In this paper, we map the international trade in electronic waste (e‐waste). We quantify the directions and magnitude of this trade at the global scale and examine the utility of the pollution haven hypothesis for explaining the observed trade patterns. Our results demonstrate four key findings: the international trade in e‐waste is a more complex story than being one about ‘rich’ countries dumping waste in ‘poor’ countries; the trade in e‐waste is highly regionalized, with intra‐regional trade accounting for most of the total trade flows; the pollution haven hypothesis is an important, but partial, explanation of observed trade patterns; and there is a need to conceptualize the trade and traffic of e‐waste as open ended and contingent processes facilitated by situated practices of wasting and valuing that rely on geographic difference and mobility for the exchanges between the domains of waste and value to occur.  相似文献

近来对华贸易摩擦数量更是呈现上升趋势。我国应该从贸易摩擦的国内原因着手,提升本国的国际竞争力。当前对华贸易摩擦与我国偏向性的对外贸易地理方向表现出重合性。要从根本上解决当前困境,就应该利用需求偏好相似理论逐步调整对外贸易方向,把原有的欧、美、日为主要导向出口贸易调整到各大洲并重的全球贸易战略。我国应特别注重拓展非洲、拉美市场,在缓解贸易摩擦危害的同时使中国走向贸易强国。  相似文献

Interregional trade between Canada and the United States has undergone significant change since the inception of free trade. However, the magnitude of that change for the different regions in Canada and the United States has not been properly identified because of a lack of an appropriate measure. This paper introduces the concept of a quasi‐point and employs a spatial point pattern test to measure the degree of change in the interregional trade of Canadian provinces and US states, with an emphasis of that change on Ontario. It is found that the degree of change in the interregional trade flows is related to the degree of change in the provincial tariff rates.  相似文献

Three Taiwan-based economists evaluate regional economic integration in East Asia, using trade indicators to analyze the degree of trade concentration among East Asian nations, and employing the gravity model to identify key factors influencing bilateral trade flows among them. China is expected to play a key role in East Asia's economic development, and empirical analysis for the period 1990-2005 indicates that East Asia has already evolved into a trading block, expected to become one of three dominant blocks in the global economy. The study, which highlights the key role played by geographical distance and market size, suggests that the impact of the Association of Southeast Asian Nations (ASEAN) for East Asian trade will remain limited in the future. Myth of the Triad? The Geography of Trade and Investment 'Blocs'   总被引:2,自引:0,他引:2  
The notion that the world is increasingly divided into a triad of economic regions based on North America, the European Union and Japan has become a form of conventional wisdom across a range of disciplines. However, despite the near ubiquitous use of the idea of a triadized world, it remains a somewhat normative assertion, the empirical existence of which has yet to be demonstrated. By using the intramax method to analyze the intensity of international trade and foreign direct investment flows during 1985 and 1995, we examine the changing shape of trade and investment 'blocs' globally. We find that while international trade is increasingly organized around fewer world regions, the presumed outcome of a triad-based world economy remains questionable. We further show that investment intensity patterns do not currently conform to any bloc-like formation, but exhibit instead, globally diffused network regions.  相似文献

中药材作为近代中国贸易格局中的重要商品之一,在口岸-腹地的经济互动中位置显要,研究中药材埠际贸易网络对理解其流通的历史具有重要意义。由于受到调查数据相对零散和研究方法相对传统的限制,该网络的复原少有实质性推进。本文主要利用中国旧海关史料的中药材埠际贸易数据,辅以其他对外贸易数据,对近代的中药材埠际贸易流通网络进行数据分析研究,发现中药材埠际贸易格局的演变与通商口岸开埠的空间进程密切相关。从19世纪末到20世纪20年代,中药材埠际贸易网络呈现逐渐加密的态势,1927年后,因为战争,中药材埠际贸易网络摧毁严重;同时,中药材国际贸易的区域分布却较为广阔,从以中国为中心的东亚区域延伸到欧洲、美洲部分地区。  相似文献

Economists have warned for many years that preferential trade agreements (PTAs) will not necessarily increase economic welfare in Australia given the relatively small size of the economy and the country’s lack of negotiating coin. The Productivity Commission cautioned in its major report on PTAs that there seemed to be a mindset of ‘agreements for agreement’s sake’, in part because of fears of missing out on a bandwagon that has attracted Australia’s major trading partners. Political and security considerations have played an important role in shaping Australia’s approach to PTAs. When politics trumps economics in negotiations of PTAs there is a risk of a rush to premature agreement that produces sub-optimal outcomes, that undermines broader plurilateral and global negotiations, and that introduces new and undesirable distortions in trade and public policies. Various theoretical approaches to trade policymaking provide insights into why Australian governments have been willing to conclude these sub-optimal deals.  相似文献

Through a study of trade fairs, this article illustrates that relational approaches to economic geography are not limited to the sphere of economic and social relationships. These relationships are influenced by and, in turn, shape material realities, such as specific infrastructure and the labour market, in a reflexive manner. Trade fairs are “relational events” that bring together regional, national, and often international producers, users, suppliers, and other agents of a value chain or technology field for the purpose of exchanging knowledge about technological and market developments, building partnerships, and maintaining existing networks through learning by interaction and observation. However, these events are also situated in space and time, grounded in the contexts of particular industries, trade patterns, public and private investments, as well as the economic geographies of places. Focusing on North America, this article presents and analyzes data on the economic geography of trade fairs and their regional economic impact (number of events, exhibitors, attendees, exhibition space). It explores regional trade fair patterns and dynamic changes in major trade fair cities by emphasizing the role of history and industry context.  相似文献

This paper engages critically with current ethical trading practice in the global cut flower trade, focusing on the specific case of Kenyan export production for European markets. Notions of governmentality are adopted in the analysis, in order to understand the rationalities and materialities that underpin the organizational geographies of business responsibility in this context, and serve to re-regulate the trading network. Mentalities of stakeholding and practices of auditing are shown to play prominent roles in this process. However, it is argued that regulatory contradictions associated with the audit economy place organizational limits on the effective practice of ethical trade.  相似文献

ABSTRACT

Contemporary International Relations scholars and practitioners generally recognize that substate governments affect the state’s international affairs; however, there is less acceptance of Indigenous governments as global actors that meaningfully impact the state. After all, the expectation would be that central governments, with considerably more resources and power, would be unlikely to face a challenge from an Indigenous government. However, Indigenous governments are negotiating new relationships with foreign and domestic governments, forming economic development corporations, hiring private firms to raise capital, funding trade missions, and even opening offices in key international locales such as Beijing to engage in trade promotion and push investment opportunities in projects such as resource extraction. Applying paradiplomacy theory, which argues that International Relations cannot be properly explained absent the global affairs of substate governments, this article analyzes the effect of Indigenous peoples and governance in the Canada–US trade relationship. It specifically considers how Indigenous engagement in the global economy affects the bilateral trade regime, foreign direct investment, and cross-border trade. The driver for these analysis centers on demands for the inclusion of a so-called “Indigenous chapter” in the North American Free Trade Agreement renegotiations in 2017 and 2018.  相似文献

经济全球化背景下,国际"贸易-交通-旅游"(3T)互动日益增强。采用1982-2011年时间序列数据,分析国际贸易、交通和旅游总量的发展历程,从进、出口分量视角考察三者相关关系,运用最小二乘法构建回归方程。结果发现:①30年来国际贸易、交通和旅游的发展呈持续增长态势。国际贸易和旅游日益重要。②国际贸易、交通和旅游增长过程具有同步性,表现为波动周期同涨同落。③所构建的回归方程决断系数R2均在0.99以上,国际贸易、交通和旅游存在显著相关性。国际货运与国际贸易,国际客运与国际旅游之间具有确定、直接的因果关系;国际贸易与国际旅游的因果性尚待探究。  相似文献

ABSTRACT

Economic diplomacy—that is, informal and formal processes and links between states and non-state actors on international economic issues—is a current focus of Australian foreign policy. The Department of Foreign Affairs and Trade’s stated economy diplomacy aims are liberalising trade, boosting economic growth, encouraging investment and assisting business. If Australia is to embrace a genuine and effective notion of economic diplomacy there are two problems to be overcome. First, DFAT’s economic diplomacy framework is incomplete and misses the bigger economic picture, particularly the role of Australia’s key economic agencies, Treasury and the Reserve Bank of Australia. Second, DFAT does not consistently apply economic principles to foreign affairs issues including trade, foreign aid and the global investment agenda. Going forward, Australia should abandon the focus on the four narrow pillars and instead focus on developing a clear, coordinated international economic strategy that articulates Australia’s core international economic objectives and priorities.  相似文献

The geography of the Canadian economy has long been dominated by heartland‐hinterland contrasts, with manufacturing identified as the dominant function of most heartland cities in analyses of the 1961 and 1971 census data. However, the proportion of employment in manufacturing has been declining in the heartland provinces of Ontario and Quebec over the past fifty years and some geographers argue that the heartland‐hinterland dimension of the regional economy is being overridden by city‐regions that are integrated into global networks of production and trade. The heartland‐hinterland trends are examined using multifactor partitioning (MFP), an advanced shift‐share methodology, for the period of 2001–2006. This is the first intercensal period in which Canadian business has faced the full impact of the removal of North American tariff protection and the increased globalization of the Canadian economy. The data covers employment by eighteen industry sectors for the seventy‐three economic regions defined by Statistics Canada. MFP measures the region and industry‐mix effects, which are interpreted as in the traditional shift‐share model (though they are derived more accurately) and, in addition, an interaction effect. The results demonstrate that the broad heartland‐hinterland differences in the distribution of population and employment growth are increasing not decreasing and that the hinterland is in fact falling further behind the heartland in employment growth. However the Calgary‐Edmonton corridor and the Lower Mainland of British Columbia are emerging as a western heartland. The population size of cities does affect their rates of employment growth, but so too does their location: the growth of heartland cities is outpacing those in the hinterland. The establishment of the World Trade Organization (WTO) has been widely accepted as representing the legalisation of world trading rules. However, it is important to reflect on the limits of this legalisation thesis in terms of the interface between international and domestic policy processes. By locating trading disputes in a political analysis of policy implementation, it is argued that it is difficult to establish conceptually how the WTO dispute settlement system could have authority separate from and above the conventional international politics of trade policy relations. Instead, the article argues that case outcomes should be expected to be largely the product of domestic political institutions and policy processes, and how these intersect with developments in the WTO dispute settlement system. Brief studies of the Australian government's dispute settlement strategy and two high-profile WTO disputes—the US upland cotton and European Union sugar cases—serve to suggest that the authority of international trade law is not as significant as assumed by the legalisation thesis. Rather, domestic politics and institutions have an important impact on the outcome of trade disputes.  相似文献

Illicit trade in tobacco products has been a significant problem globally for many years. It allows cigarettes to be sold far below their legal price and thus contributes to higher consumption, morbidity and mortality, and deprives state treasuries of a substantial amount of revenue. This article identifies special economic zones (SEZs), particularly free trade zones, as a key conduit for this illicit trade. The development of SEZs as weak points in the global governance architecture is explained with reference to the concept of ‘graduated sovereignty’, whereby the uniform management of territory by modern states has given way to a more spatially selective form of territorial governance, in which some slices of territory are more fully integrated into the world economy than others via various forms of differential regulation. Attempts to comprehensively (re)regulate SEZs, in the face of growing evidence of the dysfunctionalities that they can engender, have so far been unsuccessful. It is concluded that the neo-liberal global economy has facilitated a regulatory ‘race to the bottom’, a problem that can only ultimately be overcome by international negotiation and agreement.  相似文献

This article examines Canada’s trade policy in light of efforts by the Harper government to respond to increasing global competition through the Global Markets Action Plan (2013). Through an analysis of three initiatives, the Canada–Korea Free Trade Agreement (CKFTA), the Canada–European Union Comprehensive Economic Trade Agreement (CETA), and the Trans–Pacific Partnership (TPP), it becomes clear that Canada’s current strategy has only gone part of the way to enact policies that will be most beneficial to its economy. This article shows that Canada’s Global Markets Action Plan, though ambitious, does not correctly prioritize Canada’s interests: it gives too little attention to improving Canada’s strongest trading relationship with its immediate neighbors in North America; it does not comprehensively address the changing nature of trade (which is now focused on trade in value-added products); and finally, its almost singular focus on market access and increasing exports directs attention away from the type of liberalization that would be most beneficial to Canadians, which is opening up the market for imports and dismantling Canada’s supply management system.  相似文献

Abstract

Since signing and implementing the North American Free Trade Agreement (FTA) in the early 1990s, the United States has pursued other free trade agreements with nations in Latin America and Asia. The premise undergirding FTAs is that trade liberalization within the neo-liberal global economy produces economic growth and development among all parties, and reduces poverty in poor nations. We examine arguments of proponents of free trade and the neo-liberal economy— particularly those of Martin Wolf, author of Why Globalization Works— to test these claims. We explore alternatives that center on norms of ecological sustainability and social justice, holding these two as inseparable. The central moral question of how to achieve needed socioeconomic development in the Global South in ways that are both ecologically sustainable and socially just frames our analysis. We conclude by proposing five principles for an alternative, more sustainable and equitable economic paradigm.  相似文献

At the close of the 20th century, it was increasingly clear that Pacific Island countries would struggle to remain competitive in international commodity and merchandise trade. As governments worldwide embraced free trade, many Island exporters looked set to be displaced by more efficient producers elsewhere. Island policymakers also faced pressure from more powerful states to renegotiate trading arrangements to bring them into alignment with the rules of the World Trade Organization. This article explains how Pacific Island countries responded to the overlapping challenges of globalization. It considers strategies pursued by Island states in negotiations with the European Union (EU), and with Australia and New Zealand. In both cases, Pacific Islands pressed for agreements that would take account of their unique trading circumstances, and arrangements that would allow more Pacific Islanders to work abroad. After nearly two decades of talks, however, final results proved disappointing. A proposed regional Economic Partnership Agreement with the EU was essentially abandoned, and a regional trade agreement with Australia and New Zealand was concluded without the signature of Fiji or Papua New Guinea – the two largest Pacific Island economies. Ultimately, contemporary trade agreements in the Pacific achieved little to ameliorate the competitive disadvantages Pacific Island states face participating in international trade.  相似文献

Three Taiwan-based economists examine the effects of GDP, per capita GDP, geographic distance, FDI outflows and inflows, openness to trade, bilateral investment treaties, and other factors on the volume of bilateral trade between China and 40 of its trading partners in the up-, mid- and downstream segments of the country's electronics industry. Pooled cross-section and time-series data are employed in an empirical estimation for the period 1995-2005, which indicate that the Chinese electronics sector's import/export volumes have grown substantially alongside China's economy. The authors address a specific set of issues questioning whether FDI inflows have created a trade effect in the electronics industry, whether they have lead to a measure of import substitution in China's electronics industry, and whether the net impact of opening the market has been positive or negative on the sector's foreign trade.
