This paper challenges dominant geographies of urban theory by conceptualising the dynamics of displacement in Oakland through place‐specific histories of racial/spatial politics. It argues that the repeated transposition of a San Francisco‐based model of “tech gentrification” results in deracinated dispossessions, or accounts of displacement uprooted from grounded histories of racial violence and resistance. It also argues that, while urban scholars acknowledge the role of historical difference in contouring dispossessions in metropolitan versus postcolonial cities, this consideration should be broadened to account for the racial/colonial dimensions of urbanism in the US as well. Treating Oakland as a “crossroads of theory”, this paper joins calls for a deeper engagement between postcolonial urban studies and critical race and ethnic studies from North America. Drawing upon the authors’ activist and empirical work, it contends that “thinking from Oakland” demands a foregrounding of racial capitalism, policing, and refusal.  相似文献

This paper examines two potential lacunae in understanding low‐income residents’ experiences of contemporary state‐led gentrification via a study of neighbourhood restructuring in Salford, UK, 2004–2014. The first is the localised politics preparing the ground for neighbourhood “redevelopment” and housing demolition. The second is the blighted social landscape which emerges with the subsequent stalling of this project. A focus on “before” and “after” is adopted in order to disrupt the linear policy and “effects” temporalities that much qualitative gentrification research tends to inhabit. We see how state‐led neighbourhood restructuring does not simply displace, but carries residents from “empowerment” to abandonment and transfers them from active struggle into devitalised limbo. As such, the paper demarcates challenges and opportunities for resident mobilisation inherent in a vacillating urban renewal programme, powerful in its inception but which has since “hit the buffers” (Lees 2014, Antipode 46(4):921–947) in light of global and municipal fiscal crises.  相似文献

This paper discusses the urban injustices of New Labour's “new urban renewal”, that is the state‐led gentrification of British council estates, undertaken through the guise of mixed communities policy, on the Aylesbury estate in Southwark, London, one of the largest council estates in Europe. In this particular case of post‐political planning I show how the tenant support for the regeneration programme was manipulated and misrepresented and how choices were closed down for them, leaving them ultimately with a “false choice” between a regeneration they did not want or the further decline of their estate. I look at what the estate residents thought/think about the whole process and how they have resisted, and are resisting, the gentrification of their estate. I show revanchist and post‐political practices, but ultimately I refuse to succumb to these dystopian narratives, very attractive as they are, for conflict/dissent has not been completely smothered and resistance to gentrification in and around the Aylesbury is alive and well. I argue that we urgently need to re‐establish the city as the driver of democratic politics with an emancipatory agenda, rather than one that ratifies the status quo or gets mired in a dystopic post‐justice city.  相似文献

Between 2013 and 2018, the San Francisco Bay Area saw the rise of “Google bus blockades”—a form of protest against gentrification, growing inequality and a housing crisis linked to the economic impacts of the technology sector on the region. Based on two years of ethnographic fieldwork with housing activists in the San Francisco Bay Area, this article argues that the disruptive tactic of “the Google Bus blockade” can be understood as a form of infrastructural activism—a flexible political form that uses the interruption of infrastructure for political ends. The blockades politicised the “Google buses” and transformed them into symbols of gentrification and sites of resistance. Protestors constructed a political analysis that drew connections between struggles for housing, racial and environmental justice and brought together material, affective and political critiques of infrastructure.  相似文献

San Francisco is engaged in a redevelopment project that could bring millions in investment and community benefits to a starved neighborhood—and yet the project is embedded in an urban development process that is displacing residents. In trying to unsettle these contradictions, this paper achieves two aims. First, I unearth a little known history of redevelopment activism that frames debate around the current project. Second, I use this history to argue for a reframing of the language of race. To wit: although the social construction of race and racism is well established, race is still deeply understood in everyday life as natural. This paper offers a theoretical fusing of race and class, “race‐class”, to help us think race through a vital constructionist lens. Race‐class makes present the economic dynamics of racial formation, and foregrounds that race is a core process of urban political economy. Race‐class works both “top‐down” and “ground‐up.” While it is a vehicle for capital's exploitation of people and place, race‐class also emerges as a mode of power for racialized working‐class residents.  相似文献

Abstract: In recent years, the local authorities in London's historic Bloomsbury district have carried out a number of refurbishments of the area's public squares. These landscaping schemes have typically been labelled “historical restorations” in attempts to predetermine the evaluation criteria as “historic” rather than political, social and aesthetic. Focusing on Russell Square and Bloomsbury Square, this paper illustrates how the “restorations” were selective: the introduction of gates and railings and the removal of planting were not primarily designed to restore these historical gardens, but reflect a surveillance‐friendly ideal of urban space, specifically introduced to displace the men who used these squares for cruising. Through a detailed review of archival material from both mainstream and gay media, I illustrate the shifting forms of policing and landscaping in Bloomsbury's squares, while also highlighting how homonormative capital has colluded with the regulation of public space in this part of London.  相似文献

Hegemonic accounts of urban homelessness, focusing on attempts to restrict homeless people's presence in public space, stress the punitive nature of current homelessness policy. In contrast, in this paper we explore the “messy middle ground” of the UK homeless services system. Examining Stacey Murphy's (2009) (Antipode 41(2):305–325) arguments regarding a shift to a “post‐revanchist” era in San Francisco, we chart the apparent similarities between developments in San Francisco and changes to the management of street homelessness bought in to effect by the New Labour government in the UK, and assess the extent to which such developments might be read as holding in tension more obviously punitive and supportive trends usually viewed as necessarily oppositional. In the final part of the paper we present a re‐reading of recent changes to the management of street homelessness in the UK through a postsecular lens. We suggest that this lens provides the possibility for a much more optimistic reading of homeless services and of the grammars of homelessness and urban (in)justice more broadly, and make the case for an alternative mode of academic attentiveness open to sometimes subtle and smaller‐scale yet nonetheless important examples of different ways of understanding and doing.  相似文献

In response to research that has downplayed or denied the reality of gentrification‐induced displacement, critical urban geographers have called for rethinking the concept of displacement. This article takes up that call by examining the impact of new‐build gentrification on the everyday place‐making abilities of Polish immigrant tenants in Greenpoint, Brooklyn. Based on nearly four years of work as a tenant organizer, this article looks at the forms of “everyday displacement”—the ongoing loss of the agency, freedom, and security to “make place”—experienced by immigrant tenants who struggle to remain in the neighborhood. Drawing upon Lefebvre's spatial triad and Blomley's work on the social relations of property, this article argues that everyday displacement is experienced through the production of new spaces of prohibition, appropriation, and insecurity that constitute a form of neighborhood erasure.  相似文献

Building on theories of internal orientalism, the objective of this study is to show how intra‐national differences are reproduced through influential media representations. By abstracting news representations of Norrland, a large, sparsely populated region in the northernmost part of Sweden, new modes of “internal othering” within Western modernity are put on view. Real and imagined social and economical differences between the “rural North” and the “urban South” are explained in terms of “cultural differences” and “lifestyle” choices. The concept of Norrland is used as an abstract essentialized geographical category and becomes a metonym for a backward and traditional rural space in contrast to equally essentialized urban areas with favoured modern ideals. Specific traits of parts of the region become one with the entire region and the problems of the region become the problems of the people living in the region. I argue that the news representations play a part in the reproduction of a “space of exception”, in that one region is constructed as a traditional and undeveloped space in contrast to an otherwise modern nation. A central argument of this study is that research on identity construction and representations of place is needed to come to grips with issues of uneven regional development within western nations.  相似文献

Abstract: A new field of “public geographies” is taking shape ( Fuller 2008 ) in geography's mainstream journals. While much is “traditional”, with intellectuals disseminating academic research via non‐ academic outlets ( Castree 2006 ; Mitchell 2008 ; Oslender 2007 ), less visible is the “organic” work and its “more involved intellectualizing, pursued through working with area‐based or single‐interest groups, in which the process itself may be the outcome” ( Ward 2006 :499; see Fuller and Askins 2010 ). A number of well‐known projects exist where research has been “done not merely for the people we write about but with them” ( Gregory 2005 :188; see also Cahill 2004 ; Johnston and Pratt 2010 ). However, collaborative writing of academic publications which gives research participants authorial credit is unusual ( mrs kinpainsby 2008 ; although see Sangtin Writers and Nagar 2006 ). This paper is about an organic public geographies project called “Making the connection”. It is written by a diverse collection of (non‐)academic participants who contributed to the project before it had started, as it was undertaken, and/or after it had finished. This is a “messy”, process‐oriented text ( Cook et al. 2007 ) working through the threads (partially) connecting the activities of its main collaborators, including a referee who helped get the paper to publication.  相似文献

Abstract: This paper utilizes a critical governmentality approach to theorize the processes through which urban elites become stakeholders in the “world‐class city”. Through a case study of public consultations for urban development plans in Chennai, India, the paper explores the technologies that produce urban actors who “participate” in urban governance. Key to these technologies is a discourse of participation that privileges and normalizes citizens as urban stakeholders. The paper contributes to current explorations into the technologies of inclusion that are central to an emerging civic governmentality in South Asia. In Chennai this civic governmentality engages various segments of civil society in processes of urban governance through the mechanism of public consultation. It is through these public consultations that elites come to exert influence over urban plans and consolidate a vision and desire for the world‐class city.  相似文献

Urban social movements (USMs) and regulation have co‐evolved in Japan to deal with homelessness, spatializaing their politics on the national and subnational scales. The author first theorizes these USM–regulation relationships as scale‐oriented dialectics between two opposing forces—“commoning and othering”—both of which in my view are always internalized in today's “rebel cities” (Harvey 2012, Rebel Cities, Verso). Then, he analyzes two trajectories of USMs that attempted commoning—ie radical opening up of public goods/spaces within “zones of weakness” (Lefebvre 2009a )—against policing and workfare disciplines. The author detects “rescaling” dialectics in the case of Yokohama and “nationalizing” dialectics in the case of Tokyo. Lastly, through exploring and refreshing Engels's notion of the (petit‐)bourgeois utopia, the author concludes that our commoning projects and imaginaries are constrained by capitalist urban form that spatially others the homeless; but truly revolutionary moments of commoning emerge whenever people—even temporarily—conquer the fetishism of the public/private binary embedded in this urban form.  相似文献

This paper advances the concept of “waste formations” as a way of thinking together processes of race, space, and waste in brownfield redevelopment projects. Defined as formerly industrial and contaminated properties, in the 1990s brownfields emerged as the grounds for new forms of urbanization and an emerging environmental remediation industry. Through their redevelopment, the twentieth century's urban wastelands—environmentally degraded, economically divested, and often racially marked—have become sites of investment, resignification, and value formation. The concept of waste formations provides a critical framework on the ways these socio‐ecological transformations rework twentieth century urban inequalities—in particular, the articulation of waste and toxic waste—and the ways they produce new geographies of environmental injustice through the displacement of toxic waste to newly waste‐able spaces. This paper develops an analytic of waste formations and applies it to the process of brownfield redevelopment at the Hunters Point Shipyard in southeast San Francisco.  相似文献

Abstract: After almost 30 years of Federal retraction from anti‐poverty initiatives, many American cities have been left with the dual burden of intensified poverty and far fewer resources to combat the problem. At the same time, such devolution has afforded cities the authority to forge poverty policy at the local level, such that the familiar neoliberal imperatives of state retraction and the mobilization of territory for capitalist expansion are frequently tempered by more progressive political imperatives at the local scale. What has thus emerged is a deeply ambivalent policy landscape, of which “kinder and gentler” poverty management strategies are a central feature. Using the example of a recent homeless program in San Francisco, “Care Not Cash”, this paper argues that such poverty management strategies, while less punitive than their revanchist predecessors, nonetheless introduce a new set of exclusions to the service delivery system, many of which are obscured by the language of compassion. In order to illustrate those new exclusions, I describe the city's homeless geographies—the public spaces, shelters, service sites, and housing models—that have been produced and reconfigured according to a logic of managing homelessness through the provision of care.  相似文献

The interplay between intensifying labour market precarity and gentrification constitutes a hitherto under‐researched topic in the fields of labour and urban geography. To rectify this lacuna, we argue that gentrification and labour flexibilisation are both socio‐spatial manifestations of capital's efforts to confront crises of accumulation. Distinguishing between what we call “weak” and “strong” links between them, and drawing upon the concepts of “gentrification‐supporting” and “gentrification‐fostered” labour flexibility, we outline a framework for connecting gentrification and precarity. This allows us to make links between the restructuring of the built environment and the reorganisation of work in the post‐industrial city; it also allows us to show how workers, through their agency, can shape rent gaps in the contemporary city.  相似文献

The early 21st century witnessed a boom in green building in San Francisco and similar cities. Major downtown property owners and investors retrofitted office towers, commissioned green certification, and critically, explored how greening might pay. Greening initiatives transcend corporate social responsibility: they represent a new attempt to enclose and speculate upon “green” value within the second nature of cities. However, this unconventional resource discovery requires a highly partial view of buildings’ socio‐natural entanglements in and beyond the city. I illuminate these efforts and their obscurities by exploring the experience of an exemplary green building in San Francisco, an office tower that has successively served as a headquarters organizing a vast resource periphery in the American West, a symbol and driver in the transformation of the city's own second nature, a financial “resource” in its own right, and most recently, an asset in an emerging global market for green property.  相似文献

Abstract: This paper applies Henri Lefebvre's ideas on participatory democracy and spatial politics to the context of “divided cities”, a milieu often overlooked by scholars of Lefebvre. It considers, via Lefebvre, how the heterogeneous and contradictory statist methods to deal with ethno‐national violence in Belfast have in effect increased segregated space. State‐led approaches to public space as part of conflict transformation strategies appear contradictory, including attempts to “normalize” the city through inward capital investment and cultural regeneration, encouraging cosmopolitan notions of inclusive “civic identity”, and reinforcing segregation to contain violence. These processes have done little to challenge sectarianism. However, as Lefebvre suggests that dominant representations of space cannot be imposed without resistance, this paper considers the alternative strategies of a disparate range of groups in Belfast. These groups have formed cross‐cleavage networks to develop ritualized street performances which challenge the programming of public space for segregation.  相似文献

“Green‐grabbing”, in which environmental arguments support expropriation of land and resources, is a recognized element in neoliberal conservation. However, capitalism's strategic interest in promoting the neoliberalization of conservation is accompanied by attempts to exploit hitherto protected natures without any pretence at “greenness”. In this paper we explore the dialectics between “green” and “un‐green” grabbing as neoliberal strategies in the reconstruction of nature conservation policies after the 2008 financial “crash” in Greece and the UK. In both countries, accelerated neoliberalization is manifested in diverse ways, including initiatives to roll back conservation regulation, market‐based approaches to “saving” nature and the privatization of public nature assets. The intensification of “green” and “un‐green” grabbing reflects capitalism's strategic interest in both promoting and obstructing nature conservation, ultimately leaving for “protected natures” two choices: either to be further degraded to boost growth or to be “saved” through their deeper inclusion as commodities visible to the market.  相似文献

Abstract: Helping redress the dominance of metropolitan narratives upon which much literature on sexuality is framed, this article interprets the narrative told by a “white” 16‐year‐old man living in regional Australia. Our aim is to investigate the intersections of migration and homemaking in sexual subject formation. Finding a place to call “home” can be a complex process for young men born in regional Australia and not conforming to the social formations of a “normal guy”. This young man's narrative expressively reveals the fluidity and spatiality inherent in processes of negotiating sexual subjectivities. His story provides telling insights into how migration and mobility change his understandings of home and of self by making possible a third‐space configured by neither the gender norms of his hometown nor the “gay scene” in Sydney.  相似文献

The term pacification is regularly used in urban scholarship as a euphemism for state violence and social control. However, this term is used loosely and is underexplored as a concept. This paper aims to address this gap by discussing recent critical theory on pacification, which argues that the term captures the combination of war and police power in the replication of capitalist order. This concept will then be applied to a case study of “blitzes”, a practice which became central to urban management in Johannesburg from the late 1990s. Originally, the word was used to refer to aggressive raids led by the police in “trouble” spots, but has since been expanded to include inspections on general services. Understood as pacification, blitzes reflect how the state is constantly engaged in a low‐intensity war against perceived “disorder”, which is intended to control and discipline spaces in South Africa's largest city.  相似文献
