Even in the current economic situation, in developed countries, rhetoric about cutting "poverty" is misleadingly outmoded—because it implicitly suggests that government income transfers can be the vehicle for achieving substantial reductions in poverty. Almost all Americans already live far above subsistence poverty: most because of their earnings, and the rest because of government transfer programs. This decline in material poverty is obscured by weaknesses in how the official U.S. poverty measure counts income. What is now called poverty is really "income inequality." Reducing income inequality is also a vitally important social goal, but it cannot be accomplished through income transfers alone. The authors argue that, although income transfers have a role to play in lessening the impact of material deprivation, real progress in raising incomes will require building the human capital of the economically disadvantaged. This means both increasing the earnings capacity of lower-income workers and reducing the number of female-headed families.  相似文献

Whilst the deadline for achieving the Millennium Development Goals (MDGs) looms large, the outcomes so far have been mixed. This article examines the policy logic that ‘good governance’ leads to poverty reduction, which has been adopted by international agencies in pursuit of the MDGs. This causal relationship is examined through an empirical panel‐data estimation using Worldwide Governance Indicators and the poverty headcount ratio in ninety‐eight countries. The empirical evidence does not support the hypothesis that good governance leads to poverty reduction. Good governance alleviates poverty only in middle‐income countries, not in least developed ones. These findings point to the necessity to devise policies that address poverty directly, rather than through indirect instruments, and highlight the urgent need to address structural inequality in developing countries.  相似文献

Both Taiwan and Mexico have experienced remarkable economic growth since the 1960s. Taiwan demonstrates that higher income level can be accompanied by falling income inequalities. However, unlike Taiwan, the course of economic growth in Mexico has left the country with a very unequal distribution of income. This paper compares the government policies of income distribution in Mexico and Taiwan and identifies the factors contributing to the success of Taiwan and to the highly uneven income distribution in Mexico. The paper concludes that market-oriented growth does not automatically reduce inequality or poverty. The prospects for better income equity and sustainable economic development would be greatly enhanced through implementation of policies aimed at redistributing land and skills, facilitating small enterprises, and increasing domestic saving.  相似文献

As part of the World Bank's poverty reduction strategy, Poverty Assessments have been carried out for a number of countries which analyse who the poor are, the causes of poverty and poverty reduction policies. This article reviews what can be learnt from the twenty-five Assessments prepared for countries in sub-Saharan Africa up to 1996. Whilst other factors are acknowledged in identifying the poor, the Assessments over-emphasize income-poverty defined against an inevitably arbitrary poverty line. The Assessments are shown to be weak in addressing the causes of poverty, often ignoring the historical perspective, political context, and international dimensions such as debt and commodity price trends, focusing instead on the lack of growth in recent years as the main cause of poverty. Weak understanding of the causes of poverty undermines the basis for country-specific poverty reduction strategies: policy recommendations are usually an uncritical presentation of the World Bank's three-pronged strategy of growth, investment in human capital and social safety nets. Although the Assessments do not explicitly acknowledge the point, they suggest that the number of poor people in Africa will continue to rise; nor is there any basis for confidence that policies are being put in place to redress the situation.  相似文献

This article uses a panel survey of households in the Indian state of Maharashtra to demonstrate that agricultural growth takes too long to trickle down to the rural poor. Unanticipated inflation, on the other hand, aggravates rural poverty, as does domination of the agricultural growth process by large landholders. This affects the poor through the oligopsonistic influence of the landholders in rural labour markets, dampening employment and wages (as compared with the outcome in a competitive market). In the context of structural adjustment, while the emphasis on allocative efficiency through withdrawal of input subsidies and remunerative prices for output is justified, acceleration in agricultural growth by itself is unlikely to make a dent in rural poverty. Measures designed to accelerate agricultural growth must therefore be supplemented by direct anti-poverty interventions. Consumer price stabilization is particularly important, and would be assisted by an overhaul of the Public Distribution System. Major reforms would include improved flexibility in the scale of the PDS, better targeting through alternative distribution networks when private trade channels are weak or non-existent, and simplification of registration procedures. The oligopsonistic role of large landholders could be curbed through market-mediated land redistribution, scrapping of all tenancy regulations when tenancy markets function efficiently, and through large-scale intervention in rural labour markets along the lines of the Employment Guarantee Scheme.  相似文献

Corporate Social Responsibility (CSR) has become a major focus of interest for development practitioners in recent years. While development NGOs have been critical of voluntary corporate initiatives, official development agencies have taken a more positive view and in some cases encouraged CSR. This article locates the growth of CSR in the context of global deregulation since the early 1980s, highlighting the key drivers that have led to its adoption by many leading transnational corporations. It then describes the factors that have led to the recent emphasis given to CSR by both bilateral and multilateral development agencies and the United Nations. A framework for analysing the links between foreign direct investment and poverty is developed focusing on the impacts on the poor as producers, consumers and beneficiaries of government expenditures. This framework is used to illustrate the limitations of CSR in terms of likely impacts on poverty reduction through each of the channels identified and also to point to areas in which CSR may have some positive benefits. Overall, the article concludes that it is unlikely to play the significant role in poverty reduction in development countries that its proponents claim for it.  相似文献

Combining economic development and poverty reduction is a challenge for developing countries. In the search for mechanisms that integrate both goals, this article examines the Republic of Korea's development strategy, which transformed one of Asia's poorest nations into an industrialized country with low levels of poverty. The authors investigate the state–society nexus in which Korea's developmental state has operated and look at the role of governance for economic development, focusing especially on multifunctioning institutions performing for economic growth and poverty reduction. The article provides strategic suggestions for developing countries on managing effectively within institutional constraints and moving beyond a simple emphasis on good governance.  相似文献

In Bangladesh, as in many developing countries, there is a widespread belief amongst the public, policy makers and social workers that children ‘abandon’ their families and migrate to the street because of economic poverty. Ignoring and avoiding mounting evidence to the contrary, this dominant narrative posits that children whose basic material needs cannot be met within the household move to the street. This article explores this narrative through the analysis of detailed empirical research with children in Bangladesh. It finds that social factors lie behind most street migration and, in particular, that moves to the street are closely associated with violence towards and abuse of children within the household and local community. These findings are consistent with the wider literature on street migration from other countries. In Bangladesh, those who seek to reduce the flow of children to the streets need to focus on social policy, especially on how to reduce the excessive control and emotional, physical and sexual violence that occur in some households. Economic growth and reductions in income poverty will be helpful, but they will not be sufficient to reduce street migration by children.  相似文献

Despite accelerated growth there is pervasive hunger, child undernutrition and mortality in India. Our analysis focuses on their determinants. Raising living standards alone will not reduce hunger and undernutrition. Reduction of rural/urban disparities, income inequality, consumer price stabilization, and mothers’ literacy all have roles of varying importance in different nutrition indicators. Somewhat surprisingly, public distribution system (PDS) do not have a significant effect on any of them. Generally, child undernutrition and mortality rise with poverty. Our analysis confirms that media exposure triggers public action, and helps avert child undernutrition and mortality. Drastic reduction of economic inequality is in fact key to averting child mortality, conditional upon a drastic reordering of social and economic arrangements.  相似文献

Although the multidimensional nature of poverty is widely recognized, the extent to which monetary measures can serve as a proxy for non‐monetary measures remains unresolved. This is of particular concern for children given their dependence on others for fulfilment of basic needs and assumptions about intra‐household distribution that underpin monetary measures. This article adopts an innovative mixed‐methods approach to investigate child poverty overlap and mismatch in the low‐ and middle‐income countries of Ethiopia and Vietnam using secondary longitudinal survey data and primary qualitative data from adults and children. Findings indicate that monetary and multidimensional poverty are distinct constructs that are linked, but cannot serve as a proxy for one another. While the degree of dissonance depends on the types of indicators under consideration, poverty mismatch persists regardless of time, place and multidimensional measure under consideration.  相似文献

The problem of child labour in Indonesia, although generally less prevalent than in other developing countries at a similar stage of development, is significant. As in other countries, this study finds a strong link between the child labour phenomenon and poverty, with the profile of child labour largely mirroring the profile of poverty. Furthermore, poverty is found to be an important determinant of whether children work. However, working does not always completely eliminate a child's opportunity to obtain formal education: children from poor households can still go to school by undertaking part‐time work to pay for their education, implying that banning these children from working may force them to drop out of school instead. Since the phenomenon of child labour is strongly associated with and determined by poverty, the most effective policy for eliminating child labour is through poverty alleviation. Other policies that can foster the rate of reduction in child labour are those which make it easier for children from poor families to access education and increase the opportunity cost of working by improving the quality of education. The failure of orthodox economic policies to generate growth and eradicate poverty has led to renewed interest in social policies. The return to ‘the social’ has seen contending conceptualizations of social policy, premised on different values, priorities and understandings of state responsibility, vying for influence. This article argues that the currently dominant agenda of social sector restructuring is likely to entrench gender inequalities in access to social services and income supports because of its failure to recognize the structures that underpin those inequalities, which are pervasive across labour markets and the unpaid care economy. Despite the ‘pro‐poor’ and occasionally ‘pro‐women’ rhetoric, the design of social policies remains largely blind to these gender structures. Addressing them would require a major rethinking of dominant approaches, placing redistribution more firmly at the heart of policy design, valuing and supporting unpaid care, and providing incentives for it to be shared more equally between women and men, and between families/households and society more broadly.  相似文献

Poverty and food security are endemic issues in much of sub-Saharan Africa. To eradicate extreme poverty and hunger in the region remains a key Millennium Development Goal. Many African governments have pursued economic reforms and agricultural policy interventions in order to accelerate economic growth that reduces poverty faster. Agricultural policy regimes in Zambia in the last 50 years (1964–2008) are examined here to better understand their likely impact on food security and poverty, with an emphasis on the political economy of maize subsidy policies. The empirical work draws on secondary sources and an evaluation of farm household data from three villages in the Kasama District of Zambia from 1986/87 and 1992/93 to estimate a two-period econometric model to examine the impact on household welfare in a pre- and post-reform period. The analysis shows that past interventions had mixed effects on enhancing the production of food crops such as maize. While such reforms were politically popular, it did not necessarily translate into household-level productivity or welfare gains in the short term. The political economy of reforms needs to respond to the inherent diversity among the poor rural and urban households. The potential of agriculture to generate a more pro-poor growth process depends on the creation of new market opportunities that most benefit the rural poor. The state should encourage private sector investments for addressing infrastructure constraints to improve market access and accelerate more pro-poor growth through renewed investments in agriculture, rural infrastructure, gender inclusion, smarter subsidies and regional food trade. However, the financing of such investments poses significant challenges. There is a need to address impediments to the effective participation of public private investors to generate more effective poverty reduction and hunger eradication programmes. This article also explores the opportunities for new public–private investments through South–South cooperation and Asia-driven growth for reducing poverty in Zambia.  相似文献

This is a discussion of the work of the Rural Women Development Council for poor rural women in Cameroon. The concept of absolute poverty involves the measurement of the quantity and quality of necessities required to maintain the average well-being of an individual or group of individuals. The standards are considered to be relative to a particular time and place. Subjective poverty is a state of acceptance by the person who is poor that he or she is poor; it is independent of the perspective of onlookers. Income levels vary resulting, and as a result, poverty exists. Under those premises, the Rural Women Development Council (RWDC) is helping to alleviate poverty in rural women through microcredit schemes. Over 200 women have engaged in farming and small trades. Increased equity, enhanced opportunity, peace and security, participation and sustainable future, in addition to increased income, help to defeat poverty. Strategies for eradicating poverty include enhancing the ability of local communities to adapt to stress, overcome emergencies and improve long-term productivity. The RWDC have observed that loanees are today economically above other rural women.  相似文献

This article examines the dollar‐a‐day poverty estimates produced by the World Bank. It highlights the lack of consistency between average consumption and income in household surveys and national accounts data. After examining the likely sources of divergence between the two series, the author proposes a new method of estimation of poverty, based on calibrating the survey means by conditioning on national accounts aggregates. The new poverty estimates, which are consistent with national accounts data, are contrasted with the World Bank estimates. The implications of the findings for the debate on the relationship between poverty and economic growth are also briefly discussed.  相似文献

This article claims that welfare states modelled on a contributory basis and with a system of entitlements that assumes stable two-parent families, a traditional breadwinner model, full formal employment and a relatively young age structure are profoundly flawed in the context of present-day challenges. While this is true for affluent countries modelled on the Bismarckian type of welfare system, the costs of the status quo are even more devastating in middle-income economies with high levels of inequality. A gendered approach to welfare reform that introduces the political economy and the economy of care and unpaid work is becoming critical to confront what may very well become a perfect storm for the welfare of these nations and their peoples. Through an in-depth study of the Uruguayan case, the authors show how the decoupling of risk and protection has torn asunder the efficacy of welfare devices in the country. An ageing society that has seen a radical transformation of its family and labour market landscapes, Uruguay maintained during the 1980s and 1990s a welfare state that was essentially contributory, elderly and male-oriented, and centred on cash entitlements. This contributed to the infantilization of poverty, increased the vulnerability of women and exacerbated fiscal stress for the system as a whole. Furthermore, because of high levels of income and asset inequality, the redistribution of risk between upper- and lower-income groups presented a deeply regressive pattern. The political economy of care and welfare has begun to change in the last decade or so, bringing about mild reforms in the right direction; but these might prove to be too little and too late.  相似文献

The Australian government's White Paper on aid provides a blue print for the Australian aid program for the next decade. While it ostensibly has a focus on poverty, it still sees economic growth and effective government as the path to poverty reduction. This article analyses and highlights the issues associated with this approach to poverty. These are: growing inequality and vulnerability, the rural–urban divide in poverty outcomes, and increasing social exclusion leading to increasing social and political insecurity. The article then examines the alternative policies adopted by the British aid agency, DFID, and concludes with some suggestions on how the practice of the Australian aid program can better match the goal of poverty reduction.  相似文献
