ABSTRACT

The unprecedented and unsustainable impact of human activities on the biosphere threatens the survival of the Earth's inhabitants, including the human species. Several solutions have been presented to mitigate, or possibly undo, this looming global catastrophe. The dominant discourse, however, has a monolithic and Western-centric articulation of the causes, solutions, and challenges arising from the events of the Anthropocene which may differ from the other epistemes and geographies of the world. Drawing on the International Relations (IR) critical engagement with the Anthropocene, this paper situates the Asia-Pacific region in the Anthropocene discourse. The region’s historical and socio-ecological characteristics reveal greater vulnerability to the challenges of the Anthropocene compared to other regions while its major economies have contributed recently to the symptoms of the Anthropocene. On the other hand, the region’s ecocentric philosophies and practices could inform strategies of living in the Anthropocene. This contextualised analysis aims to offer an Asia-Pacific perspective as well as insights into the development of IR in the age of the Anthropocene.  相似文献

The changes in regulation of mineral development on Indigenous people's lands, wrought by the advent of native title in Australia, created an impression that the political economy of mining on Indigenous people's lands would be fundamentally transformed. In this paper we argue, in reality, a deeply seated settler‐colonial mentality endures in Australia within the institutions presiding over mineral governance, particularly in those States that are heavily dependent upon resource extraction. Focusing on the governance of mineral development in Queensland, Australia, we offer an analysis of the rationalities that inform the endurance of an inequitable architecture of extractive governance in that State. Our conceptual framework draws on a synthesis of the concepts of “accumulation by dispossession”, “settler colonialism”, and Indigenous critiques of the politics of recognition, to argue that liberal states remain deeply committed to the facilitation of mineral development on Indigenous people's lands in direct contravention to international norms.  相似文献

This article considers how geographers might choose to respond to many geoscientists' claims that we are entering ‘the age of humans’. These claims, expressed in the concepts of the Anthropocene, planetary boundaries and global tipping points, make epochal claims about Earth surface change that are also far‐reaching claims upon Earth's current inhabitants. The scale and scope of their normative implications are extraordinarily grand. After describing the content and wider context for these claims, the history of some geographers' engagement with global change research is sketched and their current contributions described. Wider alterations in the modus operandi of global change scientists seem to offer a perfect opportunity for geographers to demonstrate the intellectual and societal value of their discipline's ‘integrative’ aspirations. However, the article suggests that this opportunity is likely to be used in a rather conservative way that downplays the sort of wide, deep and plural forms of integrative analysis that a post‐Holocene world surely calls for. Such forms exist in geography but are currently not, by and large, feeding into wider debates in global change research about how to understand and influence the future of Earth and humanity. The question is: how might they serve to alter the intellectual climate prevailing in global change research as Future Earth becomes the new umbrella for its next phase of development?  相似文献

In the Anthropocene humanity acquires a new collective geologic identity. There are two contradictory movements in this Anthropocenic thought; first, the Anthropocenic trace in the geologic record names a commons from below insomuch as humanity is named as an undifferentiated “event” of geology; second, the Anthropocene highlights the material diversities of geologic bodies formed through historical material processes. This paper addresses the consequences of this geologic subjectivity for political thought beyond a conceptualization of the commons as a set of standing reserves. Discourses of limits and planetary boundaries are contrasted with the exuberance and surplus of fossil‐fuelled energy. Drawing on the political economy of Georges Bataille and the material communism of Maurice Blanchot, I argue for the necessity of a political aesthetics that can traverse the difference between common and uncommon experience in the formation of an Anthropocene commons.  相似文献

By rejecting the old divide between prehistory and history, the group of scholars behind Deep History opens a new window on the problem of the unity and diversity of human experience over the very long run. Their use of kinship metaphors suggests not only a link between modern society and the deep past, but also perhaps a way to imagine the common legacy of the human species. But what emerges from Deep History is hardly a sunny story about the distant origins of social justice and ecological harmony. The other central metaphor of the book—the fractal—uncovers the slow prelude to the Anthropocene. Rather than seeing a sharp break in the Industrial Revolution from an “organic” to a fossil fuel‐burning economy, these scholars stress the history of environmental destruction that has accompanied human expansion. My critical reading presents an alternative understanding of deep history as an arena for a new politics of species. Here a cornucopian understanding of human adaptation clashes with a new pessimism about the climatic fragility of Neolithic civilization.  相似文献

The Papaschase Indian Reservation outside Edmonton, Alberta was established as part of Treaty 6 in 1877, but annulled in 1888. A significant portion of the land was later assembled in Canada's first land bank and sold at below-market prices to create “Mill Woods,” an idealistic vision for a planned mixed-use suburb. Settler Colonial Theory is introduced to explore the history of the Papaschase Cree and the Reservation. This testifies to the process of dispossession, settler colonial occupation, and respatialization of the Canadian landscape. Canadian suburbia is not placeless. Methods for examining such “erased spaces” and layers of previous occupation are discussed. Canadian urban historical geography and suburban research have not sufficiently examined settler colonial dispossession. This is an opportunity for geographers to contribute to Canadian reconciliation between Settler and Indigenous cultures.  相似文献

The popularity of books such as Yuval Noah Harari's Sapiens: A Brief History of Humankind suggests that universal history‐writing has a continuous not a broken past. Rather than “returning,” it is perhaps the most enduring genre of all. This review essay explores the deep‐history element of universal histories and the ongoing purchase of the stadial tradition for a new history of the species. Why are deep histories of the species so reliably appealing, and what do they mean in the twenty‐first century? Although the Anthropocene would seem to be the pertinent context for this ongoing historiography, this essay suggests that the new domain of genetic genealogy powerfully individualizes and commercializes deep history for neoliberal times.  相似文献

As plans for expanding fossil fuel infrastructure continue to ramp up despite threats to the planet, how are geographers to address the criminalisation and prosecution of peaceful acts of defending earth, water and land? Reflecting on a courtroom ethnography and debates spanning legal geography, political ecology and social movements studies, this article explores embodied struggles around oil, ‘justice’ and geographies of caring – discussing how Indigenous youth, grandmothers in their eighties and others were convicted of ‘criminal contempt’ for being on a road near an oil pipeline expansion project. The project (“Trans Mountain Pipeline Expansion”) was created to transport unprecedented levels of heavy oil (bitumen) across hundreds of kilometres of Indigenous peoples' territory that was never ceded to settler-colonial authorities in Canada. Focusing on a controversial injunction designed to protect oil industry expansion, the discussion explores the performativity of a judge's exercise of power, including in denying the necessity to act defence, side-lining Indigenous jurisdiction, and escalating prison sentences. Courtroom ethnography offers a unique vantage point for witnessing power at work and vast resources used by state actors to suppress issues fundamental to the United Nations Declaration on Rights of Indigenous Peoples and the Paris Climate Accord. It also provides a lens into the intersectional solidarity and ethics of care among those who dare to challenge colonialism and hyper-extractivism, inviting engagement with multiple meanings of ‘irreparable harm’ at various scales. The article calls for more attention to power relations, values and affects shaping courtroom dynamics in an age in which fossil fuel interests, climate crisis and settler-colonial control over courts are entwined in evermore-complex violent entanglements.  相似文献

How does the often-invisible nature of pollution affect people's physical health and psychosocial relations, and their well-being near major industrial projects? Based on long-term ethnographic fieldwork in Northern Alberta, Canada, this article explores this question by focusing on oil sands extraction on Cree, Dené and Métis nations' homelands with its environmental and socio-cultural consequences. Looking at different forms of dispossessions and Indigenous concepts of relationality and home, the author argues that pollution should be seen as an act of settler violence instead of merely a by-product of industry.  相似文献

A dramatic policy shift provides a means for understanding decision-making in governments. The privatization of the Alberta Liquor Control Board (ALCB) in 1993 is an example of a radical governance reform whereby most of a policy sector was turned from a state bureaucracy to a marketplace of private firms. This article examines the decision of Ralph Klein's government to privatize the ALCB and the central roles that history, institutional configurations, and path dependencies, among other factors, played in shaping its policy decisions. Of all the provinces, only Alberta has fully privatized its liquor board. The rest of the provinces, to varying degrees, have both retained and reformed their publicly owned and operated liquor boards, the largest of which is the Liquor Control Board of Ontario (LCBO). The unique policy outcome in Alberta was primarily a result of province-specific, temporally significant institutional and political factors. Liquidating the ALCB and establishing a private market to sell alcohol were relatively easy policies for the Klein Tories to implement given the weakness of the affected stakeholders in the liquor distribution industry. The liquidation of the ALCB was intended to demonstrate to the public that the new Klein government was dedicated to reducing the size and scope of Alberta's provincial state.  相似文献

This article uncovers the work of trauma in Karl Löwith's historical thought. Although best known for his critique of the philosophy of history and for the conception of secularization in his 1949 book, Meaning in History, Löwith deepened his positive historical vision in several essays that he wrote in the 1950s and 1960s. From these texts emerges a unique historical orientation, which I call the “cosmic view of history.” This perspective was at once a critique of modern historical consciousness and an embodied corrective to that consciousness, one in which the catastrophes of the twentieth century were relativized and made endurable. In both the origin and structure of this historical orientation and in its textual expression in Löwith's work, trauma is a residual force that links Löwith's language, his experiences, and the postwar context. The role of trauma in Löwith's thought further reveals a process of delegitimization in which historical consciousness and historical events lose their power to determine historical meaning, thus enabling a response to and an escape from catastrophe. This article also explores the significance of this cosmic view of history for contemporary theoretical concerns related to the Anthropocene and its consequences for historical theory.  相似文献

Visual and cultural modes of expression and intercultural engagement have broad implications for recognition politics. Recognition-based strategies for the governance of Indigenous difference in settler colonies engage in an economy of perception that capitalises on the currency of inclusion and diversity. This paper explores the visual and cultural fields of recognition politics in the Canadian settler state through the examples of the 2008 Apology from the federal government for Indian Residential Schools and the stained-glass window – Giniigaaniimenaaning (Looking Ahead) by Métis artist Christi Belcourt – commissioned to commemorate the Apology. The paper uses Judith Butler’s concepts of recognisability and framing to make sense of these events as legitimations of settler colonialism. It goes on to explore the possibility of rupture in the inherent instability of ‘frames of recognition’, in Butler’s terms, and uses Jolene Rickard’s conceptualisation of visual sovereignty to also make sense of the simultaneous subversion and self-recognition that takes place in Belcourt’s artwork. In doing so, this paper furthers a critical dialogue surrounding the normativity of recognition policies and practices in Canada as well as the intersubjective or interpellative orientation of visual-cultural expressions of recognition.  相似文献

In analyzing the ion composition data from the low-altitude Intercosmos 24 satellite, significant longitudinal deviations in the latitudinal density variation of light ions, H+ and He+, were observed in the inner plasmasphere at altitudes of 2000–2500 km. These deviations display surprising correlation with the seismic activity in the Earth's crust. H+ and He+ concentrations significantly enhanced with respect to values observed above seismically inactive regions were found above the epicenters of future earthquakes for up to two days before shocks. These findings indicate that, at least under some conditions, processes of the coupling between the solid Earth and the ionosphere may be indicated by in situ measurements of plasma parameters in the Earth environment.  相似文献

One of the most intractable challenges to emerge during British decolonisation was the need to reconcile the competing political aspirations of settler and African populations in Central Africa. During the 1950s Britain sought to construct a ‘multiracial’ Central African Federation, financed largely by Northern Rhodesia's copper industry. Of the two major mining groups involved, the Rhodesian Selection Trust, under the chairmanship of Sir Ronald Prain, arguably played an important and unusual role in the Federation's politics and eventual demise. Having supported the Federation at its inception, Prain quickly reassessed the Federal project and concluded that its expected benefits had failed to materialise, and that a new political orientation was necessary for Northern Rhodesia, his companies' host country. Whereas expatriate business interests were often ‘weak’ political actors during decolonisation, Prain, through pragmatic readjustment, evolved a forward-thinking strategy of accommodation to the rise of African nationalism, and to the corresponding eclipse of settler power. Adapting with unusual success to political change, he became actively involved in the political developments which led to Zambian independence in 1964.  相似文献

The derivation carried out for a planar model, with the Earth's surface impedance Zg> 0, confirms the important result obtained earlier by Greifinger and Greifinger [(1978), Radio Sci. 13, 831] in the limitZg = 0. Gendered geographies of elimination further settler colonialism's influence on conceptual discussions in human geography on contemporary forms of the place‐based death of indigenous peoples. Through work stemming from scholarship on the gendering of settler colonialism, this paper adds to narratives on place annihilation and dispossession of indigenous territory tied to the slow death of racialised, gendered and sexualised populations. Building on incipient reflections in geography with settler colonialism, I explore the geographic implications from the perspective of Epera women, indigenous women belonging to a trinational ethnicity experiencing elimination along the Ecuador–Colombia borderland from the perspective of decolonial feminist geography frameworks. I claim that attrition implied in settler colonialism's logic of elimination is a territorial project demonstrated in place‐based elimination and gendered embodied elimination.  相似文献

Geomagnetic storm-time variations of the atmospheric transparency in various latitudinal regions are considered. It is shown that the solar radiation measured at the Earth's surface at local noon increases by approximately 0.1 cal/cm2 min at latitudes ϑ = 60–70° during geomagnetic disturbances. At middle latitudes (ϑ≈ 50°) this effect is not observed. The variation of the atmospheric transparency is shown to be associated with a simultaneous decrease of the galactic cosmic ray intensity.  相似文献

In this ‘postcolonial’ era, peoples and places around the globe continue to face ongoing colonisation. Indigenous peoples in particular experience colonisation in numerous forms. Despite recent attempts to ‘decolonise’ indigenous spaces, hegemonic systems of production, governance and thinking often perpetuate colonial structures and relationships, resulting in further entrenched colonisation or ‘deep colonising’ (Rose, 1999). The interface between indigenous communities and the mining industry provides fertile ground for the tensions emerging between decolonising and deep colonising. Gold mining operations at Placer Dome's Granny Smith mine in the Eastern Goldfields of Western Australia present a valuable case study for examining this tension. Changes taking place at the mine site are decolonising in intent, though outcomes may be deep colonising in effect. Recent discussions among cultural geographers over meanings of place, Ollman's (1993) notion of vantage point and a broadly postcolonial literature inform consideration of this tension. Acknowledgment and incorporation of multiple vantage points into new resource management systems allows current hegemonic approaches to be rethought, and provides insights for the shift towards genuinely decolonising processes.  相似文献

Variations of OH rotational temperature and 557.7 nm atomic oxygen intensity have been measured from Calgary, Alberta, Canada (51°10′N, 114°13′W) from 1985 to 1987. For three nights studied in detail the OH rotational temperature wave structure at 85 km was negatively correlated with the green line emission at 95 km, indicating that wave activity linked the two regions. The lower altitude region displayed high and low frequency wave structure, but by 95 km the high frequency component had disappeared. Temperature data from 16 nights during which there was obvious wave activity yielded horizontal wavelengths from about 5–100 km and inferred vertical wavelengths from 0.7 to 8 km. The horizontal and vertical angles of propagation imply a statistical source to the observed waves as being located south of Calgary along the Rocky Mountain range. There appeared to be very few, if any, wave structures propagating towards the southeast indicating a probable filtering mechanism by the background winds between the Earth's surface and 85 km.  相似文献
