This article examines the fiscal dimensions of recent support for Catalan secession. Since the region is a cultural community distinct from the rest of Spain, much research has spotlighted national identity features in the calculus of Catalan political aspirations. This study supplements this work by contextualising support for Catalan independence in terms of the state's fiscal arrangements with the use of public opinion survey data. Even after controlling for self‐reported cultural identity and other relevant factors, it argues that support for independence is a function of grievances rooted in the desire for Catalonia to assume responsibility for taxation and spending policy. Meanwhile, it validates some observations about Catalonia's separatist movement, while bringing others into question, and offers support for the theoretical framework linking political economy to secessionism. The results suggest that Spain might be able to stave off Catalonia's separatist bid through some form of political and taxation policy reconfiguration, with the caveats that cultural identity factors and the existence of other separatist movements across the country complicate this strategy.  相似文献

We propose a game theoretical model to assess the capacity of Catalonia to become a recognised, independent country with at least a de facto European Union (EU) membership. Support for Catalan independence has been increasing for reasons pertaining to identity and economics. Spain can avoid a vote for independence by effectively ‘buying‐out’ a proportion of the Catalan electorate with a funding agreement favourable to Catalonia. If, given the current economic circumstances, the buying‐out strategy is too expensive, a pro‐independence vote is likely to pass. Our model predicts an agreement in which Spain and the EU accommodate Catalan independence in exchange for Catalonia taking a share of the Spanish debt. If Spain and the EU do not accommodate, Spain becomes insolvent, which in turn destabilises the EU. The current economic woes of Spain and the EU both contribute to the desire for Catalan independence and make it possible.  相似文献

Abstract. The aim of this article is to offer an account of the Catalan nationalist discourse contained in the works of Jordi Pujol, leader of the Convergence and Unity Party (Convergéncia i Unió or CiU) which has been in power since the first democratic election to the Catalan parliament in 1980 having renewed its mandate for the fifth time in 1995. The article is divided into three parts. First, it explores the political scenario set up by the 1978 Constitution which recognised the existence of ‘nationalities and regions’ within Spain and allowed the country to be divided into seventeen autonomous communities. Second, it analyses the image of Catalonia contained in the 1979 Statute of Autonomy. Third, it offers an account of the nationalist discourses put forward by the four major Catalan nationalist parties emphasising their different content depending upon the political ideology with which they are associated. This section provides a detailed examination of the Convergence and Unity Party's nationalist discourse which is based upon the defence of a non-violent nationalism aiming at the development of Catalan identity without seeking independence from Spain and stressing the potential role of nations without a state in the constitution of a united Europe.  相似文献

Despite an increasing number of studies assessing the importance of institutions as regards to accountability, it still remains to be known whether and how an individual's national and regional identity shapes the attribution of responsibilities in multi‐level settings. By focusing on the economic crisis that affected Europe since 2008, we argue that identity‐based assessments of responsibility for the crisis will occur solely among individuals who hold exclusively national or regional identities and who live in regions that have nationalist aspirations. This will be in contrast to individuals that have exclusively identities who live in regions that lack nationalist aspirations, as well as dual‐identity individuals, irrespective of where they live. We test our arguments by using data from Catalonia and Madrid (Spain) and Bavaria and Lower Saxony (Germany). In line with our expectations, our results show that, in minority nationalist regions such as Catalonia, an individual's identity will crucially determine which level of government is blamed for the economic crisis, while this will not occur in regions with no nationalist aspirations. The article reveals the existence of an additional determinant of blame attribution in some specific multi‐level arrangements and contributes to the understanding of the tensions between identity politics and blame avoidance.  相似文献

The rise of the European nation–state system profoundly influenced the map of linguistic and cultural minorities. Catalonia in northeastern Spain is no exception. The consolidation of the Spanish and French kingdoms during the sixteenth and seventeenth centuries left Catalan speakers without political and cultural sovereignty. Furthermore, in the Treaty of the Pyrenees of 1659, the Catalan homeland els Països Catalans was divided by the Franco–Spanish border. Today, Catalan culture and politics enjoy increasing latitude in both Spain and France. This has encouraged various forms of cross–border co–operation in the Catalan borderlands. It has also led many Catalan nationalists to expect still greater political autonomy. Some activists have voiced claims for independence and even the reincorporation of the Spanish (el Principat) and French Catalonias (Catalunya Nord) . However, political tensions regarding the borderland's development exist between the local actors and the Spanish and French national governments, as well as between Catalan nationalists and the population at large. This article examines these tensions, first by looking at cross–border co–operation efforts in Catalonia, and second by assessing the visible markers of identity that Catalan nationalists have placed in the border landscapes. These are contrasted with the results of a survey charting the opinions and attitudes of 'ordinary' Catalans. The article argues that there are significant cleavages among Catalans, and that the era of the nation–states has left a legacy of complex loyalties at international frontiers.  相似文献

This article looks at the general trends regarding identity in Catalan cultural policy. National identity is not a new issue in Catalonia, since language and culture have been key factors in constructing the Catalan nation throughout its history. Nevertheless, the increasing flow of immigrants from other countries, particularly since 2000, has resulted in a strengthening of identity issues. The article examines how this social change has affected the definition of cultural policies and describes the measures implemented by the Catalan government. We conclude that considerable progress has been made in terms of the promotion of national identity through cultural policies, although some questions remain regarding the social use of the Catalan language and the consumption of cultural products in Catalan.  相似文献

Abstract. This article analyses the impact of the Barcelona 1992 Olympic Games on national integration and national identity in Spain with respect to the conflict of interests that developed around the Games between the centre and Catalonia. We argue that polarisation along nationalist lines was limited in large part because national identity in Spain today is not predominantly a unitary and exclusive entity. Dual identity, loyalty to both Spain, on the one hand, and to one's region, or nation as in the case of Catalonia, on the other, and inclusive nationalism that does not aim at complete national independence, increasingly have tended to predominate in the last decade and a half. The Olympics, then, not only polarised relations between Catalonia and Spain, they also served to accommodate antagonisms between them and thus to maintain a delicate, fragile balance of power in the new España de las autonomías.  相似文献

Social-democratic parties face a dilemma between the universalist ethos of their socialist tradition and the nationalism that they share with the other political actors of the state where they act. In this paper, we examine comparatively the position of the Spanish party Partido Socialista Obrero Español (PSOE) and the Catalan party Esquerra Republicana de Catalunya (ERC) on three political debates that pertains to the link between welfare and identity in Spain. We show how these parties experience opposite tensions between nationalism and the universalism of their left-wing ideology. Whereas ERC calls for a withdrawal from the Spanish system of social security, the PSOE advocates imposing on Catalonia a symmetric form of solidarity with the rest of Spain, despite recognising the region's different identity. Above all, both parties take identity for granted as a pre-political factor that ‘naturally’ justifies differential treatment, according to ERC, or equalising federalism, in the case of the PSOE.  相似文献

This paper explores the factors determining collective identities in the Basque Country and Catalonia, paying special attention to language and birth as key domains of ethnolinguistic divide. We will also make a comparison to the case of Valencia, a region with a native language that nevertheless has not developed a nationalist movement. We have performed a cluster analysis to compare the differences between collective identities in these regions using data from the survey on National Identity in Spain, and discriminant analysis is used to test the validity of our model. Results show that an ethnolinguistic division, based on parental origin and linguistic skills, defines peripheral identities in the Basque Country and Catalonia, but this singularity cannot be found for Valencia. Finally, our model corroborates the relevance of ethnolinguistic factors in defining collective identities in the Basque and Catalan regions, while the civic factor may be more relevant in Valencia.  相似文献

ABSTRACT

This paper explores the role of Catalan industrial engineers in the making of a stateless nation (within Spain) in the interwar period. After the proclamation of the Second Spanish Republic (1931–1939), a home rule for Catalonia was established. In this context, the members of the Barcelona Association of Industrial Engineers developed a techno–nationalist program with the double goal of both making technology Catalan and making Catalonia technological. As an alleged ‘third class’ between the working and ruling classes, industrial engineers sought to use their expertise in scientifically managing the workshop to organize the whole nation. They participated in professional initiatives and official institutions from which they spread the ‘factory ideals’ beyond the factory, such as efficiency, rationalization and statistical monitoring. This paper focuses on the nationalist and technocratic engagement of two leading (and politically diverging) industrial engineers: socialist Estanislau Ruiz-Ponsetí and liberal Josep M. Between September 2009 and April 2011, around one‐half of the Catalan municipalities held unofficial referendums on independence from Spain, in which more than 800,000 citizens took part. However, the participation rates were unevenly distributed across Catalonia. In this paper, using an original data set, we aim to respond to two relevant questions: first, why in some municipalities the referendum took place and in others it did not occur. Second, why did the referendum achieve high rates of turnout in some localities and much lower participation in others. We find that the resources available to the movement, the intensity of the mobilization efforts, the participatory tradition of the municipalities and the size of the nationalist ‘sentiment pool’ in each locality explain to a great extent the internal variation in nationalist mobilization in Catalonia.  相似文献

Identified human skeletal collections are those in which basic demographic data (sex, age and biological origin) are known and are crucial for developing and testing osteological methodologies. It is important that the identified collection be contextualised, and in this way the collection will be considered a reference collection. To contextualise a collection requires documentation of the basic demographic data of the individuals (sex, age, year of birth, geographical area) as well as information concerning the socio‐economic and temporal context in which the individuals lived. The contextualisation of an identified collection is very important so the researchers can understand the ‘point of reference’ when applying a method to it or developing a new method. The purpose of this study is to contextualise the identified skeletal collection of the Universitat Autónoma de Barcelona (UAB) which currently contains 35 adult skeletons of both sexes. To carry out the objectives of the present study, the information about the individuals was collected from cemetery registers and compared with the information of the demographic and statistic public institutions of Spain. The results indicate that the UAB collection is formed only by Spanish nationals who mainly lived during the 20th century in Granollers (Barcelona, Spain). Both sexes are equally represented and all of the individuals are adults. They reflect the most current adult population structure of Catalonia and be treated as a Catalan reference sample of adults living in the 20th century. This collection offers special opportunities for demographic analysis, including validation studies of skeletal ageing and sexing methods that target adult individuals. The collection can also be used in conjunction with other reference samples to investigate secular and populational change in cranial form, sexual dimorphism and stature. Foreign direct investment (FDI) has been used as a tool to improve the competitiveness of countries or regions affected by a structural crisis focused in the industrial sector. Spain, in general, has implemented this strategy successfully. However, the inflows of FDI in Spain have been concentrated in the most dynamic regions: Madrid and Catalonia especially. The Basque Country, typified as a declining old industrial region, has not benefited from this inflow owing to its low attraction for foreign investors. Furthermore, the sectors in which FDI is located are mature ones. The result is that FDI in Spain is increasing the gap between the growing and the declining regions. This fact is clearly detected when the case of Japanese FDI is analysed: Japanese FDI in the Basque Country is scarce and marginal when compared with that directed to the regions of Madrid and Catalonia.  相似文献

ABSTRACT. The aim of this article is twofold. First, it examines whether devolution fosters the rise of dual identities – regional and national. Second, it considers whether devolution encourages secession or, on the contrary, it stands as a successful strategy in accommodating intra‐state national diversity. The article is divided into three parts. First it examines the changing attitudes towards Quebec's demands for recognition adopted by the Canadian government from the 1960s to the present. It starts by analysing the rise of Quebec nationalism in the 1960s and the efforts of the Canadian government to accommodate its demands within the federation. It then moves on to consider the radically new conception of Canadian unity and identity embraced by Prime Minister Pierre Elliott Trudeau and its immediate impact upon Quebec. The paper argues that Trudeau's ‘nation‐building’ strategy represented a retreat from the pro‐accommodation policies set in place to respond to the findings of the 1963 Royal Commission on Biculturalism & Bilingualism (known as the B&B Commission). Trudeau's definition of Canada as a bilingual and multicultural nation whose ten provinces should receive equal treatment alienated a significant number of Quebeckers. After Trudeau, various attempts were made to accommodate Quebec's demand to be recognised as a ‘distinct society’– Meech Lake Accord, Charlottetown Agreement. Their failure strengthened Quebec separatists, who obtained 49.4 per cent of the vote in the 1995 Referendum. Hence, initial attempts to accommodate Quebec in the 1960s were replaced by a recurrent confrontation between Canada's and Quebec's separate nation‐building strategies. Second, the article explores whether devolution fosters the emergence of dual identities – regional and national – within a single nation‐state. At this point, recent data on regional and national identity in Canada are presented and compared with data measuring similar variables in Spain and Britain. The three modern liberal democracies considered here include territorially circumscribed national minorities – nations without states ( Guibernau 1999 ) – endowed with a strong sense of identity based upon the belief in a common ethnic origin and a sense of shared ethnohistory – Quebec, Catalonia, the Basque Country and Scotland. Third, the article examines whether devolution feeds separatism by assessing support levels for current devolution arrangements in Canada, Spain and Britain. The article concludes by examining the reasons which might contribute to replacing separatist demands with a desire for greater devolution.  相似文献

The circumstances surrounding the call for a referendum on national independence in Catalonia in October 2017 led to high levels of collaboration between two, at first sight, unlikely partners: anarchists and Catalan independentists. Unlikely as this alliance may seem, it was well grounded on a number of factors: first of all, in the State response to the independentist challenge—the massive repression and the blockading of institutional channels to process nationalist demands pushed both movements closer in opposition to the central government; and secondly, in the prolonged interactions (in specific regions and industries) and engagement in joint solidarity activities between anarchists and segments of the Catalan left who had been influenced by the bottom-up approach of the indignados movement. Finally, this collaboration was also rooted on a long history of mutual engagement between anarchism and sectors of Catalan nationalism that, while not unproblematic, provided deep roots to this dialogue.  相似文献

This article examines why the UK Government accepted the 2014 Scottish independence referendum while the Spanish Government opposes a similar referendum in Catalonia. Adopting a most similar research design, we argue that the variation is best explained by perceived political opportunities by the two ruling parties. These are embedded in different conceptions of the state and constitutional designs, mostly mononational in Spain and mostly plurinational in the UK but multiple and contested in both cases. In Spain, vote‐seeking calculations incentivise the Popular Party to oppose a referendum, while its mononational conception of the state and the Spanish constitutional design provide a further constraint and a discursive justification for their position. In the UK, David Cameron's accommodating position was based on the view that the Scottish referendum was low risk – as support for independence was minimal – with a high reward: the annihilation of the independence demand. The Conservatives have recently adopted a more restrictive position because seeming political advantage has changed. The findings suggest that independence referendums will continue to be rare events.  相似文献

This paper addresses gender equity in parents' educational investments in children in rural Bangladesh. The authors analyse correlates of time spent in school, studying outside school and work, using a dataset on time-use patterns of school-going children. The authors find that time spent at work varies inversely with the amount of time spent studying at home. Time spent in school is insensitive to factors such as poverty and gender. Time spent studying outside school is strongly influenced by household decisions that favour boys, who appear to have about 30 minutes more discretionary study time than girls.  相似文献

This paper explores the ways in which heritage sites at the crux of neighbourhood renewal and redevelopment initiatives in Barcelona have been manipulated to advance Catalan separatist agendas. We focus specifically on El Born Cultural Centre which was officially opened in September 2013 amid heightened calls for Catalan independence from Spain. A former market site, the centre’s key attraction is its archaeology which has been re-imagined and presented to communicate the horrors of war inflicted on the citizens of Barcelona following the War of Succession in 1714. Narratives that emphasise the historical degradation of Catalan political or cultural identity and/or work to reaffirm the distinct and separate nature of Catalan nationalism resonated strongly with the political reawakening of Catalonians in the run up to the 2014 November referendum on independence. The referendum which was subsequently deemed illegal by the Spanish government, and subsequent regional elections were held in 2015. In considering the negotiation of El Born during this drive for independence, this paper suggests that an examination of heritage sites and the ways in which they engage with, or are received by multiple stakeholders, can offer insights into the complexity of separatist campaigns in ethno-nationalist societies.  相似文献

This paper describes the administration procedures of the European Regional Development Fund (ERDF) for Objective 2 in Catalonia. The paper shows also that the flow of an average of 100 million ECU per year from this Fund from 1989–1993, despite having a relatively slight impact on the Catalan GDP, has contributed to solving some of the bottlenecks in the Catalan economy.  相似文献
