One of the main myths about Australian political and economic history relates to the intervention in economic policy making in the 1930s by the Bank of England through the mission of Sir Otto Niemeyer. This article argues that Niemeyer's advice was not heeded. Rather, parallels between what he demanded and the Premiers’ Plan were largely confined to the level of rhetoric as part of a strategy to regain access to the London capital market. State expenditures were reduced gradually according to local political calculations and fiscal priorities, and not in step with the timetable set by the Bank of England. Far from weakening and dividing the Australian state, the federal separation of powers led to the gradual introduction of fiscal austerity, as state governments had little option but to maintain their role in complementing capital accumulation and facilitating social legitimation.  相似文献

This article enquires into the relation between enlightened humanist conceptions of natural law and the period novel's fictionalization of the English gentleman in the context of its marriage plot. Marriage played a key role in enlightened theorisations of natural law precisely as an institution capable of grounding familial and civil life in an emerging concept of human nature. Yet public debate about the state's role in the regulation of marriage in mid-eighteenth-century England demonstrates that natural law lent itself to very different models of sovereignty and governance. The antinomies that characterized natural law's circulation in the English context are uniquely fictionalized in Samuel Richardson's last novel, Sir Charles Grandison (1753–54), a lengthy parallel narrative of failed courtship and matrimonial felicity that draws upon Pufendorf's model of natural law, yet is only partly implicated in its secular humanism. The novel's eponymous gentleman hero – a ‘Man of Religion and Virtue’ exemplifies a mix of Anglican piety, civic virtue and disinterested sympathy that is sanctioned by natural law and sealed by the English marriage plot.  相似文献

Abstract

Sir Humphry Davy, a largely self-taught genius of humble birth, made major contributions to the development of chemistry, physics, geology and natural history in the early nineteenth century. Much of his research was directly beneficial to various industries principally agriculture, mining and metallurgy, electro-chemicals and leather processing. This article explores the complex circumstances surrounding the foundation of the order of the Bath in 1725, and seeks to correct the commonly‐held view that it was initiated by Walpole simply to augment the patronage available to his supporters in parliament. The proposal for a new order of chivalry based on the medieval ‘knighthood of the bath’ in fact emanated from the court, having been prompted by one of its central figures, the duke of Montagu. Walpole and his colleagues were by no means oblivious to the practical political value of such a move, but having only lately consolidated their position at court, their main priority was to seize a unique opportunity to flatter the new royal dynasty and garner popularity for it through the medium of the order's rediscovered history. The ministers selected the order's 36 founder‐knights with considerable input from senior courtiers, but ensured that those nominated were mostly peers and MPs who could evince ministerially useful connections between court and parliament. Though the order was later derided as a symptom of Walpoleian corruption, its foundation can be regarded as something of a turning point in Walpole's rise to power.  相似文献

Power in Britain has changed hands from a prime minister who sought to balance intense UK‐US consultation on foreign policy with the ambition to be ‘at the heart of Europe’ to one whose approach towards both the United States and the European Union has yet to be tested. It is an appropriate moment, there fore, to assess how these two contextual poles of British foreign policy‐making have changed over recent years and what this might mean for UK foreign policy choices. The premise of this article is that the days are now largely over when the UK can or should start out by trying to build an Anglo‐US position on a foreign policy challenge before trying to tie in the European and transatlantic positions. The UK is now a central player in the development of increasingly activist European foreign policies, whether these can later be coordinated effectively with the United States or not. A strong, bilateral relationship continues to serve the interests of both sides on multiple levels, but this relationship does not sit upon the same foundations as during the Cold War. There are now significant underlying factors, especially since the terrorist attacks of September 11 2001 in the US and July 7 2005 in the UK, that pull the US away from Europe and the UK, while pushing the UK towards Europe as the first port of call in developing foreign policy strategies. It is also notable that, today, UK positions on most global issues and foreign policy challenges tend to conform more closely to the dominant EU line than to the United States. On balance, the UK might think about European integration more from a US than from a European perspective, but it now thinks about global problems more from a European than from a US or transatlantic perspective.  相似文献
