Abstract: Subsequent to the Brundtland Report (World Commission on Environment and Development 1987, Our Common Future), sustainability has been set up in many countries as a mission statement of cross‐sectoral policies. Sustainable development carries the normative notions of equity, empowerment and environmentally sensitive economic development. Thus, it seems to suggest a fundamentally different vision to neoliberal dogma, which is at the same time described as dominating all socio‐political processes. This paper intends to explore the relation between these two discursive framings of contemporary policies through the example of German spatial planning guidelines. More precisely, it addresses social justice as one pillar of sustainability and how it is operationalised in spatial planning policies in Germany. This may exemplify how the seemingly opposing discourses interact in policy practices. The empirical analysis suggests that the ways in which the German spatial planning report focused on social space in territorial terms promotes an economistic and truncated view of social justice, one which fosters the neoliberal idea of regional competition for global capital and reduces socio‐spatial justice to territorially equally distributed economic inclusion.  相似文献

“Spatial planning” is a phrase that now resonates throughout many planning systems across the globe. It is being used as a label to describe pan-national, regional, strategic and even aspects of local planning processes. Within the UK, spatial planning is being utilized alongside, or even in place of, more traditional phraseology associated with planning, such as “town and country planning”. It is being used by a range of institutions of the State, professional groups and academic commentators to describe the processes of planning reform, modernization, policy integration, and strategic governance that politically are now required to make planning fit for purpose in the 21st century. The precise meaning and definition of spatial planning remains difficult to pin down, as does its origins within the UK. This paper attempts to dissect the various components of the spatial planning phrase and set out the meaning and origins of the term in the UK context. It covers re-territorialization, Europeanization and integration origins of spatial planning thinking and provides a conceptual, rather than practical, debate on the anatomy of spatial planning, situated within ongoing processes of institutional transformation, through the lens of governance and distinctiveness in state policy development.  相似文献

This paper critically questions the state's hostile takeover of planning regulation followed by experimentation initiated by the Israeli Prime Minister Benjamin Netanyahu who has been seeking to subordinate the planning apparatus to market calculus and to short‐term political ends. To substantiate this argument, I have examined a large corpus of documents (official government documents, planning records, and court appeals and rulings, and NGO reports) and analyzed the media coverage between 2011 and 2016. By introducing fast‐track planning that is firmly controlled by the central state and focusing on the fictitious delivery of housing units, the structure of the planning regulation has dramatically changed. Further, two already‐dominant government ministries (Finance and Defense) have been significantly empowered, becoming the supervisors of the reformed planning system. In a state captivated by neoliberal fixation and embroiled in a housing crisis, the restructuring of planning governance has been a means to an end.  相似文献

21世纪是知识经济的时代,各种类型的高新科技园区应运而生,研究高新科技园区的发展对城市空间扩展的影响有时代意义。中关村科技园区是北京发展知识经济的基地,在科技园区中具有代表性,本文从中关村科技园区的用地规划、产业规划、交通规划、环境规划入手,分析中关村科技园区建设在北京城市空间扩展中的地位与作用。结果表明,中关村科技园区的建设将加速北京向郊区化方向发展,同时吸引高素质人才聚集西北地区,其中心区有可能成为北京城市的副中心,从而促进北京大都市多中心格局的形成,同时诱发产业轴线空间发生战略性转移,使得西北-东南轴向成为北京大都市最重要的空间扩展轴。在上述分析的基础上,本文对北京市总体发展规划提出了建设性的修订意见。  相似文献

The practice of participatory planning in discrete Indigenous settlements has been established since the early 1990s. In addition to technical and economic goals, participatory planning also seeks community development outcomes, including community control, ownership and autonomy. This paper presents an evaluation of one such planning project, conducted at Mapoon in 1995. The Plan successfully improved physical infrastructure and housing, but had mixed success in terms of community development. Despite various efforts to follow participatory processes, the Plan was essentially a passing event, community control progressively diminished after its completion, and outcomes fell short of notions of ownership and autonomy. This suggests some misunderstandings between the practice of participatory planning and the workings of governance.  相似文献

中俄睦邻友好有着悠久的历史,其间也经历了风风雨雨,而2001年两国签署的《中俄睦邻友好合作条约》为两国关系的进一步发展奠定了法律基础。中俄两国的战略协作关系体现在许多方面,如建立多层次的对话机制,继续扩大两国公众之间的相互理解,加强文化、经贸交流等。中俄战略协作伙伴关系的保持和深化给两国的社会科学工作者提出了一些非常重要的任务,如加强与传媒的合作,促使两国彼此形成一种客观、友善和相互尊重的态度和看法;在解决两国研究中存在的分歧时,要立足于两国的睦邻友好合作关系;在研究两国过去的一些局部冲突问题时,应坚持历史的立场,不能把今天的评判标准用于对过去历史事件的评价,更不能在评论事件时从今天的认识出发做道德判断等。  相似文献

Structural characteristics of social networks have been recognized as important factors of effective natural resource governance. However, network analyses of natural resource governance most often remain static, even though governance is an inherently dynamic process. In this article, we investigate the evolution of a social network of organizational actors involved in the governance of natural resources in a regional nature park project in Switzerland. We ask how the maturation of a governance network affects bonding social capital and centralization in the network. Applying separable temporal exponential random graph modeling (STERGM), we test two hypotheses based on the risk hypothesis by Berardo and Scholz (2010) in a longitudinal setting. Results show that network dynamics clearly follow the expected trend toward generating bonding social capital but do not imply a shift toward less hierarchical and more decentralized structures over time. We investigate how these structural processes may contribute to network effectiveness over time.  相似文献

Recent discussions on state rescaling have pointed towards the need for a greater focus on how and why state activity may change over time in order to generate insights into the provenance, trajectories and outcomes of rescaling in different global regions and national state spaces. Consequently, this paper explores the dialectical and recursive relationship between the concepts of “statecraft” and “scalecraft” to explore the evolving sites, objects and mechanisms for urban planning within two key urban centres in different parts of the world—Birmingham, UK, and Brisbane, Australia. It is illustrated how a range of actors—from the national to the local level—have sought to craft and reshape the strategies and structures for urban planning according to different imperatives. In turn, the implications for a tighter specifying of the process of state rescaling are considered, as well as the subsequent nature of urban planning arrangements.  相似文献

Many have advocated for collaborative governance and the participation of citizens and stakeholders on the basis that it can improve the environmental outcomes of public decision making, as compared to traditional, top‐down decision making. Others, however, point to the potential negative effects of participation and collaboration on environmental outcomes. This article draws on several literatures to identify five clusters of causal mechanisms describing the relationship between participation and environmental outcomes. We distinguish (i) mechanisms that describe how participation impacts on the environmental standard of outputs, from (ii) mechanisms relating to the implementation of outputs. Three mechanism clusters focus on the role of representation of environmental concerns, participants' environmental knowledge, and dialogical interaction in decision making. Two further clusters elaborate on the role of acceptance, conflict resolution, and collaborative networks for the implementation of decisions. In addition to the mechanisms, linking independent with dependent variables, we identify the conditions under which participation may lead to better (or worse) environmental outcomes. This helps to resolve apparent contradictions in the literature. We conclude by outlining avenues for research that builds on this framework for analysis.  相似文献

The drive towards collaborative governance has raised critical questions about the hidden forms of power practised in consensual planning processes. In the field of water governance, the issue has been analysed in terms that treat power as an intrinsic property of actors or planning settings. Alternatively power is located in the discursive means mobilized by the human participants. Drawing from actor-network theory, this paper calls attention to the material arrangements constitutive for the practicing of power in target-driven, consensus-seeking planning. It sets focus on the obligatory passage points and factual closures through which a planning task links, for example, to ecosystems, policy principles and trajectories of governance. In the meantime, some other entities and issues may lose their planning-steering potentiality. As shown by the analysis of a river-basin planning process, the arrangements that end up steering consensus-seeking cannot be treated as merely discursive outputs operating upon a passive non-human reality. Materialities and living processes contribute to the outcome. However, the link is not deterministic. With different means of arrangement, the planning reality can – and, in the studied case, could have – end up different.  相似文献

One outcome of the increasing spatial sophistication in research on regions is a growing interest in how spatial imaginaries are institutionalized in processes of region-building. This article proceeds from the observation that the Mersey Belt spatial imaginary, in north-west England, exhibits an outstanding degree of durability as compared to other spatial imaginaries in the region. It is hypothesized that the Mersey Belt has come to function as an informal planning institution with which subsequent spatial imaginaries are compelled to engage. In order to test this hypothesis, Neuman's lifecycle theory of institutional change is adapted to examine a spatial imaginary as a planning institution, analyzing the relationship between the Mersey Belt and subsequent spatial imaginaries produced in the region. The article in this way adds to existing theories on the institutionalization of spatial imaginaries. Based on the findings, it is suggested that the Mersey Belt has become embedded within the region's planning culture, such that shifts in the spatial conception of the region based on new economic imaginaries have been expressed through the spatial imaginary of the Mersey Belt.  相似文献
