Kevin Starr's Golden Dreams is the culmination to some forty years of scholarship on the unfolding theme of a “California Dream,” that imaginal component to the growth of the self‐identity and increasing international economic power of the most populous state in the American Union. Indeed, the period 1950–1963 that the book meticulously covers forms in many ways the most imposing manifestation of that Dream. This essay reviews the central features of Starr's account, particularly the infrastructural foundations in transportation, water supply, and higher education realized by a triumvirate of California governors, both Republican and Democrat, who regarded themselves as nonpartisan members of the “Party of California”; the expansion of California's major cities: Los Angeles, San Diego, and San Francisco; the characteristics of the Silent Generation and the culture of “cool Jazz” that dominated the period; as well as the rise of dissident elements among environmentalists, minorities, and Beats, that foretold the protest period of the 1960s. This essay then asks whether Starr has avoided the larger implications of his own narrative that California from this period on had become in most respects a putative nation‐state in its own right. From the global impact of its major media industry—Hollywood—to the continued advances of its economic clout throughout the rest of the century as at times the fifth largest economic entity in the world, California may need to be increasingly regarded as a world civilization in itself rather than as a regional civilization to which Starr's historical narrative has so far constricted it.  相似文献

This paper challenges dominant geographies of urban theory by conceptualising the dynamics of displacement in Oakland through place‐specific histories of racial/spatial politics. It argues that the repeated transposition of a San Francisco‐based model of “tech gentrification” results in deracinated dispossessions, or accounts of displacement uprooted from grounded histories of racial violence and resistance. It also argues that, while urban scholars acknowledge the role of historical difference in contouring dispossessions in metropolitan versus postcolonial cities, this consideration should be broadened to account for the racial/colonial dimensions of urbanism in the US as well. Treating Oakland as a “crossroads of theory”, this paper joins calls for a deeper engagement between postcolonial urban studies and critical race and ethnic studies from North America. Drawing upon the authors’ activist and empirical work, it contends that “thinking from Oakland” demands a foregrounding of racial capitalism, policing, and refusal.  相似文献

Hegemonic accounts of urban homelessness, focusing on attempts to restrict homeless people's presence in public space, stress the punitive nature of current homelessness policy. In contrast, in this paper we explore the “messy middle ground” of the UK homeless services system. Examining Stacey Murphy's (2009) (Antipode 41(2):305–325) arguments regarding a shift to a “post‐revanchist” era in San Francisco, we chart the apparent similarities between developments in San Francisco and changes to the management of street homelessness bought in to effect by the New Labour government in the UK, and assess the extent to which such developments might be read as holding in tension more obviously punitive and supportive trends usually viewed as necessarily oppositional. In the final part of the paper we present a re‐reading of recent changes to the management of street homelessness in the UK through a postsecular lens. We suggest that this lens provides the possibility for a much more optimistic reading of homeless services and of the grammars of homelessness and urban (in)justice more broadly, and make the case for an alternative mode of academic attentiveness open to sometimes subtle and smaller‐scale yet nonetheless important examples of different ways of understanding and doing.  相似文献

“Green‐grabbing”, in which environmental arguments support expropriation of land and resources, is a recognized element in neoliberal conservation. However, capitalism's strategic interest in promoting the neoliberalization of conservation is accompanied by attempts to exploit hitherto protected natures without any pretence at “greenness”. In this paper we explore the dialectics between “green” and “un‐green” grabbing as neoliberal strategies in the reconstruction of nature conservation policies after the 2008 financial “crash” in Greece and the UK. In both countries, accelerated neoliberalization is manifested in diverse ways, including initiatives to roll back conservation regulation, market‐based approaches to “saving” nature and the privatization of public nature assets. The intensification of “green” and “un‐green” grabbing reflects capitalism's strategic interest in both promoting and obstructing nature conservation, ultimately leaving for “protected natures” two choices: either to be further degraded to boost growth or to be “saved” through their deeper inclusion as commodities visible to the market.  相似文献

Do government choices, rather than legislative policies (i.e., mandatory regulations or incentives), influence the choices private actors make? In this article we develop a concept of “policy by doing,” which examines the power of government actions as hortatory tools to encourage other community members to act. “Policy by doing” can be an attempt to shape outcomes by providing symbolic leadership, reducing uncertainty, creating market, and telegraphing actions. Empirical analysis of privately held green buildings in 591 U.S. cities from 2004 to 2010 suggests that when governments increase their own commitment to green building for their facilities; private actors will be more likely to build green. We find that the actions of local governments, rather than those of state or federal, exert the strongest substantive influence on private decision making. Our findings contribute to understanding how governments can augment existing policy regimes by modeling the behavior they hope to inspire in other actors.  相似文献

The San Francisco Bay Area in California is undergoing a technology‐driven wave of growth arguably more thoroughgoing than the first “dot‐com” bubble, fueling hypertrophic gentrification and tales of a deeply class‐divided, “Blade Runner kind of society”. While Silicon Valley is still the industry's employment center, San Francisco is seeing faster tech firm growth, and is transforming its downtown to become more “livable” and promoting public space as key to innovation. In this context, this paper offers a reading of urban public space not just as a consumption amenity but also as the “shop floor” of a labor process that goes beyond the walls of the firm to mobilize the social itself in the production of privately appropriated value. With innovation now the watchword of gentrification, the stakes of this shift oscillate between the total commodification of urban vitality and the recognition of the social process of value production itself.  相似文献

Between 2013 and 2018, the San Francisco Bay Area saw the rise of “Google bus blockades”—a form of protest against gentrification, growing inequality and a housing crisis linked to the economic impacts of the technology sector on the region. Based on two years of ethnographic fieldwork with housing activists in the San Francisco Bay Area, this article argues that the disruptive tactic of “the Google Bus blockade” can be understood as a form of infrastructural activism—a flexible political form that uses the interruption of infrastructure for political ends. The blockades politicised the “Google buses” and transformed them into symbols of gentrification and sites of resistance. Protestors constructed a political analysis that drew connections between struggles for housing, racial and environmental justice and brought together material, affective and political critiques of infrastructure.  相似文献

The San Francisco Bay Area demonstrates how industrial dispersal had created the sprawling form of the American metropolis. Neither change in transport modes nor residential suburbanization is principally responsible for shaping the outward spiral of urbanization. Manufacturing began its outward march from the outset of the city's industrialization, establishing peripheral nodes of employment and working class residence within San Francisco, then beyond the city limits in South San Francisco and especially the East Bay. The main cause of decentralization has been industrial shifts; the outbreak of new activities in new places, normally in the form of industrial districts at various spatial scales. A second cause has been the orchestration of development by business leaders through property ownership and political manoeuvring guided by a general vision of metropolitan expansion, whether in co-operation or competition with one another.  相似文献

Abstract: After almost 30 years of Federal retraction from anti‐poverty initiatives, many American cities have been left with the dual burden of intensified poverty and far fewer resources to combat the problem. At the same time, such devolution has afforded cities the authority to forge poverty policy at the local level, such that the familiar neoliberal imperatives of state retraction and the mobilization of territory for capitalist expansion are frequently tempered by more progressive political imperatives at the local scale. What has thus emerged is a deeply ambivalent policy landscape, of which “kinder and gentler” poverty management strategies are a central feature. Using the example of a recent homeless program in San Francisco, “Care Not Cash”, this paper argues that such poverty management strategies, while less punitive than their revanchist predecessors, nonetheless introduce a new set of exclusions to the service delivery system, many of which are obscured by the language of compassion. In order to illustrate those new exclusions, I describe the city's homeless geographies—the public spaces, shelters, service sites, and housing models—that have been produced and reconfigured according to a logic of managing homelessness through the provision of care.  相似文献

The clustering of suburban office space in “office parks,” as well as the larger activity nodes of polycentric cities, has been widespread in recent years. The reasons for this clustering are not well understood, as the footloose nature of firms suggests a variety of patterns might evolve. This paper explores three traditional explanations: economies of scale in the supply of space, demands for access, and face-to-face contact needs of firms. Finding that those explanations do not completely explain the clustering pattern, an alternative explanation is considered, the demand for image or prestige.  相似文献

The term satoyama gained currency in Japan in postwar decades as a term that describes a sphere of “encultured” nature that has traditionally existed on the periphery of rural settlements, but which is increasingly threatened by industrialisation, urban development, rural depopulation and changing lifestyles. Satoyama is appealing as a concept because it represents a sphere in which nature and culture intersect, and is reminiscent of a more idyllic rural lifestyle of the past, when the Japanese “lived in harmony with nature”. This article examines the role of this term in the nature conservation discourse in Japan, and in particular its appropriation by the Ministry of the Environment and the Japanese host organisations for the Conference of Parties to the Convention on Biological Diversity, which was held in Japan in 2010. The article will explore the way the concept of satoyama has been “showcased” as a model of sustainable resource management based on traditional methods of agriculture. The satoyama concept is used to demonstrate that Japan not only possesses the knowledge to live in harmony with nature, but also offers a model of sustainable resource management that the rest of the world can learn from.  相似文献

As economic and ecological crises evolve in combination, some policy strategies might aim at killing the two birds with one stone. One recent example can be found in Malmö, Sweden, where crisis management has operated, we propose, as a green fix. The district of Västra hamnen (Western Harbour) is at the centre of the reinvention of the city: once the home of a world‐leading shipyard, it is now a no less prominent neighbourhood of ecological virtues. Through outlining the history of Malmö in general and the Western Harbour in particular, we identify how the municipality and local capital in concert increasingly used “green” strategies in the urban policies that started as crisis management in the 1990s. Today Malmö is reckoned to be among the world's greenest cities, and we reflect on the importance of this international recognition for the city. Finally, we develop a critique of the green fix as concealing crucial factors of scale, and hence running the risk of myopia.  相似文献

In From History to Theory, Kerwin Lee Klein writes a history of the central terms of the discipline of theory of history, such as “historiography,” “philosophy of history,” “theory of history,” and “memory.” Klein tells us when and how these terms were used, how the usage of some (“historiography” and “philosophy of history”) declined during the twentieth century, and how other terms (“theory” and “memory”) became increasingly popular. More important, Klein also shows that the use of these words is not innocent. Using words such as “theory” or “historiography” implies certain specific ideas about what the writing of history should be like, and how theoretical reflection on the nature of history and its writing relates to the practical issues of the discipline. In the second half of his book, Klein focuses more on the concept of memory and the memory boom since the later part of the 1980s. He observes that “memory” came to be seen as a kind of “counterhistory,” a postcolonial, fragmented, and personal alternative to the traditional mainstream discourse of history. Klein does not necessarily disagree with this view, but he does warn us about unwanted side effects. More specifically, he argues that the discourse of memory is surprisingly compatible with that of extremist right‐wing groups, and should be treated with suspicion. Although Klein certainly has a point, he presents it in a rather dogmatic fashion. However, a more nuanced version of Klein's criticism of memory can be developed by building on Klein's suggestion that there is an intimate connection between memory and identity.  相似文献

This article focuses on how Airbnb hosts in the Boston metro, San Francisco, and Washington, DC respond to legislative short-term rental (STR) regulations. I trace how hosts justify their multiple STR practices by way of the civic good all while foreclosing a debate about the potential negative effects of their monetisation. I show how hosts displace the displeasing aspects of STRs onto the abstracted category of the “Investor Host”, a stand-in for foreign investment capital and indifferent corporations. I argue that STR owners replicate what Iyko Day calls “romantic anti-capitalism”, a mode of critiquing capitalism that valorises the local and concrete uses of capital while displacing capital's destructive effects onto an abstracted and racialised other. I build on Day's theorisation by demonstrating how there are multiple genres of romantic anti-capitalism that function differently based on a person's structural position within settler-colonialism.  相似文献

Wind God Foils Smuggler's Breeze through Customs

Laura Scanlan's article describing the seizure at U.S. Customs and the eventual return to Mexico of several important Precolumbian artifacts is reprinted here with permission from Customs Today, 17:2 (1982) 2–3. Both the story itself and the act of reprinting emphasize the growing cooperation between archaeologists and the U.S. Customs Bureau in cases involving antiquities. Karen Bruhns and Connie Fenchel (see below) have been an effective team in pursuing cases involving antiquities smuggling in the San Francisco area. In the Bernstein case (see below “A Lawyer Looks at U.S. Antiquities Laws”) archaeologists also provided professional evaluations and consultation to customs officials. Both the Mexican case described here by Scanlan and the Bernstein case were initiated through improper customs declarations, which were recognized by alert customs inspectors familiar with the value of antiquities and the significance of the illicit trade.

These cases suggest a way for many archaeologists who have said they would like to help curb the illicit trade but did not know how to do so. There are customs offices in most large U.S. cities. They are the places where antiquities enter this country. Special Agent Fenchel pointed out, during her presentation at the Legislative Session of the AIA in San Francisco, that most antiquities cases in this country have begun with an improper customs declaration. If this is so, the effectiveness of existing law governing the antiquities trade depends largely on the ability of customs inspectors to recognize antiquities and to evaluate their accompanying declarations. Even when/if the UNESCO Convention is implemented, its enforcement will be largely in the hands of customs inspectors. Thus, professional archaeologists could make a substantive contribution toward curbing import of illicit antiquities by introducing themselves at their local customs office and offering to make available their professional advice on cases involving antiquities. Local archaeological societies might consider offering seminars for their local customs inspectors on ancient art and archaeology and the pertinent laws and market values, to help increase the ability of customs inspectors to recognize antiquities in the course of their work. Just knowing that there is expert help available locally to identify and evaluate antiquities, or to find another expert who might be able to do so, could make local customs inspectors more sensitive to the issues involved and more likely to catch violations.  相似文献

As has been made clear by recent inquiries in FLS News (Spittal 1996; Wylie 1966) and the republication of Kathleen Basford's 1978 book The Green Man (1996), there is a great deal of interest in the enigmatic “Green Man,” that foliate head which appears so frequently among medieval church carvings. The term itself came into general usage following Lady Raglan's 1939 article in Folklore, “The ‘Green Man’ in Church Architecture,” but examination of her original work reveals that her choice of the term “Green Man” was, on her own evidence, based more upon inspiration than fact. As a means of beginning an inquiry into the nature and meaning of the phenomenon, the present article is an investigation into the true name of the Green Man.  相似文献

This review essay examines James McFarland's Constellation: Friedrich Nietzsche and Walter Benjamin in the Now‐Time of History, which stages a comparative reading of the two thinkers’ works and argues that they shared a resistance to the conventions of nineteenth‐century historicism as well as a desire to attend not to causation as a force in history but rather to the importance of each individual “present.” Benjamin's term “dialectics at a standstill” is a formulation only a reader of Nietzsche could have produced, as McFarland ably demonstrates. This review essay also delves into Benjamin's own use of the “constellation” motif, identifying complexities McFarland leaves out of his account. Influenced by Nietzsche's own uses of astronomical and astrological motifs, Benjamin employed the image of the constellation as a symbol not only for temporality (say, of the time it takes for starlight to reach our planet). He also used it to examine our transforming relationship with the cosmos and with nature most broadly, and, in the famous “Theses on the Philosophy of History,” he used it as a figure for the proper relationship historians should establish between their own period and the past; this is what yields an understanding of the present moment as the Jetztzeit, the “time of the now” enjoying its own dignity beyond any causal relationship with the future it may have. However, and as this review essay suggests, Benjamin's uses of the constellation image, and of images of stars, telescopes, and planetariums more generally, were highly ambivalent. They can serve as indices of his shifting views of modernity and of his desire that modern experience, seemingly condemned to alienation, might be redeemed.  相似文献

This paper critically analyses the construction of eco‐cities as technological fixes to concerns over climate change, Peak Oil, and other scenarios in the transition towards “green capitalism”. It argues for a critical engagement with new‐build eco‐city projects, first by highlighting the inequalities which mean that eco‐cities will not benefit those who will be most impacted by climate change: the citizens of the world's least wealthy states. Second, the paper investigates the foundation of eco‐city projects on notions of crisis and scarcity. Third, there is a need to critically interrogate the mechanisms through which new eco‐cities are built, including the land market, reclamation, dispossession and “green grabbing”. Lastly, a sustained focus is needed on the multiplication of workers’ geographies in and around these “emerald cities”, especially the ordinary urban spaces and lives of the temporary settlements housing the millions of workers who move from one new project to another.  相似文献

This paper critically analyzes the Sharafnama, a history of the Kurds, written by the late sixteenth century ruler of Bitlis, ?eref Xan. Given the politically sensitive nature of the Middle East's “Kurdish Question,” the Sharafnama has become an extremely important resource through which Kurdish nationalists have sought to construct a coherent “national narrative.” This is due to the fact that ?eref Xan's book constitutes one of the few systematic histories of the Kurds written before the twentieth century. This paper moves away from nationalist inspired interpretations of the Sharafnama, which see the work as a “national(ist)” history. Instead, it posits that, although the piece can be regarded as a manifestation of Kurdish “ethno-politics,” it is necessary to look at it within the context of the relationship between the Kurdish tribal princes who ruled large areas of “Kurdistan,” on one hand, and the Ottoman and Safavid empires who competed for control of this region, on the other. In particular, it brings to the fore an often forgotten and/or ignored aspect of ?eref Xan's history, namely its pro-Ottoman bias. In this way, the article makes broader points relating to the nature of the Kurdish identity in the early modern period, and the influence of such conceptions on the later construction of the modern Kurdish identity.  相似文献

In the Restoration, Andrew Marvell was elected to the Elder Brethren of the London (Deptford) Trinity House (May 1674). Some “new” documents reveal him assisting that shipmasters’ corporation in its business. In this work, he was helping to protect a charity, shoring up a corporate bulwark against the rising tide of Court interest; he was soon to lament in An Account of the Growth of Popery and Arbitrary Government (1677). At issue was the drafting of letters rejecting a claim by the Lord Maynard, a prominent courtier who, with the support of James Duke of York and of Charles II, sought the reversion of the Ballastage Office. That lucrative office was a major resource for the London Trinity House, and one which fuller profits it was reluctant to concede. Whatever Marvell's own observation of decorum, the heavy correction of his initial draughts shows his more abrupt style coming under review, with a more flourishing courtliness characterizing the final letters sent by the group.  相似文献
