This paper seeks to identify different innovation modes and their territorial embeddedness, relating them to firms’ innovative and economic performance. We also analyse the relationship between the different innovation modes and the economic impact of the crisis on firms’ performance. These relationships are tested by regression and latent class models for the Portuguese population of firms, using a sample of 397 firms classified according to technological intensity, size and region. Our results show three different innovation modes: a DUI (Doing, Using and Interacting) mode, an STI (Science, Technology and Innovation) mode and a TEI (Territorial Embeddedness Innovation) mode in which territory plays a key role. These innovative modes are related in different ways to firms’ economic and innovative performance and also have marked distinctions in terms of resilience to the economic crisis. These findings lead to a reflection on regional innovation policy in the European context.  相似文献

ABSTRACT

This paper investigates the positioning of actors characterized by different natures in a regional innovation network and explores how these actors improve their innovation capabilities by assuming prominence or brokering positions. Innovation capability is widely seen to be the driving force in building regional competitive advantage, therefore investigating how the positioning of actors improves their innovation-related activities is relevant in terms of regional competitiveness. This paper builds on a survey conducted on the Sicilian regional area in Italy. A questionnaire was used to collect data concerning the relationships established between actors and the extent to which these relationships impact actors’ innovation capability. Results suggest that regional actors cannot be considered as a homogeneous group regarding their positioning in a regional network and that the innovation benefits of assuming different network positions depend on their nature. This paper offers some theoretical implications to the literature on regional innovation network and practical suggestions to organizations and regional policy makers.  相似文献

New research indicates that firms combining the science-based STI (Science, Technology, Innovation) and the experience-based DUI (Doing, Using, Interacting) modes of innovation are more efficient when it comes to improving innovation capacity and competitiveness. With regard to innovation policy, the STI mode calls for a supply-driven policy, typically aimed to commercialize research results. The DUI mode suggests a demand-driven policy approach, such as supporting the development of new products or services to specific markets. This article analyses how the two types of innovation policies and the two innovation modes can be combined in regional innovation systems (RISs). The analysis builds on studies of the food industry and related knowledge organizations in two counties, Rogaland County (Norway) and Skåne County (Sweden), and two policy initiatives (NCE Culinology and Skåne Food Innovation Network) aimed at strengthening the innovative capability of the RISs. The analysis indicates that policies aimed to link science- and user-driven innovation activity should focus on building absorptive capacity of DUI firms (e.g. through increased scientific competence) and implementation capacity of STI firms (e.g. through increased market and process competence).  相似文献

ABSTRACT

This research seeks to identify the factors that best explain the performance of regional innovation in Europe, in the era of smart specialization. Data were collected from the Regional Innovation Scoreboard 2016 and a quantitative methodology was followed using linear regressions as statistical methods. The results allowed us to reach four explanatory models of performance innovation for Innovative Regions Leader, Strong, Moderate and Modest. Some policies have also been suggested as possible regional innovation measures that can help policy makers to clarify and improve the innovation performance of these regions.  相似文献

This study lays the foundations for a theory of broad-based innovation and its potential role in innovation policy. The concept of broad-based innovation and its use in policy documents is discussed, followed by a discussion of the components of such innovation. This article proposes a re-categorization of modes of knowledge production in innovation activities to describe the need to more consistently consider and include different types of innovation activities in innovation policy. The study seeks to outline a novel theoretical structure that bridges a number of separate subfields in the study of innovation, providing a comprehensive treatment of the differential innovation puzzle. The study contributes by providing this novel theoretical framework for future planning and evaluation of innovation and innovation policies, systems and strategies.  相似文献

This article evaluates the results of almost a decade of experience with regional R&D development and implementation for enhanced innovation in the county of Nordland, Norway. Following a 2002 national devolution initiative, the county of Nordland was the first among Norwegian counties to coin and implement a distinct R&D policy for business-related innovation and development. This was done by setting up a broad regional partnership, framing a regional strategy and by coordinating substantial budgetary resources to implement the strategy. The evaluation describes the results of this process as ambiguous. This article looks at the process from three perspectives. First, we look at the organizational side of how the policy formation and implementation processes have performed. Second, we evaluate the business community response to the policy initiative to see whether any signs of altered behaviour can be found. Third, we look at how the partnership dynamic can explain policy outcomes. Theoretically and policy-wise we then discuss how our findings contribute to new insights in the field of analysing and generating regional innovation policy.  相似文献

While interactive learning and inter-organizational relations are the fundamental building blocks in regional innovation system (RIS) theory, the framework is rarely related to investigations of regional knowledge network structures, because in RIS literature relational structures and interaction networks are discussed in a rather fuzzy and generic manner, with the “network term” often being used rather metaphorically. This paper contributes to the literature by discussing theoretical arguments about interactions and knowledge exchange relations in the RIS literature from the perspective of social network analysis. More precise, it links network-theoretical concepts and insights to the well-known classification of RIS types by Cooke [(2004) Introduction: Regional innovation systems – an evolutionary approach, in: P. Cooke, M. Heidenreich & H.-J. Braczyk (Eds) Regional Innovation Systems: The Role of Governances in a Globalized World, 2nd ed., pp. 1–18 (London: UCL Press)]. This article contributes to the ongoing debate on the role of university research for innovation and economic growth, a debate highly influenced by concepts such as Mode 2 and regional innovation systems and clusters. A prominent trend in many EU and OECD countries is to direct research funding towards so‐called Centres of Excellence (CoEs) in order to stimulate the industrial output of scientific research. The implementation of the CoE approach is viewed as an attempt to bridge research and innovation policy. By using Sweden as an example and providing an overview and critical discussion concerning Swedish research policy during the period 2001 to 2007 we show that the rhetoric within research policy has changed and become increasingly intertwined with innovation policy. In practice, however, this is not as evident. The study draws on (a) an analysis of policy literature pointing out regulatory and organizational changes concerning the increasing emphasis on linking research to competitive industrial milieus, and (b) a comprehensive database including 110 CoEs, presenting a detailed picture of university‐industry collaboration, cross‐disciplinarity, and prioritized sectors. We fiind that the CoEs account for a relatively small share of government funding, but may however have a strengthening impact on particular research milieus and industries, especially in the life sciences. Additionally, although contemporary policy rhetoric appears to highlight steering funding to geographically‐concentrated milieus, thereby linking leading university research to regional industrial clusters, this has only been manifested in a few cases – notably in the Vinnväxt programme run by Vinnova, the national agency promoting innovation systems.  相似文献

ABSTRACT

Building on recent evolutionary thinking, this paper focuses on inter-industry differences in the receptiveness of firms to inflows of skills from different domains of the external economy. The empirical analysis of innovation performance finds that firms’ dependences on recruiting outside their own industry domains were inversely related to the vibrancy of knowledge dynamics within them. Moreover, inflow distances that are ‘optimal’ from the perspective of learning are closer to manufacturing firms’ own industry domains, than they are to the domains of services firms. As a result, only low-tech manufacturing and technology-intensive services firms exhibit the receptiveness to inflows from ‘related’ industries found in prior evolutionary research. Firms in high-tech manufacturing, by contrast, capture strong learning benefits from intra-sectoral mobility flows, whereas firms in traditional professional services depend on skills developed outside their own industry domains. Implications for the theory, empirics and policy relevance of evolutionary economic geography are discussed.  相似文献

Innovation by "groping along," in which appointed public officials experiment during program implementation after little, if any, initial planning and analysis, has been promoted as a more accurate model of policy innovation than the rational comprehensive model of policy change. Analysis of two cases of environmental regulatory policy innovation suggests that administrative agencies may be more likely to follow the conventional model of the policy cycle when high levels of conflict are likely to accompany policy initiatives. The cases also suggest, however, that public officials will experiment during the innovation process when they are uncertain about the nature of the problem and the probable impacts of alternative solutions.  相似文献

The emphasis of Finnish innovation policy has very much been on promoting actions that can be labelled as science–technology–innovation mode of innovation, which is based on the production and use of codified scientific and technical knowledge. However, recent research has emphasized also the importance of more experienced-based mode of learning and innovation, which can be labelled as doing–using–interacting mode of innovation. This study is an attempt to shed light on the current development phase of Finnish innovation system facing the new paradigm. The Finnish innovation system is seen as a mosaic of regional innovation systems. The regional innovation systems are analysed through a developed framework including elements of theories of innovation systems and cluster theories as well as two recent national-level strategy documents. One of the main concepts of the study is related variety in regional innovation platforms. This study also aims at creating a pragmatic framework for describing related variety at the regional level by combining aspects from two theoretical frameworks. The empirical data were gathered in a series of workshops in all the Finnish regions during the year 2008. This article argues that fragmented and decentralized policy making structures can generate major Policy innovation as well as can centralized structures. The fragmented committee structure of Congress is shown to facilitate innovation in the example of federal water pollution control legislation. The paper studies what kind of proximities and distances can be found in complex innovation environments. Case-study methods were used, with the research strategy building on experiences of creating a regional innovation platform aimed at development of new models for collaborative co-operation between the private, public and third sector in the context of physical-activity promotion. Building the innovation platform brought various proximities and distances between actors into focus. Distances may explain why some of the actions have not been successful or why some actions involved should be repeated several times. However, this study also highlights the role of distances as sources of various innovation. Distances and proximities are not static, and they could be exploited from a position of knowledge.  相似文献

Since the late 1980s, there has been no explicit regional policy in Canada. Indirectly, though, equalization payments, industrial policies, as well as regional agencies encouraging the adoption of federal industrial and innovation policies, impact regional economies. In 2017, the federal government appeared to alter its approach: the Supercluster initiative was announced, drawing upon the idea that localized networks of interrelated firms can generate innovation and local development. In this paper, we discuss the mechanisms through which spatially focused industrial innovation policy can lead to regional development. We then focus on Canada's Ocean Supercluster initiative. The question we address is as follows: to what extent can this initiative (and, more widely, Canada's Supercluster policy) be understood as a regional development strategy driven by a coherent rationale for regional intervention? Apart from the fact that each Supercluster focuses on a pre-existing core of firms located within a region, there is little evidence that the Supercluster initiative has regional development objectives or impacts.  相似文献

知识经济背景下,创新成为区域与城市发展的关键,而创新基础设施作为国家和区域创新体系的重要组成部分,在提供创新支撑、聚集创新资源、提升创新能力等方面具有重要作用。本文首先界定了创新基础设施的概念,构建了测度城市创新基础设施的指标体系,之后基于中国290个地级及以上城市的数据,使用主成分分析和GIS技术分析中国城市创新基础设施的空间格局,并通过构建知识生产函数模型,实证研究城市创新基础设施对城市创新产出的影响。研究表明:①创新基础设施是指保证创新相关活动顺利进行的各种物质工程设施和公共服务系统的总和,包括支撑创新活动的国家重大科技基础设施、科教基础设施、产业技术创新基础设施及创新创业服务基础设施。②中国城市创新基础设施水平整体偏低,且存在显著的空间差异,整体上表现为东部发展水平高于西部。③中国城市创新基础设施水平对城市创新产出具有显著的正向影响。研究从政策层面进一步明确了创新基础设施建设的重要性,为国家推进创新基础设施建设提供科学依据。  相似文献

Despite its rich tradition, there are key limitations to researchers' ability to make generalizable inferences about state policy innovation and diffusion. This paper introduces new data and methods to move from empirical analyses of single policies to the analysis of comprehensive populations of policies and rigorously inferred diffusion networks. We have gathered policy adoption data appropriate for estimating policy innovativeness and tracing diffusion ties in a targeted manner (e.g., by policy domain, time period, or policy type) and extended the development of methods necessary to accurately and efficiently infer those ties. Our state policy innovation and diffusion (SPID) database includes 728 different policies coded by topic area. We provide an overview of this new dataset and illustrate two key uses: (i) static and dynamic innovativeness measures and (ii) latent diffusion networks that capture common pathways of diffusion between states across policies. The scope of the data allows us to compare patterns in both across policy topic areas. We conclude that these new resources will enable researchers to empirically investigate classes of questions that were difficult or impossible to study previously, but whose roots go back to the origins of the political science policy innovation and diffusion literature.  相似文献

This article presents two arguments. The first relates to the relevance of citizen participation vis-à-vis the design and implementation of public policy. More specifically, the article empirically demonstrates how a model of community decentralisation can have a number of practical benefits for crisis-management policy. The second argument relates to a question that has come to characterise studies of citizen participation in public policy. Why is it that there is so much rhetoric in support of participation but so little action in terms of the day-to-day realities of policy implementation? We place this question in a crisis-management context so that we might ask: why is it that crisis-management systems built around the principles of community resilience continue to fail on these very grounds? We find our answer to this question in state-centric governance settings which devolve authority, but do not relinquish it.

Innovation is increasingly considered a prerequisite for regional development and it is commonly understood that certain regions are more conducive to innovation than others. Regions that do not possess the required institutional and cultural contexts are often encouraged to work on creating them. However, there is increasing evidence that innovation is also a spatial phenomenon: the propensity of establishments to innovate also varies with their location relative to major and minor metropolitan areas, independent of local context. This article investigates whether the geography of innovation is similar for three different types of manufacturing sectors ( high-tech (HT), medium-tech, first and second transformation) and across two different types of innovation (product, process). It is shown that, in Québec, to the extent that geography and innovation are connected, it is principally distance from a metropolitan area that plays a role. Our results lend support to   McCann's (2007)   recent spatial model of innovation and are also compatible with   Duranton and Puga's (2003)   theory of nursery cities. Our results also show that HT innovators behave differently from other manufacturers, with a tendency to internalize their innovation behaviour (perhaps out of necessity or for reasons of secrecy) in more distant locations.  相似文献

ABSTRACT

The aim of this article is to review and re?ect on the factors defining the expected benefits that have influenced the implementation of digital mediation initiatives in publicly funded museums over the course of the last 20 years. The expectations directed towards digital museum mediation are established by taking a closer look at Danish cultural policy implementation and socio-technological development. Examples from a review of cultural policy documents, funding applications and reports, supplemented by articles from a museum practice journal illustrate trends and developments in digital museum mediation. This article identifies a development of digital museum mediation in three phases, from providing access to digitized cultural heritage to more user-oriented communication strategies such as personalization and participation. The analysis shows that, in a cultural political context, the adoption of digital mediation in institutions is part of a higher strategy where technological development acts as a catalyst for innovation in the cultural sector.  相似文献

Government support and commitment are of particular importance for renewable energy technology innovation activities, which are highly contingent on policy and market uncertainty. The research focus of this article is to examine the relationship between policy stability in public resource allocation and policy outcomes in renewable energy technologies. With time‐series cross‐sectional analyses, we test effects of both the stability and magnitude of federal R&D expenditures on patent applications in five renewable energy sectors (i.e., solar, wind, hydropower, geothermal, and bioenergy) from 1974 to 2009. The findings show that technology innovation is affected by both the magnitude and stability of government financial commitment. Nevertheless, when industries perceive government support over longer time frames, the magnitude effect loses explanatory power to the stability effect. In addition to federal R&D expenditures, policies pertaining to technology commercialization and marketization are a critical determinant of innovation activities. This study demonstrates that incremental, predictable, and credible expenditures facilitate renewable energy technology development. Conversely, a boom‐bust cycle of resource support fails to translate policy goals into intended results.  相似文献
