was happening during the life of the Programme from 1996 to 2003. An element of the scandal that has received little attention is whether AWB Limited's behaviour was actually that extraordinary, given its status as a private company whose obligation to its shareholders was to maximise profits and which, had it not complied with the Iraqi government's demands to bypass the sanctions regime, could have cost the company a very important market. Drawing on the sanctions literature, this paper examines an essential problem at the heart of sanctions implementation; namely, that while states sign on to these international obligations, it is private companies and individuals that generally bear their cost. The paper considers legislative changes prompted by Commissioner Cole's Report but emphasises their limitations. A key and persistent difficulty for Australia and other states is that enforcing their international obligations depends on the goodwill and integrity of private actors.  相似文献

This article argues that Dmitry Medvedev's term in office, despite the continuity in Russia's foreign policy objectives, brought about a certain change in Russia's relations with the European Union and the countries of the Common Neighbourhood. The western perceptions of Russia as a resurgent power able to use energy as leverage vis‐à‐vis the EU were challenged by the global economic crisis, the emergence of a buyer's market in Europe's gas trade, Russia's inability to start internal reforms, and the growing gap in the development of Russia on the one hand and China on the other. As a result, the balance of self‐confidence shifted in the still essentially stagnant EU–Russian relationship. As before, Moscow is ready to use all available opportunities to tighten its grip on the post‐Soviet space, but it is less keen to go into an open conflict when important interests of EU member states may be affected. The realization is slowly emerging also inside Russia that it is less able either to intimidate or attract European actors, even though it can still appeal to their so‐called ‘pragmatic interests’, both transparent and non‐transparent. At the same time, whereas the new modus operandi may be suboptimal from the point of view of those in the country who would want Russia's policy to be aimed at the restoration of global power status, it is the one that the Kremlin can live with—also after the expected return of Vladimir Putin as Russia's president. Under the current scheme, the West—and the EU in particular—does little to challenge Russia's internal order and leaves it enough space to conduct its chosen course in the former Soviet Union.  相似文献

Carl Schmitt's Concept of the Political advances an understanding of the political in which the political is assessed in terms of the autonomy of the friend-and-enemy distinction. This article questions the autonomous foundations of Schmitt's concept of the political. Ultimately, Schmitt's desire to establish the autonomous nature of the political, allowing the specifically political antithesis to achieve mastery over all other forms of discourse, is replete with paradox. Whilst Schmitt endeavours to establish the autonomy of the political—where the political is free from interference from other domains—it is argued that his account of the political is highly dependent on the state. More critically, Schmitt's depiction of the political as autonomous is a strategic manoeuvre to establish the autonomy of the domain of the political vis-à-vis other conceptual domains.  相似文献

One of the ways in which the heterosexualization of women's bodies is made apparent is through the blatant promotion of Ladies' Night at night clubs. These are typically weekly events, of which women are granted complimentary entry by club operators. Ladies' Night is thus popularly construed as a time and space in which men can gain access to many ‘heterosexy’ female bodies. The deliberate deployment of specific kinds of (post)feminine bodies and subjectivities—slim, savvy, and sassy—in club promotional material is often couched in discourses that highlight female expression, consumption, and autonomy. Such a celebratory rhetoric of women as empowered actors seems to suggest that traditional gendered expectations of women as self-reserved, timid and vulnerable to sexual aggression are archaic and are no longer valid. In light of this, I investigate how women negotiate a postfeminist terrain within the context of Singapore's night clubbing scene. By employing qualitative methods such as in-depth interviews, ethnographic work, and discourse analysis, I argue that clubs are paradoxical spaces for performing gendered and (hetero)sexualized selves that vacillate between affirming and subverting heteropatriarchal regimes. In so doing, this paper hopes to contribute to the scholarship on feminist geography by bringing recent debates on postfeminism into a productive conversation with the literature on (hetero)sexuality and space.  相似文献

The deteriorating economic situation Kyrgyzstan provides an argument against the past selective development of republic economic profiles and for the need for a rational pricing system for raw materials and manufactured goods. The authors maintain that once realistic prices of Kyrgyzstan's products are established and republic authorities have the opportunity to make its production structure more rational, the republic could represent a net income donor to an all-Union budget. Since its appearance in 2007, Charles Taylor's monumental book A Secular Age has received much attention. One of the central issues in the discussions around Taylor's book is the role of history in philosophical argumentation, in particular with regard to normative positions on ultimate affairs. Many critics observe a methodological flaw in using history in philosophical argumentation in that there is an alleged discrepancy between Taylor's historical approach, on the one hand, and his defense of fullness in terms of openness to transcendence, on the other. Since his “faith‐based history” is unwittingly apologetic, it is not only “hard to judge in strictly historical terms,” but it also proves that “when it comes to the most ultimate affairs history may not matter at all.” This paper challenges this verdict by exposing the misunderstanding underlying this interpretation of the role of history in Taylor's narrative. In order to disambiguate the relation between history and philosophy in Taylor's approach, I will raise three questions. First, what is the precise relation between history and ontology, taking into account the ontological validity of what Taylor calls social imaginaries? Second, why does “fullness” get a universal status in his historical narrative? Third, is Taylor's position tenable that the contemporary experience of living within “an immanent frame” allows for an openness to transcendence? In order to answer these questions, I will first compare Peter Gordon's interpretation of the status of social imaginaries with Taylor's position and, on the basis of that comparison, distinguish two definitions of ontology (sections I and II). Subsequently, I try to make it clear that precisely Taylor's emphasis on the historical character of social imaginaries and on their “relaxed” ontological anchorage allows for his claim that “fullness” might have a trans‐historical character (section III). Finally, I would like to show that Taylor's defense of the possibility of an “openness to transcendence”—as a specific mode of fullness—is not couched in “onto‐theological” terms, as suggested by his critics, but that it is the very outcome of taking into account the current historical situation (section IV).  相似文献

A former major base of British colonialism, East Africa, has served as one of the testing grounds for what has been referred to as neo-colonialism. According to Kwame Nkrumah, neo-colonialism indicates that although ‘in theory’, a colony attains independence, ‘[i]n reality its economic system and thus its political policy is directed from outside’ (Neo-Colonialism: The Last Stage of Imperialism. London: Panaf Books, 2004 [1965]). This article challenges this image of neo-colonialism. Based on British documents of the late 1960s and early 1970s, most of which have become available to the public only in the last decade, and sources in East African libraries, it casts new light on British external relations with East Africa in the heady days of independence. These documents demonstrate that the new states of East Africa enjoyed a substantial degree of autonomy, that Britain's development aid was inconsistent and that Britain's involvement in the affairs of its former colonies was reluctant. These accounts reveal that the impact of British policy on newly independent states was actually limited, and thus the nature of Britain's relationship with its ex-colonies and the discourse of neo-colonialism are debatable.  相似文献

The post‐communist space continues to generate new internationally recognized states while incubating unrecognized but de facto states. Recent movement in the Balkans—the independence of Montenegro and the arduous deliberations over Kosovo's future —have variously encouraged other secessionist people and would‐be states, particularly in the former Soviet Union. This article analyses the impact of developments in Montenegro and Kosovo on several levels, including: their usage by de facto states; the reactions to them by central governments; Russian policy; and western and intergovernmental responses to these challenges. The article further argues that the Russian position on Kosovo and on the so‐called ‘frozen’ or unsettled conflicts neighbouring Russia could ultimately backfire on it. Western policy towards both Kosovo and on the post‐Soviet frozen conflicts will be best served by signalling to Russia, irrespective of the exact form of Kosovo's independence, that neither its own interests nor broader western‐Russian relations are served by using or reacting to any Kosovo ‘precedent’.  相似文献

The relationship between bridewealth and women's autonomy is not only discussed amongst anthropologists, development practitioners and other scholars but also amongst brides themselves. Women continue to embrace such marital exchanges, despite their knowledge of ‘modern’ development discourse about the constraints of the practice on women's status and its links to gender-based violence. This paper provides a visual exploration of contemporary brideprice practices and women's autonomy in Mt Hagen. We draw on scenes from our ethnographic film (An Extraordinary Wedding: Marriage and Modernity in Highlands PNG) to explore deliberations and developments that occurred in the case of a particular marriage that took place in 2012. We argue that the institution of brideprice has the potential to enhance the visibility of some women and the importance of their contribution to their own and husbands' kin groups. Despite current tensions regarding brideprice, it can serve as an avenue for the enhancement of women's political participation. The particular brideprice exchange featured in our film, raised concerns for the participants, which we consider in terms of three questions: Does brideprice commodify women? Does it play a role in gender-based violence? Is it inimical to aspirations for modernist individuality? We discuss the importance of bekim (‘return gift’) and suggest that this practice challenges the notion of brideprice as a commodity transaction. We argue that, while there may be an association between brideprice and gender-based violence, brideprice, in and of itself, is not causative of violence. The marriage represented in the film, and discussed in this paper, reveals the creativity of participants in adjusting the values inherent in the customary practice of brideprice to their contemporary aspirations.  相似文献
